This article deals with peace-building activities in the context of the intractable conflict between Israelis and Palestinians. Scores of people-to-people projects were conducted after the September 1993 signing of the Oslo peace accords, but these projects did not seem to prevent the collapse of the peace process and the re-emergence of severe violence between the sides in late September 2000. However, evidence from the field indicates that peace-building activities are still continuing. This article will describe peace-building activities both before and after September 2000, discuss their effectiveness, and define their relevance in the ongoing violent conflict between the sides.  相似文献

Textbooks are not only meant to deliver subject knowledge; they are also a medium to convey universal and community-specific values. Aiming to explore the social and emotional development goals of English for Ethiopia Student Textbook Grade 9, this study reviews the content and activities of the textbook by searching for embedded peace values and prejudices. Textual, contextual and sociological discourse analyses were conducted to characterise, understand and explain the nature of the textbook’s discourse. A positive self-concept; good health and compassion (inner peace); tolerance, solidarity and social responsibility (social peace); and respect for life in all its forms and care for the environment (peace with nature) were found to be recurring peace values. However, some content reflected gendered stereotyping, which goes against the peace value of equality.  相似文献

‘Corruption in the aftermath of war’ brings together an interdisciplinary group of scholars to enquire into the dynamics of corruption in post-conflict societies. This introduction discusses five themes, problematising and summarising key findings from the 10 articles included. First, we discuss the problems with the corruption concept, related to its moralising connotations and definitional vagueness, and propose viewing corruption as a collective action dilemma as a way of avoiding these moralising aspects. Second, we discuss post-conflict societies, and highlight the great varieties of ‘peace’ that that label can refer to. We suggest that the causes, dynamics and effects of corruption in post-conflict societies bear many similarities with those in other societies, but that the post-conflict situation often generates an intensification and entrenchment of corruption-related problems. Third, we analyse the dynamics between international interveners and domestic actors, and show the contradictions and tensions in international–domestic relations. Fourth, we argue that the inter-linkages between inequality, mistrust and corruption deserve consideration in the study of post-conflict societies, and that inequality in particular merits more attention. Finally, we discuss some methodological challenges encountered by the contributors in their studies of corruption in post-conflict societies.  相似文献

This essay analyzes Colombian foreign policy over the last three decades with specific emphasis on Bogota's peace diplomacy from 1978 up to 2000 in the context of an ongoing and degrading internal war. Initially, it assumes a modified realist perspective that links international relations with domestic structures. Then, the text defines three models of Colombian peaceful diplomacy according to the purposes, the means, and the rationales employed by the administrations that covered the above-mentioned period. After empirically evaluating the governments of Presidents Turbay, Betancur, Barco, Gaviria, and Samper and the first two years of the presidency of Pastrana, the article concludes with an assessment of the country's peace diplomacy and its impact on internal violence and instability. The foreign policies of the six different mandates show that Colombia never developed an overall, consensual state strategy towards peace, that the multiple peaceful diplomacies were partially successful in terms of sustaining the political regime and that, notwithstanding the latter, the successive governments failed to achieve a genuine resolution to domestic war. Finally, the article calls for a serious, active, and simultaneous state foreign policy and citizen's diplomacy in favor of peace.  相似文献

This paper focuses on how peace education at a peace museum is promoted by a volunteer guide service for visitors. Peace museums are places where many materials related to war and peace history are on display. To support the learning experience of museum visitors, many peace museums in Japan provide a volunteer guide service. The Kyoto Museum for World Peace, Ritsumeikan University, started such a service more than 20 years ago. A citizens’ group, called Friends for Peace, is in charge of the museum guide activities in cooperation with the museum. This article explains the purposes and nature of the service, and also reports on a survey of similar services offered by other peace museums in Japan.  相似文献

Peace education is considered a necessary element in establishing the social conditions required for promoting peace-making between rival parties. As such, it constitutes one of Israel’s state education goals, and would therefore be expected to have a significant place in Israel’s educational policy in general and in response to peace moves that have occurred during the Arab–Israeli conflict since the 1970s in particular. This article reviews the educational policy actually applied by Israel’s state education over the years as reflected in formal educational programs and school textbooks, and suggests that although some significant changes have taken place over time, there has been and still is a significant gap between the stated goal and the practice of peace education in Israel. Reasons for this disparity and its implications are discussed and possible directions are proposed for coping with this educational challenge.  相似文献

The reported rise in radicalism among youth in Pakistan since 9/11/2001 has been attributed to religious education in madrasas and schools. However, education in Pakistan is only part of the historical and contemporary forces that contribute to the prevailing exclusivist religio-political discourse. Although most policy papers have recommended a secularization of public education, such efforts by the Pakistani Government have been counterproductive. These efforts by the Pakistani Government to reshape education, with massive funding from international donors, have faced strong opposition and there are signs of psychological reactance as evidenced by even greater levels of religious radicalism among Pakistani youth. The current study suggests a viable alternative for reshaping education in Pakistan. A nationwide survey of educated urban youth (N = 386) conducted by the first author, revealed that when considering radical religious, Western secular and liberal religious ideas, Pakistani youth were overwhelmingly supportive of a liberal religious approach to education that highlights an inclusive Islam emphasizing freedom and compassion. Findings have implications for Government reforms, peace education initiatives and long-term conflict transformation in Pakistan.  相似文献

There is a growing academic literature on both land and corruption in relation to post-conflict peace building. This paper aims to understand what role corruption complaints play in the nexus between land and grievances in post-conflict societies. Drawing on field material collected in Sri Lanka, the paper interrogates the role of corruption complaints in relation to a number of highly politicised and ethnicised post-conflict land issues, ranging from the return of idps and alleged new resettlement schemes to land grabbing for military, ‘development’ and/or commercial purposes. The comparatively high visibility of land use, and the fact that land-related corruption is likely to affect a specific set of people who lay claim to the land, makes it a particularly important area to address in research on corruption and post-conflict peace building.  相似文献

‘Results’, ‘value for money’, ‘effectiveness’ and similar buzzwords have become commonplace in development cooperation and peace building. The use of technical instruments such as project cycle management and evaluations is hardly questioned anymore: these are presented as a minor shift of focus to make current practice more effective. This paper argues that there is far more to this shift: a machinery of practices and institutions has been installed that removes political questions on development or peace from the political realm and places them under the rule of technical experts. Drawing on a Foucauldian understanding of discourse analysis, the paper analyses how this machinery prioritises gradual reform, subjugates other approaches to societal change and reproduces power/knowledge networks in both the global South and North. Based on ethnographic field research in Myanmar, it also explores discursive strategies of local actors and assesses how they are aiming to create spaces to challenge this machinery.  相似文献

Although museums for peace claim peace education to be a primary mission, their definitions of ‘peace’ and their aims and practices for peace education vary widely. In this article, we draw from the field of critical museology and the knowledge construction perspective to understand the role of museums for peace in the service of peace education. From the constructivist viewpoint, the museums’ narratives are not objective or historical truths. Rather they are the museum designers’ constructed interpretations of the events, people, and places that are memorialized. The museums’ exhibits, narratives, and programs reflect a wide range of definitions of peace including some which conflict and contradict each other. The variations in defining peace contribute to differences in how the museums view and exercise their role in educating for peace. From this analysis, we observe how contemporary museums for peace can play a significant role in peace education by raising awareness about multiple definitions of peace and by enabling audiences to reflect on, discuss and participate in deliberated paths toward personal peace and cultures of peace.  相似文献

Minimal peace building during a violent conflict is suggested as a strategy for future post-conflict peace processes. This paper describes a process of five workshops in which Palestinian and Jewish-Israeli teachers developed a joint school textbook of two narratives (an Israeli and a Palestinian) in regard to three dates in their mutual conflict: the Balfour Declaration, the 1948 war and the 1987 Intifada. The teachers developed these two narratives to be taught in their classrooms. All these activities took place under severe conditions of asymmetry of power relations of occupation (of the Palestinians) and of suicide bombers (against Israelis) throughout the project. The Two-State solution requires in our view textbooks of two narratives, so students learn to respect the narrative of the Other.  相似文献

ABSTRACT

Despite its global popularity over the past few decades, the public-private partnership (PPP) has not always led to successful outcomes, due largely to a number of risk factors associated with the projects. To explain how and why PPPs sometimes fail, this study considers the success-failure continuum of Singapore’s recent PPP experience from 2000 to 2019. After taking a critical, close look at the six failed cases, we identify the following latent risk factors: unstable financial capacity during the execution period of a project, force majeure unforeseen problems that arise, a lack of technical and/or financial foresight, poor corporate management (e.g. delays in construction and poor-quality service delivery), and an unfavourable investment environment stemming from the lack of a clear and supportive governance framework. In addition, we find that most risk factors tend to appear during the contract management (pre-operation) and project management (operation) phases. Such risks seem to drive the operational failure and subsequent contract termination of multiple unsuccessful PPPs, simultaneously (and sometimes sequentially) rather than in isolated fashion. All in all, this study offers for policymakers that better risk allocation and proper, mutual coordination between the public and private partners represent essential factors for PPP success.  相似文献

This article draws attention to the ideological role that the neoliberal discourse on corruption has fulfilled in the promotion of the second generation reforms in Southern countries since the 1997 East Asian financial crisis. This discourse is ahistoric insofar as it fails to recognise corruption as a problem of modernity; biased insofar as it associates corruption with Southern countries' historical and cultural specificities only; contradictory in terms of its counter-productive anti-corruption strategies; and politicised as it has redefined ‘corruption’ as ‘rent-seeking’. In the absence of alternative radical conceptualisations, this essentially competition-induced neoliberal orthodoxy on corruption has been easily articulated within morality-based popular concerns in domestic politics and hence acquired a hegemonic capability. The article substantiates these arguments by examining the trajectory of the neoliberal anti-corruption agenda in Turkey with a particular focus on the developments of the post-2001 financial crisis period.  相似文献

The Culture of Peace News Network, an internet news service, is analyzed in the framework of a general approach to education for a culture of peace. Its format reflects the eight program areas for a culture of peace as adopted by the UN General Assembly. Among its other operating principles are universality of news with all cultures and regions of the world given equal priority, requirement that reflection be accompanied by action and that news should be positive and open to debate, that ‘slow news’ is as important as ‘fast news,’ and that readers should participate by writing as well as reading. The Network has yet to achieve its goal of forcing commercial media to consider actions for a culture of peace as newsworthy, but it is suggested that this will depend on the growth of the global movement for a culture of peace which remains rather small at the present time.  相似文献

ABSTRACT

In this article, we present the idea of a territorial peace and explore it in the context of Colombia. We locate our investigation in peace education, particularly in Colombia’s Catedra de Paz, and explore the adaptations and application of the iPEACES programme (originally the iPEACE programme, developed by one of the authors with Bevington in 2017) as a possible way of contributing to sustaining the plurality of many peaces in this and other contexts. We outline the Innsbruck school’s many peaces approach and Elicitive Conflict Mapping (ECM) framework in order to show how they contributed to developing the iPEACES programme – which is responsive to territorial peace in the Colombian context. We end by presenting limited findings from four surveys with teachers in Colombia who attended a taster day for the iPEACES programme in 2018. We discuss their contributions and perspectives, and the ways in which we feel the iPEACES programme might be taken up more widely in schools in Colombia and elsewhere.  相似文献

This paper focuses on the limitations of the Eurocentric modernist framework that undergirds Freirean theory and critical pedagogy in relation to critical peace education, highlighting in particular the contributions of post-colonial and decolonial thinking. The paper posits that critical approaches to peace education need to consider these limitations in pushing critical peace education to engage more postcolonial and decolonial thinking. A renewal of critical peace education that integrates the critiques of both decolonial and postcolonial perspectives will provide productive possibilities for revitalizing the transformative orientation within critical peace education and decolonizing the work of research and pedagogical praxis in peace education. This means to evoke discourses and practices that move away from the dominant categories of Eurocentric thought and engage explicitly with the ways in which understandings and pedagogies of peace education are implicated in modernity and coloniality.  相似文献

This paper examines the striking institutional parallels between the seemingly inexplicable DPRK (Democratic People's Republic of Korea) and Ceausescu's Romania. It argues that in both cases, the role of strong anti-liberal ideology that combined both far left and far right nationalist elements was highly significant in sustaining the regime and therefore should not be underestimated. While developments elsewhere in the Soviet bloc deprived the Ceausescu regime of potential nationalist cards it could play and thus precipitated regime change, the DPRK regime was able to hold on to power by using imagined and real external threats to justify its ongoing domestic repression and reinforce its nationalist claims.  相似文献

This is the pilot study for the Peace Education Curricular Analysis Project – a project that seeks to become a longitudinal and global analysis of national curriculum statements for pro-peace values. National education as a system of organized learning can act as a transmission belt – a cultural institution that assigns communal ideals and values and uses pedagogy to echo social standards. As this analysis considers that it is possible to assess non-peace education for peace education qualities, this study analyzed New Zealand’s early childhood, primary, and secondary education curricular statements to ascertain the presence or absence of three elements common in peace education programs: recognition of violence; addressing conflict nonviolently; and creating the conditions of positive peace. The methodologies used in this mixed methods study include directive and summative content analysis. This analysis finds that the curricular statements (2) of New Zealand have made progress to educate students toward peace and non-violence and that in general, the early childhood curricular statement incorporates a greater amount of pro-peace content than the primary and secondary curriculum statement. Opportunities exist to strengthen peace education content in future New Zealand curricular statements.  相似文献

This article proposes a new of field of research in social sciences education: Historical Memory Education (HME). Despite the large amount of educational experiences following the end of violent conflicts and totalitarian regimes during the twentieth century, historical memory has not been recognized as a field in educational research. From a review of research and experiences worldwide, the authors identify a new field in education research that cannot be reduced to peace education, bullying prevention, or history education, but that takes elements from all these fields, as well as from local pedagogical experiences, to face the challenge of healing the wounds of longstanding violent conflicts. This article organizes prior research in a comprehensive framework that describes the levels, pedagogical principles, and spaces of HME.  相似文献

The UN peacekeeping operations in the Central African Republic (CAR), Democratic Republic of Congo (DRC) and Mali were in 2013 given peace enforcement mandates, ordering them to use all necessary measures to ‘neutralise’ and ‘disarm’ identified groups in the eastern DRC and to ‘stabilise’ CAR and northern Mali. It is not new that UN missions have mandates authorising the use of force, but these have normally not specified enemies and have been of short duration. This article investigates these missions to better understand the short- and long-term consequences, in terms of the willingness of traditional as well as Western troop contributors to provide troops, and of the perception of the missions by host states, neighbouring states, rebel groups, and humanitarian and human rights actors. The paper explores normative, security and legitimacy implications of the expanded will of the UN to use force in peacekeeping operations. It argues that the urge to equip UN peacekeeping operations with enforcement mandates that target particular groups has significant long-term implications for the UN and its role as an impartial arbitrator in post-conflict countries.  相似文献
