In a time of ferment in the national mood, the large body of literature on the rationale and emotions of specific subgroups in South Africa today invites a synthetic account of ideologies and zeitgeist considered together. It is argued that these phenomena are rooted in material processes and that combinations of these discourses are used by people. Patriarchy, neoliberalism, the ANC state, and Christianity are considered as ideology; the “colonial unconscious” is considered as a structuring principle of the fractured presentation of zeitgeist. This includes the ideological popular discourse of whiteness; a single broad social spirit of blackness, though within this are subclusters of survival, retraditionalization, religion, “insurgent yet dependent citizenship,” and loyal citizenship. The common spirit of democratic South Africa is outlined. Lastly, using Hamilton’s account of “public deliberation,” the extent and location of critical public debate is discussed, and linked to the issue of ressentiment. The implication of these forces for the future is finally considered.  相似文献

In this article Jack Pole considers whether the Constitution of the United States, as drafted in the Philadelphia Convention of 1787 could be regarded as the result of a coup d'état, since the original remit of the Convention had been to modify the existing Confederation of independent states, while the outcome was a constitution for a new sovereign, federal state. The article is based on the use of the collection of essays that were later published collectively as The Federalist to illustrate the thinking of the Convention leaders. It is important that The Federalist was not a work of political theory, but a collection of the ideas of Hamilton, Madison and Jay, which were written in response to developments with the aim of persuading the public to vote for ratification. The central problem for the authors was to balance their wish for a strong central government against the widespread contemporary belief, rooted in Whig thinking, that a strong central government was the most dangerous of all threats to individual liberties. The authors, collectively ‘Publicus’, begin with an orthodox view of sovereignty as ‘indivisible’: but this view was modified in face of strong Anti-Federalist attacks on ‘consolidation’. Key issues were open to later judicial interpretations. The article suggests that, quite apart from the complete absence of armed coercion on the Convention of 1787, the results of its deliberation cannot be seen as the result of any kind of coup.  相似文献

A Canadian Sovietologist with extensive research experience relating to the accident at the Chernobyl' nuclear power plant in 1986 surveys some of its major consequences in light of new information on the fifth anniversary of the disaster in 1991. The author outlines and analyzes varying interpretations of the cause of the accident (operator error vs. design flaw), the extent and density of the radiation release, and the severity of its impact on public health in contaminated areas. Appropriately noted are the jurisdictional disputes over the clean-up and other remedial efforts-most rooted in the current political crisis in the Soviet Union. Abstract

What is the role of new media in driving political change in China? How do we understand the interaction of rapid increases in connectivity, regime censorship and democratic outcomes? This article seeks to assess the democratic implications of new media in China through the lens of three key and nested criteria derived from general theories of deliberative democracy: information access, rational-critical deliberation and mechanisms of vertical accountability. The key finding is that connectivity expands political opportunity. How this opportunity is exploited is up to users, who often vary widely in their political preferences, values, and norms of behaviour. The results are multiple mechanisms of change taking place simultaneously and the development of a more interactive and pluralistic public sphere. While China obviously still has to develop far more formalised and institutionalised mechanisms for managing state-society relations, political pluralism in the form of online deliberation might be considered a foundational condition for a more interactive and liberalised political order rooted in greater public deliberation and societal feedback. Moderate forms of discourse and societal feedback are tenuous and increasingly exist in a chaotic and diversified online discourse defined equally as much by new methods of authoritarian propaganda and virulent nationalist ideas.  相似文献

In this article Joachim Bahlcke has re-examined the significance of the agreement of the Estates of the crown of St Wenceslas, representing Bohemia, Moravia, Silesia and Upper- and Lower Lusatia to a federal constitution, the Confoederatio Bohemica in 1619. He argues that this was not just an improvised response to the contingencies of the Bohemian revolt against their Habsburg king, Ferdinand of Styria, but the outcome of a lengthy process of discussion and negotiation between the Estates. He argues that they achieved a remarkable success in overcoming deeply rooted internal divisions, and produced a mature set of constitutional proposals involving significant modernizations of the traditional structures to achieve a strong federal system based on equality of rights between the participating Lands. These reflected ideas drawn from leading political thinkers of the age. He believes the Confoederatio Bohemica represented an alternative model of a more effective central government, based on consent from below, to the monarchical-absolutist command model then coming into favour in Europe.  相似文献

This study aims to explain the victory of Hugo Chávez and his party in the 2000 Venezuelan elections, to analyze the factors that made this victory possible, and to examine the consequences for future developments in the Venezuelan political system. The decay of traditional party loyalties without the emergence of new parties deeply rooted in society (dealignment without realignment); underdevelopment; and an institutional setting dominated by a president elected by a plurality electoral system have opened the door to personality-centered politics and weak parties, which are the main features of the current political situation. Compared to the 1993 and 1998 elections, the 2000 elections once again confirm an increase in personality politics and the decay of parties as instruments for articulating interests, representation, and governance. As a consequence, this article argues, instability is likely to remain a feature of Venezuela's party system for some time.  相似文献

A typical trait of the fiscal system of the ancien régime was the farming out of state revenue, most often represented by England and France. This article contributes to the ongoing discussion on the articulation of political economy and discourses on private and public organization in the early modern period, using the Swedish Riksdag as the focal point. Furthermore, it adds to historical research on private organizations for the operation of public services, and to a theoretical discussion on institutional development in the early modern period. In this article the Swedish General Customs Lease Company (Generaltullarren-desocieteten) 1723–65 is used as an example, arguing that Sweden represents an alternative model for the organization of revenue collection in early modern Europe; demonstrating that the General Customs Lease Company includes characteristics found both in England and in France. The analysis focuses on the political level, using parliamentary debates about the organization of the customs service. Thus, the explanation pays close attention to arguments wielded in favour, or against, farming out state revenue to private individuals. The political debates show an increasing critique against the large profits made by the shareholders in the Customs Company, as well as condemnations against the Customs Company for promoting self-interest at the expense of the common good.  相似文献

ABSTRACT

This article argues that in the AKP era, gender and sexuality play a central role in reshaping the secular-religious divide to instil ‘yeni milli’ (new national) – or as AKP members call it, ‘yerli ve milli’ (homegrown and national)- values. Adopting a feminist and reflexive approach, this article seeks to demonstrate that Erdo?an and the AKP have used gender and sexuality-related issue areas not as diversions to highjack the public agenda, as it is often assumed, but as a medium to regulate the neoliberal redistribution of conservative values. After a brief presentation of the historical background of the gendered evolution of the secular-religious divide in Turkish politics, this article focuses on the following three particular cases: the policies and discourse on LGBTI rights; the link that was established between the reproductive rights of women and ethnic identity; and how the AKP created new types of ‘other men’ and ‘other women.’ The article also seeks to show that in each case the meanings attributed to the secular and the religious in the secular-religious divide have shifted accordingly and that shift was reflective of, and was used to instil the particular set of values supportive of particular political positions.  相似文献

SUMMARY

This article intends to provide an analysis of the process of building a house for the Argentine congress between 1880 and 1916. After the presidential campaign and revolution of 1880, Argentina entered a new political era that saw the definition of a political system under the hegemony of the Partido Autonomista Nacional and the consolidation of the federal state. The defeat of porteño militias in 1880 represented the end of the project of a national state controlled from Buenos Aires and the transformation of the city into the federal capital of the country. This new role meant that the city now needed buildings to accommodate new functions, a house for parliament among them. This article explores the significance of building the Palace of Congress as part of a broader plan by politicians, urban planners and bureaucrats to place symbols of republican greatness in central areas of the new capital. This study also focuses on the parliamentary debates that discussed the allocation of public funding for the construction of congress and the importance of giving the new capital examples of monumental architecture as a way to underscore its new political status. Finally, this article analyses the impact of the debates in congress and in the press about allegations of embezzlement and corruption that surrounded the building of the Palace of Congress.  相似文献

ABSTRACT

The article concludes the Special Issue, Illiberal Politics in Southeast Europe, on the retreat of liberal democracy in the region. It focuses on the central themes that link all the papers together: free and fair elections, media freedom, judicial independence, privileged access to public resources and the role of civil society. It seeks to disentangle the causes and consequences of illiberal politics in the region and explores the similarities in the illiberal practices and strategies incumbents use with the aim of staying in power indefinitely. The main argument is that democratic backsliding in Southeast Europe is deeply rooted in the unfinished transitions of the 1990s, which gave rise to new political and economic elites and that blending those two into one resulted in the dominance of the executive over the judiciary and legislature. These new elites became entrenched during the wars and conflicts that affected the region. The enabling factors were of societal origin – clientelist practices, corruption, nepotism and mistrust in politics accompanied by external factors – as well as international pull and push factors (from the EU and Russia) along with a domino effect of democratic backsliding in the region.  相似文献

Canadian political parties oscillate between periods of inter-election quiescence and electoral year mobilization. In this paper we measure, across a series of elections, organizational activity in inter-election periods as parties develop strategic positions and seek to reshape their bases, and then their subsequent mobilization strategies and successes. Our research strategy employs ecological models rooted in electoral district level data including party resources and activity (from annual financial accounts), census data describing the electoral districts, as well as conventional aggregate electoral data. Our initial models utilise evidence from Ontario, Canada's largest province, and cover several electoral cycles that witnessed a string of governmental turnovers. This analysis provides a more nuanced model of party systems than those based on simple election results. Even in a period of remarkable electoral flux, party activity and success appear to be deeply rooted in the diverse constituency social and political contexts of the system.  相似文献

This paper is an analysis of South Africa's public service improvement strategies since 1994. It first describes the historical factors that underpinned South Africa's service delivery initiatives before 1994. It is argued that the pre-1994 public service sector was racialised and highly politicised, as opposed to being people-centred and service delivery oriented. The transition to democracy in 1994 necessitated a complete revision of South Africa's public administrative system in order to meet the developmental challenges of service delivery needs. However, this transition also coincided with global reform initiatives that were taking place in the public sector, as informed by the new public management (NPM) paradigm with its emphasis on cost effectiveness, accountability and transparency. The primary argument of the paper is that commendable legislative reforms have been enacted in South Africa's public administration system in the post-1994 period, based on the NPM, but the fragility of the state bureaucracy as manifested in the silo approach characterising the South African government operations, as well as capacity limitations, encumbers the success of these reforms. The Community Development Worker (CDW) programme, operating in South Africa's Eastern and Western Cape Provinces, is used as a case study to illustrate this argument. A brief look at India's experience of the NPM also informs the discussion. The significance of the case study lies in the fact that it was conceived in the interest of increased responsiveness and accessibility to government services, a vital pillar of the NPM framework.  相似文献

This article focuses on what we call, following Argentinean thinker and activist Lohana Berkins, travar el saber. Travar el saber is travesti theorising; rooted in Berkins's conceptualisation of travesti as a political identity, it works to understand, question, and transform the tenets and practices that uphold and reproduce exclusionary dynamics. Our analysis draws on efforts taking place at the Bachillerato Popular Travesti y Trans Mocha Celis, the first high school created to meet the needs of travesti and trans students in Buenos Aires. The Soviet economic slowdown is explained in the context of an eroding “social contract” between regime and society, established in the 1950s and defined as a set of norms, constituency benefits, and political-economic institutions which elite and public have regarded as legitimate means of regulating their mutual relations. Gorbachev must rebuild state legitimacy; the “objective,” mutually constraining relationship between economic system and state legitimation implies that a new social contract can serve as a “test” of Gorbachev's intent to pursue “radical” economic reform. This study investigates whether, as part of a broader “Asian Energy Pivot,” Russia’s energy giant Gazprom refashioned its export strategy away from Europe, and what impact such a reorientation might have on the EU–Russia gas relationship. It uses four empirical cases to emphasize the domestic movers underlying Russia’s eastward shift in energy trade, developing a constructivist theory rooted in the dynamics of Russia’s dominant public narrative and the contours of domestic politics. It argues that Russia’s national interests changed as a result of how Russian policy-makers interpreted and reacted to the stand-off with Europe, in response to what they perceived as Europe’s attempt to isolate it economically and geopolitically. Russia’s Eurasianists, who had advocated the notion of a necessary turn to the East for a long time, positioned themselves as norm entrepreneurs and their new interpretation of the preexisting material incentives shaped the future course of action.  相似文献

ABSTRACT

Malawi's Vision 2020 document, a national document that serves as a vehicle to project a future for a more developed, secure and democratically mature nation, laments the tendency of Malawians to denigrade local products and glorify all things foreign. Yet, paradoxically, the document does not address the important issue of promoting Malawi's indigenous languages. This silence can be interpreted as reflective of the population's inclination to ascribe greater value to foreign culture. In Malawi, as in many other African countries, indigenous languages are not considered worthy as media of education, subjects of advanced study or critical vehicles for national development. They are still victim to a discrimination rooted in Africa's 500 plus years of European enslavement and colonisation. Against the backdrop of the pursuit of an African Renaissance, this article looks at Malawi's language policies since independence in 1964, and at how, ten years short of an idyllic national vision, Malawi measures up on the important issue of language.  相似文献

SUMMARY

A few years after the return of the Bourbons to the Neapolitan throne, following the final defeat of Napoleon, profound dissatisfaction grew in a section of southern public opinion, above all the provincial bourgeoisie, at certain plans of the restored government. They faced the continued blocking of their own aspirations to a greater share in the management of the res publica, which was a result of the rigid political and administrative centralization of Napoleonic origin which remained in place in the kingdom of the Two Sicilies. Because of this deeply rooted discontent, the secret sect of the Carboneria began to spread throughout the kingdom. Its primary political aim was to build the foundations of a constitutional and representative regime. It was the Carboneria which instigated a popular uprising in 1820, forcing Ferdinand I to concede to his subjects what the leaders of the revolt had loudly demanded, the Constitution of Cadiz.

Therefore, for the first time in the history of the kingdom, all male citizens aged 21 (except those in domestic service) were entitled to elect the national Parliament endowed with legislative powers. Apart from the property-owning and professional middle classes, it was soldiers and clergy, both groups active in the ranks of the carbonari, who were conspicuously represented in the new assembly. It was therefore composed in large part of individuals whose careers displayed a prominent involvement in the most dangerous phase of the political and institutional crisis which had confronted the kingdom during the previous years. About 70 per cent of those elected had joined in support of the Napoleonic Republic in 1799, had taken part variously in the institutional order established by Napoleon's adherents in the ten years of French rule from 1806, and had in many cases then been affiliated to the Carboneria. Because of their advanced democratic ideals, these people were severely persecuted by the Bourbon authority after the end of the brief constitutional regime.  相似文献

ABSTRACT

Since the Turkish government’s recent turn to authoritarianism, tens of thousands of public dissidents and government critics have been subjected to dismissals and revocation of civic rights via emergency decrees. The victims call this process ‘civil death’. We aim to understand the logic behind this form of punishment in Turkey by examining the differential genealogy of civil death in the work of Hannah Arendt, Bertrand Ogilvie, Giorgio Agamben, and Achille Mbembe. We demonstrate that a later form of civil death was used by totalitarian regimes in a process leading to the reduction of targeted individuals as ‘superfluous’ and as ‘living corpses’ in concentration camps. In these contexts, death became an instrument of biopolitical and necropolitical powers. We propose that although contemporary punishment of public dissidents in Turkey shares some similarities with these forms of civil death, it may more fittingly be identified as civic death. We argue that while civil death is based on the classical political right of the sovereign to ‘make die’ after first reducing targeted individuals to little more than living corpses, civic death is linked to the power of the sovereign to ‘let die’ through the exclusion of public dissidents from economic, social, and political life.  相似文献

While the January 2015 Paris terrorist attacks presented a crucial opportunity for far-right mobilisation, the focus on liberal democratic values and Charlie Hebdo’s non-conformist progressive profile presented challenges for right-wing discourse. Taking Italy as a paradigmatic case of public controversies on cultural and religious affairs, this article examines the opportunities and constraints generated by multicultural crises for far-right framing choices. A qualitative frame analysis analyses the discourse of three types of far-right actors. While the populist radical right, extreme right, and ultra-religious right groups disagree on crucial criteria for outgroup exclusion, they collectively employed the Charlie Hebdo controversy to redefine their exclusionary discourse on liberal grounds with the goal of gaining legitimacy in the mainstream public sphere.  相似文献

This is a comparative analysis of whether and how participation in different types of civil society organizations (CSOs) enable an environment for the learning of active citizenship practices. Active citizenship is conceptualized and defined around three dimensions: civic action, social cohesion and self-actualization. The potential to transform citizenship practices is critical to the Turkish context where, rooted in its strong state tradition, citizenship has been conceptualized and practiced in a passive manner. CSOs in Turkey have burgeoned over the past two decades and provide an important space to pursue a wide range of interests and provide services. This study is an in depth analysis of participant experiences in six CSOs in Istanbul. The study distinguishes between CSOs based on indicators that are expected to create variation in how the participant is engaged. CSOs are classified as either rights or obligations based, membership or volunteer based, and finally based on their types of activities. This article presents results on the effect of participation in rights vs. obligations-based CSOs on the development of active citizenship practices.  相似文献
