This article describes four demonstration projects that strive to promote responsible behavior with respect to parenting, child support payment, and employment among incarcerated and paroled parents with child support obligations. These projects, conducted in Colorado, Illinois, Massachusetts, and Texas, with support from the federal Office of Child Support Enforcement and evaluated by the Center for Policy Research, led to a number of common outcomes and lessons. The projects revealed that inmates want help with child support, parenting, and employment and that prisons can be effective settings in which to conduct such interventions. Family reintegration programs were popular with inmates and may have helped to avoid the rupture of parent–child relationships commonly associated with incarceration. Although employment is the key to child support payment following release, rates of postrelease employment and earnings at all project sites were low and the employment programs were of limited utility in helping released offenders find jobs. Agencies dealing with child support, employment, and criminal justice need to adopt more effective policies with incarcerated parents including transitional job programs that guarantee immediate, subsidized employment upon release, child support guidelines that adjust for low earnings, and better training and education opportunities during incarceration.  相似文献

Each year many incarcerated mothers are released from prison and must endure the difficult process of prisoner reentry. The rate of recidivism remains significantly high among this transitioning population, which negatively affects many children. The traditional parole system has not adequately addressed the complexities of a mother‐prisoner's reentry and reunification with her child. This Note proposes that states should expand or adopt the use of problem solving parole courts, or “Reentry Courts” to support a mother and her child through the transition from prison to home. Reentry Courts provide a multi‐agency coordinated solution, which utilizes judicial authority for women seeking to transform their lives and reunify with their children upon their release from prison.  相似文献

Finding sustained employment is an important component of the transition from prison to the community for exiting prisoners. Anecdotal reports from former prisoners indicate that most individuals experience great difficulties finding jobs after their release. However, little systematic information is available about the employment experiences of individuals released from prison or the characteristics of former prisoners who are successful in locating employment. Using a causal framework, this paper examines the employment experiences of a multi-state sample of former prisoners, and identifies the individual factors influencing the likelihood of employment after release from prison, using data gathered from interviews with prisoners before and at multiple times after release. Findings indicate that consistent work experience before incarceration, connection to employers before release, and conventional family relationships improve employment outcomes after release. Individuals who relapse to drug use quickly after release, have chronic physical or mental health problems, and are older or nonwhite are employed fewer months after a period of incarceration.  相似文献

Abstract

The good lives model (GLM) is a strengths-based approach to offender rehabilitation in which treatment aims to equip offenders with the skills and resources necessary to satisfy primary goods, or basic human values, in personally meaningful and socially acceptable ways. The aim of the present research was to explore the practical utility of the GLM with a sample of released child molesters, and investigate the relationship between primary goods attainment and overall re-entry conditions (in terms of accommodation, social support and employment). Semi-structured interviews were conducted with 16 child molesters at one, three and six months following their release from prison. As expected, participants endorsed the majority of GLM primary goods with high importance, and positive re-entry experiences were associated with increased goods attainment. Implications for clinicians, policy makers and society as a whole are discussed.  相似文献

Criminologists are increasingly interested in how a variety of justice-adjacent institutions scaffold surveillance and punishment in the U.S. criminal justice system. A relevant but understudied institution within the carceral state is that of religion. Drawing on 12 months of ethnographic fieldwork inside a U.S. state women's prison, I interrogate how religion—predominately conservative and evangelical Protestantism—served dual purposes in light of carceral control. Religion offered redemptive narratives to counter punitive carceral narratives promulgated by the state. At the same time, this narrative shift from “flawed” to “faithful” prescribed particular forms of embodiment: avoiding fights and rejecting sexual relationships with women. These forms of Protestant embodiment aligned with carceral purposes, such that women who reprimanded others for breaching religious norms were simultaneously enforcing prison rules. Although rhetorically challenging official prison narratives on the meaning of incarceration, Protestant narratives in practice regulated women's emotional and sexual behaviors and fostered a system of informal surveillance among incarcerated women. These findings illuminate how organizational narratives are linked to individual action. More broadly, they suggest how an institution such as religion can undergird state authority within an intractable context of carceral control.  相似文献

The purpose of this study was to examine substance use patterns among a sample of incarcerated males who report engaging in levels of intimate violence, as well as identifying similarities and differences in demographic, economic status, mental health, criminal justice involvement, relationships, and treatment factors for three groups of incarcerated males - those who report perpetrating low intimate violence, those who report perpetrating moderate intimate violence, and those who report perpetrating extreme intimate violence the year preceding their current incarceration. Findings indicated that low intimate violence group's perpetration consisted almost exclusively of emotional abuse. Moderately intimate violent males and extremely intimate violent males, however, report not only high rates of emotional abuse but physical abuse as well. The distinction between moderate and extremely violent groups was substantial. Findings also indicated that perpetrators at different levels of violence in this study did not vary significantly in age, employment history, marital status, or race. However, the three groups showed significant differences in three main areas: (1) cocaine and alcohol use patterns, (2) stranger violence perpetration and victimization experiences, and (3) emotional discomfort. Implications for substance abuse and mental health treatment interventions and for future research are discussed.  相似文献

The authors compared 127 insanity acquittees in the state of Maryland with a matched prisoner control group of 127 convicted felons and a comparison group of 135 mentally disordered prisoners transferred for hospital treatment. Subjects were followed from five to 17 years after discharge from hospital or release from prison. Subsequent arrests, hospitalizations, employment, and functioning of these large cohorts were studied and compared. The study focused on outcome data at five years after release. The authors found that, at five years postrelease, 54.3 percent of the insanity acquittees, 65.4 percent of the prisoner control group, and 73.3 percent of the mentally disordered prison transfers were rearrested. At 17 years postrelease, rearrest rates increased to 65.8 percent of the insanity acquittees, 75.4 percent of the prisoner controls, and 78.4 percent of the prison transfers. Significantly more mentally disordered prison transfers than NGRIs were rehospitalized during the follow-up period. Overall, the prison transfers had significantly poorer outcomes on nearly all variables studied compared with the other two groups. The authors conclude that although there were a substantial number of rearrests among insanity acquittees, that group had a statistically significantly lower rate of criminal activity compared with the other two groups of offenders.  相似文献

This review systematically searched UK academic and grey literature in relation to mother and child separation in prison. Attachment theory is referred to in current prison policy for mothers and could provide a framework linking policy and practice. Reviewing grey literature provided an opportunity to explore practice-based literature. Twenty-four academic papers and 51 grey documents were reviewed. Use of attachment theory in the academic literature varied according to discipline, ranging from extensive use to no use. There was greater use of attachment theory in the grey literature. Despite linguistic differences, all documents highlighted the detrimental impact of separation on imprisoned mothers. However, specificity was lacking regarding support for mothers, and staff needs were overlooked. Given its use across the sparse research and practice literature, and its basis for policy, attachment theory could underpin theoretically informed support for imprisoned mothers separated from their infants and staff who support them.  相似文献

Abstract

This research presents the voices of women inmates on health care services in prisons. Foucault's discourse analysis as a means of bringing to the surface restrained voices provides the theoretical basis for this study. The research is based on face-to-face interviews of fifty-six women inmates to understand better the role gender plays in prison health care delivery. The results show that women are willing to discuss only physical ailments and are reluctant to speak about mental health care or HIV. While women benefit from health care services in prison, they still feel that a female-oriented approach to health care in general will improve the services tremendously. This approach is not dictated by the “difference” in the ailments between men and women, but by the “difference” in the way men and women encounter health care providers and illnesses.  相似文献

Offenders' access to instructional grants for postsecondary education has come under attack in Congress and in state legislatures throughout the country. Policy makers demand empirical evidence that public support for correctional education will reduce recidivism. Using 10-year follow-up data and logistic regression techniques, we estimate the likelihood of recidivism among parolees from a close-security prison in Ohio who have varying levels of education. We conclude that participation in a postsecondary education program contributes to postrelease employment, which in turn explains a significant amount of variation in recidivism.  相似文献

Over the past 30 years, the U.S. inmate population has increased dramatically, and the penal system has acquired growing attention in accounts of recent trends in economic stratification. As the prison system has expanded, its population has aged; incarceration rates have risen sharpest among older age groups. A large body of research documents differences in criminal offending and incarceration over the life course, but little attention has been paid to how the effects of spending time in prison depend on the timing of incarceration in the life course. Using state administrative data that provide significant variance in the age of offenders, this article investigates how the timing of incarceration in the life course influences its effects on post‐release employment and wages. We do not find consistent evidence that incarceration effects vary by age at admission. Instead, incarceration appears to have important consequences for employment and wage outcomes regardless of when individuals are admitted to prison. Even the most motivated offenders suffer sizeable and significant wage penalties and, over time, decreased likelihood of employment. These findings underscore the relevance of legal and institutional shifts associated with carceral expansion and the aging of the inmate population for life course theories of criminal desistance, accounts of labor market inequality, and prisoner reentry programs.  相似文献

This study examines recidivism among inmates who participated in prison industry programs during confinement and a comparison group of inmates who were not employed in prison industry. Industry participants had lower recidivism rates than nonparticipants, but when differences between the groups on other characteristics associated with recidivism were controlled, the recidivism rates of participants and nonparticipants were virtually identical. A proportional hazards regression model was estimated that showed that, net of other variables, the effect of prison industry participation on the probability of postrelease felony arrest was small and insignificant. The findings are discussed in the context of existing correctional outcome research and recent developments in prison work programs.  相似文献

In recent times, juvenile rehabilitation has been attacked both by liberals seeking to insert greater due process rights and protections into the juvenile justice system and by conservatives calling for more stringent handling of serious youthful offenders. The apparent pervasiveness of this attack raises the question, Is the philosophy of child saving dead? Data drawn from a survey conducted in Illinois suggest, however, that juvenile rehabilitation continues to receive support both from the public and from various groups associated with criminal justice practice and policy making. At the same time, there is also support for the notion that young criminals are responsible for their actions and are currently being treated too leniently by our courts. Finally, child saving is embraced most firmly by judges, lawyers, correctional administrators, and prison inmates and least strongly by legislators, prison guards, and the general public.  相似文献

PurposeIn many countries, sex offenders are treated as a special group of offenders, requiring special criminal justice responses and treatment modalities, presuming they are at high risk of re-offending. These special measures limit them in entering adult roles, especially employment. At the same time, such adult roles have been found to reduce offending risk in general offenders. We aim to investigate whether employment reduces offending rates in juvenile sex offenders' (JSO).MethodUsing longitudinal data on a Dutch sample of 498 JSO, we investigate employment and offending careers in JSO. A hybrid random effects model is used to investigate within-individual changes of employment quality and employment stability on offending. We also investigated whether the effects differ for child abusers, peer abusers and group offenders, who have different background profiles and for whom employment effects could be less.ResultsWe first show that JSO enter the labor market at relatively young ages, with stagnating participation rates from age 25 on, and numerous and short-lived employment contracts. In spite of these fractured careers, employment is associated with a decrease in offending. We found no difference for offender types in the effect of employment on offending.ConclusionsWe conclude that for JSO, employment decreases offending. Policies aimed at guidance towards employment, or the inclusion into conventional society, may be effective for JSO.  相似文献

This article investigates the attitudes of non-resident fatherstowards principles for child support payments in Norway. Twoquestions are asked: first, how well do the attitudes of thefathers correspond to those promoted by the political elite?and second, what characteristics of the fathers’ situationinfluence their attitudes? Data are found in a quantitativesurvey carried out in 2001–02. The analysis show thatfathers overwhelmingly support the principle that levels ofcontact should influence the level of child support, and thatneither parent must gain financially from the settlement. Thisis in tune with the intentions of the 2001 Norwegian child supportreform. The factors that most strongly influence attitudes arethe relationship with the mother (friendly or not), and, insome aspects, the time since the break-up. There is a slighttendency towards fathers embracing the arguments that can beused in their specific situation, but this appears to be mediatedby other factors.  相似文献

The U.S. incarceration rate rose dramatically over the past 45 years, increasing the number of marriages and cohabiting unions disrupted by a jail or prison stay. But as some have pointed out, not all unions dissolve as a result of incarceration, and there seems to be racial–ethnic variation in this tendency, with Blacks displaying higher rates of dissolution than Whites and Hispanics. Yet it is unclear what explains racial–ethnic differences in union dissolution among the incarcerated. Drawing on the National Longitudinal Survey of Youth 1997 (NLSY97), we examine why racial–ethnic differences in union dissolution exist among a sample of individuals who had a marital or a cohabiting union interrupted by an incarceration spell. In doing so, we draw on social exchange theory and structural and cultural theories to suggest that racial–ethnic disparities in union dissolution are explained by differential exposure to protective relationship characteristics. The results of Cox hazard models reveal that Blacks have significantly higher hazards of union dissolution than do Whites and Hispanics. These results also indicate that being married, having a child together, having full-time employment, a longer union duration, and a shorter incarceration spell may protect against dissolution and that these factors account, in part, for the greater risk of dissolution among Blacks relative to Whites and Hispanics.  相似文献

Since its inception, the public child support program has functioned primarily as a welfare cost recovery mechanism: $2.1 billion of child support collected annually for current and former welfare families is kept by the government to repay welfare costs. However, Wisconsin research findings suggest that low-income fathers pay more support and are less likely to work in the underground economy when support payments are passed through to their children. Regular support reduces poverty and welfare use, and increases child well-being. A consensus has emerged to reform distribution rules so that more child support is paid to the families, not to the government.  相似文献

Changes in economic and social well-being in three Alabama countries, immediately subsequent to the opening of large state prison facilities in those countries, are examined. Case study comparisons of prison and control (no prison) counties, using variables of population growth, total employment, per capita income, retail sales, property value, farm acreage and value, school enrollment, and crime rates and juvenile court cases, find some mixed indicators of a prison's effect on the local economy, but the majority of variables showed no negative effects, and positive improvement was found in some cases.  相似文献
