Good governance and legitimacy are becoming more and more important in South African society. Increasingly there are tendencies and trends of corruption, poor service delivery, crime, violence, and xenophobia in South Africa. The lack of accountability, responsiveness, and transparency reflects negatively on governance principles. It is becoming more evident that governance in South Africa must be investigated. Government is finding it difficult to tend to public participation, maintain law and order, provide for the basic needs of citizens, and combat unemployment and strikes. There is a direct link between governance and legitimacy because good governance is one of the essential elements and a prerequisite for legitimacy. Legitimacy depends on the government's performance and the support of citizens for the ruling party.  相似文献

The institutionalisation of performance management in the South African public service is a post-1994 intervention necessitated by the need to counteract the legacy of poor performance in public service institutions. Performance management as an integrated system is not a standalone intervention, but has direct links with other organisational processes. At both the micro- and macro-levels, PMS (performance management system) recognises institutional performance relationships between individuals', teams' and departments' performance contributions for attaining government performance targets. These institutional performance relationships in the South African public service have attracted excessive attention, whilst their performance impact in communities has been overlooked. In addition, the interdependence between the dichotomies of PMS: institutional performance relationships and performance impact have also been overlooked. In the South African context, this condition creates a disparity in terms of which government employees are rewarded for outstanding performance, whilst targeted beneficiaries express dissatisfaction, often with violent protests, over government's performance in the delivery of basic services. The protestors cite poor service delivery in prioritised key performance areas of the South African Government. The granting of performance rewards to government employees is an expression of performance excellence, which should translate into quality service delivery. Such delivery should not only meet the levels of service delivery expectations of targeted communities, but should also result in their total satisfaction. The article is founded on the basis that any disparity between targeted beneficiaries' service expectations and level of satisfaction can be linked directly to government progress in PMS implementation.  相似文献

The new information and communication technologies (ICTs) are radically redefining the world's social, economic and political landscape. People live in the information age and their environment and needs are changed by the development of ICTs. The Republic of South Africa as a democratic country also faces the challenge in the information age. The Government of South Africa has embarked on a number of measures to ensure that information and communication technologies (ICTs) play a vital role in society. The Department of Home Affairs (DHA) plays a central and indispensable role within the public service, impacting on the lives of all the citizens and the people who visit South Africa. The DHA has felt the pressures emanating from South Africa's transition to democracy and the tremendous growth in the demand for its services. It is important for the DHA to adopt the ICTs in its services to deliver them conveniently and efficiently to citizens. The paper presents the research undertaken of the present status and application of e-government in the Department of Home Affairs in Republic of South Africa as well as the analysis of challenges the DHA faces in the quest to deliver services with ICT. Feedback obtained from clients was reviewed with the aim of offering recommendations on how the DHA can improve service delivery using ICT.  相似文献

This article reflects on the rise of public-private partnerships (PPPs) in China. Though PPP is relatively new in China, it draws on a recent series of policies, guidance materials and rules relating to the provision of public facilities and services in tandem with global developments. This paper reviews the development of PPPs in China with selected project cases in the first two sections. The third section of the paper highlights some of the key challenges facing PPPs in China following some considerable controversies and experiences in the delivery of public service and infrastructure development. Hence, given the many limitations of PPPs and complex deals, it is suggested that other countries' experiences be drawn upon as comparisons and lessons learnt for better governance of PPPs in China.  相似文献

There have been efforts to establish agencies as part of a strategy to improve service delivery world-wide. In Nigeria, agencies have also been established at both the national and state levels. The Lagos State Government has also established various agencies to fulfill different government functions in the state. After many years, the activities of these agencies have improved the delivery of services to the people in Lagos State, but there is still much to be done. This is why this study examines agencification of public service delivery in Nigeria with reference to Lagos State. The study uses mixed methods and triangulated data to achieve the research objectives. Questionnaire was used to collect data from service users and departmental officials. Face-to-face interviews were conducted with key officials of the selected agencies. Key documents were also reviewed. The findings reveal: lack of human resources capacity, inadequate financial management skills, and poor management of service providers, and the environment of the people of Lagos State are not considered in the conception and the implementation of the service-delivery-driven agencies. The study therefore recommends that agencification of public service in Lagos State as conceived if properly implemented can contribute to effective public service delivery.  相似文献

East European countries, including Albania aren't totally immune from the troubles of the international financial trade, although they will not have direct influence on their finances system. These effects of the global economy crisis have begun to be felt even in Albania. The poor classes will be much more and faster effected from this crisis. This article will treat the effects of the crisis into these classes, and the risks that this crisis brings to their finances. Important factors for this will be the decrease of the monetary incomes in the country, the emigrant remittance and foreign investments decrease and as a result they will influence in a decrease of the income for person in the country, which will have much influence at this level. The intention of the article is to treat the policies that should be taken by the government to protect them. The government of these countries should be concentrated in the social protection of the poor classes and in the ways of overcoming the crisis for them.  相似文献

This study aimed at conducting a multi-stakeholder assessment of the recent Egyptian parliamentary elections that took place after the Egyptian January 25, 2011 revolution. Using both qualitative and quantitative methodologies, it outlines the directions of different stakeholder groups' perceptions toward the elections. The qualitative analysis, based on a review of the literature and an examination of published and online media, emphasized the divergent opinions of the groups studied. The quantitative analysis focused on the results of an online survey distributed to a sample of 299 resident Egyptians representing the different demographic features of the eligible voting community. A valid and reliable scale was used to assess the perception of respondents to six different aspects of elections governance. The empirical study pointed to an overall negative perception of elections. The direction of respondents' perception was negative toward elections administration, information access, manipulation, and fairness. On the other hand, the respondents' perception tended to be neutral toward freedom and reference the new parliament's empowerment and tendency to complete its term. The study concluded with a number of proposed strategies for improving efficiency and enhancing fairness and freedom. Soon Egypt shall witness a new parliamentary election by 2014, and there will be an opportunity to learn from past mistakes.  相似文献

Considering the financial crises, all the recent presidents have emphasized the importance of productivity improvement in government, especially in public personnel management. Though there is a general agreement on the concept of productivity, the means to achieve productivity vary with president's ideology. President Reagan championed the cause of conservatism. On one hand, despite Obama's attempt to diffuse ideological question, his actions can be regarded as liberal. This study seeks to make a comparison between Presidents Reagan and Obama on their efforts in productivity improvement in public personnel management, based on their ideological preferences. President Reagan campaigned on an anti-Washington agenda. He promoted the idea that the government is the problem rather than the solution. He popularized the idea that the people are burdened with heavy taxation as a result of the big government. Therefore, the solution to heavy taxation was to cut big government, which can be accomplished by reducing unnecessary and expensive regulations. On the other hand, when President Obama came to office, the country was faced not only with a deep recession, but two difficult wars, the collapse of the banking and the auto industries, the housing crisis, and overall capacity crisis in the government. Obama resisted ideological level in his campaign speeches to diffuse the criticisms of the conservatives.  相似文献

Turkey's media agenda mostly consists of European relations, the Middle East question and Iraq. The rest of this agenda is predominantly economic news. Because of its geographical location, it is difficult for environmental problems to be perceived as leading problems and find places in Turkey's national newspapers. The importance of the local media arises in creating awareness about the environmental issues and forming public opinion in order to find solutions. Due to the immediacy component of news, creating public opinion about the environment through local as opposed to national media is considered to be a more effective method. It is purpose of researcher to determine whether this which is seen to be effective theoretically will also have the same effect in practice. In this research, content analysis will be applied to three local newspapers in Turkey. It has seen that the local media reports environmental news, its source are government and city hall. In reflecting on the case of the South Caucasus (Armenia, Azerbaijan, and Georgia), one of the most popular perspectives is its lack of a common identity. The main argument is that it is a culturally diverse region with old-fashioned, ethnically exclusive nationalism. From this point of view, the process of the formation of a European identity in the region acquires particular importance. A European identity could act as a catalyst for bringing the region together. This identity could be considered as based on much more than just political orientation but fundamentally grounded in common values. This comprehensive integration in the South Caucasus can be achieved through the formulation and acceptance of a common political identity based on the political orientations of the South Caucasian States and their citizens. The main question that this study tries to answer is how people in the South Caucasian countries identify themselves in terms of a European identity. A suitable analysis is increasingly important at both the micro and the macro levels. The author examines the people's attitudes in the three South Caucasian states toward Western culture, states, and organizations, drawing on opinion polls conducted by the Caucasus Research Resources Center (CRRC). The author seeks to analyze attitudes toward the West in the South Caucasus on a macro as well as on a micro level. The author seeks also to provide a much-needed analysis for decision making, based on empirical data that help understand public opinion toward the European Union (EU) in the countries of the South Caucasus, and that can contribute to the refinement of integration strategies.  相似文献

One of the challenges faced by public sector managers particularly is the problem of identifying and determining their roles, their personal development and how to effectively implement the concept of good governance in their organizations. Given a dynamic changing and continuing insight into public organizational effectiveness, public sector managers are rethinking how best they could accomplish their roles in order to attain their organization roles and objectives. This study examines the mediating roles of good governance in the relationship between managerial roles, development roles, strategic roles and personal development. In determining this relationship, a hypothetical model of the relationship among roles of public sector managers, good governance and personal development is developed. The results suggest that the managerial roles has more positive and significant influence on personal development than the development roles and strategic roles. Empirical study supports the institutional theory (Scott, 2001) in the hypothesized model. The empirical findings confirm that good governance has a significant and positive impact on the relationship between managerial roles and development roles to the personal development of public sector managers. This proves that the management system theory (Katz & Kahn, 1966) is supported whereby public sector manager roles served as an input, while good governance as a process and personal development as an output. Based on empirical findings, it is suggested that personal development should be referred as an ideal social behavior of public sector managers. Overall, the study supports the hypotheses that good governance plays a mediating role in the relationship between public sector manager roles and personal development. This is consistent with governance theory (Lynn, 2001). Since the economic reforms began in the end of the 1970s, family enterprises have emerged and thrived in the People's Republic of China, and have contributed significantly to China's phenomenal growth in the last few decades. Yet, little recognition, scholarly or otherwise, was given to family enterprises in China. The author argues that such a lack of recognition of family enterprises in China has to do with various negative perceptions of family firms and entrepreneurs. Among such perceptions is the view that family enterprises are "backward" and "unscientific", and as such they need to be modernized or they will disappear. This article calls for more rigorous and ethnographic research of family businesses in China, because such research will not only afford much needed attentions to the issues unique to family businesses, but also provide a comparative case to the study of Confucian capitalism, which is believed to be an alternative to western capitalism.  相似文献

Extensive studies have been carried out and theories expounded on leadership, yet no agreement has been reached on both definition and standards of leadership. The researcher takes the view that all the effort put on the study of leadership should have been directed toward the study of"followership". The characteristics and types of followers are central to the success of any leadership in the particular environment. In this study, followership is classified as voluntary and not coerced. The leadership would therefore depend on the nature of the followers and their expectations, meaning that followers predetermine the nature of leadership. Critical to this is the nature of the power used by the leader in relation to the power of the followers. A continuum of followership is constructed along the extremes of transactional and transformational leadership styles. The continuum is a useful tool and model for effective leadership, effective leadership is therefore dependent on the level of the maturity of the followers and the agreeableness and congruency between the leader and the followers. The article concludes that effectiveness of leadership is a direct result of the willingness of the followers to be led in that particular fashion. Broadly speaking, effective leadership styles are customised to meet the followers' demands and expectations.  相似文献

Children involving in boxing were highlighted as a problem in the country report of Thailand to the UN committee on the rights of the child. At present, there are approximately more than 20,000 children under 15 years old practicing Thai boxing. This thesis is designed to test the hypothesis that it is essential to bring human rights-based approach into the notion of children boxing in Thailand in order to find the possible solutions over the child protection in boxing areas, and that banning is not the absolute solution to solve the child boxing problem but should be done by applying children rights and "the best interest of the child" to the amendment of the laws and its enforcement. The research methodology of this study is mixed of qualitative and quantitative. The samples survey comprised 400 Thai people randomly on the subject of public awareness of this issue. The observation part was conducted on the random method by visiting 6 boxing camps; 3 in Bangkok and the other 3 in Kalasin province (northeastern area) and 3 children boxing matches; 2 local boxing stadiums and 1 national boxing stadium. Based on data gathering, although it was found that children practicing boxing are proved as dangerous and considered as child labor, they can hardly be banned because people in the boxing business, including children themselves, sees it as a necessity to practice at the young age and as a mean to escape poverty. In addition, a number of public opinion saw this as a benefit to preserve national cultural heritage. Therefore, allowing children to continue professional boxing, the government and sport authorities must implementing child rights in the professional boxing context based on law enforcement. The principle of the best interest of the child, based on the Article 3 in the Convention of Children Rights, has to be applied. This study recommended for the emendation of the National Boxing Act 1999 to provide specific chapter concerning children's engagement in boxing as a separate section from adult boxers.  相似文献

In order to enhance capacity building in the Pacific region, and to raise awareness on climate change and sea level issues, teaching and training modules were made available to the Pacific community through the "South pacific sea level and climate monitoring project" funded by AusAID. Numerous training workshops have been conducted through the project since its inception in 1991 and the project is now in its fourth and final phase. It was hoped that the goals of capacity building for the stakeholders on correct information of climate change and sea level have been understood and taken heed of. In addition, "The scientific educational resources and experience associated with the deployment of Argo" (SEREAD) project was also set up especially for ocean science in the Pacific island schools in 2001. However, it has been realized that the data from this project is more relevant to tertiary level rather than to secondary level students. Consequently, a survey was carried out to gauge the students' outlook towards the physical side of marine science. The survey revealed that more than 80% of both tertiary level and high school non-physical science students decided not to take the physical aspect of marine science sighting reasons that it is either a difficult subject, boring, too hard to understand or difficult to pass in the examination. Even amongst students taking physical science, only about 50% believe that the physical aspect of marine science is enjoyable. A minority of students at USP and high school take science as a subject and a small proportion from them take the physical science. From this scenario, it can be predicted that there will be a shortage of physical science graduates in the future. The confidence of the Pacific community in the work of scientists is built on faith. They appreciate the effect of science on their lives and support it but are unaware of the scientific methods involved. Therefore, for the sustainability of physical aspect of marine science in the future for the Pacific region, public awareness of climate change and sea level is vitally important and it should be widely promoted in the community as a matter of urgency.  相似文献

The paper's objective is to analyze and outline the key challenges and perspectives in achieving a modern type of governance and a well functioning and transparent administrative system, capable to apply the best European practices and policies. The study summarizes the main results, achievements and shortcomings of the reform process and reveals that the progress has been slower and more limited than expected despite all efforts of the government. The conclusion made is that Bulgaria needs to not only substantially enhance its administrative and judicial capacity, but also drastically intensify its reforms to improve the management of EU funds and achieve concrete results in the fight against corruption. In the last few years, new communication tools have been changing the relationship between administration and citizens in order to enhance public accountability that is essential for government transparency. Public accountability and transparency on the web are topics that have attracted the interest of several scholars, who have begun to investigate the determinants of disclosure. The local government's websites have become the main channel for communication with stakeholders and the most important disclosure tools. This paper explores the use of websites by local governments; especially, its aim is to find out which social determinants predict the diffusion of e-disclosure in the public sector in light of agency theory and neo-institutional theory. In particular, the paper contributes to increasing the literature on the e-disclosure, moreover, the scoring system for the e-disclosure analysis in public local government is proposed. The paper is based on a research which tries to explore, explain and develop a framework that would be used in the sustainable post-construction management of public housing estates. Literature review provides evidence of the extent of unoccupied, unfinished, vandalized, and abandoned social housing estates in the Niger Delta region of Nigeria, signifying that the availability and management of decent public housing estates in the Niger Delta of Nigeria are lacking because the post-construction management practice is not as good as it should be. The aim of this paper is to assess and set out the methodology and rationale for adopting a strategy to the research. It further, thus, examines case study design strategy that follows exploratory and explanatory methods and other research worldviews as alternatives in philosophy, approach and in research methodology. In addition, the paper draws out the significance of pragmatism as current practical world thinking that is a better answer to a research study aim, objectives and questions which focus on real-life situations. It argues that the development of a framework for use in the post-construction management of social (public) housing estates in a sustainable manner is needed; and that, using a pragmatic philosophical perspective and approach of worldview through a mixed method (qualitative and quantitative) in a case study design line of inquiry in the research methodology would be a better proposition to adopt in the study. The paper recommends that the issues of sampling, validity, reliability, the relationship between the researcher and the subject and other research quandaries are vital when deciding on an appropriate method.  相似文献

The series of big scandals in the US and other countries have been sensational news around the world. Big companies with good corporate governance mechanism also suffer from the unethical behavior done by the corporate leaders. When good corporate governance mechanism are not able to prevent corporate leaders from doing unethical behaviors, then this is a sign for a corporation to look for another mechanism that can prevent corporate leaders from doing unethical behaviors. Therefore, this paper proposes that shame value may be able to lead people to think before taking any action so that unethical behavior can be minimized. This idea is developed on the basis of assumption that in the nature of people, doing unethical behavior can make people feel ashamed. By adopting shame value as a corporate culture, a firm can instill a value to the corporate leaders and other employees as an early warning system to prevent them not doing unethical behaviors. Shame value as a corporate culture creates a role model through corporate leaders to strengthen the implementation of shame value as a corporate culture and formulate the policy that can motivate employees to hold this value. Apart from that, employing values explored from religion of conduct to strengthen and maintain shame value in the organization is also suggested. Nevertheless, the limitation of shame values is that it cannot be instilled in all organization as corporate culture since the boundary of shame is different for different cultures.  相似文献
