2006年,国际格局调整加快,世界热点问题升温,大国协调进一步展开,中国外交硕果累累。2007年,世界将进入深度调整,国际形势总体趋向缓和,但局部紧张可能加剧,尤其是伊朗核问题有可能升级,中国外交则在面对新机遇的同时有可能遭遇更复杂的挑战。鉴此,《现代国际关系》编辑部于2007年1月6日举办“2007年国际大势前瞻”研讨会,特别邀请30多位京内外专家学者在总结、回顾2006年国际形势的基础上,着重对2007年国际形势及中国外交的变化趋势进行前瞻性分析。现将研讨会主要观点辑录如下,以期有助于读者更准确把握国际形势走向。     

The U.S. Debate on Taiwan

A number of government officials and scholars in the U.S. have recently suggested that the country rethink its Taiwan policy, arguing that U.S. arms sales to Taiwan need to be reconsidered. However, the mainstream still emphasizes Taiwan’s strategic value to the U.S. and advocates maintaining the current policy on Taiwan.     

印美关系发展动向

由于苏联的解体,南亚地区原有的以巴美为一方、印俄为另一方的战略格局不复存在.这为印美关系提供了很大的发展空间.两国在政治、经济、军事等各领域加强合作,双边关系出现了急剧升温的新动向.但由于印美在全球战略格局、地区安全形势等问题上仍存在分歧,两国关系发展仍存在诸多障碍.     

中美关系的长期走势

2010年头几个月中美关系的波折再次证明,中美两国在社会制度、意识形态、台湾问题等核心利益方面的不同、分歧、矛盾、对立、甚至时有对抗,限制了两国关系与两国间合作的发展.中国方面应清楚中美之间的这些不同、分歧、矛盾、对立,努力发展自己,以更有力、有效地应对美国干涉、挑战、威胁和危害中国核心利益的言行,使中美关系能够真正沿着健康、积极、合作的方向发展.     

美国全球战略走向

美国发动伊拉克战争在战略上有所得手,同时也付出了高昂的代价,并在一定程度上陷入了困境。随着新保守主义势力的加强,美国进攻性战略总体上不会改变,但也正在失去人心,因而今后在策略上可能有所调整。     

The Burma Issue in Sino-U.S. Relations

In January 2007, China and Russia vetoed a UN draft resolution on Burma with the result that the Burma issue has become yet another point of conflict between the U.S. and China. Although the Burma issue has been present for nearly 20 years, China and the U.S. have both successfully kept their differences under control. In the short term, it is unlikely that conflict will break out between China and U.S. over Burma. However, in the long term,there is still the possibility that the Burma issue could trigger a conflict between China and the U.S..     

美军“黑客司令部”

9月1813，美国空军部长米切尔·韦尼宣布，美国空军网络司令部（Air Force Cyber Command，AFCC）在路易斯安那州的巴克斯代尔空军基地正式挂牌成立，成为与美国空军航天司令部、空中作战司令部平级的大司令部。新成立的网络司令部将进一步整合空军现有网络作战力量，提高网络一体化打击效能。因其功能主要是在计算机网络空间遂行攻防的军事任务，外界称之为“黑客司令部”。     

The U.S. Factor in Cross-Strait Negotiations

The Taiwan issue concerns Chinese people living in the mainland and in Taiwan.Its peaceful resolution can be achieved through negotiations between the two sides.Unprecedented progress has been made since the KMT came back to power in Taiwan.On December 31,2008,at an event to mark the 30th anniversary of the "Message to Compatriots in Taiwan",Chinese President Hu Jintao stressed the need to "deepen cross-Strait exchanges and cooperation",and said that "negotiations should be considered as an important way to promote the peaceful development of cross-Strait relations".On May 20,2012,Ma Ying-jeou said in his second term inaugural speech that:"In the next four years,the two sides of the Taiwan Strait should explore new areas of cooperation,continue to consolidate peace and expand prosperity,and deepen mutual trust".     

The Three Images of Sino-U.S. Relations

In the early 1950s, Kenneth W. Waltz＇s book Man, State and War laid the cornerstone for a new branch of international relations theory called the Level of Analysis. The author of this paper believes that Sino-U.S. relations can be studied in a similar multi-dimensional way. Among Waltz＇s three images, the world strategic structure, i.e. the international image, has been the most decisive factor in the development of Sino-U.S. relations over most of the past 40 years.     

伊拉克战争后的联合国走向

半个多世纪以来特别是冷战结束以来 ,伴随着世界形势的不断变化 ,国际社会围绕联合国地位、作用、走向抑或定位问题的争论从未间断过。而此次对伊拉克战争导致美国与联合国矛盾尖锐化 ,在安理会法德与美英特别是法美的对立公开化 ,不仅使关于联合国的争论激烈程度超出以往 ,而且赋予了更新、更深刻的内容。那么 ,伊战后联合国的未来走向究竟如何呢 ?首先 ,联合国地位和作用不会因伊拉克战争发生根本性改变 ,但将进入一个困难的调整期。从历史看 ,联合国数度面临挑战 ,每次发生信誉危机时 ,总有人预言联合国会象国联一样破产 ,然而联合国经受…     

The Strategic Dialogue and Sino-U. S. Relations

On August 1-2, China and the United States held a strategic dialogue. This is in fact the first mechanized strategic dialogue between China and America. Both sides decided to hold such a dialogue alternatively in each other's capital twice a year.The significance of the first comprehensive and mechanized senior dialogue between the two sides to discuss strategic issues of common interest cannot be underestimated. Therefore, it was an event that attracted worldwide attention. Apart from paying attention tothe dialogue itself, the media hope to fully understand the cause of the dialogue, the result of the first strategic talk, the influence of the talk on bilateral relations. The Editorial Department of Contemporary International Relations invited scholars from the Institute of American studies of China Institutes of Contemporary International Relations to hold a discussion to provide our readers some food for thought over relevant issues.
