I. A LIBERAL VIEWPOINT

In anticipation of an early General Election, speakers fromthe three main parties were asked to give their views on Africanadministration at combined meetings of the Royal African andRoyal Empire Societies. The invitation was accepted by LordRennell, who spoke for Liberal opinion on the 28th March, andby Mr. Creech Jones, M.P.,for Labour on the 25th April. ColonelPonsonby, M.P., concluded the survey for the Conservatives onthe 30th May.     

L'invention de la décentralisation. Noblesse et pouvoirs intermédiates en France et en Europe XVII-XIXe siècles

SUMMARY

Following the 57th Conference of the ICHRPI/CIHAE held in Paris in September 2006, a linked conference took place in Lille on 7–9 December 2006 on the theme of ‘The Invention of Decentralization: Nobility and Intermediate Powers in France and in Europe from the 17th to 19th centuries’. The underrepresentation of speakers on the nineteenth century and the absence of some communications on Spain meant that the main thrust of the papers was on early modern Europe, with particular emphasis on France, the Netherlands, the Habsburg lands and Poland. Among the conclusions that emerged was the notion that the role of the nobility in intermediate state bodies or institutions was an institutional reflection of a social reality, prefiguring what happened in the nineteenth century. In France, the provincial vocation of the nobility developed fully between 1750 and 1850. The proceedings of the conference will be published, but in the meantime the editor offers her summing up of the papers.     

Syllabi for a course on the history and society of traditional China

Abstract

For me, organizing and teaching an exciting course on either 19th or 20th century China is a piece of cake. The possible reading assignments are numerous and lively. The subjects for discussion leap off the pages. The students feel an immediate—even envious—relationship with the participants in the history.     

韩国选民的政治社会化和支持候选人决定的稳定性——以第十七、十八届总统大选为中心

本文旨在从经验的角度,探讨不同的政治社会化经历对选民支持候选人决定的稳定性产生的影响。鉴于韩国政党政治历史不长,笔者将西欧意义上的政治社会化概念引入韩国社会。因此,本文以"和参照组的政治沟通"作为政治社会化指标,考察在2007年和2012年两次总统选举中韩国选民的政治社会化水平对支持候选人决定的稳定性产生的影响力。研究结果表明,韩国选民越是通过具有相同政治倾向的周围人实现政治社会化,稳定地支持同一政党候选人的倾向就越明显。这个结果意味着不同于以往不同居住地选民支持不同政党的惯例,韩国选民通过政治社会化来加强与特定政党之间关联性的基础正在形成。

2011年年初,越南共产党召开了具有划时代意义的第十一届全国代表大会,大会通过了《2011—2015五年的方向和任务》、《2011—2020年经济社会发展战略》等文件,制订了未来五年具体的经济奋斗目标。本文以本次会议为契机,以会议所通过的一系列决议为基础,以现行经济政策为参照系,全面分析在未来五年中越南政治经济改革走向以及将因此而面临的种种机遇与挑战。     

Japan Seventy Years after World War II: From a Challenger to a Supporter of the International Order

In advance of Prime Minister Shinzo Abe's Statement marking the 70th anniversary of the end of the war, the “Advisory Panel on the History of the 20th Century and on Japan's Role and the World Order in the 21st Century” issued its report. The author served as acting chair of the panel which reviewed the history of Japan and the world from the 19th century to World War II through the 70 postwar years. This article looks at Japan's expansionism in the 1930s, wartime conduct, colonial rule, and the end of World War II. As a previous challenger to world order, Japan seeks to share the lessons learned now as a supporter of the international order. This article elucidates ways in which Japan can cooperate with the international community to promote prosperity and peace around the globe.     

论二战前后法泰两国的领土争端与谈判

法国在19世纪末到20世纪初攫取了大量泰国领土。第二次世界大战期间,泰国乘法国在欧洲败亡之际,在日本的帮助下收复了部分割让给法属印度支那的失地。法国临时政府在二战结束后要求归还这些领土。双方为此举行谈判。由于法国实力衰落以及美国对法、泰两国的重要影响,美国在法泰谈判中发挥了重要作用。     

"走出去"--到缅甸做生意

1988年9月缅甸政府全面对外开放,使缅甸与周边国家的经贸关系得到全面发展.1997年东南亚金融危机爆发后,东盟国家对缅甸的影响有所减弱.中国加入WTO特别是江泽民主席访问缅甸后,更有利于中国企业到缅甸去投资.2002年9月8日-11日,国家外经贸部举办第六届中国投资贸易洽谈会,其间举行了"走出去"研讨会,缅甸是唯一被列入讨论的东南亚国家.这说明国家外经贸部对缅甸市场的重视.     

20世纪中俄民间组织的合作与中俄关系

本文探讨了20世纪中俄民间组织合作的历史、合作规模、合作模式以及对中俄关系发展的影响.考察了20世纪初旅俄华侨组织的维权活动,20-40年代哈尔滨、上海等地俄侨的文化教育活动,民国时期诸种苏联研究会的研究宣传活动,新中国时期中苏友协对苏联全方位的宣传活动,改革开放以后中、俄民间组织在两国经贸、文化、教育、学术等诸多领域的活动.认为,20世纪中俄民间组织合作大体上有"民间组织合作"和"民间组织+官方"两种基本的合作模式.就合作规模而言,世纪初可谓涓涓细流,50年代掀起大潮,60年代跌入低谷,90年代以后呈现多领域、多层次稳定合作的发展态势.20世纪中俄民间合作内容异彩纷呈,成为两国关系的重要补充--在政治领域,发动群众实施国家大政方针,延长了国家的手臂;在经贸领域,依靠民间力量排除一些国家暂无力顾及的障碍因素,成为国家的帮手;在文化、科学、教育等领域,利用民间组织决策及活动灵活的优点,成为两国交往穿针引线的巧手.20世纪中俄民间组织合作已经成为两国国家间关系发展的重要组成部分,中俄民间组织合作潜力巨大,可以大有作为.

米歇尔·福柯的话语／权力／知识理论是爱德华·萨义德构筑其后殖民主义文化批评的主要理论基础之一。然而，萨义德对福柯理论的接受，并不是机械的、不加质疑的照搬，而是批判性的吸纳、融合。本文以萨义德的《旅行中的理论》思想为指导，以其著作和访谈为基础，试图从历史文化语境、萨义德对福柯的追随及疏离几个方面来探讨萨义德对福柯的接受过程，并指出萨义德对旅行中的话语／权力／知识理论的批判性接受增强了其后殖民文化批评理论对西方文化霸权、主控话语的批判威力，但同时也有成为其自身陷阱的危险性。     

法汉上下义词对比研究

语义学中有一个概念叫语义场，语义场指的是属于同一特定活动或同…特定领域的具有共同语义特征的一组词，集合在一起组成一个语义场（Saeed，J.I.，1997：63）。例如，在animal这个核心概念下，chien，cheval，chat，loup等词共同构成一个语义场。语义场又叫词汇场，是一个把相互关联的词汇和短语组织起来并显示其间相互关系的系统。

Locating Kaliningrad And KÖNigsberg In Russian And German Collective Identity Discourses And Political Symbolism In The 750Th Anniversary Celebrations Of 2005

This article begins by briefly exploring issues of conflict and control in relation to the 750th anniversary of the city of Kaliningrad/Königsberg. An analysis of the tensions between Russian regional (Kaliningrad) and national (federal) identity discourses on the political symbolism of the 750th anniversary commemoration is offered, using Russian media reports and interviews conducted in Kaliningrad. German narratives on the political symbolism of the anniversary events and their implications for German national identity discourses are investigated via interviews conducted in Kaliningrad and Germany, German media reports, books, films and a theater production about Königsberg. Particular attention is given to the impact of the German expellee organizations on framing the discourse about Königsberg in contemporary Germany. The article will conclude by comparing and contrasting the various discourses and interpretations of the anniversary in the Kaliningrad region, Russia and Germany.

2011年越南政治、经济与外交综述

2011年,越南在政治、经济、外交等各个方面都有不少值得关注的重要事件。越南召开了越共十一届党代会,进行了第十三届国会选举。在2011年里,越南完成了预定的经济计划,但仍面临诸多重大挑战。这些挑战构成了越南实现经济可持续发展的障碍。越南在外交方面注重与东南亚地区内外国家发展外交关系,其中尤为注重发展军事交往关系,积极参与国际事务,力图以此提高国际地位。但如何解决与邻国关系问题,已成为越南保持稳定的国际环境的关键因素。
