This article provides an evaluation of the impact of the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996. The evidence clearly shows that PRWORA has had a major impact on the poverty population and the welfare system. The data analyzed identify those policy areas in which positive changes can be identified, along with implementation and design problems that need reform. The data also show that while some states have made considerable progress in implementing the law, many are lagging.  相似文献

In implementing PRWORA, why have some states chosen the most stringent or toughest policy options allowed by the new law? A considerable literature on state policy decisions addresses this topic. The most consistent finding is that “tough states” are those with a conservative ideology and historically high rates of welfare use by minority populations. These conservative policies impact all welfare recipients in the state, regardless of race or sex.  相似文献

Recent changes in welfare policy have produced changes in parental work and welfare receipt. These factors are assessed in relation to investigated reports of child abuse and neglect using survey data on 1998 welfare recipients in nine Illinois counties, in conjunction with longitudinal administrative data on cash welfare benefits, employment, and child abuse and neglect reports. Trend analyses show that rates of child maltreatment reports among welfare recipients have risen since the passage of PRWORA in 1996. Findings from multivariate analyses indicate that parental employment has a protective effect on reports to child protection systems (CPS), that this effect is greatest when combined with welfare receipt, and that this effect becomes stronger over time. Those who receive welfare in the absence of employment face a significantly greater risk of CPS involvement, even compared with those who neither work nor receive welfare. © 2003 by the Association for Public Policy Analysis and Management  相似文献

The 1996 Personal Responsibility and Work Opportunities Reconciliation Act (PRWORA) lists marriage as one of the major strategies for reducing welfare dependency among clients of the Temporary Assistance for Needy Families (TANF) Program along with work requirements and time limits. President George W. Bush has allocated over $240 million to the individual states to create programs to promote and sustain marriages, with specific attention given to encouraging marriage among the low‐income, welfare‐reliant population. We suggest that this policy is based upon a specific gender ideology that seems to ignore the reality of the lives of poor women with children and may be, as some critics suggest, an attempt at “legislating patriarchy.” In this work, we trace the social changes that shaped this ideology, present the options the states have taken to encourage marriage, discuss flaws in the philosophy and implementation of these policies, and provide suggestions for improving program design.  相似文献

The 1996 Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) encouraged states to reduce welfare caseloads. Caseload reduction can be accomplished by promoting exit for work, marriage, or other private means of support and by diverting new applicants. Most research on caseload decline has focused on welfare‐to‐work outcomes; less is known about processes of diversion. This study employs administrative records and ethnographic data to examine diversion in West County, New York, from 1999 to 2003. Findings demonstrate a high level of diversion and suggest that application is an ongoing and at times remedial process rather than an event. Diversion occurs at all points of the expanded TANF (Temporary Assistance to Needy Families) intake process and is associated with one‐time lump sum payments as well as the hassle factor engendered by new eligibility requirements. The encumbered lives of applicants and TANF staff discretion are also implicated as factors contributing to diversion. We conclude with an analysis of the implications of TANF diversion for access to benefits.  相似文献

This article uses four models to identify the best predictors of state poverty levels and changes in state poverty rates since the implementation of welfare reform. The policy decisions based on the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) by the states are tested along with more traditional variables identified in the literature. Using several measures of state poverty, the analysis finds that those states with the lowest poverty rates are those with the healthiest economies, and the most generous state spending on Temporary Assistance for Needy Families (TANF). States with the highest percentage of their TANF rolls made up of black citizens tend to have the highest rates of poverty. Initial poverty rates are found to be important in that states with higher initial poverty levels are capable of generating a larger reduction in poverty than states with lower initial rates. With the exception of limited evidence on sanctions, none of the PRWORA–based policies were found to have any effect on poverty rates.  相似文献

This article examines state welfare policy choices since thepassage of the Personal Responsibility and Work OpportunityReconciliation Act(PRWORA) of 1996. IT argues that neither priorpredictions nor existing explanations of welfare policymakingfully capture the realities of reform. Using data from nationalstudies and comparisons of policymaking in six states, thisstudy demonstrates that diversity, not uniformity, characterizesstate responses to devolution. Accounting for these choicesrequires an understanding of the context of policymaking. Conventionalanalyses of welfare reform have ignored the institutional structuresthrough which policy is formulated and thus miss an importantdeterminant of choices: the actions of administrative officials.Analyses that ignore institutional settings, and the actionsof administrators within such settings, will continue to missmuch that is crucial to our efforts to understand policy decisions.  相似文献

The promotion of marriage and two‐parent families became an explicit public policy goal with the passage of the 1996 welfare reform bill. Marriage has the putative effect of reducing welfare dependency among single mothers, but only if they marry men with earnings sufficient to lift them and their children out of poverty. Newly released data from the 2002 cycle of the National Survey of Family Growth (NSFG), along with data from the 1995 cycle, allow us to compare pre‐ and post‐PRWORA differences in (1) cumulative marriage rates among unwed mothers, and (2) patterns of marital choice (that is, differences in characteristics of the men these mothers marry, such as their education and employment status). Overall, our results show that unwed childbearing is associated with lower marriage rates and marital quality. Difference‐in‐difference models show that welfare reform was not strongly associated with pre‐ and post‐welfare reform changes in marriage among nonmarital birth mothers, even among the most disadvantaged mothers. Compared with other women, nonmarital birth mothers also were less likely than other women to marry “economically attractive” men in the post‐welfare reform period. The success of marriage promotion initiatives may depend heavily on whether women themselves are “marriageable” and whether potential spouses have the ability to support a stable family life. © 2008 by the Association for Public Policy Analysis and Management.  相似文献

Since the federally supported public assistance program became law in 1935, many developments have challenged our perceptions about the employability of welfare mothers and the appropriate design of the AFDC program. A consensus has been building that the AFDC program should be redesigned with the view that employable women and men have a responsibility to work and support their families. The result has been proposals stressing some form of work requirement. Several years ago, the Manpower Demonstration Research Corporation (MDRC) began a five-year social experiment examining current state efforts to restructure the relationship between welfare and work. The MDRC demonstration addresses four questions. First, is it feasible to impose work-related obligations as a condition of reviewing welfare? Second, what do workfare-type programs look like in practice and how do welfare recipients themselves judge the fairness of mandatory requirements? Third, do these initiatives make a difference? Fourth, how do program benefits compare to costs? Issues, findings, and conclusions are related to these questions.  相似文献

The Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996 replaces AFDC, the largest means-tested cast assistance program for low-income families, with the Temporary Assistance for Needy Families (TANF) block grant. Unlike AFDC, assistance under TANF is limited to five years in a lifetime, and states are required to move families from the assistance rolls into jobs. But not all adult welfare recipients can easily move to work because either they themselves are disabled or they have a child with disabilities requiring special care. This article examines the extent and impact of disability among families on AFDC to gain insight into the potential impact of changes under TANF. Using data from the 1990 Survey of Income and Program Participation (SIPP), we find that in nearly 30 percent of the families on AFDC either the mother or child has a disability. Furthermore, we find that having a disability significantly lowers the probability that a woman leaves AFDC for work but not for other reasons, such as a change in living arrangements. Finally, we find little evidence that having a child with a disability affects the probability of leaving AFDC for any reason.  相似文献

Prevailing wisdom holds that limiting the federal role in welfare will free the states to be more innovative in welfare‐to‐work programs. Findings from Florida's Family Transition Program (FTP), a pilot welfare reform initiative, however, suggest that the relationship between federal “strings” and state innovation is more complex. A central feature of the welfare‐to‐work program in the FTP was the direct result of federal requirements imposed by the Department of Health and Human Services during waiver negotiations. Federal regulation, in this case, promoted innovation. Outcome‐orientation, media and political attention, and fiscal structure are argued to be potentially important factors structuring the impact of federal regulation on state innovation. ©1999 by the Association for Public Policy Analysis and Management.  相似文献

Work requirements for welfare recipients have done l i t t l e to reduce the welfare rolls. The usual explanation that limited skills and openings prevent recipients working is unpersuasive, since low-skilled work seems to be quite widely available. This study of the Work Incentive (WIN) program, the main welfare work program, in New York City found that whether recipients work depends mainly on whether WIN seriously expects them to. Thus, the welfare work problem is more political than economic.
It lies in our reluctance to obligate recipients to function socially as we would other people.  相似文献

The devolution of the social safety net means that local governments must increasingly respond to the needs of their citizens, particularly those who are coming off the welfare rolls and making the transition to work. Based on our findings from a statewide, randomized experiment, this article describes how welfare reforms have affected the well-being of current and former welfare recipients. We look specifically at how those leaving welfare in Indiana are using the township trustee system, the state's general assistance program providing poor relief, to meet basic needs, as well as how the trustees have responded to welfare reform.  相似文献

Federal law allows states to create new welfare policies determining who can receive welfare, what types of clients are exempted from new welfare work requirements, and the value of cash benefits. This project tests nine different theoretical explanations of welfare policy to explain why states have reacted differently to this new authority. We test these explanations on Temporary Aid to Needy Families (TANF) policies promulgated between 1997 and 2000. Our findings confirm the strong role of race in TANF politics that Soss et al. (2001) recently reported, but we also find that other constituent characteristics, and institutions, paternalistic goals, and state resources have a consistent influence on welfare policy. These results indicate that different approaches to welfare are attributable to the unique, and very potent, combination of political characteristics in each state.  相似文献

This article ties in with a growing international literature examining the link between party politics and welfare service privatization in modern welfare states. In recent decades, a central aspect of policy change in Sweden is that private actors have come to produce publicly financed welfare services on a more regular basis. This overall privatization trend is furthermore characterized by substantial geographical variation across Sweden's 290 municipalities. The ideological attitudes of local politicians have been recognized as particularly important for understanding this development. This article examines the extent to which local politicians’ ideological attitudes regarding welfare service privatization are best explained with a partisan approach emphasizing between‐party polarization as opposed to a critical perspective that points to the proclaimed significance of ideological consensus between left and right parties in certain municipal contexts. Using multilevel modelling and survey data collected from elected politicians in municipal governments, the empirical findings show substantial differences in attitudes between Conservatives and Social Democrats, irrespective of municipal characteristics – most notably the degree of welfare service privatization. Hence, the results strongly indicate that the partisan approach is much more fruitful compared to the consensus approach as a general explanation for local politicians’ attitudes towards welfare service privatization in Sweden. Accordingly, a conclusion is that comparisons at the subnational level within countries are important as a complement to country‐comparative studies when attempting to understand the link between political partisanship and welfare service privatization in modern welfare states.  相似文献

The consequences of administering welfare-to-work programs through county-level agencies may be the most important issue omitted from current discussions of welfare reform. An administrative geography of county welfare agencies fragments metropolitan labor markets, consigning central county residents to job-poor areas and isolating them from job-rich suburban counties. This paper illustrates this effect by mapping employment/population shifts and administrative boundaries in metropolitan Milwaukee. The paper ends with the suggestion that county agencies be allowed to play variable rather than fixed functional roles in a labor exchange process that must now accommodate a metropolitan scale.  相似文献

This paper examines the impact of welfare reforms on several measures of child maltreatment. The authors use state‐level data from 1990 to 1998 to examine whether recent welfare reforms have increased or reduced the incidence of reported and substantiated cases of maltreatment, the incidence of specific types of substantiated maltreatment—physical abuse and neglect—and the number of children living in out‐of‐home care. The welfare reforms considered are the imposition of: family caps, lifetime limits, work requirements, sanctions for non‐compliance, and the restriction of welfare benefits to immigrants. How welfare benefit levels and changes in state Earned Income Tax Credit programs affect reports and substantiated cases of maltreatment are also considered. Evidence strongly indicates that reductions in states' welfare benefit levels increase the number of children in out‐of‐home care, and some evidence indicates that strict lifetime welfare limits and tougher sanctions for noncompliance are related to higher levels of substantiated maltreatment. The evidence on family caps is mixed: family caps appear to be associated with fewer instances of substantiated maltreatment, but more children in out‐of‐home care. Because most of the welfare reforms examined have been in effect for only a short time, these results should be considered preliminary. Overall, however, they provide some evidence that the recent welfare reforms in the United States may have increased child maltreatment. © 2003 by the Association for Public Policy and Analysis and Management.  相似文献
