在三部门的整体架构下分析政府、市场和社会对农民工社会融合影响的实证研究还很少.本文利用2009年X市农民工和市民的调查数据时三部门与农民工社会融合之间的关系进行了研究.农民工的社会融合包括文化融合、社会经济融合和心理融合等三个维度.论文发现政府、市场和社会对农民工社会融合三个维度的影响存在差异.政府和市场均对文化融合没有影响,仅社会对文化融合有显著影响.农民工与当地市民的社会互动和在迁入地的居住时间有利于他们习得城市社会文化.政府、市场和社会对农民工的社会经济融合和心理融合均有显著影响,政府还通过市场和社会对社会融合有间接影响.论文的重要发现是社会互动和社会参与有力地促进了农民工的社会融合.论文结论对相关公共政策的制定具有重要启示.  相似文献

Academic literature has extensively analysed the impact of political and cultural factors on civil society. However, the influence of economic change on the infrastructure and features of civil society has remained relatively understudied. This article analyses the impact of the economic crisis on Greek civil society and links the findings to the broader academic debate on civil society. On the basis of the Greek case, the article argues that: (1) the density of civil society may be a misleading indicator of its strength if abstracted from the broader economic context and (2) the economy is not merely an external force, enabling or hindering the development of associational activity. It also shapes the nature and patterns of civic engagement and participation.  相似文献

Contemporary treatments of 'civil society' have struggled to formulate clear and explicit criteria for determining which associations ought to count as part of a truly 'civil' society and, conversely, which other kinds of groups a liberal democracy would best avoid. Michael Oakeshott's idealized distinction between 'civil' association and 'enterprise' association may prove extremely helpful in sharpening these contemporary discussions of civil society. Rather than a conservative value with exclusionary and anti-democratic overtones, as many have alleged, the virtue of civility entails immanent inclusivity, democratic equality and the active recognition of others. Understanding civility in this way argues for both its normative and conceptual value in distinguishing the good from the bad in associational life. On the other hand, the contemporary literature on civil society draws attention to ambiguities in Oakeshott's thought that make his understanding of the liberal state, for better or worse, an improbable means of encouraging a rebirth of associational life.  相似文献

In recent years the United Nations Environment Program, UN Conference on Environment and Development, and other international organizations have acknowledged the importance of civil society for engaging stakeholders in environmental change—especially at the local community level—and in promoting democracy. 1 In Russia, efforts by nongovernmental organizations (NGOs) to promote reform since 1991 have aimed at achieving both objectives and face numerous political, legal, and attitudinal hurdles. This article examines these hurdles and the factors that facilitate development of an environmentally conscious civil society in Russia through analysis of the views of 100 representatives of environmental NGOs, news media, scientific community, corporations, and public agencies. We also investigate three abbreviated but illustrative vignettes that illuminate civil society impediments. Our thesis is that successful efforts to ensure adequate protection of Russia's environment require a strengthening of civil society.  相似文献

Political science lags behind social history and sociological theory in its contributions to the academic understanding of sport. One remedy for this lag might be the analysis of the concept of civil society in relation to sport, since sporting institutions fit many of the definitions and fulfil many of the supposed functions of civil society. An analysis of sporting institutions in Georgia, Thailand and South Africa shows that they do 'reflect' the general condition of civil society in those countries, albeit in a distorted or exaggerated way, and that it is possible, though not necessary, for sport to be a major component of civil society.  相似文献

Contemporary authoritarian regimes frequently coexist with a range of non-governmental associations, while resisting any trajectory towards democratization. This article reviews three major explanations for such political interactions, before proposing an alternative explanatory framework, using Young's dualistic approach to civil society. This approach stresses that the discursive role of civil society needs to be understood in order to explain the dynamics of coercion and cooperation faced by civil society organizations under authoritarian rule.  相似文献

This study examines the role of human rights violations as a harbinger of civil wars to come, as well as the links between repression, state weakness, and conflict. Human rights violations are both part of the escalating process that may end in civil war and can contribute to an escalation of conflict to civil war, particularly in weak states. The role of government repression and state weakness in leading to civil war is tested empirically. The results show that both closely correlate with civil war onset, especially if they are observed in combination. A two-stage model shows that, while low-level conflict leads to human rights violations, they increase the risk of an escalation to civil war in turn. Human rights violations are identified as an important aspect of understanding civil war onset as the result of an escalation over time and a clear early warning sign of wars to come.  相似文献

Increased citizen participation is proposed to remedy democratic deficits. However, it is unclear whether such participation improves reason‐based discussions or whether it serves mainly as a safety valve for discontented citizens. To what extent does citizen‐initiated participation involve reason‐based arguments? This study examines citizens’ reason giving based on unique data on citizens’ contacts with local authorities in Sweden. It provides support for proponents of deliberative participation, as an unexpected amount of contacts provided reasons for clearly stated positions and invitations to a constructive dialogue with authorities. There is variation across issues. More conflictual issues involve fewer intentions to participate in a reasoned exchange of arguments. The study shows that citizens deliver more reason‐based input to democratic decision making when they prepare their position in groups than when they participate as individuals. Findings are preliminary but clearly illustrate the fruitfulness of widening the research agenda on civic engagement in politics and public administration.  相似文献

This article assesses two main theories of the decline of political support that is found in many western democracies. The first is society centred and built on the concepts of social capital, trust and civil society. The second is politics centred and focuses on the performance of government and the economy. The two theories are not necessarily incompatible, but they are usually treated in a mutually exclusive way. In this article they are tested against a combination of aggregate cross-national comparative data and detailed case studies of four countries that have suffered exceptional decline of political support for politicians, political institutions and the systems of government. The puzzle is that cross-national comparative evidence about a large and diverse number of nations supports social capital theory, whereas in-depth study of four countries that have experienced substantial decline of political support does not. The erosion of support coincides in all four with poor economic and/or political performance. A way of reconciling the two theories and their supporting evidence is suggested, arguing that while social capital is a necessary foundation for democratic support, it is not a sufficient cause.  相似文献

Abstract

Understanding policy change mechanisms has been a key question for scholars of public policy and collective action. However, policy scholarship mostly ignores civil society-based explanations of policy processes. In order to address this gap, this study combines the Advocacy Coalition Framework with networked collective action perspectives and analyzes a successful case of mobilization of women’s rights organizations in Turkey to reverse a bill on child marriage. Study findings suggest that advocacy coalitions are not static entities. When different issues in a policy subsystem are invoked, the structure of inter-coalition networks can change substantially and these variations in inter-coalition interactions may have consequences for influencing policy change. Moreover, this paper argues that extensive street protests and online campaigns by civil society organizations have the capacity to boost the bargaining power of minority coalitions, especially in contexts that lack multiple formal venues for making policy claims.  相似文献

What role do moderate Islamic organizations play in promoting democratization in Malaysia and Indonesia? What is the difference between large, grassroots organizations and newer more urban-based non-governmental organization (NGOs)? Is one type of organization more effective than the other? This paper looks at the changing dynamics of moderate or progressive Islamic organizations in Malaysia and Indonesia. It examines organizations such as the Liberal Islam Network in Indonesia and Sisters in Islam in Malaysia, as well as others, to try and understand the conflict between moderate or progressive Islamic groups and more conservative Islamic forces and to evaluate the role such moderate organizations play in advocating for greater protection of rights and liberties. The article finds that under moderately open conditions (like in Indonesia after 1998), Islamic NGOs do play an important and constructive role in promoting democracy.  相似文献
