This article considers the devolution deal signed by Cornwall and the Isles of Scilly in the summer of 2015. It asks if the deal constitutes a more sustainable approach to governance, concluding that while there are some factors that help to enhance sustainability, other areas urgently require more attention. These claims are made through an analysis of a model of sustainability which emphasises the importance of networks and feedback loops envisaging civil society as an adaptive organism. This helps to show that although power is significantly dispersed in some aspects of the ‘Cornwall Deal’, this latter does little to alter the highly centralised nature of governance across England, or provide spaces where local actors can feed back into central policy.  相似文献

This study investigates the influence of service, political, governance, and financial characteristics on municipalities’ choices of four service delivery modes (in-house, inter-municipal cooperation, municipality-owned firm, and private firm) in the Dutch local government setting. The results show that as a service involves more asset specificity and more measurement difficulty, the likelihood that municipalities contract this service out is lower. Also, although some differences in preferences are found between boards of aldermen and municipal councils, for both political bodies a more right-wing political orientation is shown to be positively related to privatization of services. Furthermore, contracting out is also shown to be related to the governance model of municipalities, as services of municipalities that (in general) put relatively less emphasis on input, process, and output performance indicators, and more on outcome performance indicators, are more likely to be privatized. Finally, the results also show that services of municipalities that have a better financial position are less likely to be contracted out to a private firm.  相似文献

Abstract

This article examines the emergence of an increasingly vociferous public debate in China over the true contribution made by the KMT in the war against Japan. Following years of rigid adherence to the traditional Maoist line that the CCP won the war almost single-handedly, the party has finally moved towards a more realistic and honest assessment that recognises the pivotal role played by the KMT in defeating the Japanese. The rationale for conceding this point is ultimately linked to the question of nationalist legitimacy. At a time of increasing socio-economic uncertainty and in an effort to fill the ideological void left by the demise of Chinese Marxism, the party is trying hard to bolster its nationalist credentials. One way that it is doing this is by presenting a united patriotic front on the war against Japan, with itself at the helm. However, things have not materialised in the way the party had anticipated. Along with strong expressions of national pride in China's war effort, some members of the public have responded with sympathy towards the KMT veterans who fought the Japanese. With this sympathy has come antipathy towards the CCP who are accused of persecuting KMT soldiers after 1949, of re-writing the history of the war for its own propaganda purposes and of betraying the nation by, amongst other things, avoiding armed conflict with Japan and leaving the KMT to fight the war on its own. In light of this growing (although not necessarily majority) public reaction, we argue that instead of fortifying the party's nationalist legitimacy, the official reappraisal of the KMT's role in the war runs the risk of eroding that legitimacy.  相似文献

Existing research on career motivations tends to focus either on the difference between private and public organizations or on the difference between nonprofit and for‐profit firms. Although commonalities exist, the literature suggests that there also are many differences in what motivates public and nonprofit employees. Employing data from the National Administrative Studies Project III, this research examines how seven motivational aspects correlate with the choice between public and nonprofit employment. The authors find that managers who value advancement opportunities, a pension and retirement plan, and the ability to serve the public in their jobs are more likely to accept a job in the public sector, whereas managers who value family‐friendly policies and increased responsibility are more likely to accept a position in the nonprofit sector. Participation in volunteering is positively associated with nonprofit employment. The authors suggest a possible link between volunteering and the unique nonprofit motivation that is differentiated from public service motivation.  相似文献

In response to what some see as a crisis in civic attitudes and participation, there has been a reinvigorated effort to involve high school students in school-based community activities and in less formal, volunteer community service. Yet little is known about the extent of participation or its effects. Using a nationally representative sample of 9th–12th graders from 1996, we document a high participation rate but also note that many students perform service only once or twice a year and in limited capacities. Participation rates are related to certain student, family, and school characteristics; school policies are also significant, though arranging but not requiring participation may be the key. Participation appears to stimulate greater political knowledge, more political discussions with parents, enhanced participation skills, and higher political efficacy, but not more tolerance of diversity.  相似文献

The backbone of theory of the market‐based approach New Public Management is that market orientation improves public service performance. In this article, market orientation is operationalized through the dominant theoretical framework in the business literature: competitor orientation, customer orientation, and interfunctional coordination. Market orientation is examined from the vantage point of three stakeholder groups in English local government: citizens, public servants, and the central government’s agent, the Audit Commission. Findings show that market orientation works best for enhancing citizen satisfaction with local services, but its impacts on the performance judgments of local managers or the Audit Commission are negligible. The conclusion discusses important implications of these findings for research, policy, and practice.  相似文献

ABSTRACT

This article analyzes if, and to what extent, the public service motivation (PSM) construct has an added value to explain work motivation in the public sector. In order to address the specificity of PSM when studying work motivation, the theoretical model underlying this empirical study compares PSM with two other explanatory factors: material incentives, such as performance-related pay, and team relations and support, such as recognition by superiors. This theoretical model is then tested with data collected in a national survey of 3,754 civil servants at the Swiss municipal level. Results of a structural equations model clearly show the relevance of PSM. They also provide evidence for the importance of socio-relational motivating factors, whereas material incentives play an anecdotal role.  相似文献

Public service motivation (PSM) research suggests that PSM influences employee sector choice, yet relatively little research examines how time moderates this relationship. In this research we examine public service motivation among private and public sector lawyers. Using survey data that measure sector of employment at multiple time periods, we investigate the stability of the relationship between individual reward orientations and sector employment choice over time. Our findings suggest that while PSM may not clearly predict the employment sector of a respondent's first job, it does increase the likelihood that a respondent's subsequent job is in the public sector.  相似文献

Is there more violence in the middle? Over 100 studies have analyzed whether violent outcomes such as civil war, terrorism, and repression are more common in regimes that are neither full autocracies nor full democracies, yet findings are inconclusive. While this hypothesis is ultimately about functional form, existing work uses models in which a particular functional form is assumed. Existing work also uses arbitrary operationalizations of “the middle.” This article aims to resolve the empirical uncertainty about this relationship by using a research design that overcomes the limitations of existing work. We use a random forest‐like ensemble of multivariate regression and classification trees to predict multiple forms of conflict. Our results indicate the specific conditions under which there is or is not more violence in the middle. We find the most consistent support for the hypothesis with respect to minor civil conflict and no support with respect to repression.  相似文献

Previous scholarship has demonstrated that female lawmakers differ from their male counterparts by engaging more fully in consensus‐building activities. We argue that this behavioral difference does not serve women equally well in all institutional settings. Contentious and partisan activities of male lawmakers may help them outperform women when in a polarized majority party. However, in the minority party, while men may choose to obstruct and delay, women continue to strive to build coalitions and bring about new policies. We find strong evidence that minority party women in the U.S. House of Representatives are better able to keep their sponsored bills alive through later stages of the legislative process than are minority party men, across the 93rd–110th Congresses (1973–2008). The opposite is true for majority party women, however, who counterbalance this lack of later success by introducing more legislation. Moreover, while the legislative style of minority party women has served them well consistently across the past four decades, majority party women have become less effective as Congress has become more polarized.  相似文献

Professional associations and occupational societies play an important role in educating and credentialing public employees. Very little research has attempted to connect, empirically, a public service ethos to the professional memberships that public employees carry. Nowhere is that potential influence more likely to be seen than in the governing boards of these nonprofit associations, whose behavior is subject to strong normative and mimetic influences as a result of the public's expectations for good governance. This article uses a large generalizable sample of boards of directors, controlling for many organizational characteristics known to influence board behavior, to compare the governance practices of professional and trade associations serving public employees with those serving the private sector. The results suggest that governance practices are shaped by many forces but that public employees do indeed carry their public values into the associations they join, and these values, in turn, are positively related to board behavior.  相似文献

Voluntary policy compliance is an important yet rarely studied topic in public administration. To address the paucity of research, this article proposes and empirically tests a conceptual framework that ties policy transparency and policy understanding to voluntary policy compliance intentions. The reasoning is that the extent to which citizens understand a policy contributes to their intentions to comply with that policy. Further, the authors argue that policy transparency indirectly influences voluntary policy compliance intentions through a positive effect on citizens’ levels of policy understanding. To enhance the validity of the findings, the authors assess these relationships across two policy domains. The findings reflect an indirect positive effect of transparency on voluntary compliance occurring through policy understanding. However, this emerged only for one policy domain. These results suggest that the effects of policy transparency on policy understanding and voluntary policy compliance intentions may depend on the policy domain.  相似文献

When do high-income earners get ‘on board’ with the fiscal contract and accept paying a larger share of the tax burden? Progressive taxes perform particularly poorly in developing countries. We argue that the common opposition of the affluent to more progressive taxation is not merely connected to administrative limitations to coercively enforce compliance, but also to the uncertainty that high-income earners associate with the returns to taxes. Because coercion is not an option, there is a need to convince high-income earners to ‘invest’ in the public system via taxes. Trust in institutions is decisive for the fiscal contract. Expecting that paid contributions will be used in a sensible manner, high-income earners will be more supportive of progressive income taxation. We study tax composition preferences of a cross-section of Latin American countries using public opinion data from LAPOP for 2012. Findings reveal that higher levels of trust in political institutions strongly mitigate the opposition of the affluent towards more progressive taxation.  相似文献
