This paper examines the voting motivations of Conservative parliamentarians in the final parliamentary ballot of the Conservative Party leadership election of 2005. By constructing a data set of the voting behaviour of Conservative parliamentarians in the final parliamentary party ballot, and by determining the ideological disposition of the 2005 PCP this paper examines the ideological disposition of the candidates' vis-à-vis their electorate. The paper identifies the increasing Thatcherite nature of the PCP across three dominant ideological divides of contemporary British Conservatism-economic, European, and social, sexual and moral policy. Through such an analysis the paper demonstrates how the modernising David Cameron, who came first in the final parliamentary ballot and then won the membership ballot, transcended the traditional ideological voting motivations of candidates' vis-à-vis their electorate. Most significantly, the paper demonstrates that the European ideological policy divide was not a factor in the succession contest, unlike the succession contests of 1990, 1997 and 2001.  相似文献

Leadership of public universities has come under fire—from scandals, from funding, from students, from every direction. Top‐down leadership of institutions of higher education has been described as a “disease.” Shared governance—a mechanism of faculty representation in the leadership and decision‐making processes—a seeming alternative, has been described as “a recipe for paralysis.” In this article, the authors proffer shared leadership as a potential elixir for leading public institutions of higher learning, unleashing creative potential, focusing on pressing strategic imperatives, and enabling sustainable systems that leverage true talent to maximum effect. It is time to move beyond the moribund myth of top‐down heroic leadership and beyond the bureaucratic, political quagmire of the current state of affairs in shared governance. The public inquiry chaired by Robert Francis QC into failings of care at the Mid Staffordshire NHS Foundation Trust made 290 recommendations about matters including: standards of patient care in the National Health Service (NHS); organisational culture and leadership; the use of data and information; the need for greater openness; and compassionate and committed nursing. In this paper, we argue that Mid Staffordshire represented a profound failure of governance and leadership. We use findings from a national research study to analyse the response made by the boards and leadership of NHS hospitals to the inquiry recommendations, setting out the repertoire of board roles and behaviours required for the governance of safe and effective care.  相似文献

ABSTRACT

The purpose of this article is to shed light on an understudied topic in public administration, namely, commitment to organizational change. Specifically, this study examines the extent to which the quality of the relationship between employees and their managers positively influences employees’ commitment to change. Further, it investigates whether this relationship varies as a function of a person's core self-evaluations, that is, the valence of a person's self-regard. Evidence from a multivariate regression analysis in a public sector organization at the local level in the UK revealed that individuals who have high-quality relationships with their managers are more likely to be accepting of change; this is especially true for individuals with lower levels of core self-evaluations. Implications for theory and practice are discussed.  相似文献

Although significant progress has been made in developing leadership theory and understanding the traits, skills, behaviors, and styles that make a good leader, progress in bridging the gap between theory and practice using models of leadership training and development has been slow. This research attempts to answer the question of whether leadership training and development programs in the public sector improve leader and organizational performance. The findings indicate that a combination of coaching, classroom instruction, feedback, and experiential training has a significant impact on leader performance. In addition, organizational effectiveness improves for organizations whose leaders received the intervention. This article enhances our understanding of the impact that training and development can have on leader and organizational outcomes.  相似文献

Has the rise of so‐called new social movements contributed to an undermining of parties in Western nations? This study reviews the arguments alleging this to be the case, and then summarises the results of 229 public opinion surveys from 17 nations. The surveys indicate that those who hold ‘post‐materialist’ values are stronger partisans than those with ‘materialist’ values. The analysis concludes that much of the literature has overstated the contrasts between movements and parties, that the mass public does not differentiate itself into ‘party’ and ‘movement’ categories, and that parties have been resourceful in protecting themselves against the depradations that movements might cause.  相似文献

Abstract

The Law and Economics movement that emerged in the University of Chicago through the 1940s and 1950s, around Ronald Coase's example, is a manifestation of the neo-liberal project of applying neo-classical economics to state sovereignty. In the 1970s and 1980s, Law and Economics ideas revolutionized the application of antitrust laws in the United States. However, this achievement came about not through a transformation in economic orthodoxy, but through persuading legal experts to recognize the inherent ‘nonsense’ at work in their own normative assumptions. The Chicago antitrust revolution is therefore symptomatic of trends that Foucault viewed as definitive of neo-liberalism more broadly.  相似文献

Economics is the youngest of all sciences. Its task is to identify the secondary consequences, but it requires a perception of general consequences, including effects which are brought by an implemented or proposed economic policy not only to a certain special interests in short periods of time but also to a general interest for long periods, which somewhat contradicts the assumptions of many economic doctrines. Thus, the current state of economics or management science is difficult to be called autonomic. Economists "have opened" the domain previously reserved for "hard indicators" on the human aspects of the assessment of effectiveness. What is more, the discovery of regularity in the sequence and independence of market phenomena, in particular, a markdown role of the "invisible hand of the market" and "government interventionism" put into question the validity of the dogmas of traditional British or American schools, as a consequence of the operation of schools with the teaching of economics. This paper is the attempt to show the failure of the most popular scientific economical schools, including neoclassical ones in the area of human performance, comparing with Austrian School principles.  相似文献

This article takes the naturalisation process as a vantage point to consider how citizenship constitutes a site of emotional investment not only on the part of applicants and ‘new’ citizens but also on the part of the state. The premise of this article is that naturalisation is more than solely the admission of foreigners to the position and rights of citizenship, and it approaches naturalisation as a state practice that needs to be understood within a politics of desire. The article asks three questions: what makes naturalisation a thinkable and desirable means of acquiring citizenship? Second, what do practices of naturalisation tell us about ‘the state's attachment to particular embodiments of desirable citizens’ (S. Somerville, 2005 Somerville, S., 2005. Using policy documents and auto-ethnographic material, the article examines practices through which the state selects its own objects of desire and produces them as citizens, while it also produces itself as desirable. The article concludes that naturalisation distinguishes desirable from less desirable citizens through fantasies of English proficiency and birthright citizenship. In addition, the staged performance of the citizenship ceremony assures the state of its desirability by subsuming ‘as if’ enactments of citizenship.  相似文献

In Weimar Germany, the Catholic Church vehemently warned ordinary parishioners about the dangers of extremist parties. We establish that constituencies' religious composition is a key empirical predictor of Nazi vote shares—dwarfing the explanatory power of any other demographic or socioeconomic variable. Even after carefully accounting for observational differences, Catholics were far less likely to vote for the NSDAP than their Protestant counterparts. The evidence suggests that this disparity was, in large part, due to the sway of the Catholic Church and its dignitaries. At the same time, we show that attempts to immunize Catholics against the radical left failed to achieve the desired result. To explain the puzzling asymmetry in the Church's influence at the ballot box, we develop a simple theoretical framework of elite influence in electoral politics.  相似文献

The adoption of lotteries by state governments has received significant attention in the economics literature, but the issue of casino adoption has been neglected by researchers. Casino gambling is a relatively new industry in the United States, outside Nevada and New Jersey. As of 2007, 11 states had established commercial casinos; several more states are considering legalization. We analyze the factors that determine a state’s decision to legalize commercial casinos, using data from 1985 to 2000, a period which covers the majority of states that have adopted commercial casinos. We use a tobit model to examine states’ fiscal conditions, political alignments, intrastate and interstate competitive environments, and demographic characteristics, which yields information on the probability and timing of adoptions. The results suggest a public choice explanation that casino legalization is due to state fiscal stress, to efforts to keep gambling revenues (and the concomitant gambling taxes) within the state, and to attract tourism or “export taxes.”  相似文献

The bailouts of 2008–10 are the most recent in a long series of insurance-like policies designed to limit the losses of those harmed by a crisis of some kind—but enacted after a crisis is under way. This paper analyzes the economics and politics of “crisis insurance” programs. The analysis helps explain why ex-post insurance is popular, why it tends to be undersupplied by private markets, and why governments may be better able to provide it. The analysis also points out that there are limits to what losses can be covered. The routine adoption of new programs to limit losses from crises tends to require greater expenditures through time because of moral hazard problems and the nature of crises. Eventually, this trend may produce “uninsurable” crises. The analysis of this paper suggests that such problems can be moderated, although not eliminated, through appropriate standing polices for ex-post funding of crisis insurance.  相似文献

The purpose of this study is to explore whether the transfers received by state governments in Brazil are being appropriated by the bureaucracy as wages. The wage differential between the public and private sectors was used as a measure of this appropriation, following the technique for wage decomposition proposed by Oaxaca. Our results show that transfers stimulate appropriation by the bureaucracy, but that private groups existing within the states contend for these resources. The results also indicate that the resources appropriated are distributed uniformly between the various groups composing the bureaucracy.  相似文献

China’s Belt and Road Initiative and its associated domestic industrial policies represent a parallel trade and investment strategy that challenges the Akamatsu principle of the Flying Geese pattern of industrial development in East Asia. This paper is positioned against the dominant orthodox theory of national systems of industrial development in East Asia. It argues that China’s trade and industry policy in the 2012–2017 period has demonstrated that government will expand its industrial policy market intervention rather than retract, moving away from the regional economic integration order by moving industrial production and import trade away from the Asia-Pacific along a Westward axis to the Indian Ocean and Eurasia. Implications are that the emergence of China’s geoindustrial policy will subvert multilateral trade norms as China begins to institutionalise its external trade and industrial policies.  相似文献

This study seeks to establish and test the relationships between both leaders’ and followers’ perceptions of leaders’ transformational leadership behavior and its relationship with job satisfaction and organizational performance. We aim to represent the managerial and psychosocial outcomes in the leader–follower dyad. The study also determines the relative contribution of the two constructs of the leader–follower dyad and their relationship with organizational performance. Since both leaders and followers estimated the leaders’ transformational leadership behavior, two models were tested: first, a leader-perception model examining the relationships among transformational leadership, job satisfaction, and organizational performance using data on transformational leadership from the leaders’ perspective; and second, a follower-perception model examining the relationships among the same three constructs using transformational leadership estimates from the followers. We then explore the corresponding parameters in the two models to determine if there are significant differences in the relationships among the constructs, thereby determining the impact of leader vs. follower perceptions. Structural equation modelling based on a sample of 372 leader–follower matched responses identified how transformational leadership has a significant, positive relationship with employee job satisfaction and organizational performance. Although the relationship between transformational leadership and organizational performance was similar in the two models, in the follower-perception model the effect was almost entirely mediated by employee job satisfaction, whereas there were both mediated and direct effect in the leader-perception model.  相似文献

ABSTRACT

The reorganization of government agencies can be studied as a pre-reform process in terms of the structural changes made, or as a post-reform process in terms of the effects of the reorganization. In this study of two mergers of agencies in China’s central administration, we focus on structural features and the post-merger process, paying special attention to structural and cultural integration. Our qualitative analyses reveal that the National Health and Family Planning Commission (NHFPC) is considered to have been more successful in merging agencies and integrating functions than the State Administration for Press, Publications, Radio, Film and Television (SAPPRFT). We found that using physical arrangements and leadership features as explanatory variables generated helpful theoretical and policy implications for organizational architecture and public sector reforms.  相似文献

In anticipation of its closure in 2014, the International Criminal Tribunal for the former Yugoslavia has begun to set out proposals for preserving and promoting its legacy of prosecuting persons responsible for violations of humanitarian law during the conflicts of the 1990s. A key aspect of this legacy has been to support the ‘national ownership’ of the justice systems in the former Yugoslavia that will continue to try war crimes cases in the years to come. This study explores the institutional development of the War Crimes Chamber of the Court of Bosnia and Herzegovina (WCC) to national ownership. In particular, it considers three critical aspects of the WCC's functioning that highlight the challenges that it faces as a mechanism of transitional justice in Bosnia and Herzegovina (BiH). These are the composition of prosecutors and judges, prosecutorial practices and outreach and communication activities. The article shows that the continued difficulties with these areas of legal practice figure as significant obstacles to the WCC's transition to full national ownership by both the legal professionals and local populace of BiH.  相似文献
