The military threat to national security has substantially diminished, and the need for a stronger focus on economic competitiveness for the US is becoming more pronounced every day. We must find ways to accomplish more-effective technology transfer. This paper outlines four technology-transfer strategies used by the Department of Energy's national laboratories: the passive strategy, the active strategy, the entrepreneurial strategy, and the national-competitiveness strategy. It compares these strategies in terms of organizational structure, performance measures, and staffing, and it discusses the implications of these comparisons of technology transfer. The findings contained in this paper are based on the author's interviews with technology-transfer staff and program directors at the national laboratories and on analysis of the institutional plans.  相似文献

Objectives

Klinger’s (Criminology 35(2): 277–306, 1997) ecological theory of policing addresses the intersection of environment and police organizational structure on police patrol practices. The current study addresses the following question: ‘Is police response to calls for service influenced by the level of serious violent crime or the level of officer staffing?’

Methods

This question was addressed using crime, incident, and staffing data supplied by the Philadelphia Police Department. The dependent variable was the number of unfounded events per month, per police district, from 2004 to 2008. Analysis controlled for linear and non-linear trends, average monthly temperature, month length, and spatial effects. Data were analyzed using repeated measures multilevel modeling.

Results

Findings suggested that the quantity of unfounded events was associated with both workload and officer staffing levels. Consistent with theoretical predictions, higher workload was associated with more unfounded incidents while higher levels of officer staffing was associated with fewer unfounded incidents, net of ongoing trends and spatial effects.

Conclusions

These findings are consistent with the Ecological Theory of Policing and suggest that officers may shed workload in response to higher demands for service or lower levels of officer availability.

This paper examines one particular aspect of the Greek courts: the time they need to dispose cases. As an indirect measure for the time needed to dispose cases, we use the ratio of cases remaining at the end of the year to total cases introduced. Using this metric, we document a steady increase in the time needed to dispose cases. Furthermore, we examine whether staffing with respect to caseload, and especially the lack of sufficient staffing for a given caseload, is a factor that contributes to the slow disposition of cases in Greek courts. The data suggest that the ratio of staff to total number of cases affects the time needed to dispose of cases in appeals courts and higher civil trial courts, but not in lower civil trial courts or administrative courts. Therefore, the recommendation of the existing literature, which mainly follows from the analysis of first instance courts, to emphasize measures that simplify procedures and lead to an increase in accountability and competition, should be adopted, at least for courts of first instance. For appeals courts, our results suggest that the improvement of the staff to case ratio may be paired with such measures, while the improvement of the quality of first instance rulings may reduce the appeals rate. The available data is also used to present the steady increase in the appeals rate and the lack of a reaction to the documented increase in the budget of the Ministry of Justice.  相似文献

There are comparative analyses in the current criminal justice literature but few focus on Asian cultures and even fewer compare Muslim countries with the United States. While comprehensive comparative studies are needed, preliminary studies that correlate the functional similarities and differences are also necessary. Hence, the purpose of this paper is to conduct a comparative analysis of the jails in Bangladesh and the United States. The data for this study are taken directly from Bangladesh population summary reports and a matched sample of American Jails from the Bureau of Justice Statistics Jail Census (1990). The comparative data are key functional measures from each country and are used as the basis for classifying the jails into two groups. The findings indicate that there are key differentiating variables (crowding and population turnover) that allow one to classify the jails in the two nations. Although this study provides clear evidence for the differences between American and Bangladeshi jails, further in‐depth analyses should follow.  相似文献

We found an inverse relation between physical aggression by patients and physician staffing--when more physicians were available, physical aggression decreased. Continuous Quality Improvement is the term used to measure progress toward achieving safety, permanency, and well‐being for children in foster care. This report highlights the results of a 2014 survey conducted by the National Resource Center on Legal and Judicial Issues asking states to identify how they are using performance measures to improve the lives of children in care, which measures are being used, whether the newly‐created well‐being measures are being integrated into the original set of court performance measures, and how performance measures are being used to support Continuous Quality Improvement. Although there is much more to do, the number of performance measures being used, the number of states sharing data between courts and child welfare agencies, and the number of documented examples of improvement in lives of abuse and neglected children are all encouraging signs.  相似文献

We studied the predictive, comparative, and incremental validity of three measures of psychopathic features (Psychopathy Checklist: Youth Version [PCL:YV]; Antisocial Process Screening Device [APSD]; Childhood Psychopathy Scale [CPS]) vis-à-vis criminal recidivism among 83 delinquent youth within a truly prospective design. Bivariate and multivariate analyses (Cox proportional hazard analyses) showed that of the three measures, the CPS was most consistently related to most types of recidivism in comparison to the other measures. However, incremental validity analyses demonstrated that all of the predictive effects for the measures of psychopathic features disappeared after conceptually relevant covariates (i.e., substance use, conduct disorder, young age, past property crime) were included in multivariate predictive models. Implications for the limits of these measures in applied juvenile justice assessment are discussed.  相似文献

The relationship of police patrol-car staffing to response time is examined. The first systematic study of police patrol-car staffing, conducted in San Diego in 1977, found that two one-officer cars responded to the scene of an incident faster than one two-officer car. Given the study design, this finding was puzzling. When two one-officer cars are dispatched, at least one of the cars has farther to go, and the extra travel distance should require extra travel time. The present study replicated the previous empirical analysis with data from the Kansas City Response Time Analysis Study. Although it was expected that additional control variables would provide an explanation for the findings, the results were the same. Two one-officer cars are faster than one two-officer car. One explanation for this finding is that peer pressure among officers provides different incentives for rapid response in one- and two-officer cars. The policy implication is that the deployment of two-officer cars cannot be justified by minimized response time.  相似文献

Objective

Previous aggregate analyses of the effect of police on crime show that increases in police staffing are especially effective at preventing homicide. This conflicts with evidence that suggests standard police methods should be more effective at preventing robbery, auto theft, and other property crimes. My objective is to reconcile the two.

Methods

Regression of crime rates on uniformed police staffing and other economic and demographic covariates, for a panel of 59 US cities for the period 1970–2013.

Results

Lagged crime rates are strong and statistically significant predictors of both policing staffing and crime rates, particularly homicide. When lags are included in the specification, the apparent effect of police on homicide drops by more than 70 %; there is little change in the effect of police on other crimes. Findings are robust with respect to specification and method.

Conclusions

Previous studies omitted lags and overstated the effectiveness of police on homicide. Because murder accounts for almost 40 % of all costs of crime in US cities, it is no longer clear whether increasing police force size is a cost-effective way to cut crime. Improving police tactics is more likely to work and less expensive.

Police corruption and misconduct are of perpetual concern to both the police and the public. Various measures have been used and programs created to reduce these problems. But existing research indicates that the effects of such measures are either transient or uncertain. Few studies have been conducted to understand the mechanisms for controlling police corruption and misconduct from an international, comparative perspective. This study intends to fill this gap by exploring the experiences of the Hong Kong Police Force (HKPF) as well as those of the New York Police Department (NYPD). Although Hong Kong is today a part of China, it remains in the Common Law system and its police practices have been highly influenced by Western policing principles, making such a comparison relevant and perhaps useful. The findings of this study suggest that Hong Kong and New York have both adopted various measures for controlling police corruption and misconduct, but have diverged significantly from each other in the structure and content of their control efforts.  相似文献

Aim: We sought to ascertain the current nature of specialist community mental health provision for young people presenting with risk of harm to others or involvement with the youth justice system in England, Wales and Scotland. Methods: Questionnaire-based survey. Results: Fifty-five services were contacted, 48 responded and 35 of these were found to be providing some form of community mental health provision to high-risk young people. Thirteen services provided comprehensive community forensic child and adolescent mental health (FCAMH) services, whilst the remainder offered more ad hoc clinical input. Amongst the comprehensive FCAMH services, staffing, function, commissioning arrangements and population served varied widely. Conclusions: There is patchy geographical provision of comprehensive community FCAMH services across England, Scotland and Wales with heterogeneous commissioning arrangements, staffing and function. Development of a national commissioning strategy for community FCAMH services is required to ensure that the complex needs of high-risk young people are adequately addressed.  相似文献

Mandatory prosecution is inefficient according to legal economists. We argue that when prosecutors are fairly insulated from their performance or are highly risk-averse mandatory prosecution is better than selective prosecution. This result has important implications for comparative law. We use our findings to provide a positive explanation for the stylized fact that mandatory prosecution generally prevails in civil law jurisdictions whereas selective prosecution is typical of common law jurisdictions.  相似文献

This article considers the contribution of comparative empirical research in shaping best practice norms for custodial legal advice, and helping to address challenges in their implementation. It traces the role of ECtHR decisions and EU Directives in developing transnational norms to strengthen suspects’ right to legal assistance. Recognizing how these norms are translated into the national context, it considers the value of comparative empirical and socio‐legal research in helping to develop legislative and training measures; how roles and responsibilities are shared out in different legal systems and traditions; and practical arrangements that facilitate or inhibit the effectiveness of custodial legal advice in practice. There is a tension between framing transnational norms that are sufficiently universal to attract support, without being so broad as to lack any transformational force, and sufficiently detailed to ensure respect for core protections without imposing legal requirements too rigid and difficult to be absorbed into diverse processes of criminal justice.  相似文献

This final rule amends Medicare certification and payment requirements for rural health clinics (RHCs) as required by the Balanced Budget Act of 1997 (BBA). It changes the definition of a qualifying rural shortage area in which a Medicare RHC must be located; establishes criteria for identifying RHCs essential to delivery of primary care services that we can continue to approve as Medicare RHCs in areas no longer designated as medically underserved; and limits waivers of certain nonphysician practitioner staffing requirements. This final rule imposes payment limits on provider-based RHCs and prohibits "commingling" (the use of the space, professional staff, equipment, and other resources) of an RHC with another entity. The rule also requires RHCs to establish a quality assessment and performance improvement program that goes beyond current regulations. Finally, this final rule addresses public comments received on the February 28, 2002 proposed rule and makes other revisions for clarity and uniformity and to improve program administration.  相似文献
