ABSTRACT

This paper explores contemporary counterterrorism efforts as an instrument for attaining peace as a ‘global public good’. It notes the lack of an agreed definition of terrorism, the distinction between freedom-fighting and terrorism, and the issue of ‘excessive use of force’ by the state. It assessed the extent to which US counter-terrorism policy has influenced policy in the UN Security Council, and the shortcomings in Council policy that require redress. The paper concludes that counterterrorism will be successful only when a ‘global law enforcement’ approach prevails over the national security-driven ‘war-on-terror’ and when genuine efforts are undertaken to address the root causes of terrorism, including the forward basing of US forces in the Arab world.  相似文献

Abstract

The idea of peace has gained a hegemonic place in the discourse of intellectuals and the mass media. From being a preoccupation of religious and utopian sages throughout history, a vision of a peaceful world emerged as a fashionable occupation for peace activism in the 1960s and ultimately in the 21st century peace research has become a fast-growing industry. The assumed need to end wars and violence and to enforce peaceful existence on individuals, groups, societies and the entire world has been unquestionably accepted as if a self evident truth. By accepting such dubious claims many scholars have consciously and unconsciously distorted historical data in order to produce an image of an ideal peaceful world. Yet increasingly the belief in the ability to abolish war and eliminate conflict is being questioned and conflict prevention is seen as unrealistic, undesirable and based on misguided assumptions. Thus, if achieving peace is counterproductive what are the motives, aims and consequences of peace enforcement? This article begins a critical interrogation of the idea of peace and peace discourse and the formative value of war as human reality. The article uncovers the genealogy of peace, evaluates the relationships between peace and war and exposes the deceptive strategies and tactics of peace discourse as it manipulates language and the mass media. The article concludes that the consequences of enforcing peace do not produce a beautiful society but a nightmare where war is seen once again as a blessing.  相似文献

President Eisenhower's image as a promoter of ‘peace and nuclear disarmament’ was established through speeches he made such as ‘Atoms for Peace’ (December 1953) and ‘Open Skies’ proposal (July 1955). However, Eisenhower's approach to the subject cannot be grasped without an understanding of his attitude towards the relationship between arms, war and disarmament. As he saw it, not only would the mere existence of nuclear weapons not trigger a war, they were actually the best guarantee against the eruption of a global conflagration. The real threat to world security was the repressive, closed, totalitarian and expansionist Soviet regime. War could be prevented only by a dramatic change in the competing ‐ and threatening ‐ ideology and social structure embedded in the Soviet system. Until then, the existence of nuclear weapons would ensure the free world's safety.  相似文献

ABSTRACT

The literature on international organizations (IGOs) and interstate conflict in world politics produces a series of contradictory theoretical arguments and empirical findings about how IGOs help to prevent conflict and promote peace between member states. Empirical studies find a range of inconsistent results, ranging from pacifying effects of shared IGO memberships on dyadic militarized disputes to conflict-inducing effects of shared IGO memberships to null relationships. Theoretically, we consider how IGOs promote the rule of peace preservation through the mechanisms of coercion, self-interest, and legitimacy, and we describe how these mechanisms help explain the time-varying relationships between shared IGOs memberships and militarized conflict since WWII. Analyses of time-varying parameter models of dyad-year data from 1948 to 2000 suggest that shared IGO memberships reduce the likelihood of militarized conflict in some historical periods (Cold War) but increase the chances for dyadic conflict in other periods (post-Cold War). The design of IGOs is relevant as well, with security-based, highly institutionalized IGOs best suited to prevent militarized conflict between member states. The results suggest that evolutionary dynamics in the Kantian peace vary across legs of the Kantian tripod and that we cannot understand the Kantian peace without considering dynamic relationships over time.  相似文献

Abstract

Continuous trauma syndrome (CTS) is the foundation for the characters in the film Impunity. The aesthetic choices in the narrative structure are an exploration of the discursive nature of violence and trauma in contemporary South African society. The theorising of continuous stress trauma provides the necessary challenge to the more conventional understanding of post-traumatic stress syndrome and informs the underlying analysis of the film. This analysis is offered in an interlocutory manner with psychology theorist Garth Stevens who provides a hermeneutic reading of Impunity that draws directly from his own research and others in the field of psychology. The paper is offered as an examination of an artistic research, film practice. The practice itself constitutes a theoretical expression which connects the aesthetic and structural choices of the film with the disciplinary observations made by Stevens. It suggests two theoretical approaches from different disciplines brought in conversation with each other to inform the reading of Impunity as artistic expression. The paper puts at its centre the discursive approach to the study of violence and trauma to suggest how the film’s structure and its aesthetics may be connected to research in the field of psychology.  相似文献

ABSTRACT

How should a pacifist approach both extremism and counter-extremism? Through exploring definitions of extremism alongside pacifist scholarship, the paper argues that pacifism itself appears to be “extreme”, allowing extremism to be examined from an extreme perspective. But does counter-extremism engender peace? The paper identifies three dominant definitions of counter-extremism: a promotion of nonviolence, of liberal democratic values, and of tolerance. While counter-extremism appears to engender peace, the paper exposes the ways in which countering extremism promotes violence: a “nonviolence” which legitimises state violence; an ethnocentric homogenisation of liberal democratic values which alienates ethnic minorities, and a narrow sphere of tolerated pluralism which transforms non-hegemonic values into threats. The paper argues that to promote peace, pacifists must contribute to the reconceptualisation of extremism. The paper suggests that instead of depicting challenges to hegemonic values as “antagonisms” that threaten, agonistic spaces are required such that “extremism” need not be countered but encountered.  相似文献

Abstract

In 2003, the EU was hopeful to convince Iran to give up its nuclear programme. Five years later, most signals point to an accelerated nuclear programme in Iran. This article first aims to sketch an overview of the EU efforts, and secondly to make an interim assessment of the effectiveness of the EU's approach vis-à-vis Iran. While the final assessment may be different, the current evaluation is disappointing from the point of view of the EU. The Iranian case does not enhance the EU's strategic reputation in the world.  相似文献

The last decade of the twentieth century witnessed radical and potentially constructive adaptation of NATO. Although retaining its core function of collective defence and serving as the transatlantic security forum for consultation and co‐operation, the Alliance pursued new directions in support of wider stability in Europe through enlargement to its east, forging partnerships with former adversaries, and conducting peace enforcement operations outside the treaty area. But the transformation of NATO remains a work in progress. This article discusses three key questions: the nature of peace support operations, the capability to provide for both collective defence and crisis management, and managing further Alliance enlargement while maintaining a working relationship with Russia.  相似文献

Abstract

This article examines the challenges that the accelerated globalisation of the media industry pose to journalism education and research, with a particular focus on journalism studies in the global South. Through references to key features of recent debates in the field of journalism studies, the article argues for the adoption of a critical perspective on global journalism studies in research and teaching, the integration of that perspective across journalism curricula and research agenda, and a reflexive and inclusive view of the relationship between global journalism and new media technologies.  相似文献

The aim of this article is to review some of the issues involved in the current ‘peace process/talks’ in Northern Ireland. Despite the current euphoria over the talks, Good Friday Agreement and the Nobel Prizes there are still many serious issues to be resolved that leave the whole process in doubt. These are substantive issues that can often appear as trivial detail in the rhetoric and hyperbole of peace. Three issues particularly stand out: decommissioning of weapons, the constitutional status of Northern Ireland and the role of terrorist activists. These, I argue, are key concerns that go to the heart of the Troubles, yet have not been resolved. And it is around these concerns that much of the current talks revolve. They also reflect seriously on the extent to which democratic government can engage in deals with terrorists, trading peace for integrity at what price?  相似文献

Due to social and historical forces resistant to predictions of religion’s waning influence in the modern world, responses to contemporary epidemics continue to involve local religious entities and global religious networks. This viewpoint draws on the history of the 1854 cholera epidemic in London to highlight how histories of cooperation between religion and public health can help focus current thinking about the potential for intersectoral cooperation in response to modern epidemics.  相似文献

This empirical study is a continuation of the Limits‐to‐Violence project started in 1975 by the Canadian Peace Research Institute. The LIV project sought to model three kinds of violence‐civil war, international war, and socio‐economic injustice‐in an effort to limit global violence in the future.

The research reported here is concerned with reducing socio‐economic injustice, or so‐called “structural” violence. Four scenarios are calculated for the years 1973–2001. No. 1 is a “Status quo” model based on a slow growth or stagnant world economy, where in addition no attempt is made to reduce the gap between the rich and poor nations of the world. Scenarios Nos. 2–4 are different variations of a swords‐into‐ploughshares program where steady global disarmament and massive foreign aid proceed together over the 1982–2001 period. ABSTRACT

After almost 20 years with Resolution 1325 and the ‘women, peace and security’ agenda, the results achieved seem rather disappointing. This article analyses how the global gender norms laid out in Resolution 1325 have been translated into practice in a local post-conflict setting – Rwanda as a ‘best-case’ scenario on gender equality. Drawing on the theoretical literature on norm translation and the concepts of friction and flows, together with fieldwork-based research, the article analyses how international and national actors in Rwanda have reshaped and adapted the principles laid out in Resolution 1325. The main argument is that the processes of norm translation in Rwanda are characterised less by flows and more by friction and uneven processes of translation. The article concludes that the predominant successes are the inclusion of women in decision-making and at the lower levels in the security sector. However, women are still excluded, and gender issues marginalised, in the ‘big’ negotiations on peace and security, and high levels of violence against women persist.  相似文献

ABSTRACT

A diverse group of over 30 countries located all over the world—such as the UK, Colombia, and Ghana—introduced inflation targeting, which is a monetary policy that seeks to control inflation through a pre-announced target. Fully institutionalized democracies adopted the policy first because the core features of inflation targeting are consistent with the principles of a liberal democracy. But why was inflation targeting also introduced by less-democratic countries? This article develops the argument that decision makers of less-democratic countries became more likely to adopt inflation targeting when they observed that nearby countries increased the flexibility of the policy. The statistical analysis of data from 76 countries between 1989 and 2013 supports this hypothesis. The finding that the change of a policy toward a more flexible framework drives its global spread addresses a blind spot in the more recent policy diffusion literature.  相似文献

Abstract

The European Union has since 2003 developed both a security and a Weapons of Mass Destruction strategy, and it has become the primary interlocutor of Iran in the dispute related to Iran's nuclear development. These are signs of significant policy progress. However, the fact that four years of nuclear diplomacy have brought few results invites a critical appraisal of EU strategy. This essay undertakes this appraisal, arguing that the EU is notably ambivalent regarding its underlying conception of international order. The EU wishes to be pluralist (in the tradition of sovereign equality), but is also anti-pluralist (in the liberal–democratic tradition). The essay lays out how the EU has coped with pressures for reform—arising notably from the United States—within the current international nuclear non-proliferation regime, and how this has made the EU problem apparent. The essay finally suggests that to salvage its policy of effective multilateralism the EU must acknowledge its anti-pluralist bias and promote a common transatlantic approach to nuclear non-proliferation.  相似文献

This article is based on the author's study of geopolitical perceptions of the power of nations made during the last decade.

He describes the thinking of scholars, especially Mackinder, Mahan, and Spykman, as they have related geopolitics to international affairs.

He cites the Soviet domination of Afghanistan as one of the primary current examples of a classical geopolitical objective of the USSR to obtain access to territory opening the way eventually to the Indian Ocean.

He points out that the Soviet Union, dominating much of the landmass of Eurasia, the Mackinder “Heartland,” has polarized world politics and military security alignments because of its totalitarian political system and its expansion into other crucial areas of the world.

For fifty years, the author explains, the United States has been forced to take defensive measures against totalitarian states, in recent times principally the USSR, to prevent their domination of the economic resources and peoples of the world.

The author proposes that the United States, destined geopol‐itically to be a sea power, must have sufficient military strength to develop and protect global maritime and trading links with other seafaring nations on the periphery of Eurasia and in the Southern Hemisphere. The U.S. forces would constitute a peacetime constabulary of the sea to insure the security and prosperity not only of Americans but of their friends and allies.  相似文献

Abstract

This contribution presents a theory of democratisation through peace-building. Peace-building is seen as an interactive process between external peace-builders and domestic elites; whether a post-war state develops into a democracy or not depends to a large extent on the outcome of the bargaining process between domestic elites and peace-builders. It is argued that domestic elites typically face many constraints which make adopting democratic reforms a risky and costly proposition. Also, peace-builders usually have much less leverage over domestic elites than one would expect given their resources and man-power. High adoption costs and low leverage explain the outcome of the interaction between peace-builders and domestic elites often results in a peace which is not democratic. The paper uses an analysis of 19 major peace-building missions for exemplifying the theory.  相似文献

ABSTRACT

Two psychological perspectives on terrorism are distinguished, approaching it as a “syndrome” and as a “tool,” respectively. According to the “syndrome” view, terrorism represents a psychologically meaningful construct with identifiable characteristics on individual and group levels of analysis. According to the “tool” perspective, terrorism represents a strategic instrument that any party in a conflict with another may use. Research thus far has found little support for the “syndrome” view. Terrorists do not seem to be characterized by a unique set of psychological traits or pathologies. Nor has research uncovered any particular “root causes” of terrorism. The vast heterogeneity of terrorism's users is consistent with the “tool” view, affording an analysis of terrorism in terms of means-ends psychology. The “tool” view implies conditions under which potential perpetrators may find terrorism more or less appealing, hence offering guidance for the “war on terrorism.”  相似文献

ABSTRACT

Does the inclusion of rebel parties into the post-conflict political process help contribute to peace after the end of conflict? In this article we examine whether the transformation of rebel groups into political parties actually leads to the development of a durable peace after a civil war. Examining the likelihood of recurrence of civil wars in a country and recurrence of conflict in government–rebel group dyads after a settlement, we find that the inclusion and participation of former rebel parties in national government has an important impact on the likelihood of a durable post-settlement peace. Most importantly, not excluding major rebel parties from access to governing institutions is the most important factor in promoting post-conflict peace.  相似文献
