The nexus of economic and political relations is a central issue in international relations, and the influence of political liberalization upon trade ties lies at the center of much liberal theory. However, many facets of the empirical linkage between political liberalization—including democratization and the respect for human rights—and trade remain uninvestigated. Examining the case of U.S.‐Africa trade, this study considers two unexplored facets of these political determinants of trade: (1) the role of human rights conditions, and (2) the robustness of the relationship between democracy, human rights, and trade across a subset of vertical dyads. Using a gravity model to assess trade patterns, we find that neither democracy nor human rights conditions has a significant impact upon U.S. trade to Africa.  相似文献

ABSTRACT

This paper explores the contours of support for the state of Israel in the House of Representatives from 1997 to 2002. In an analysis of votes and cosponsorship decisions, we find that when Congress considers innocuous resolutions of support for Israel, support is consensual and nonpartisan. However, as the violence escalated between Israel and the Palestinians in the 106th and 107th Congresses (1999–2001), the House increasingly considered bills and resolutions that directly engaged the Palestinian issue and forced legislators to take a side in the ongoing conflict. This transformed the politics of support for Israel and increased the level of conflict among legislators. With that, new partisan, ideological, religious, and racial cleavages emerged. Democrats, liberals, and African Americans started to identify with the Palestinians—not Israel—as the oppressed group. At the same time, religious and ideological conservatives and Republicans started to identify with Israel as a just state under attack from lawless individuals considered to be outside the Judeo-Christian tradition. At least with regard to Israel, this suggests that the development of U.S. foreign policy, which is often characterized as an elite-driven pursuit of national interests, is heavily marked by domestic ethno-religious forces.  相似文献

In 1919, VK. Wellington Koo, the most famous Chinese diplomat of the early twentieth century, participated in the creation of the League of Nations at the Paris Peace Conference. Little over a decade later, as Japanese forces expanded into Manchuria and North China, Koo struggled to save the League he had helped found. He argued that inability or refusal to brand Japan as an aggressor would sound the League's death knell. In vain, Koo tried to convince European statesmen that the Far Eastern Crisis was a litmus test of the League's viability as a collective security organization. From 1936 on, League inaction in the face of Japanese, German and Italian expansion left Koo thoroughly disillusioned. The lessons of the League were not forgotten during World War II, when Koo argued that a more effective collective security organization, in the form of the United Nations, be created on a basis similar to Franklin D. Roosevelt's Four Policemen concept.  相似文献

The continuing failure to find interaction in the U.S.‐U.S.S.R. arms race remains a puzzle. In this analysis the effects of concept choice and measurement error on the estimation of a Richardson‐type model of the U.S.‐U.S.S.R. arms race is examined. Employing a multiple indictor model, it is demonstrated that significant random and systematic measurement error exists. The use of military expenditures as an indicator of economic burden is shown to generate severe statistical problems. Lastly, it is demonstrated that the lack of fit of typical single indicator models is more a measurement error problem than a model specification problem.  相似文献

This paper describes the spatio-temporal trends in terrorist incidents in the United States, from 1970 through 2004. Utilizing the Global Terrorism Database (GTD) and ancillary data, we examine both the frequency of incidents and their characteristics: location, target type, attack type, weapon type, and perpetrator group. While the frequency of terrorist incidents has declined since the 1970s, there still is significant activity nationwide. Instead of urban-rural or West Coast-East Coast divisions, the pattern is a more complex mosaic based on group identity, target, and weapon type. We conclude that there is an explicit geography of terrorism, one that is quite decentralized and highly localized.  相似文献

This paper examines the role of FDI from the United States in the economic performance of East Asian NICs for 1966–2000. To this end, we draw our argument of the role of FDI from the modernization–dependency debate. Then, we test the economic effects of U.S. direct investment on economic growth in East Asian NICs using a neoclassical production function model that captures the economic impacts of both foreign and domestic investment on economic growth. Our empirical results show that U.S. direct investment has a positive and significant effect on economic growth in East Asian NICs.  相似文献

Incrementalism is a term frequently used to describe budgetary processes, with high inter‐annual correlations between expenditures in time t and t+1 interpreted as the empirical manifestation of incrementalism. However, focusing on inter‐annual correlations may well obscure meaningful variations in the amount of the total budgetary pie received by various geographical units. A preferable alternative from a substantive viewpoint would be to focus on proportionate changes in budgetary receipts. The purpose of this brief article is to illustrate these points using data on the domestic distribution of U.S. foreign policy expenditures among states and congressional districts in Fiscal Years 1971 and 1972.  相似文献

The Kennedy administration sought to resolve the Palestine refugee problem in 1961–62 with a plan for compensation, resettlement, or repatriation under the formal auspices of the United Nations Palestine Conciliation Commission and negotiated by UN special envoy Dr. Joseph Johnson. The negotiations failed and the plan was canceled by the administration in December 1962. The article utilizes a multi-level conceptual model which examines the links between interstate negotiation, domestic politics and boundary-crossing interactions between foreign states and non-state domestic actors and their impact on foreign policy. It analyzes the multi-level negotiations that were conducted between representatives of the governments of Israel and the United States regarding the Johnson proposals, discussions held between Israel representatives and American Jewish leaders and prominent Jewish individuals, and between American government representatives and these same Jewish leaders and individuals. The study analyzes the factors that contributed to the failure of the plan and illustrates the nexus between foreign policy and domestic politics and the role of non-state actors in foreign policy decision making.  相似文献

This article is concerned with disruption by Members of Parliament in the British House of Commons between 1990 and 2010. Disorder in the “Thatcherite” parliaments of the 1980s has been the subject of parliamentary and academic investigation, but the phenomenon since then has gone unexamined. This article introduces a distinction between non-tolerated and tolerated disorder. Non-tolerated disorder has been relatively rare in the House of Commons between 1990 and 2010, and can mainly be attributed to a handful of parliamentary “mavericks”. Tolerated disorder, which forms an accepted part of the Commons' culture, is also explored, and recent changes to the House are examined for their potential effects on the phenomenon. While opinions vary about the desirability of tolerated disorder, this article accepts the argument that it is a symptom of serious problems with the British governing tradition and will persist unless and until those problems are addressed.  相似文献

The study provides an overview of a set of data describing the incidence and character of serious international disputes in the twentieth century. The principal findings reported include: Average annual incidence of serious international disputes has risen more than fourfold between 1900 and 1976. The underlying cause of this increase seems to be simply the increased size of the international system. The relative likelihood with which a serious dispute culminates in war is 1 in 9. However, there are definite differences in this relative frequency. Disputes involving major powers escalate to war approximately 1 in 5 times. Disputes involving only minor powers culminate in war with a likelihood of 1 in 20. Intervention in ongoing disputes increases the chance of war. The character of intervention has changed throughout the century with initiators less able to attract support and the targets of threat and force more able to do so.  相似文献

Election results do not, by themselves, explain what specific policies voters want. So reporters and the politicians and activists they cover engage in a process of constructing explanations for the vote totals, to achieve their respective aims. This study examines the conditions in which a potentially influential issueabortion rights after the Webster decisionwas interpreted as an explanation for gubernatorial election outcomes in 1990. Data show that explanations constructed for the vote totals in newspaper coverage often differed from the findings of state exit polls. Abortion was more likely to be interpreted as a cause of the vote when the race was one-sided, when the candidates differed more clearly in their stands on abortion, and when some aspect of their stands fit the medias need to portray drama and conflict. Findings suggest that media norms as to what is news influence the process of constructing explanations for election results.  相似文献

This study examines the potential influence of foreign linkages on regime outcomes by comparing Myanmar and Thailand. Linkages with the West are supposed to facilitate democratization, whereas those with autocracies usually promote regime survival. This study focuses on Myanmar and Thailand’s linkages with the U.S. and China, which at first sight seem to demonstrate the hypothesized effects. Myanmar gradually liberalized while strengthening its Western linkages, whereas Thailand experienced democratic breakdown amid a shift in alignment from the U.S. to China. However, in-depth analysis suggests that the influence of foreign linkages on domestic political change was minimal and that the relationship may very well be endogenous. The findings of this study call for a more careful theorization and handling of the external factors in studies of regime change and highlight the importance of simultaneously analyzing democratic and autocratic linkages.  相似文献
