Over half of all civil wars that began and ended between 1944 and 1997 were followed by at least one if not more episodes of civil war. We present a model to explain which characteristics of a civil war and the post-war environment make civil war more or less likely to recur. We test this model with data on civil wars that began and ended between 1944 and 1997. Findings suggest that civil wars are less likely to recur following rebel victories and peace agreements supported by peacekeeping forces. Post-war economic development also reduces the probability of civil war recurrence, and the longer the peace can be sustained, the less likely civil war is to recur. These effects hold regardless of whether the previous war was ethnically based or not, and whether it was secessionist or revolutionary.  相似文献

This article contributes to analyses of peace agreement implementation by focusing on the role of built-in safeguards as procedural mechanisms within peace agreements. Recent empirical studies suggest that negotiated peace agreements are a frequent mode of armed conflict termination and implementation of those agreements to be the primary predictor of enduring peace and the quality of that peace. However, in many instances implementation takes years or even decades and is subject to breakdown before achieving the key implementation objectives. In this article, we identify and theorize three key safeguards in peace accords: transitional power-sharing, dispute resolution, and verification mechanisms. We argue that these safeguards lead to higher implementation of provisions negotiated in peace agreements by addressing mutual suspicion and by facilitating more constructive working relationships among former rivals. To test our arguments, we analyze implementation of comprehensive peace agreements negotiated between 1989 and 2012 from the Peace Accords Matrix Implementation Data (PAM_ID). We find that the built-in safeguards that we have identified significantly explain variations in levels of peace agreement implementation.  相似文献

Is peace more likely to prevail when the peace accord includes civil society actors such as religious groups, women's organizations, and human rights groups? This is the first statistical study that explores this issue. The article develops key claims in previous research regarding the role of civil society actors and durable peace, and proposes a set of hypotheses that focus on legitimacy in this process. The hypotheses are examined by employing unique data on the inclusion of civil society actors in all peace agreements in the post–Cold War period. The statistical analysis shows that inclusion of civil society actors in the peace settlement increases the durability of peace. The results further demonstrate that peace accords with involvement from civil society actors and political parties in combination are more likely to see peace prevail. The findings also suggest that inclusion of civil society has a particularly profound effect on the prospects for overall peace in nondemocratic societies.  相似文献

During more than a decade of violent conflict (1980–1992) involving the military, rebel forces, and paramilitary "death squads," El Salvador suffered some 75,000 casualties, mostly civilians. After three years of negotiations, the government and the largest rebel group signed a historic comprehensive peace accord that brought an end to the war and instituted wide-reaching political and social reforms. This agreement, and the peace process that produced it, has been widely hailed as a successful example of a negotiated end to civil war. In order to understand the conditions that led to the 1992 Chapultepec Peace Accords ending the war, this article tests ripeness theory in the context of the Salvadoran peace process.
This article affirms the validity of theories of ripeness and the mutually hurting stalemate as structural explanations for the initiation of dialogue and notes the role of "indicators of ripeness" in forcing the parties to recognize a hurting stalemate that may already exist. It also proposes several hypothesized explanations for the effectiveness of the Salvadoran negotiations themselves. These explanations include the presence of strong, empowered policy entrepreneurs on both sides with the political will and capability to make credible commitments; the combination of internal and external pressure for a negotiated solution that raised the cost of defection; and the active involvement, based on consent of both parties, of a neutral, empowered, and credible mediator who provided both technical assistance and vigilance to move the process forward. After analyzing the Salvadoran case through this theoretical lens, the article applies the same concepts to contemporary conflict cases such as Iraq and Colombia, discussing how the lessons learned in El Salvador do and do not provide instructive guidance for managing civil conflicts today.  相似文献

How news coverage is affected by dangerous security environments is an important issue for political scientists who rely upon journalistic accounts of political events. It is also a controversial issue in the policy arena. In June of 2004, Deputy Defense Secretary Paul Wolfowitz attributed the American public's pessimism regarding U.S. efforts at stabilizing Iraq to the manner in which Iraq was covered by the U.S. media, suggesting that journalists in Iraq were holed up in hotels rather than in the field. This statement was conjecture, but if there is indeed a link between news coverage and violence, then this would be important for social scientists to understand. In this article, I probe this link by examining how conflict intensity and journalist deaths affect both the volume and length of news coverage in civil wars from 1992 to 1999. This paper shows that news coverage is largely unaffected by violence, except in the most extreme circumstances.  相似文献

Previous research has indicated that democracy decreases the risk of armed conflict, while increasing the likelihood of terrorist attacks, but we know little about the effect of democracy on violence against civilians in ongoing civil conflicts. This study seeks to fill this empirical gap in the research on democracy and political violence, by examining all rebel groups involved in an armed conflict 1989–2004. Using different measures of democracy, the results demonstrate that rebels target more civilians when facing a democratic (or semi-democratic) government. Democracies are perceived as particularly vulnerable to attacks on the population, since civilians can hold the government accountable for failures to provide security, and this provides incentives for rebels to target civilians. At the same time, the openness of democratic societies provides opportunities for carrying out violent attacks. Thus, the strength of democracy—its accountability and openness—can become an Achilles heel during an internal armed conflict.  相似文献

The Bosnian War (1992–1995) was one of the most brutal conflicts in Europe since the end of World War II. Thirty‐four cease‐fires failed to produce peace in Bosnia and Herzegovina until the late American diplomat, Richard Holbrooke, brokered one that set the stage for a series of negotiations—starting in the Balkans and ending in Dayton, Ohio. The Dayton peace process finally terminated the Bosnian War. The interplay of military intervention by the North Atlantic Treaty Organization and diplomacy by the United States was remarkable. This article highlights thirteen conflict resolution lessons or “Holbrookeisms” that can be learned from the Dayton peace process. Some aspects of Holbrooke's approach toward the peace process helped him to successfully mediate an end to the Bosnian War, while others contributed toward some of the existing cleavages in today's Bosnian society.  相似文献

In the recent years, the field of conflict research has produced new findings on the relation between conflict and geography. In doing so, new data sets have been created with the help of GIS software. These data sets include variables relevant for the study of conflict with a spatial component. However, the use of geographic data requires specialized software and substantial training and therefore involves high entry costs for researchers and practitioners. This paper introduces the WarViews project whose aim is to create an easy-to-use front end for the exploration of GIS data on conflict. It takes advantage of the recent proliferation of Internet-based geographic software and makes geographic data on conflict available for these tools. With WarViews, geographic data on conflict can be accessed, browsed, and time-animated in a few mouse clicks, using only standard software. As a result, a wider audience can take advantage of the valuable data contained in these databases, for example, as supplementary data for conflict case studies or for classroom demonstrations. We present two versions of WarViews. The static version runs in a web browser and allows the user to switch between different data sets. The dynamic version is based on Google Earth and can time-animate geographic data such that the development over time can be monitored. Civil wars are primarily fought with small and light arms, but the availability of major conventional weapons to states and rebels can alter the nature of the war being fought. This study explores the impact of major conventional weapons transfers on civil war severity and duration. By using a recipient based approach to arms transfers, I find rebel acquisition of major conventional weapons from international sources leads to conflict escalation and deadlier conflicts. State importation of major conventional weapons is associated with longer conflicts. These findings provide researchers a means to account for rebel capabilities in civil war research and policy makers insight to limit the destructiveness of civil wars.  相似文献

Many observers contend that wartime civilian victimization is an instrument of political leaders to achieve a particular goal. This article examines whether retaliation for similar acts by the other side, the developments on the battlefield, or the behavior of international actors accounts for the ups and downs of this so-called one-sided violence. Using information from the Konstanz One-Sided Violence Event Dataset and other sources, we evaluate the empirical relevance of these complementary models statistically. Time series analyses of the weekly number of killed and harmed Muslims (Bosniacs) and Serbs during the Bosnian civil war support the military and the massacre logic. We show that the Serbian side decreased one-sided violence following a territorial conquest, but that its one-sided violence was not a reciprocal response to the Bosniac targeting of civilians. Conversely, the Bosniac side resorted to violence during times of increasing Serbian atrocities and when the fighting was particularly intense. The analysis reveals that most international interventions did not reduce the carnage, but that the Serbs responded to Russian moves.  相似文献

Conflict scholars have argued that natural resources, such as oil, diamonds, and gemstones, may increase the chances for civil wars because rebels can sustain their organizations by looting resources and because certain types of resources, such as oil, create weaker state governments that are less capable of putting down insurgencies. Natural resources like oil also raise the value of capturing the state through war. However, empirical studies typically treat natural resources as exogenous variables, failing to consider the possibility that war alters the production levels of various natural resources. This endogenous relationship may help to explain the inconsistent empirical results linking natural resources and civil war onset. This article examines the two-way relationship between natural resources and civil war, focusing on oil, diamonds, and fisheries. The empirical findings suggest that most of the relationships run in the direction from war to resources, with no significant effects of resources on the onset of civil war. States with civil wars experience lower oil and diamond production, while marine fisheries production recovers in civil war–torn states.  相似文献

Why the First World War ended in 1918 and not earlier remains a major puzzle. We propose a new theory that emphasizes how honor prolongs wars beyond what rationalist theories can explain. It argues that when honor is insulted, an affronted actor will strive to punish the offender. Absent an apology, the pursuit of a satisfactory punishment leads the affronted belligerent to ignore unfavorable battlefield information, hold logically irreconcilable beliefs, process information in emotional terms, and obsess over status. We predict that wars of prevention and territorial occupation are most likely to elicit honor considerations. We test our argument against an obscure episode in the war where Germany and the United States made peace overtures in December 1916. We demonstrate that honor concerns made Entente decision makers see German aggression as an affront to their honor that only the destruction of Germany's political regime could redress.  相似文献

International diplomacy, to the extent it is effective, should not only prevent escalation of low‐intensity conflict, but should also facilitate de‐escalation. This article focuses on the short‐term effects of managing low‐intensity civil wars through third‐party mediation. Specifically, we compare the efficacy of third party‐mediated direct (face‐to‐face) and indirect talks in low‐intensity civil wars from 1993 to 2004 using the Managing Intrastate Low‐Intensity Conflict data set. We argue that a focus on short‐term success is valid because of the relationship among mediation, short‐term success, humanitarian aid access, and peacebuilding. We also assess the roles of mediator identity, mediation strategy (behavior focus versus incompatibility focus), peace agreements, war type, per capita gross domestic product, level of democracy, and conflict duration. Our overarching finding is that direct forms of mediation in which all parties meet face to face were the most likely to yield short‐term success in the sample of civil wars that we analyzed.  相似文献

In this article, I mine President Donald Trump’s considerable writing and speaking record to synthesize the key elements of his deal‐making approach to help make better sense of his rhetoric and actions on the world’s diplomatic stage. My argument is that Trump’s coercive negotiation style is best understood through the prism of his four public roles: observer, performer, controller, and disrupter. In this article, I analyze how these roles translate into his negotiating behavior. Spotting and exploiting vulnerability is his trade; leverage and bravado are his tools. After assessing the opposing side, Trump uses leverage to threaten his counterparts’ weaknesses, while using bravado to play up the advantages of reaching an agreement on his terms. This way, he presents a drastic structured choice to his opponents, leaving them the least maneuvering space. In the final section of the paper, I illustrate how the four‐role framework helps explain Trump’s decisions in the nuclear negotiations with North Korean leader Kim Jong Un. I also consider opportunities for further research.  相似文献

On the surface, warfare and negotiation may seem to be polar opposites. The objective in war is to defeat the enemy. In negotiation, the goal is to find a solution that satisfies all the parties. Not surprisingly, little cross‐learning and exchange has occurred across the two domains. In spite of important differences, however, the dynamics of war and negotiation have much in common. Specifically, both involve the interaction of motivated agents with distinct interests, perceptions, and values (especially in high‐stakes contexts). As a result, robust strategy, creativity, and nimble tactics are essential both on the battlefield and at the bargaining table. Just as negotiation theory could be enriched by principles of maneuver warfare, military doctrine offers officers and soldiers a potentially useful foundation to better understand and manage the negotiation process, especially in complex, cross‐cultural contexts.  相似文献

Democratization reduces the risk of war, but uneven transitions toward democracy can increase the probability of war. Using country-level data on democratization and international war from the period 1875–1996, we develop a general additive statistical model reassessing this claim in light of temporal and spatial dependence. We also develop a new geopolitical database of contiguities and demonstrate new statistical techniques for probing the extent of spatial clustering and its impact on the relationship between democratization and war. Our findings reaffirm that democratization generally does reduce the risk of war, but that large swings back and forth between democracy and autocracy can increase war proneness. We show that the historical context of peace diminishes the risk of war, while a regional context plagued by conflict greatly magnifies it.  相似文献

This article analyses the negotiation strategy of the PalestineLiberation Organization regarding the refugee issue in the failedIsraeli–Palestinian peace process from 1993 to 2001. Itis argued that the PLO was on the brink of conceding the ‘rightof return’ for the sake of territorial concessions fromIsrael. The author discusses the implications of this strategyfor the domestic legitimacy of the Palestinian leadership, asgiving up the right of return would violate a core tenet inPalestinian national mythology. The PLO negotiators tried tosolve that dilemma by, first, separating the principle of returnfrom its implementation—making it possible for the PLOto remain committed to the principle, while offering compromiseson physical return—and, second, by demanding symbolicgestures from Israel, including acknowledgment of Israel's historicresponsibility for the refugee problem. It is argued that Israel'srefusal to offer a minimum of face-saving gestures preventedthe PLO from formalizing its compromise proposal.  相似文献

This article posits that the remnants of archaic sociocultural norms, particularly the honour-imposed custom of retaliation, play a crucial role in the process of insurgent engagement in Russia's autonomous republic of Dagestan. Through a series of interviews with former insurgents, this study outlines two retaliation-centred mechanisms: “individual retaliation” and “spiritual retaliation” in order to explain the microcosm of motives behind insurgent activity in Dagestan. In doing so, this study problematizes the role of Salafi/Jihadist ideology as the main impetus for insurgent violence. Reversing the traditional causal link between violence and religion, this study also demonstrates that the development of Jihadist ideology is a by-product of insurgent mobilization rather than its cause.  相似文献
