Kenya’s state discourse on terrorism and counterterrorism securitises Somali refugees and refugee camps. Using the securitisation theory, a perspective of social constructivism as a theoretical framework, the article attempts to establish the relationship between the securitisation of Somali refugees and refugee camps and refoulement as a measure to counter the securitisation. The arguments raised are the speech acts of Kenya’s securitising actors expressed in the terrorism discourse present Somali refugees and refugee camps as existential threats to peace and security in the country. Consequently, their speech acts expressed in the counterterrorism discourse present non-refoulement of the refugees as an existential threat to national security so as to justify, to the targeted audience, the adoption of refoulement, a norm-violating measure, to counter the fear of the threat of terrorism from Somali refugees and refugee camps. Terrorism and counterterrorism in Kenya have, therefore, been “Somalinised”. The conclusion offers ways of preventing the “Somalinisation” of terrorism and counterterrorism in Kenya.  相似文献

Do terrorist attacks by transnational groups lead governments to restrict human rights? Conventional wisdom holds that governments restrict rights to forestall additional attacks, to more effectively pursue suspected terrorists, and as an excuse to suppress their political opponents. But the logic connecting terrorist attacks to subsequent repression and the empirical research that addresses this issue suffer from important flaws. We analyze pooled data on the human rights behavior of governments from 1981 to 2003. Our key independent variable of interest is transnational terrorist attacks, and the analysis also controls for factors that existing studies have found influence respect for human rights. Repeated terrorist attacks lead governments to engage in more extrajudicial killings and disappearances, but have no discernable influence on government use of torture and of political imprisonment or on empowerment rights such as freedom of speech, assembly, and religion. This finding has important implications for how we think about the effects of terrorism and the policy responses of states, non-governmental organizations, and international institutions interested in protecting human rights.  相似文献

The events that took place during the 2015-16 refugee crisis in the southeastern EU region boosted unprecedented bordering processes. Borders were reinforced and extended and a costly and difficult deal with Turkey was undertaken; the western Balkans were turned into a vast buffer zone made up of multiple buffer states with fences of all types and sizes; while Greece was ring-fenced and to this day struggles to manage thousands of refugees stranded in camps all over its territory. By seeking to contain the refugee flows, the EU turned its southeastern region into a fortified EU borderland.  相似文献

Do interstate relations influence the sources and targets of transnational terrorism? A considerable body of recent research suggests that the answer to this question is yes, and that one state may sponsor terrorist attacks to weaken the bargaining positions of other states. We suggest, in contrast, that positive or cooperative actions invite terrorist attacks from a different source: nonstate groups wishing to spoil interstate cooperation that they oppose. We assess this argument with a dyadic dataset using monthly data on transnational terrorist attacks and cooperative and noncooperative actions between states. Our results suggest that spoiling in response to interstate cooperation is an important determinant of transnational terrorism.  相似文献

Why do some refugee flows cause conflict in the host state and others do not? Drawing on bargaining models of war, I argue refugees are especially likely to cause conflict when they alter the host state's ethnic balance of power. More specifically, I explain why multiple informational and commitment problems arise when refugee flows produce a rapid shift in relative power between ethnic groups. As an empirical strategy, I examine a unique controlled comparison made possible by the influx of Kosovar refugees into Albania and Macedonia in 1999 that eliminates over a dozen competing explanations for civil conflict. I then use process tracing to demonstrate how a change in relative power between ethnic groups fostered violence in Macedonia, whereas the preservation of the ethnic balance facilitated a peaceful refugee flow into Albania. This evidence, though tentative, indicates that a refugee flow's effect on the host state's ethnic balance of power can help explain whether the state experiences peace or conflict.  相似文献

The birth of the United Nations Relief and Works Agency for Near East Refugees (UNRWA) in 1949 represented the culmination of two years of international diplomacy to solve the Palestinian refugee problem. The United States, Britain, and the international community not only sought an agency to take charge of refugee relief, but also envisaged a body to facilitate direct programmes for public works to wean the refugees away from aid dependency whilst also contributing to the economic productivity of host Arab nations. It was hoped this would support the refugees on a self-sustaining basis and even lead to their re-settlement and re-integration into the region. This analysis examines how and why Britain, the United States, and international bodies established UNRWA and identifies why UNRWA, by 1951, was unable to fulfil the task for which it was initially conceived.  相似文献

Following the 9/11 attacks, transnational terrorism is seen as a potential catalyst for interstate war. Yet, the willingness of states to fight in response to terrorist violence is puzzling, given that the damage created by terrorism is relatively marginal. This raises the question: if terrorists are so weak and create such little damage, and interstate conflicts are so costly, why are states willing to initiate seemingly ruinous wars to fight terrorist groups? This essay proposes an explanation to address this question using current theoretical and empirical research on terrorism and interstate violence. Recent work indicates that while terrorists appear weak compared to states, terrorists can wield significant coercive power in smaller geographic areas. I argue that if these areas are strategically crucial to the government, such as areas with oil wells or mineral deposits, terrorist activity may precipitously weaken states relative to their rivals. I therefore argue that even if groups are only capable of killing at low levels, terrorism may lead to macrolevel power shifts, which may contribute to interstate violence.  相似文献

Five cases of individual Mozambique refugees who settled in the Rhulani settlement in the Gazankulu homeland of South Africa during the Mozambique civil war reveal that successful resettlement at war's end is dependent on living conditions in the home versus the refugee camps for Rhulani refugees. The case studies were selected from open ended interviews with about 48 individuals. Push factors are identified as follows: autonomy in refugee camps, level of support for refugees returning, the process of refugee settlement in camps and the level of socioeconomic development among exiled refugees, and the perception of refugees of safe political conditions in areas of origin. Pull factors are identified as level of cohesion in the refugee community, ethnic ties with the host community, and long length of stay and greater acculturation. The General Peace Agreement in 1992 and collaborative planning resulted in Rhulani refugee resettlement in areas of origin and refugees' return to Rhulani. The Mozambique resettlement areas were not viable settlements with access to productive activities and services but land and infrastructure ravaged by war. The Rhulani settlement included about 3000 refugees who lived across the road from the village of Lillydale (Nkwinyamahembe) in Mhala district. Most refugees came from the Magude province of Mozambique (Mapulanguene, Macaene, Chikwembu, and Savele villages). The case studies provide information about the nature of the involuntary migration, the stresses and adjustment strategies of refugees, and the physical and sociopolitical context of the process of settlement and resettlement. The case studies profile some of the refugees' experiences. This refugee population is unique in receiving little relief activity and by the role of the homeland government in restricting gainful employment, owning livestock, and use of only a 22 square meter plot of land. The case studies include a spokesperson for the refugees in the camp, an older man who had been a labor migrant in the South African mines, a woman whose husband had been a labor migrant, a 9-year-old child traveling with two sisters and his maternal grandfather, and a 55 year old former labor migrant and long-term Rhulani refugee resident.  相似文献

The Somali word buufis is commonly used in the Kenyan refugeecamps of Dadaab, referring to a person's dream of resettlement.It is an ambiguous phenomenon, bringing hope and remittancesinto the camps but also removing investments from the regionand, when the dream cannot be reached, sometimes having adversepsychological effects. Buufis is triggered by the fact that,due to transnational flows of remittances and information, refugeesin remote camps like Dadaab can compare their lives in the campsto those of others elsewhere. This illustrates how the opportunities,constraints, hopes and dreams that refugees experience locallyare often determined by transnational factors. Whereas the resettlementdreams analysed in this article are thus likely to occur inother contexts as well, it is argued that they are more intenseand elaborate amongst refugee communities with a strong cultureof migration, like the Somalis.  相似文献

The paper traces the early history of refugee research and showshow, from originally being prime movers in the research, refugeestoday have largely been reduced to invisibility. In the South,access to refugees held in camps is controlled by local governmentbureaucracies and by lead agencies, and may be severely restrictedor completely denied; in the North, refugees held in detentioncentres are equally difficult to access and even more disempowered.Examples are given of studies carried out in Sierra Leone, Sudan,Egypt, Kenya, Greece and the Former Soviet Union. The issues of gender-related persecution and violence against women have been put onto the international agenda, largely thanks to lobbying by feminist NGOs and transnational networks. There is a question, however, of how successfully this agenda-setting has translated into effective policy-making and policies that will increase the protection of women who are victims of gender-related persecution. One of the problems with policies to support women refugees and asylum seekers lies in a failure of transmission of the goals of gender sensitivity through all the various bureaux and representatives of a large bureaucratic organization such as the United Nations High Commissioner for Refugees (UNHCR). For nearly twenty years, since the early 1990s, the UNHCR has identified ‘refugee women’ as a policy priority, and yet, despite this prioritization of concerns about women refugees and gender issues in the asylum and refugee process, it could be argued that little progress has been made in implementation of policies on refugee women. This article will examine the way in which the concept of gender has been adopted within the UNHCR and the processes that have been put in place to mainstream gender within refugee protection activities. How far has mainstreaming managed to move policies to protect women beyond a mere focus on ‘vulnerable’ groups, and to integrate a gendered understanding of the global processes that produce refugees, and of the protection needs of these refugees?  相似文献

Civil wars greatly vary in the number of refugees they generate, ranging from zero to over six millions in a given conflict. Work on this variation has largely focused on “push” factors – deleterious attributes of the home country that lead to refugee flows, such as violence and repression. Yet, few have studied the importance of “pull” factors – attractive features of the potential host countries. Here we show in particular the importance of the expected quality of life in possible destinations. Using data on civil wars from 1951 to 2008, we find that the proximity of democratic and wealthy potential hosts accounts for much of the variation in the number of refugees. Out-of-sample validation methods show that these “pull” factors account for nearly as much predictive power as all the main variables previously identified in the literature combined.  相似文献

Conventional wisdom suggests that dissident groups use terrorism when they face an overwhelmingly more powerful state, yet attacks in developing countries have predominated in the post-Cold War era, suggesting that terrorism is an increasingly weak state phenomenon. Cross-national studies of terrorism find mixed results for how common measures of state capacity influence terrorism. We argue that these indeterminate findings are due in part to a partial understanding of both what constitutes state capacity and how different aspects of state strength or weakness relate to the propensity of groups to use terrorism. We decompose state capacity into two dimensions that we theorize are particularly relevant to dissident groups: military capacity, or the ability to project conventional military force, and bureaucratic/administrative capacity. Our analysis supports the claim that terrorist attacks are more frequently targeted at states with large, technologically sophisticated militaries but less frequently targeted at states with higher bureaucratic and administrative capacity. We also compare two militarily capable states, France and Russia, that have had different recent experiences with terrorism to help illustrate the causal mechanisms involved. Evidence from our models and cases suggest that states can be capable in different ways, and these various capabilities create differing incentives for using terror as a strategic and tactical tool.  相似文献

Lebanon has been a reluctant host to Palestinian refugees since1948. A mainstay of Lebanese policies vis-à-vis the Palestinianrefugees has been preventing their permanent integration andsettlement in the country. The question of naturalizing refugeesis one of the most contentious political issues in Lebanon today.Palestinian refugees tend to live in conflict-ridden environments,often at the margins of the host society. This first of allapplies to the camp-based refugees, who languish in dilapidatedand overcrowded camps. Unable to return to Palestine and marginalizedby the host society, they are caught in a legal limbo. In orderto understand the complex legal regime that governs their refugeestatus, it is necessary to examine their rights as refugeesin international law, regionally as hosted by Arab League statesand nationally as residents of Lebanon. The rights regime iscomplex and contributes to a critical ‘protection gap’for the refugees. This article demonstrates how this protectiongap was created and widened by historically contingent, international,regional and national legal rights regimes.  相似文献

Does hosting refugees affect state repression? While there have been numerous studies that examine the link between refugees and the spread of civil and international conflict, an examination of the systematic links between refugees and repression is lacking. We contend that researchers are missing a crucial link, as the dissent-repression nexus is crucial to understanding the development of armed conflict. Drawing upon logics of the relationship between refugees and the spread of conflict as well as economic capacity, we argue that increased numbers of refugees lead to increased repression. We contend that willingness to increase repression when hosting refugees is in part conditional on a host state’s economic capacity. We argue that, on the whole, the greater the population of refugees in a host state, repression becomes more likely. That said, we argue that increased economic capacity will moderate this relationship. We find empirical support for both predictions.  相似文献

As the international community responds to the September 11 attacks and the general war on terrorism, member states in the United Nations (UN) must continue to address the balance between the rights of the individual and the security of the state. This study highlights the various roles that the UN plays in combating transnational terrorism through norm setting, codification of human rights law, as well as the drafting and effective implementation of 12 key multilateral agreements aimed at counter-terrorism. In these ways, the UN provides direction and guidance for implementing human rights rules and the ways in which they should be enforced. Even so, national governments must make these rules work. In a system of sovereign states, the role of the UN organization in checking or reversing these human rights abuses remains severely limited and largely dependent upon the political will of the member states. As a consequence, part of the price paid for protecting national security against threats posed by terrorism may well be the curtailment of some human rights and civil liberties within the liberal democratic state.  相似文献

A critical question in counterterrorism studies concerns the extent to which governments adequately balance the continual provision of individual rights and freedoms with the appropriate level of national security when faced with a terrorist attack. We experimentally assess this tradeoff utilizing a 2 × 2 × 2 between-groups factorial design, manipulating (a) the extent of terror-related threats, (b) the level of invasiveness of subsequent counterterrorism policies, as well as (c) the terror context: transnational and domestic. The results provide evidence that the public is more willing to accept greater reductions in civil liberties under a greater threat of terrorism only when the perceived effectiveness of those policies to prevent future acts of terrorism is high. Furthermore, we find these results to be specific to the context of a transnational terror threat. This suggests that the public will be unwilling to accept reductions in civil liberties when the source of the attack is domestic, regardless of the level of threat or how effective subsequent policies may be in preventing future attacks.  相似文献

The article uncovers evidence that the end of the Cold War has provideda dividend in terms of reduced transnational terrorism. Significant short-run and long-run effects are quantified with time-series analysis to be concentrated in reduced bombings and hostage-taking incidents. Presumably, this dividend is the result of less state-sponsorship of terrorism by the Commonwealth of Independent States and other states, as well as the result of measures taken by industrial states to thwart terrorist attacks. A dividend does not appear untilthe last three quarters of 1994, at which time moves were well under way to integrate Eastern Europe with the West. Moreover, prior to this period, significant efforts had been made among Western nations to augment cooperative efforts to curb terrorism and to bring terrorists to justice. Using data for 1970 through mid-1996, we also examine trends and cycles in terrorist modes ofattack. There is virtually no evidence of an upward trend in transnational terrorism, contrary to media characterizations. All types of terrorist incidents display cycles whose duration lengthens with logistical complexity. Any change in these cycles in the post–Cold War era is concentrated in the high-frequency or short-lived cycles.  相似文献

Democratization, problems of nationality and minority rights, and structural, political, economic, environmental and social changes in the post-Cold War world (especially in large parts of the developing world and in Eastern Europe and the former Soviet Union), are likely to result in growing numbers of refugees and internally displaced persons in the years ahead. Refugees and asylum seekers are increasingly regarded not only as a major humanitarian challenge but as a political problem and a threat to the national security of Western states. Refugee policy involves much more than defining or adjudicating claims for asylum, safe haven and refugee status for those who seek to enter or stay in the West.
