This article analyses the politics of Russian climate change by pinpointing how global warming has been framed over a seven year period in a government-owned, leading daily newspaper, Rossiiskaya Gazeta, and how climate experts have intervened in such framings. Russia's climate politics is first summarised and then three framings of climate change are identified and examined. Secondly, the role that expert voices play in the framing of climate change is discussed. The article concludes with a presentation of key findings about scientists' involvement in public debate and hypotheses about the overall trajectory of Russian climate politics.  相似文献

As market reform has spread throughout the globe, both scholars and policy makers have become increasingly interested in measuring public opinion towards economic changes. However, recent research from American politics suggests that special care must be paid to how surveys treat non-respondents to these types of questions. We extend this line of inquiry to a well-known case of large-scale economic reform, Russia in the mid-1990s. Our major finding is that Russians who fail to answer survey questions tend to be consistently less “liberal” than their counterparts who are able to answer such questions. This finding has implications both for our understanding of Russian public opinion in the 1990s, as well as for measuring attitudes towards economic reform more generally.  相似文献

This article examines how, if at all, the mobilisation of the Russian Movement Against Illegal Immigration has had an impact on changes in Russian policies. Little is known about the outcomes of radical right movements in general or the Russian radical right in particular. The Movement Against Illegal Immigration has arguably played a role in shaping negative public attitudes towards immigration. On the other hand, the Russian government has not adopted any clear nationalistic anti-immigration policy frame. We show that disruptive events of Movement Against Illegal Immigration's mobilisation have caused reactions in terms of the elite discourse on immigration and restrictive immigration legislation.  相似文献

ABSTRACT

This study explores how public sector reform discourses are reflected in Russian central government budgeting. Through the lenses of institutional logics, Russian central government budgeting is considered to be a social institution that is influenced by rivaling reform paradigms: Public Administration, New Public Management (NPM), the Neo-Weberian State, and New Public Governance. Although NPM has dominated the agenda during the last decade, all four have been presented in “talks” and “decisions” regarding government budgeting. The empirical evidence illustrates that the implementation of management accounting techniques in the Russian public sector has coincided with and contradicted the construction of the Russian version of bureaucratic governance, which is referred to as the vertical of power. Having been accompanied by participatory mechanisms and a re-evaluation of the Soviet legacy, the reforms have created prerequisites for various outcomes at the level of budgeting practices: conflicts, as in the UK, and hybridization, as in Finland.  相似文献

The contest to define ‘democracy’ has become a fundamental concern of global politics. As Noam Chomsky has argued, the guardians of world order have sought to establish democracy in one sense of the term, while blocking it in others. The article interrogates the theoretical and material underpinnings of the great-power-defined agenda of democratisation. It argues that the democratisation project seeks to constitute (neo)liberal polities with a procedural notion of democracy, through coveted transformations in three domains: the minimal ‘neutral’ state, the liberal public sphere or ‘civil society’, and the liberal ‘self’. The impetus to constitute African social relations in its own particular image may be attributable to liberalism's universalist pretensions. But ideas have materiality. Liberal democracy qua liberalism maintains a strong historical association with the birth and evolution of the modern capitalist world. The article contends that the democratisation project endeavours to reproduce within Africa (and elsewhere) the patterns of transformation that characterised the transition to capitalist modernity in north-west Europe.  相似文献

In this study I analyse the Russian March—a political performance which emerged in 2005 and which has developed from a protest ritual into one of the most important public and visible events organised by the Russian ultranationalist movement. The focus of the current analysis is the symbolic structure of the march, which is examined at three levels—cognitive, emotive and archetypal. The case study of the development of the Russian March highlights the paradoxes of the politics of performativity in Russia as well as the interaction between ideological codes and discursive frames in the Russian nationalist movement.  相似文献

This article addresses the question of interaction between Western and "non-Western" international relations (IR) by analyzing liberal theory of IR that is emerging in contemporary Russia. We argue that, despite a growing diversity within Russian scholarship of liberal orientation, it remains largely a product of Western, particularly American, intellectual hegemony, and more so than any other theoretical perspective. As compared to two other existing traditions in Russian IR—realism and critical studies—liberalism remains the most dependent and therefore must be explored before any other traditions as a crucial case for understanding the dialectic of cultural dependence and hegemony in production of global knowledge. We argue that the greater dependence of Russian liberal IR results from its relatively weak indigenous tradition, perception of Russia's material weakness as opportunity, and greater availability of Western research funds. We also discuss an alternative, less dependent version of Russian liberal IR, and opportunities that its existence implies for development of a global, de-centered international relations theory.  相似文献

Abstract

After the 2011–2012 electoral protest cycles, the opportunity structures for a broad range of non-governmental organisations (NGOs) have been narrowed. This essay argues that increased control over NGOs mirrors a deeper conflict of governance models, which is endogenous to the Russian political system, between bureaucratic modernisation and patronal politics. The modernisation sought by the Kremlin under Medvedev’s term brought a greater demand for organisations capable of fulfilling the dual purpose of public communication and state advisory functions. This required clear legal definitions, areas of competence and rules of conduct. However, patronal politics dictate that NGOs should bow to the state, and be governed by diffuse principles of loyalty.  相似文献

The politicization of the public service has been the subject of scholarly interest and debate. This article based on a desk study makes a contribution to this debate by examining the constitutional, legal, and political framework and environment within which public administrators operate in Ghana since the return to constitutional rule in 1993. It discusses the participation of public administrators in partisan politics and the challenges faced as well as benchmarking the Ghanaian experience against some countries. The article found that there has been growing politicization of the public service and an increase in the number of public administrators in partisan politics. The Ghanaian case reinforces the highly intense political environment within which public administrators operate and the myth of the politics-administration dichotomy.  相似文献

Abstract

A peripheral West European country with a medium-sized population, Portugal experienced since the late 1990s a radical change in its migration trends, with growing and constant immigration flows. Not only the number of legal immigrants duplicated, but also the profile of immigrants changed and diversified. As a result, Portugal's public policies were challenged, and new social questions emerged. In particular, both public and private bodies have to deal with an increasing segmentation of the composition of immigration and of the labor market employing immigrants. Portugal still has not opted clearly for a model of immigration, and adaptation to these changes promises not to be easy, especially because the Portuguese society is simultaneously facing tensions deriving from its own  相似文献

Although many scholars of Central and Eastern Europe politics write about the relative weaknesses of civil societies, some studies delivered evidence of cases where interest groups were able to influence particular decisions and policies. Therefore, we aimed at identifying and examining the most influential national interest groups of eight different policy areas in post-communist Hungary hoping to explore the reasons for their success. Older generations of organisations benefit from political embeddedness, while newer advocacy groups rely more on legal instruments and public mobilisation. The operation of successful groups has not been affected by the strong political polarisation of the Hungarian party system.  相似文献

This article analyses public opinion in order to explore the politics of immigration in South Korea. It argues that there are divergent views about immigration and the obligations of the host society to accommodate migrants. Younger, better-educated citizens are representative of a majority that has a generally positive view of immigrants and immigration. A sizeable minority of older and less well-educated citizens, however, is warier of immigration and its effects on South Korean society. Men were more likely than women to have a positive view of immigration, but the differences along gender lines were small. The article also finds that attitudes towards immigration depend to a significant degree on how migrants are described. It thereby highlights the possibility that South Korea’s leaders could use immigration for political gain while also seeking to attract new migrants in order to resolve the country’s economic and demographic problems.  相似文献

In a previous edition of this journal, an argument concerning the demonization of politicians and the changing nature of democracy was raised. This, in turn, raised previously unconsidered questions about (inter alia): the discourse, language and symbolism surrounding politicians; the limits of democratic politics; the politics of public expectations; and whether political scientists have a professional duty to the public in terms of promoting the public understanding of politics. The aim of making this provocative argument – framed as it was around a reinterpretation of the MPs expenses scandal in the UK – was to provoke a debate about the existence of certain ‘self-evident’ truths, the fragility of democratic politics and the future of political science as an academic discipline. Phrased in these terms the initial article was successful as six respondents – Domonic Bearfield, Alastair Campbell, Martin Gainsborough, Peter Riddell, Klaus Segbers and Gerry Stoker – immediately entered the fray and sought to either finesse and develop my arguments or to offer a considered critique. This article discusses ‘debating demonization’ in the form of a reply to each respondent and a focus on (in turn): the politics of demonization; the politics of the media; the politics of social class; the politics of monitory mechanisms; the politics of performance; and the politics of political science.  相似文献

Research on liberal democracy in newly developing countries has been hampered by the view of civil society as a bounded realm; by insufficient attention to power, class, and legal-juridical institutions; and by too limited a conception of social movements with democratic potential. In this study of urban migrants’ struggle for property rights, the migrants’ political action is found to be associated with a capitalist social movement. The legal changes that the movement helped institute and the means that it employed have enhanced democracy by extending property rights to the poor and by opening up policy processes to public debate and input. Insofar as liberal reform involves the law and its administration, it requires a positive, facilitative state, in spite of liberalism’s broadly antistatist commitments. The study also reveals that liberal reform can have a popular content even if supported by elites. The findings suggest that the realization of full citizenship rights is, for now, at least as crucial to the future of Latin American democracy as the narrowing of economic inequalities. David G. Most expert and public discourse on Middle Eastern water politics holds that water scarcities are of great, if often under-recognised, geopolitical importance. Pessimists and optimists alike tend to assume that water has, or soon will have, profound geopolitical implications. In this paper I argue to the contrary. Specifically, I contend that water problems should neither be understood in naturalistic nor in liberal?–?technical terms, but instead as questions of political economy; that water is structurally insignificant within the political economy of the modern Middle East; that in consequence water is generally unimportant as a source of inter-state conflict and co-operation; and that, notwithstanding this, water supplies are a crucial site and cause of local conflicts in many parts of the region. I submit also that given the worsening state of economic development within the Middle East, these local conflict dynamics are likely to further deteriorate.  相似文献

Conclusion Liberal Moments are constructed by ideational as well as more materials phenomena; by the crisis situations of war, the moments of peace that follow, and the liberal norms at play at each junsture. Understanding Liberal Moments is crucial to understanding the development of the international syaytem in the 20th century and the prospects for democracy or dictatorship across polities. These Moments have been times of heady enthusiasm, when the most liberal ambitions of key actors in the world community have been put forward. The patterns and extent of their unraveling are key indicators of the character of national politics thereafter. Daniel M. The managerial role in our society has done more to erode the development of American character than assist it. For public administration, a more appropriate role is based in the idea of governance. Governance puts the development of character as the first priority of public administration. Adopting this role does not necessarily require structural reform in public institutions or a dismantling of the market, but instead calls for a commitment to a changed disposition among public officials regarding the purposes of government and the potentialities of human relationship. The administrative role must move away from instrumental conceptions of management that focus our minds upon discrete decisions and achievements, to one that embraces life as an ongoing process of maturation in democratic community.

Activists, officials, and academics alike have often linked observations about an emerging global civil society to an incipient democratization of world politics. Global civil society is assumed to bring public scrutiny and "bottom-up" politics to international decision making "from outside" formal political institutions. Based on an analysis of uses of the concept of global civil society in 1990s global governance discourse (especially related to the major UN world conferences), this paper argues that the presumed democratization of world politics is better understood in terms of a double movement: on the one hand, "global civil society" depoliticizes global governance through the promotion of "human security" and "social development"; on the other hand, the emerging international public sphere (in the UN context) operates as a subsystem of world politics rather than opposing the system from outside. Practices of depoliticization are thus part of the political logic of (neo-)liberal global governance. The argument draws on Luhmann's systems theory and Foucault's analysis of governmentality.  相似文献

The Pussy Riot story is clearly a story the West wanted to hear. Western journalists, politicians, and celebrities were unanimously inspired by the youthfulness and rebellion of courageous Russian feminists. Their life experience perfectly resonates with the core of these young women's messages. For Russians, however, even for those who share the most liberal values, it is not so simple. Public polls and several months of heated debates have shown that virtually everyone in this deeply conservative country has struggled to make sense of the Pussy Riot performance. So, what do Westerners not understand about Russia and what are the problems of translating feminism(s) into different cultural contexts? How does feminist protest deprived of its roots function here, and why do women in Russia not understand that Pussy Riot's story personally concerns all of them? This essay outlines the difference between Russian and Western readings of the Pussy Riot performance and, using the case of public response in Russia, contemplates the reasons for the failure of feminism in this part of the world.  相似文献
