苏联解体之后,俄罗斯由中央集权的政治制度转向自由民主制,市民社会得到了很大的发展,这为民主政治的发展奠定了一定的社会基础.但由于市民社会的发展受到多方面因素的制约,其力量还是比较弱小的.没有强大的市民社会基础,俄罗斯民主进程不可避免地会出现一些波折.  相似文献

ABSTRACT

This study examines recent changes in performance-based appraisals of Russian regional governors, key criteria used in the decision-making process regarding the reappointment or dismissal of top regional executives, the role of non-governmental organizations in their performance evaluations, and existing problems in this area. Moreover, the study explores the extent to which values such as equity, social justice, and quality of life are embodied in the performance evaluations of these officials.  相似文献

中国开始了一系列有可能显著影响其政治发展的改革。其中 ,最引人注目的改革之一是社区的发展。作为社区前身的居民委员会是地方政府附属物 ,而不是代表其居民的组织。随着经济改革引发的国有企业重组和大量农民涌入城市 ,迫切需要建立新的组织来接管传统上由单位履行的社会福利功能。因此 ,经过挑选的全国实验社区在健康、教育和再就业服务方面被赋予了新的职责。社区建设还处于实验阶段 ,但是 ,如果这种结构在全国推广 ,将对中国的政治发展产生巨大影响。目前社区受到地方政府控制 ,但经济和社会的变化将有助于它与社区居民之间建立更加密切的联系。如果这种趋势持续发展下去 ,将会促进中国市民社会的发展  相似文献

The consequences of the socioeconomic transition for male physical health in Russia are widely documented, but much less research examines psychological well-being and mental outlook, or how these outcomes differ for men and women in Russia. Exploring gender differences in personal control, an important aspect of psychological well-being, we find that, controlling for social and economic factors, Russian women report lower levels of control than men. Gender differences in the social determinants of perceived control highlight the importance of gender roles for understanding psychological stress and inform how social expectations differentially influence men's and women's paths to well-being in Russia.  相似文献

In this essay we identify economic and political factors that led both the federal centre and the regions in Russia first to open the process of federal bargaining and then to pursue it in the form of signing bilateral treaties, unique for each region. Many Russian politicians and most scholars of Russian politics view asymmetric bilateral bargaining as a dangerous institutional choice contributing to federal instability and potentially threatening the disintegration of Russia. We offer an alternative view. While the treaty-signing practices are actively maintained by Russian political elites, we argue that the genesis of asymmetric bilateral bargaining in Russia had a strong `path dependence' component. In particular, it was precipitated by the developments of the last period in evolution of the Soviet federalism.  相似文献

This study examines popular support for separatism among Russians and non-Russian titular nationalities (titulars) in 10 ethnic republics of the Russian Federation: Karelia, Komi, Tatarstan, Bashkortostan, Udmurtia, Adygea, Dagestan, Kabardino-Balkaria, Sakha-Yakutia and Tuva. A survey was carried out in the urban regions of these republics in 1999 and 2000 in which 5,233 Russians and 4,703 titulars participated. We found that perceived negative inter-group relations significantly contribute to support for separatism among titulars, but reduce support for separatism by Russians. In contrast, indicators of prosperity of the republic and prior separatist elite-activism predict support for separatism among both titulars and Russians.  相似文献

If Armenian and Azerbaijani negotiators ever agree on the future status of Nagorno-Karabakh, it will not necessarily resolve the long-running conflict, because any peace treaty would require the consent of the Karabakh Armenians, whose political representatives are currently excluded from peace negotiations. It is difficult to imagine the Karabakh Armenians consenting to such a treaty without a change in their perception of the Azerbaijanis. According to the theory of conflict transformation/peacebuilding, Nagorno-Karabakh’s civil society should be able to make a contribution to this change. Using the example of four Nagorno-Karabakh civil society organisations, this study shows how they positively or negatively influence conflict transformation.  相似文献
