This article reviews recent empirical research on policing terrorism and police–community relationships in Israel, for the purpose of drawing lessons for policing in Israel and other democratic societies. The studies in the first section reveal the implications of policing terrorism for crime control and police–community relationships. In the second section, studies show a long-term drop in public support for the police. They also address the implementation of community policing, the relationship between the Israel National Police and the Arab sector, and the importance of procedural justice to Israeli citizens. In our discussion, we take a broad perspective and suggest overall conclusions and implications.  相似文献

Community-oriented social capital strategies and punitive-oriented policing approaches conflict. Establishing local networking initiatives with community-oriented policing at the centre lends itself to an assets-based policing approach, based on honouring, mobilizing and extending the assets of community members. Scholars argue about the need for comparative research on convergences and divergencies across subcultures on the streets and communities. Based on qualitative data gathered from working class communities in Scotland and Denmark in 2014, the article draws inspiration from community-generated theory of social capital to explore the micro-sociology of experiences and understandings about community–police integration policy initiatives. We use this perspective to argue that the building of positive inter-generational and police–community relationships is the result of social exchanges and officers’ use of what we call ‘constructive investment strategies’. Ironically, our insights from Scotland to Denmark also suggest what appear as positive achievements of community policing may instead intensify residents’ negative perceptions of police officers and organizations. In this way, the article illuminates the tangled and conflicted nature of these embedded symbolic interactions, social capital formations and the latter’s form as a potential positional and ‘tribal’ commodity.  相似文献

A major trend in the Nordic countries is the increasing focus on citizens' perceptions of safety, the enhancement of which is seen as a task for the police. One way to accomplish this has been the introduction of proximity policing. Existing research on the subject from all the Nordic countries is evaluated, with special focus on a comprehensive evaluation of a Danish experiment. The evaluations demonstrate that the concept of proximity policing has had limited success, and it has been abandoned in Finland and Norway. The article concludes by offering some explanations for the lack of success, among these the high level of perceived safety already present in the Nordic countries, the lack of causal relation between police visibility and citizens' perception of safety, and the lack of tradition for citizen involvement in the Nordic welfare states.  相似文献

In this paper I shall discuss how criminal investigation might contribute to a situational approach to terrorism. Therefore I discuss Policing Terrorism by Newman and Clarke, and confront it with experiences from work in the field of counterterrorism: criminal investigations at the Dutch National Police Agency (NPA). I demonstrate that Newman and Clarke have too narrow a scope on policing terrorism, in particular when it comes to the role of criminal investigation. They restrict their focus to local police work in the phases immediately before and after a terrorist attack. This is unfortunate because case files show that criminal investigators play a central role in the prevention of terrorism. They intervene in earlier phases of terrorist preparation, target a wider range of terrorist offences than terrorist attacks, and prosecute radicals for their non-terrorist offences. Furthermore, criminal investigations offer insights that might be of help in developing an SCP approach to terrorism.  相似文献

Objectives

To describe and evaluate Chicago’s Quality Interaction Program (QIP) for police recruits. The training focused on procedural justice, interpersonal communication, decision-making, cultural awareness, and stress management during encounters with the public. Attention was given to emotions, empathy, and communication skills.

Methods

The QIP is an underutilized approach to police training that involves engaging recruits through applied case studies, role-playing scenarios, repetitive opportunities for practice, and individualized feedback. The impact of QIP training on 142 officers’ attitudes and behaviors was evaluated in a randomized control trial. Treatment and control groups were assessed through responses to self-reported questionnaires as well as research-coded videos that recorded officers during role-playing scenarios.

Results

The QIP did not change recruits’ attitudes toward procedural justice, nor did it impact their self-reported interpersonal communication skills. However, the program was effective at creating more respectful and reassuring behaviors during role-playing scenarios that were videotaped. The program also improved recruits’ decision-making during a scenario with rebellious youths and reduced officers’ reliance on force and arrest relative to controls.

Conclusion

The QIP initiative was instrumental in moving police training beyond “talking heads” to interactive adult education, while promoting a more sophisticated understanding of human dynamics during police–public encounters. The results, however, were mixed, due in part to a training academy environment that emphasized aggressive policing and officer safety. Thus, reform-minded agencies may need to rethink the totality of the training experience to achieve strong results.

Examining the evolution of British and Australian policing, this comparative review of the literature considers the historical underpinnings of policing in these two countries and the impact of community legitimacy derived from the early concepts of policing by consent. Using the August 2011 disorder in Britain as a lens, this paper considers whether, in striving to maintain community confidence, undue emphasis is placed on the police's public image at the expense of community safety. Examining the path of policing reform, the impact of bureaucracy on policing and the evolving debate surrounding police performance, this review suggests that, while largely delivering on the ideal of an ethical and strong police force, a preoccupation with self-image may in fact result in tarnishing the very thing British and Australian police forces strive to achieve – their standing with the public. This paper advocates for a more realistic goal of gaining public respect rather than affection in order to achieve the difficult balance between maintaining trust and respect as an approachable, ethical entity providing firm, confident policing in this ever-evolving, modern society.  相似文献

More than a year after the killing of an innocent man, Jean Charles de Menezes, wrongly suspected by the Metropolitan Police of being a suicide bomber, the authors consider police accountability in combating terrorism. The authors argue that traditional policing styles in the UK are based on notions of reasonableness, compromise and respect for the individuals’ rights. A central tenet of our consent to be policed is the considered and rare use by police of coercive force, which is premised on a continuum ranging from negotiation at one extreme to lethal consequences at the other. Combating suicide terrorism in the UK using developed policies like Operation Kratos means that police are restricted to shooting to kill. Although there is undoubtedly a consensus that combating terrorism requires a robust and overt response, the authors ask whether it is ever possible to achieve a balance between liberty, security, and police accountability when dealing with difficult terrorist incidents. Police accountability is assessed in the context of operational policy-making and how that impacts on specialist police forces engaged in anti-terrorist operations. The authors conclude that since the introduction of Operation Kratos the nature of policing, and also its structure, is changing from being covert, understated and reasonable, to a zero tolerance, military, overt and oppressive style. In other words, traditional reactive policing styles have given way to a proactive military approach. Military styles of policing with overt displays of force tend to overlook civil rights and make more mistakes. We must be able to trust our police, because a trustworthy police is one which acknowledges our civil rights.

Most studies concerning police-community relations have operationalized support for-law enforcement agencies in unidimensional terms. The present study dissects the notion of support for the police into two distinct dimensions: efficacy and image. Efficacy includes perceptions of the police ability to protect citizens, solve crime, and prevent crime. Image includes perceptions of friendliness and fairness of the police. A series of conventional individual-level and contextual variables are modeled in an effort to explore their relative influence on citizen perceptions of police efficacy and image. Data gathered from a national telephone survey of 1,005 citizens reveal that support for local police is both complex and multidimensional. Moreover, the results demonstrate that efficacy and image are independent dimensions, and that each is susceptible to quite different ratings depending upon which independent and dependent variables are modeled. The European Police Office (Europol) is an international police organization that was formed to promote cooperation among law enforcement agencies in the European Union. Framed within the context of the Treaty of the European Union, Europol’s mandate includes all serious forms of international crime, including international terrorism. This paper offers an analysis of the organization of Europol’s counter‐terrorism operations in the context of the history and dynamics of international police cooperation. More specifically, on the basis of the bureaucratization theory of policing, Europol is reviewed to exemplify the dual forces of political control over the organization via the regulative bodies of the European Union, on the one hand, and the institutional autonomy and professional expertise of participating police agencies, on the other. The outcome of these dual forces can be expected to determine the course and outcome of counter‐terrorist policing in the European Union in years to come.  相似文献

The power of a father over his children, whether minors or those that had reached their majority, is a simple power, but one that became more complicated. The article assembles the elements needed to illustrate major trends in the long history of paternity. The adoption of the Civil Code in 1804 marked the triumph of a patriarchal system. More than 150 years later, the law of January 4, 1970 abolished paternal authority and replaced it with parental authority. Now, the father could only share parental authority with the mother on the strict condition that he is legally married to her. Policing terrorism has increased in recent years. Correspondingly, policing scholars and practitioners have begun to consider the potential effects of this responsibility on the performance of the police and their relationship with the public. In this article, we use a qualitative analysis of annual police reports to examine how the Israel National Police perceived its role in counterterrorism and the potential implications. We find different perceptions in different periods and partial acknowledgment of potential outcomes. We consider the views of the police in relation to those of the public, and speculate on the differences between the three examined time periods.  相似文献

Dutch national police recently became the world’s first force to train eagles to combat the growing rise of drones within the Netherlands. Partnering with an eagle-training security firm, Guard From Above, both organizations believe using eagles to intercept and retrieve drones is the most effective countermeasure to handle rogue drones in the skies. This paper questions whether such a police operation to increase air security respects the rights of the eagles and ensures the animals’ protection from unreasonable injury, harm and suffering. Such an examination lies at the intersection of green criminological perspectives and critical security studies’ scholarship, an intersection of which I consider more thoroughly. By implementing a qualitative media analysis, this paper examines twenty media reports detailing the facts of the Dutch ‘Flying Squad.’ I contend that police agencies in the West must seriously consider such eagle initiatives as intrusive, harmful practices. The findings suggest that conceptualizing the eagles as exceptional ‘biotechnological’ state agents may increase sky security in Western countries, but such anthropocentric logics of security minimize the concerns for ‘species justice’ and the safeguards for eagles.  相似文献

This paper explores justice-related perceptions among tribal police officers providing service within a southeastern Indian Reservation in the United States. Interviews with 27 tribal police officers were conducted to understand the manner of the administration of tribal justice. Almost half of the participants interviewed felt that their tribal justice system was dysfunctional due to inter-tribal politics, federal government restrictions, and lenient tribal judges. Additionally, tribal police officers also described the failure of the federal government in prosecuting felony crimes on the reservation. As a result, they believed that both the tribal and federal criminal justice systems did not adequately address crime on the reservation.  相似文献

During the 4-year study period, 1995–1998, the Department of Forensic Medicine and Science, University of Glasgow received a total of 752 biological samples from drivers suspected of driving under the influence of drink and/or drugs in the Strathclyde region of Scotland. The majority of samples were blood and had been primarily obtained from males. Drugs were detected in 68 and 90% of blood and urine samples, respectively. Toxicological analyses revealed that cannabis was the most frequently encountered illegal drug which was detected in 39% of all drug positive blood samples. Benzodiazepines were detected in the majority of drug positive samples with 82% containing at least one member of this group. Polydrug use was prevalent, with the average number of drugs detected per sample increasing from 2.0 in 1995 to 3.1 in 1998. For comparison, the results of toxicological analyses from 151 fatally injured drivers are described. Although the majority of samples tested negative for the presence of drugs and alcohol, drugs were found to be present in 19% and alcohol was detected in 33%. As the majority of drugs had been prescribed or administered post-accident, this study shows that alcohol was the main causative factor conducive to fatal road traffic accidents.  相似文献

Police are empowered by law to stop and search vehicles and their occupants, once reasonable grounds for suspicion come into being. However, as attested by this study, not all suspicions are followed up, nor all stops-searches follow on suspicions. Police stops-searches involve bounteous discretion of whom, where, and when to stop-search, and this process entails a long chain of judgments and actions on behalf of the constables faced with given street-level situations. A six-month complete participant observation study of the Emergency Response Unit of the Cyprus Police resulted in asserting that police stops-searches of vehicles and their occupants rest upon multiple, perplexed, and intertwined factors that range from racial predilections to heat tolerance levels of constables who may or may not be inclined to enforce the law. In all, over one hundred dimensions were found to relate to constables’ decision-making process on whether to conduct a stop-search or not.  相似文献

This article hypothesizes that the material incentives associated with the clean development mechanism (CDM) have contributed to the internalization of climate protection norms in China. In current academic research, the CDM has both been extolled as a cost-effective and vilified as an environmentally and ethically inadequate climate mitigation instrument. Few studies so far, however, have looked into the CDM’s potential contribution to socialization-related phenomena such as raising climate change awareness in emerging economies. The relationship with the EU is highly relevant in this context, as the emission reduction credits (CERs) resulting from CDM projects would not have had any meaningful prices without the European Union’s Emissions Trading System (EU ETS). This article aims to fill the current research gap by studying the socialization potential of the CDM in EU–China climate relations in four periods, namely initiation (2001–2005), improvement (2005–2007), consolidation (2008–2010) and habit formation (2010–2014). We argue that there is at least a discernible effect and that the underlying causal mechanism involves the emergence and activities of norm entrepreneurs and habit formation through a process of legal institutionalization.  相似文献

Individuals enter police encounters with expectations about how these interactions will unfold. These expectations are often rooted in racialized personal, vicarious, and collective experiences with the police. Bayesian updating posits that the way youth perceive treatment by the police during stops and arrests combines with prior expectations and perceptions to shape current views of the law, whereas subtyping suggests this process differs by race. This study examines intra- and interracial variability in these processes using longitudinal survey data from 3,085 Black and White youth. Regardless of race, youth who indicate they were treated with disrespect during police encounters had lower perceptions of procedural justice than did those with no contact, whereas contact perceived as respectful had no significant effects. For White but not Black youth, police encounters rated as “neutral” are associated with more negative views of the police. Other forms of legal socialization are also racialized, including messages conveyed in the media and by parents. Limited evidence exists that prior views of the police moderate the effect of police encounters on procedural justice or that these conditioning effects vary by race. Findings support updating, but race differences do not neatly align with findings expected with updating or subtyping theory.  相似文献

Abstract

Has the increased public and professional awareness of the challenges of interviewing children in forensic contexts led to changes and improvements in police interviewing practices? A representative sample (n=91) of police interviews conducted during the period of 1985–2002 from a large Norwegian police district was analysed. The results indicated that interviewer strategies have improved; there was a decrease in the use of suggestive, yes/no and option-posing questions and this decrease was accompanied by a comparable increase in the use of cued recall questions. The frequency of open-ended invitations was low and did not change much over time. Factors that might have led to the observed changes are briefly discussed.  相似文献
