The aim of this paper is to contribute to the theoretical and empirical understandings of the role that political forgiveness plays in the post-conflict and post-authoritarian societies. The paper provides a discussion of the complexities of the concept of political forgiveness, and offers empirical examples that demonstrate the different capacities and potentials that political forgiveness has as a mode of social reconciliation and repair the past injustice. It argues that today, with the accumulation of experience in the practice of transitional justice, and the growing importance of human rights regime, considering of forgiveness through the accountability’s lens is very timely and important. After the discussion of the contribution of forgiveness to societal reconstruction in the post-conflict and post-authoritarian societies, the paper focuses on the role of forgiveness as an essential part of justice and solidarity. By scrutinising forgiveness’ links with reconciliation and justice, the paper offers a comprehensive way to assess the nature of preconditions and the role of forgiveness in addressing the past injustice and overcoming divisions in post-conflict societies. Its discussion of empirical findings on the role that forgiveness opens up a debate about risks and costs involved in a policy of forgiveness in newly democratised countries.  相似文献

Since entering Lebanese politics in the 1990s, Hezbollah has defined itself as a political party that plays by the rules. Simultaneously, it has continued to use social assistance to win over Lebanon's Shi’ites while using violence to eliminate rivals. Through this strategy of “walking on the edge,” Hezbollah has metamorphosed from an illegitimate terrorist organization into a legitimate political party heading Lebanon's government. An International Tribunal's recent indictment of four senior Hezbollah officials for involvement in the murder of former Lebanese Prime Minister Rafiq Al-Hariri provides an opportunity to understand how Hezbollah maintains this canny—and successful—balancing act.  相似文献

Abstract

The long‐standing and pervasive patterns of political violence in Turkey, which were only abated by the military coup of September 1980, are examined in terms of their historical and sociopolitical antecedents. The paper concludes that political violence in Turkey is the result on the one hand of the specific forms of Kemalist modernization to which the country was subjected from 1920 to 1945. Kemalism led to modern political and legal institutions, but left much of Turkey's cultural and economic life subject to traditional values. In addition, Kemalism bequeathed a legacy of political parties that saw the national good identified solely with each political organization's success, which in turn subjectively legitimized violence against political opponents as acceptable in the struggle for the national welfare. After 1945 the legacy of Kemalism was joined by severe developmental problems in the area of economics and social welfare, a resurgence of hyper‐nationalism over the Cyprus issue, and an anti‐modernist backlash through a revival of Islamic traditions. The results were conflicts in a society already strained by the symptoms of second stage modernization that could not be compromised within the parameters of the Turkish political system.  相似文献

This article explores the relationships between (so-called) ‘non-traditional’ development cooperation (NTDC) and political leadership. Using the case studies of Brazil and South Korea, we propose that certain emblematic elements of NTDC discourse and practice can act to influence the relationship with political leaders in particular ways. These are (a) elevated language of affect, (b) interleaving of personal biographies with the developmental trajectories of states, (c) the use of NTDC to legitimise domestic policies and promote domestic political leadership, (d) the prominence of presidential diplomacy and (e) the challenges confronting rapidly expanding domestic development cooperation institutions and systems.  相似文献

Civil society is laying claim to political representation in contemporary democracies, destabilizing long-standing ideas about democratic legitimacy. The participatory governance structures that have emerged alongside classic institutions of representative democracy encompass not only direct citizen participation but also political representation by civil society actors. Using original data from São Paulo, Brazil, we show that most of civil society actors that work for the urban poor claim political representation of their “constituency.” Theirs is more often than not an “assumed representation,” we suggest, because our data show that most lack formal members and do not select leaders through elections. Civil society actors (in contrast to political parties and labor unions) lack historically settled and politically sanctioned mechanisms to authorize and hold accountable their representation. This new layer of political representatives therefore faces a historic challenge—constructing novel notions of democratic legitimacy that can support their forms of representation. We examine what new notions of representations are emerging and trace the historic roots of the most widespread and promising that focus on remedying inequality in access to the state.  相似文献

This article examines the phenomenon of “ecoterrorism” from a conceptual and empirical perspective. We explore the political and academic debates over the meaning and use of the term ecoterrorism, and assess the validity of the concept of “ecoterrorism” and of the alleged threat of the Radical Environmentalist and Animal Rights (REAR) movement by analyzing the characteristics of both the movement and its actions. Our analysis shows that the term ecoterrorism should only be used for a small proportion of the actions of REAR movement. Consequently, counterterrorist measures should only target these terrorist minorities, rather than all groups and the broader movement.  相似文献

Collective remittances are the money flows sent by hometown associations (HTAs) of migrants from the USA to their communities of origin. In Mexico, the 3?×?1 Program for Migrants matches by three the amounts that HTAs send back to their localities to invest in public projects. In previous research, we found that municipalities ruled by the party of the federal government were more likely to participate in the Program. The political bias in participation and fund allocation may stem from two possible mechanisms: HTAs?? decisions to invest in some municipalities but not in others may reflect migrants?? political preferences (a demand-driven bias). Alternatively, government officials may use the Program to finance their own political objectives (a supply-driven bias). To determine which of these two mechanisms is at work, we studied a 2?×?2 matrix of statistically selected cases of high-migration municipalities in the Mexican state of Guanajuato. We carried out over 60 semistructured interviews with state and municipal Program administrators, local politicians, and migrant leaders from these municipalities. Our qualitative study indicates that migrant leaders are clearly pragmatic and that the political bias found is driven by elected officials strategically using the Program. The bias in favor of political strongholds is reinforced by the Program??s requirements for cooperation among different levels of government. This study casts doubt about the effectiveness of public?Cprivate partnerships as valid formulas to reduce political manipulation. It also questions the ability of matching grant programs to reach the areas where public resources are most needed.  相似文献

In this article, I argue that democracy scholars cannot explain the political elite’s interest in democracy consolidation processes because they have yet to conceptualize the relation between the political elite and structure. This shortcoming can be rectified by using Bourdieu’s field theory insight that subjectivity and structure are constructed, reproduced, or altered due to contests among field actors over the symbolic capital of their field. I illustrate the significance of this solution by using it to explain the stability of Indian democracy during the early postcolonial period. Using data on the Indian political elite’s trajectories in institutional politics and observations on their everyday politics, I show that their differing interest in democracy during the early transition period was shaped by their unique political habitus, which was structured by their conflicts since the late colonial period to establish their respective political capital as the symbolic capital of the Indian political field. The general lesson to be learned from this study is that in order to comprehend democracy consolidation processes, it is important to shift attention from static, disjointed models of the political elite’s subjectivity and structure to the history of contests among the political elite over the symbolic capital of the political field, which couples the political elite’s subjectivity and structure.  相似文献

The political business cycle (PBC) refers to the phenomenon of an incumbent utilizing fiscal or monetary policies to create an economic boom before an election so that periodic fluctuations are induced according to election calendars. This article uses panel data from 1992 to 2010 to examine the effect of presidential elections on central government departmental expenditure in Taiwan. The results suggest an opportunistic PBC in Taiwan after the first Taiwanese presidential direct election in 1996. Furthermore, Taiwan’s government expenditure cycles have been significantly stronger in the years of the “new democracy.”  相似文献

The party and trustee principles are two representational styles used to describe how politicians make decisions. Swedish politicians have historically relied more on the party principle than the trustee principle. This article studies the decision-making practices of local Swedish politicians by exploring to what extent they rely on these principles when making decisions on two issues that diverge in political dignity: tax level and organisational change in the municipal administration. The study draws on new institutional theory, in which theories from rational choice and sociological institutionalism were used for modelling and performing a large study. The results indicate that, although Swedish politicians still rely on the party principle when making decisions, there is a significant difference as to what extent they do so in regard to the two policy issues. The trustee principle is more frequently used when deciding on organisational change than on tax levels. This result is valid for all Swedish parties, except for a relatively new political party at the extreme right of the ideological spectrum. Future research of the two decision-making principles in relation to other policy issues, as well as research that delves deeper into the deviant results of the different political parties, is encouraged.  相似文献

This study examines the support, control and strategic functions of an executive hospital political board from the perspective of how institutionalised internal procedures influence board functions. Board members and leading hospital managers were interviewed about politicians’ ways of working, managers’ preparation of decision issues and board work under the presidency model. The politicians strengthened the decision-making processes by requesting additional supporting documents, and by defending the hospital from public criticism. However, the board exercises weak strategic and control functions; it absorbs the responsibilities of the hospital managers and the upper political levels as it reaffirms its executive authority. Nonetheless, the study suggests that abolishing or replacing the board with a non-political board may not improve organisational governance. The study gives insights in politicians’ contribution to strategic public management, an aspect lacking in existing literature.  相似文献

Is New Labour a party with values or a skilfully manufactured entity designed to win elections? Considerable debate currently surrounds this question. This article argues that New Labour adopted a market-oriented model to gain voter support and examines whether this necessarily means a rejection of underpinning values. Analysing New Labour discourse, the authors argue there is a clear ethos underpinning New Labour even though the policies developed from its foundation are designed to have electoral appeal.  相似文献

Sub-national governments usually depend on the central government for a large share of their revenues. Therefore, a fair allocation of intergovernmental grants is essential for financing vital local services like education and healthcare. In Tanzania, and many other countries, regions that are better represented in the national parliament receive significantly more funds than others. Recently, Tanzania replaced the previously existing discretionary method of grant allocation by allocation formulas. We study whether this has reduced the effect of malapportionment on grant allocation. Surprisingly, we find that formula allocation does not significantly change this effect. This article examines the nature of the two-party system in Japan. The electoral reform of 1994 has finally led to an alternation of power, but contrary to the predictions of the reformers, the competition between two major Japanese parties is not based on any substantial differences in their political programs. The Liberal Democratic Party and the Democratic Party of Japan are mixtures of various groups rather than coherent parties and the main axes of struggle on the Japanese political scene run across party divisions. Both major parties are internally divided with regard to economic as well as defense policy. The most important factor of Democratic Party of Japan's identity has been the goal of achieving an alternation of power and abolishing the Liberal Democratic Party style of policymaking. Nevertheless, the discourse on political renewal has been undertaken also by the Liberal Democratic Party. While the struggle between the partisans and the opponents of Koizumi reforms continues in the Liberal Democratic Party, the Democratic Party of Japan is torn apart between the proponents of ‘big’ and ‘small’ government.  相似文献

Observers of Russian state market relations typically consider the state as an entity engaged in creating rent-seeking opportunities for bureaucrats or powerful economic interests. The trajectory and outcomes of electricity sector reforms demonstrate the limits of this perspective and serve to highlight a developmental strand in Russian economic policy, which I call post-Soviet developmentalism. I found that post-Soviet developmentalism is key to understanding the patterns of market institutions that have emerged in the newly liberalized electricity sector and that they cannot be adequately explained if the state is largely seen as a predator or as captured by oligarchic interests. A close analysis of the institutional underpinnings of new electricity markets suggests that they were shaped in political bargains, in which the government sought to enlist Russia’s oligarchic conglomerates for its modernization agenda and developmental priorities. The paper links this discussion to three sets of theoretical literatures: It speaks to the debates on the post-Soviet transition, more broadly to the political economy of market reform, and finally, it addresses the developmental state literature.  相似文献

The nature of citizen participation and engagement in public life in Thailand has changed dramatically over the last decade. This article focuses on explaining the changing pictures of political engagement – political interest, knowledge, and efficacy – among rural and urban Thai citizens since the House of Representatives election in 2001. The major attempt made in this article also to explain how these changes affect patterns of political activism (i.e. in voting, political contacting, and protesting activities), particularly between the rural and urban Thai voters. Relying on three latest survey data taken from the Comparative Study of Electoral Systems, the article suggests that the factors facilitating greater political participation are relatively different between rural and urban residents, and such differences cannot simply be explained as a result of a deeper engagement in the patron–client relationship of the rural than of the urban. Indeed, those differentiations depend on several factors and vary according to different kinds of political activity.  相似文献
