Abstract

This paper focuses on the role that immigration plays in the lives of very low-income women living along the United States-Mexico border. Life here is distinct from that in any other part of the United States, due to the international, social, political, and economic interdependence that characterizes this region. Thus, from the perspective of migration as a social process, this “contact zone” can provide insight on migration issues that occur within a transborder context. Based on life history interviews and focus groups with women living in two adjoining border cities, Brownsville, Texas and Matamoros, Tamaulipas, we observed the trajectories of women at two points of the migration course: (a) migration from the interior of Mexico to the northern border and (b) emigration across the international boundary to the United States. The study shows that although these women held expectations that migration would improve their lives and the lives of their families, their social and economic integration in the border region met with limited success.  相似文献

ABSTRACT

This paper examines the trends, patterns, and determinants of Ethiopian domestic labour migration to Arab countries. The primary motive behind migration is to move out of poverty and to improve family living standards through remittances. Migration to Arab countries has intensified due to social networks, expansion of illegal agencies, and the relative fall of migration costs. This movement is also the result of a shift in demand away from Asian domestic workers who tend to seek higher wages, to cheap labour source countries such as Ethiopia. This underlines not only the complexity of human mobility across national borders but also indicates the importance of conceptualising this movement in a broader global perspective, going beyond the traditional push-pull factors embedded in origin and destination countries. Female domestic migrants have received marginal attention from policy-makers and their vulnerability to various forms of abuse and exploitation has continued over the years.  相似文献

This introduction presents the challenges to studying irregular migration in the southern European islands. After presenting the debates surrounding the category of irregular migration and recent developments in irregular migration to southern European islands, we argue that the situation of islands needs to be contextualized within the broader scheme of Euro-Mediterranean irregular migration. We then propose considering islands as remarkable “places of condensation” in the Euro-Mediterranean migratory setting. The article introduces two themes that will be developed throughout the special issue: (1) analyzing and challenging narratives of islandness and (2) policing and bordering the islands.  相似文献

This essay looks back at the changes that unfolded in Central Europe since 1989 from the perspective of freedom of movement. The iconic tearing down of the Berlin Wall and the rapid openings in other socialist countries put an end to borders as “institutions of isolation.” In the course of the next two decades, ten postsocialist countries initiated and completed the process of joining the European Union (EU). The end of border controls and the ability to move freely within a unifying Europe was hailed as one of the main benefits of integration east of the former Iron Curtain. However, internal freedom of movement requires tight and secure external borders, such as the one that today divides Poland and Ukraine. In this essay, I draw on my research in those two countries to compare the socialist and the EU border regimes, the ways they have pervaded quotidian experience and the distinct modes in which they have imposed limitations on human mobility.  相似文献

Abstract

Despite a growing interest in transit migration and border controls along migration routes, there is relatively little work on the production and operation of the category of ‘transit’ itself. This article investigates how Niger emerges as a country of migration ‘transit’ and what impacts this categorisation has had on security and development interventions targeting the country. Building from the literature on the governance of transit migration and on the ‘migration state’, this article theorises transit as a political label. It argues that Niger’s status as a transit country is constructed through a ‘polyvocal’ process involving the discourse and everyday assumptions of international and local actors. The article locates this shared understanding in official texts, everyday routines, and sub-state diplomatic practices. It goes on to argue that these framings, despite divergent rationales, have effects visible in the evolution of security intervention in Niger. These include shifts in the location of border security, the blurring of migration into other transnational threats, and the creation of new domestic institutional practices. The article contributes to theorising the political construction and specificity of transit-ness and provides a fresh case for the research agenda on inter-state relations around migration governance.  相似文献

The US and India have strengthened their borders against illegal immigration. However, the two states have striking differences with respect to their border control methods. The US strengthened its Mexican border through fences and militarization. In sharp contrast, even though India fenced some parts of its border, it has relied on shooting practices which have resulted in the deaths of thousands of Bangladeshi immigrants. Drawing upon Narrative Policy Analysis (NPA), this paper identifies patterns in justification strategies regarding border control against illegal immigration in the US and in India. The findings indicate that in the US, border control was justified by the restoration of law at the border. To the contrary, in India, border control was associated with arbitrariness. The majority of Indian policymakers encourage arbitrary border practices by adopting the view that ‘any method’ is legitimate to curb illegal immigration from Bangladesh.  相似文献

The border and social policies that the United States shares with Mexico have had only a modest impact on the level of illegal immigration. Alternative methods could reduce the social backlash against Mexican immigrants in US states of destination. Federal Relief Aid to states affected by new arrivals would ameliorate hostility. Although economic stagnation may depress the flow of immigrants or job opportunities, legal or illegal, economic recovery is dependent on the hard work of immigrants. The political solution has been to tighten border controls. Other options are possible. There should be pressure placed on multilateral institutions such as the World Bank and the International Monetary Fund to incorporate immigration issues in economic policy decisions. Many market reforms have contributed to greater emigration. The US has the option to use both supply and demand side options. Enforcement of workplace rules on minimum wages and health and safety standards would make it more difficult to exploit immigrant workers and would decrease the incentive to hire illegal workers. In a deregulated market stricter work standards were considered difficult to attain. A 1993 opinion poll revealed that 65% thought immigration was not beneficial. Border apprehension rates have increased dramatically over the past 30 years. The most recent policies aim to encourage the mobility of capital and trade through the NAFTA free trade agreement while trying to discourage human resource mobility. The push factors in Mexico are identified as high levels of poverty and unemployment, overpopulation, and economic stagnation. NAFTA and prior economic development efforts have not addressed the push factors. Disruption of traditional ways and changes toward greater industrialization spur emigration. The US program to develop border export industry encouraged migration from the interior of Mexico to border areas. Recent Mexican policies have changed the incentives for small farmers to stay on their lands, and Mexican urban areas are overpopulated. Experience has taught that migration flows are easier to start than stop.  相似文献

ABSTRACT

This article explores the migration experiences of Ethiopian migrant returnees from domestic work in the Gulf countries and Lebanon. The returnees reside in the town of Girana located in Habru sub-district, North Wollo zone of Amhara region. There is much female work migration to the Arab Middle East from the town, particularly to Saudi Arabia through Muslim pilgrimage. Employing a qualitative method, the study examines how the returnee women perceived and experienced labour migration and analyzes the impacts of labour migration on childcare, family survival back home, and debt payment. The returnees made voluntary regular and irregular labour migration to the region and engaged in domestic work, which is not preferred by the host society. However, domestic work is unregulated by the labour policy of the destination countries. This made the returnees’ employment situation rather exploitative, exacerbating their vulnerability to abuses, ethnic denigration, and undermining of cultural identity.  相似文献

ABSTRACT

International labor migration is one of the most salient features of the modern globalized world. However, the phenomenon has its roots in some earlier periods in human history. Africa is traditionally a sending continent of all types of migrations, voluntary or forced. This study examines the above-mentioned issues through the mounting phenomenon of migration of single independent women in search for better economic, social, or political conditions across the boundaries of their home countries. In the past, African women migrants were only spouses or dependent family members. But as modernity swept most African societies, with rising unemployment rates, there is evidence everywhere in Africa that women labor migration is a growing phenomenon that deserves to be understood in the context of current gender-related research. This work explores these issues further, focusing on the experience of Ethiopian women labor migrants to Kuwait, within Gulf Cooperation Council, an area with a shared socio-economic background. In addition to numerous difficulties already facing labor migrants, Ethiopian women suffered greater degrees of gender-based violence, underpayment, and trafficking, to mention only few aspects of human rights violations. This situation could be attributed to the fact that most of these women fall under the category of unskilled and/or illiterate migrants, as irregular migrants who are employed within the private sector, outside the purview any legal or labor regulatory authorities.  相似文献

The European Union (EU) has fortified its external borders using a number of measures including the creation of new institutions and networks such as FRONTEX and EUROSUR. In non-EU countries such as Turkey, border security is being reorganized with EU support and cooperation. By combining the literature on EU actorness and neo-functionalism, I provide a theoretical toolkit to critically unpack these new developments through conceptualizing multiple dimensions of what I call functional actorness. The contribution analyzes how the functional transformation of EU and Turkish border security has produced a number of side effects which are critically appraised.  相似文献

Both politicians and academic researchers have focused on the Oslo peace agreements, generally emphasizing the “New Middle East” and “Transnationalism.” Less attention has been paid to social and economic changes affected by the process of peace-making. This paper examines the reality that was created from below and asks what the peace process meant to migrant Palestinian workers in Israel. Three years of ethnography challenge accepted theories of borders and borderland in the case of Israel and Palestine by asking what can be learned about the cultural identity of people from the ways they cross, understand, and move between geopolitical and cultural boundaries. In the last years of the Oslo Agreements, it became clear to the workers that “peace” meant preserving national borders: it involved a policy of separation, whereas their very livelihood depended on their ability to move between Tel Aviv and the Gaza Strip. Torn between their national identity and their class–cultural identity, they formulated a demand for a dialectical reorganization: a state without borders. This demand stood in opposition to the national aspirations of Israel and the Palestinian state-in-being alike.

This article examines how the power relationships between Malta and the Republic of Cyprus, on the one hand, and the European Union, on the other, shape irregular immigration policies in these two sovereign outpost island states in the Mediterranean. As member states on the EU's southern periphery, Malta and Cyprus have faced new institutional structures since their accession in 2004 within which they now construct their migration policies. Here, I examine how the new structures influence the discourse and logic of migration policies and politics and also how the seemingly small and powerless states affect regional policies. My contention is that, within this EU framework and with limited material power, the two outpost states have developed strategies based on nonmaterial power in order to defend and promote their interests. Such strategies have resulted in treating irregular immigration as a crisis in order to attract support. The new dynamics have thus resulted in more barriers to migration, and in negative consequences for the individual migrants and refugees on the islands. Although the strategies of Malta and Cyprus have been surprisingly successful in influencing regional migration governance, their long-term effectiveness is questionable, and their effects on the migrant and local population problematic.  相似文献

The aim is to explore experiences and considerations of social workers regarding irregular migrants, understood as being prone to be “collateral damage.” It is revealed that some social workers approve assistance exceeding that which can find support in the national legislation. They are hereby addressing the normative conditions for recognition and installing new frames for apprehending irregular migrants. This process is referred to as a reframing of recognizability. By exceeding the limits of “belonging,” social workers question their profession's national link as well as the inability of a nationally anchored understanding of social work to deal with irregular migrants.  相似文献

This article is part of a larger project on ordinary border crossings and state practices in North America. The changing border governmentalities in the region focusing on securitising their borders against potential terrorist threats and the increased emphasis on the managing of population flows have led to a reduced mobility for certain travellers as opposed to others. The construction of potentially safe and ‘un-safe’ subjects through profiling on the basis of race, ethnicity, national origin, gender, religion and socioeconomic background and the increasing use of biometrics have impacted upon travellers’ mobilities. In the North American context, the Mexican state has undergone significant modernisation in terms of its border control capacities, thus enhancing not only its capacity as a buffer state, but also its performative sovereignty, and is therefore an interesting case to study. This article aims to analyse how these transformations in border governmentalities have affected the mobility of ‘ordinary’ travellers, and how they have developed coping strategies and resistances towards the potential curbing of their respective mobilities.  相似文献

‘Managed migration’ schemes promote mobility of labour across international borders, diversifying worksites and introducing new systems of enacting labour consent. This article examines how Canadian franchisees are recruiting Filipino migrants to staff their restaurants, facilitating employers’ access to new, flexible subjects. These workers covet their employment as pathways to Canadian citizenship. Some are unaware, however, that they are recruited under a precarious immigration scheme, one that neither directly denies nor facilitates access to legal incorporation. Instead, migrants are (transnationally) encouraged to compete in the worksite for employer-nominated citizenship, a highly productive system for engendering consent. This draws attention to new challenges ‘managed migration’ schemes pose for resisting downward pressures on work and employment conditions.  相似文献

This paper applies Gini and concentration coefficient decomposition as well as the Foster-Greer-Thorbecke poverty index and the Stark-Yitzhaki welfare index to new data from four villages in Burkina Faso, to compare the marginal effects of remittances from intercontinental and intra-African migration on inequality, poverty and social welfare. Evidence is found that intra-African remittances reduce inequality while intercontinental remittances have the opposite effect. Also, it is found that although remittances from intercontinental migration are associated with much lower incidence, depth and severity of poverty, the marginal impact of remittances from this form of migration on social welfare is limited because recipients do not include the rural poor.  相似文献

The multi-directional nature of labour migration flows has resulted in an increasing number of countries having become both senders and receivers of regular and irregular migrants. However, some countries continue to see themselves primarily as senders and so ignore their role as a receiving country, which can have negative implications for the rights of migrants in their territory. Using the example of Indonesia, which is State Party to the 1990 UN Convention on the Rights of All Migrant Workers and Their Families, this article demonstrates that irregular migrant workers in this country have the legal right to protection against labour exploitation even when they work despite the government’s prohibition on employment. The article discusses the ‘right to work’ and how international human rights law has translated it into the ‘right to protection from labour exploitation’ for irregular migrants in Indonesia. By way of two case studies about the Indonesian government’s handling of irregular migrants, it shows how it prioritises enforcement of the employment immigration law over labour and employment laws much like countries that have not ratified the ICRMW. It also draws attention to legal protection gaps that emerge for asylum seekers when they are recognised to be genuine refugees.  相似文献

This paper focuses on climate-induced migration. We construct a simple theoretical model where, in a first step, climate shocks accelerate the transition from the traditional to the modern sector, leading rural workers to move to urban centres within national borders, while in a second step, downward pressures on wages due to the greater labour supply in cities push people to engage in international migration. To test this hypothesis, we exploit a rich panel dataset, displaying a representative picture of bilateral migration flows and climatic data across 222 countries for the period 1960–2000. Findings suggest that in the next few years the climate-induced growth rate of migrant stocks might be in a range between 8.6 per cent and 12.8 per cent, especially from developing countries, where the level of rural employment is more likely to be affected by climatic shocks.  相似文献

Growth in Central and East European countries (CEE) is territorially unbalanced, more so than in most other parts of the EU. The benefits of transformation in these countries have been unequally distributed among particular social groups and territories—with the emergence of highly educated and internationally successful professionals and entrepreneurs located mainly in metropolitan areas on the one hand, and structural unemployment, persistent poverty and social exclusion in peripheral regions on the other. These regional imbalances are characterised by a process of metropolisation that has privileged a handful of dynamic urban centres while exacerbating the structural problems of old industrial regions, vast rural areas and regions located on borders, and especially the EU's eastern borders. Different as they are in social, cultural and geographical terms, these declining or stagnating regions share general problems of economic peripherality and many negative effects of structural change, such as rural depopulation, ‘brain drain’, disinvestment and, frequently, below-average levels of socio-economic well-being. This polarised economic and territorial development within CEE poses challenges not only for the respective countries, but also for European cohesion.  相似文献

This article revisits the social work–migration nexus by investigating the implications of the debate on mobility and transnationalism. The conceptual boundary between migration as single-directed movement and as an extended and multidirected process has been much discussed across the social sciences but not yet fully in social work. However, the dialectic of sedentarism versus mobility makes for a key challenge to the arrangements and the tacit assumptions of this field of research and practice. Building on an innovative analytical framework and on a variety of examples, we highlight the friction between sedentarism and mobility as central to social work with immigrants and their families.  相似文献
