ABSTRACT

This study provides an empirically based analysis of corrupt governmental networks. We conducted 45 interviews in Hungary with different organizational actors who were actually participating in corrupt transactions or at least had first-hand experiences of corruption. Given the secret nature of the topic, this article provides a unique insight into the phenomenon. Our findings show that corrupt elite cliques consciously design and coordinate multilevel structures of corrupt networks within and among organizations that involve a large amount of people. We identified the major network elements and their functions in corrupt transactions. The article also provides a typology of corrupt networks. The networks have different structural characteristics based on location of the “cash cows,” points from where the system is fed, and the actors’ positions of power. Our findings are compared with the already existing literature on dark networks, terrorist, and organized crime formations.  相似文献

Abstract

This article looks at the community‐building activities of microenterprise programs. These programs build community primarily by creating networks that build social capital. Microenterprise programs build two types of networks—networks within programs that typically involve borrowers and networks between programs and other institutions. The article examines (1) the ways in which microenterprise programs motivate the creation of both types of networks; (2) the extent to which these networks are embedded within program structures; and (3) the process by which network formation leads to the accumulation of social capital.

The networks of relationships that Women's Initiative and Working Capital have catalyzed, both within and between programs, build social capital in important ways. The trust building that intraprogram relationships accomplish and the alteration of norms that interprogram relationships accomplish motivate the creation of networks that build social capital. These changes are not sufficient to turn poor communities around, but they are important first steps.  相似文献

ABSTRACT

This article presents the development and validation of a psychometric scale for assessing public sector inter-agency trust. The instrument is grounded in contemporary trust theory and methodologically adapted from a measure developed for private sector alliances. Tested using four discrete studies of governance networks, each addressing transboundary environmental issues such as climate change and fisheries, the scale exhibits reasonably valid psychometric properties while also enabling visualized analysis of networked trust distributions. Based on this work, we outline further research needs with a view to stimulating greater trust research in governance networks and facilitating more collaborative and innovative policy outcomes in the public sector.  相似文献

Abstract

In analyses of the sources of social trust, it has been found that voluntary organizations have no effect upon it. Such analyses have overlooked the role of civil society organizations as intermediary structures between the citizen and the state. This article explores how organizations, linked together in corporatist networks, help generate trust. Two mechanisms for this are pointed out. First, in societies with strong corporatist networks conflicts between employers and employees are perceived as less strong than in societies with weak corporatist networks. Second, as societies with strong corporatist networks also are more egalitarian, conflicts between rich and poor are also perceived as less pronounced than in societies with weak corporatist networks. This analysis provides definite indications that the perception of conflicts between workers and managers, and the perception of conflicts between rich and poor are intermediary variables between corporatism and social trust, and thus supports the hypothesis that voluntary organizations, through corporatist networks of negotiation and coordination, contribute to the growth of social trust.  相似文献

Abstract

In most studies of social capital, bridging social capital is emphasized as ‘good’ for democracy and economic performance. It is rarer to find studies showing that bonding social capital can bring positive effects. Mostly, bonding social capital is either overlooked or depicted as the ‘villain’ that leads to ethnic conflict, intolerant behaviour and poor economic and democratic development. In this article, it is argued that this picture needs to be revised. If we assume that bonding trust is a negative force for development and democracy, we ignore a substantial portion of the political history of the West. Also, new empirical evidence from India suggests that bonding social capital is related to good governance. High levels of bonding trust cannot only facilitate political cooperation. They may also work as a shield against public sector employees who attempt to exploit citizens in a corrupt or clientelistic manner. The conclusion drawn in the article is that the view of social capital as a prime mover with inherent normatively attractive qualities should give way to a perspective where social capital is more properly regarded as an intermediate variable where the way it is combined with, or interacts with, other factors determines outcomes.  相似文献

Abstract

Momentous events in Western democracies have brought renewed attention to how various aspects of government-controlled policy outputs and outcomes affect citizens’ trust in politics. Unlike most previous research, this study uses individual-level panel data to test the link between government performance evaluations and political trust. Moreover, it gauges performance in more policy areas than previous research, including key aspects of government-controlled social services as well as a wide range of economic risks. The study finds that evaluations of government performance affect political trust but that the evidence is stronger for evaluations of social protection than for economic risks. Crucially, the analysis suggests that the relationship between performance evaluations and distrust is reciprocal. The relationship may be described as a ‘downbound spiral’ where dissatisfied groups develop distrust, which in turn makes for a more pessimistic interpretation of economic risks and welfare state performance.  相似文献

In this study, we address the issue of whether trust enhances institutional quality. Despite accumulated research on the topic, comparative studies examining whether such a relationship holds across different regions are rare. Consequently, in this study, we focus on the heterogeneous effect of trust on the protection of property rights worldwide. According to our research, in Western democracies, owing to relatively effective legal systems, trust facilitates cooperation among citizens in utilizing public means to collectively secure properties. In contrast, in other parts of the world, owing to less effective legal systems, citizens with high levels of trust, who presumably have access to many social resources, utilize private means such as informal networks, for protecting property rights. Our empirical analysis of time-series cross-sectional data, and individual-level survey data yields evidence supporting the aforementioned assertion. Moreover, we find suggestive evidence of a causal mechanism linking trust and institutional quality.

The lion's share of comparative research on corruption, good governance, and quality of government (QoG) has been cross‐country. However, a growing body of literature has begun to explore within‐country variations observed at the subnational level regarding corruption and social trust. The existence of such variations implies that state‐level institutions are not capable of telling the entire story and that quality of subnational‐level institutions might be important determinants of within‐country variations regarding, for instance, trust. This article delves into the Swedish case, an egalitarian country that scores high in international indices on lack of corruption and social trust; hence, a “least likely case” of subnational variations in both QoG and trust. Using two unique data sets, we find variations in both municipal QoG and social trust. In line with theory, we find that “local QoG” is associated with individual levels of community trust. This finding—in a low‐corrupt, high‐trust egalitarian society—strengthens the universality of the QoG‐perspective.  相似文献

ABSTRACT

In the middle of 2003, disagreement over the safety of the oral polio vaccine pitted ordinary citizens and community leaders in the predominantly Muslim north of Nigeria against the World Health Organization, the United Nations Children's Fund and Nigeria's federal authorities. During the crisis that ensued, five northern states (Niger, Bauchi, Kano, Zamfara and Kaduna) banned the use of the controversial vaccine on children in their respective domains. Underpinning Obadare's paper is the assumption that the immunization crisis is best understood after considering developments in the broader politico-religious contexts, both local and global. Thus, he locates the controversy as a whole against the background of the deepening interface between health and politics. He suggests that the crisis is best seen as emanating from a dearth of trust in social intercourse between ordinary citizens and the Nigerian state on the one hand, and between the same citizens and international health agencies and pharmaceutical companies on the other. The analysis of trust is historically embedded in order to illuminate the dynamics of relations among the identified actors.  相似文献

Abstract

According to mainstream economic theory the contractual relationship between borrower and lender is characterized by asymmetry of information regarding the project to be financed. It is assumed that trust among credit participants is constructed individually as they collect and assess requisite information. In contrast, this paper argues that trust and information among credit participants have compelling social constituents that depend on economic function and social context. More specifically, the paper shows that financial institutions transform trust into a social and objective relationship. The capitalist credit system comprises a set of institutions that construct trust socially by using increasingly general information. Nonetheless, the foundation of credit-related trust is the ability to repay money. Hence the moral content of credit is thin, giving rise to fraud and deception.  相似文献

Previous research has extensively analyzed the role, and indicated the importance, of network management for the functioning and performance of public or governance networks. In this article, we focus on the influence of boundary spanning actors in such networks—an aspect less examined in the governance network literature. Boundary spanners are considered to be important for governance network performance. Building on the literature, we expect a mediating role of trust in this relationship. To empirically test these relationships, we conducted survey research (N = 141) among project managers involved in urban governance networks: networks around complex urban projects that include the organizations involved in the governance process (the formulation of policies, decision making, and implementation) in these complex projects. We found a strong positive relationship between the presence of boundary spanners and trust and governance network performance. The results indicate a partially mediating role of trust in this relationship. Furthermore, we found that these boundary spanners originated mainly from private and societal organizations, and less from governmental organizations.  相似文献

In the last decade considerable research in social sciences has focused on interpersonal trust, treating it as a remedy for most maladies modern democracies suffer from. Yet, if others act dishonestly, trust is turned into gullibility, thus mechanisms linking interpersonal trust with institutional success refer implicitly to honesty and civic morality. This paper investigates the roots of civic morality. It applies hierarchical models to data from 38 countries, and tests the individual, community and structural explanatory factors. The results of the analysis point to the relevance of an institutional dimension, both in the form of individuals’ perceptions as well as the quality of governance: confidence in political institutions and their objective quality are the strongest predictors of civic morality. At the same time, the findings show that the recently popular claims about the importance of social capital for citizens’ moral standards are largely unfounded.

Abstract

Two separate literatures suggest that corruption and social trust, respectively, are related to economic growth, although the strengths of the relationships, and the direction of causality, are still debated. This paper reviews these literatures and evaluates the evidence for causal effects of corruption and trust on economic growth, and discusses how corruption and trust are interrelated. The reviews show that absence of corruption and high levels of social trust foster economic growth. The literatures also indicate that corruption has a causal effect on social trust, while the opposite effect is more uncertain. The conclusion offers the suggestion that fighting corruption may yield a “double dividend”, as reduced corruption is likely to have both direct and indirect effects on growth.  相似文献

The purpose of this research is to uncover the dynamic structure of an interorganizational emergency management network after a disaster. This research tests two hypothesized network structures: interdependent risk and independent risk. While the former illustrates the importance of trust and information redundancy in coordinating and aligning emergency preparedness and response, the latter captures the tendency for local actors to seek dominant partners to bridge crucial information across the region. A stochastic actor‐based model with a forward selection strategy is used to analyze the structural effects of endogenous networks and the effects of exogenous community attributes on interorganizational ties. Based on the data sets collected before and after the 2012 typhoons in South Korea, the results support the interdependent risk hypothesis, suggesting that an interorganizational network structure tends to evolve into the notion of shared collaboration risk.  相似文献

Abstract

Using data from the European Values Study, this article examines the mechanisms through which social capital facilitates volunteering in Nordic countries. Three specific mechanisms are examined as drivers of volunteering: Generalized trust, subjective well-being, and religious activity. We find that trust bridges social capital and that people volunteer more as their level of generalized and institutional trust increases. Our results also indicate that individuals with higher levels of well-being and those who attend religious services regularly are more likely to volunteer.  相似文献

ABSTRACT

There is a large amount of literature and research on network management activities. This article explores the role of network managers in governance networks. It fits into the discussion of managerial activities and their outcome. This article discusses and analyses the results of a survey that was conducted in 2006–2007 among those involved in environmental projects in the Netherlands (323 respondents, 111 of whom were managers of these projects). The respondents were asked questions about their background, trust, project characteristics, network management activities, and outcomes (both process and content outcomes). This article uses the data collected on network managers to study some of their background characteristics, the management activities they use, and project outcomes. The research shows that more experienced managers achieve good outcomes (trust and substantive outcome). However, the most important insight gained from this research is that network managers who employ a large number of management activities in the management of their network achieve good outcomes.  相似文献

Abstract

There is no lack of studies that point at discomforting trends in community life and citizens' social and political involvement in contemporary society. According to various indicators, Americans have become increasingly disconnected from their families, friends, neighbours and associations, leading to a decline of civic community and social trust and to more individual unhappiness. Similar developments are supposed to take place elsewhere. In this article we use data from the European and World Values Studies to address, for North America and Western Europe, (1) trends regarding voluntary associations, social trust, political involvement and happiness in the 1981–2000 period; (2) changing patterns and types of involvement in associations; and (3) macro and micro relationships between this involvement and political involvement, social trust and happiness. We find no general decline in these traits, no trend towards more passive membership, and only mixed evidence for positive connections between involvement, trust and happiness.  相似文献

Abstract

This research addressed two main research questions: (1) Is constructive performance feedback positively related to perceived fairness of performance appraisal? (2) Does trust in supervisors mediate the relationship between constructive performance feedback and the perception of a performance appraisal as being fair? Using the 2018 Federal Employee Viewpoint Survey dataset, we employed the structural equation model to analyze the relationship. Findings revealed that constructive performance feedback and trust in supervisors were positively and significantly associated with perceived fairness of performance appraisal. Further, trust in supervisors partially mediated the relationship between constructive performance feedback and perceived fairness of performance appraisal.  相似文献

Abstract

This paper addresses the question of how Track 2 international policy networks contribute to economic security. If we accept a neoclassical economic interpretation that economic security is best achieved by trade and capital liberalization, then Track 2, or non-formal research and policy networks, are able to help enhance economic security by providing Track 1 or the formal, inter-governmental organizations with novel ideas and approaches on how best to advance regional economic liberalization. As well as providing institutional memories for regional cooperation, Track 2 networks also serve as test-beds for new ideas in emerging issue areas. This was clear in the aftermath of the Asian financial crisis when a number of Track 2 networks grappled with the inter-linkages between economics and security as well as provided expertise on how states can best cope with globalised financial markets and the free flow of capital. By discussing each of the Track 2 networks and how they respectively interact with Track 1 processes, the paper provides a detailed account of the regional governance architecture in the Asia-Pacific region more broadly, and its contribution to economic security.  相似文献

This article examines community effects on social trust in Norwegian communities. The large research literature on social trust agrees that community effects are important, but disagree about which aspects of communities influence social trust. The main current disagreement concerns the relative importance of ethnic diversity and socio-economic factors, such as income inequality within communities and differences in socio-economic standing between communities. We test the competing propositions on a Norwegian dataset consisting of 99 communities and 6,166 survey respondents within those communities arguing that it is particularly interesting to look at the relationship between diversity and social trust in the setting of a wealthy universalist welfare state. It is to our knowledge the first dataset that allows a hierarchical analysis of the determinants of social trust in the Norwegian context. The results of our models show that economic inequality, within and between communities, has a direct negative effect on social trust, but that it is not possible to separate the effects of ethnic diversity and level of unemployment. This study thus lends support to the body of research that first and foremost emphasizes the role of economic inequality in accounts of community differences and social trust.  相似文献
