What impact does violence have on ethnic identity? Do acts of violence tend to create greater segmentation and “hardening” of identities among ethnic groups? In this article, we empirically assess the claim that violence inevitably leads to the hardening of ethnic identity (which we operationalize as expressions of ethnic particularism over a national identity). Using survey data from Kenya covering the period 2005–2008, integrated with geocoded data on conflict events in Kenya during that period, and employing multilevel logistic regression analysis, we do not find support for the contention that ethnic identity hardens inevitably as the result of violence. Rather, our findings suggest support for a more nuanced view of the effects of violence on ethnic identity.  相似文献

This article focuses on the role of gender in boundary-drawing practices, in the construction of identities and in the discursive construction and depiction of the “body politic” in the War on Terror. It argues that the evocation of “liberated Western women” and “oppressed Muslim” women in narratives on the War on Terror has been useful in the project of casting the United States as a beacon of civilisation and in constructing, reinforcing and reproducing a polarity between the West and the Islamic world. The War on Terror has also generated narratives about male protectors and the female protected; narratives that are also central to boundary-drawing processes. The final section of the article focuses on “dissident stories” that have challenged dominant meanings and dominant constructions of identity and boundaries, and unsettled simplistic and dichotomous characterisations of “good” and “evil” in the War on Terror.  相似文献

This article explores what strategies rebels use to prepare their ethnic community for negotiated peace. Proposed strategies are distilled from relevant theory and systematically investigated in case analyses of peace negotiations in Sri Lanka, Indonesian Aceh, and Senegal. The empirical findings indicate that although a coercive military capacity underpinned claims to ethnic representation, coercion did not dominate during the prenegotiation phase. During negotiations, noncoercive persuasion, as well as collective and selective incentives, clearly dominated. Moreover, the most important measures were internal to the negotiating rebel group. The successful rebel negotiator appeared to “mobilize in reverse” by initially targeting the core of military leaders followed by competitor groups and constituents. The article systematically examines across cases what measures rebel negotiators have used to “ripen” their own community, how these measures have been sequenced, and against whom they have been directed. The findings have important implications for the concepts of ripeness and prenegotiation and their requirements. The study underscores in particular the relevance of rebels' nonviolent commitment signals, something that has been largely overlooked in the research on nonstate armed actors. The policy implications suggest the possible benefits of third‐party assistance to efforts to promote communication, public outreach, and procedural transparency on the nonstate side in connection with peace talks.  相似文献

This article analyzes how the construction of a national ideology in Bangladesh has been achieved through a style of majoritarianism based on “positional dominance.” This has resulted in the construction of a national identity that is based on a particular form of Bengali identity that subsumes and indeed delegitimizes other claims to identity within the state, including claims made by indigenous communities to their own distinctive, place-based identity. Although a formal peace treaty has been signed, peace remains elusive due to the cultural hegemony of Bengalis over the indigenous peoples in the name of the supremacy of the national state.  相似文献

Despite the significant level of cultural diversity that exists in contemporary Europe as a consequence of immigration and diaspora, state policies on multiculturalism in several countries have not kept pace with the complex and dynamic processes created by these pluralising social forces and realities. This has given rise to exclusionary contexts that have led to feelings of alienation by immigrant communities. In Britain, the violent street confrontations in Bradford in 2001 and the London bombings of 2005 both epitomised, as well as were outcomes of, the British nation state’s failure to foster dialogue and a sense of inclusion among these communities. Foregrounding the extent of the grievances and frustrations prevalent in British society, these social disturbances have also contributed to renewed debates on issues of national identity, belonging, and multiculturalism. More importantly, these clashes, involving mostly the second-generation British Asian Muslim community, have brought to the fore the dissonance between assumptions of belonging underlying “state multiculturalism”, which moves to fix and stabilise identities, and those that inform the complex processes of identification and constructions of the “third space” of belonging by racialised minority communities. Focusing on Britain, this paper’s central hypothesis is that official multiculturalism has failed to take into account the fluid and heterogeneous frames in and through which second-generation British Asians ground their cultural and political identities and demands. As many of the nation states in Europe are today, like Britain, multiethnic in composition with expanding Asian communities, how successfully or not Britain modifies its integration policies with respect to the presence of minorities of immigrant origin has enormous implications not only for Europe but also for Asia and Asia–Europe relations.  相似文献

ABSTRACT

Security governance practices are contingent on the imagination of future threats. The “war on terror” has produced a very narrow imagination of threats, almost singularly focused on suspect communities that are Arab, Muslim, or perceived to be Middle Eastern. Discussing how immigration practices in Canada have been influenced by counter-terrorism trends, we argue that “terror identities” are mutable and highly racialised imaginaries that cast indelible marks of suspicion on subjects who are deemed as security threats. Examining the case of a journalist deemed inadmissible to Canada because of her “membership” in the Palestinian Liberation Organisation (PLO), we argue that terror identities impose authoritative control over the status and lived experiences of individuals who are cast through these racialised labelling practices. Focussing on the shifting characterisation of the PLO by Canadian officials as both political interlocutor and terrorist organisation, our purpose is to highlight how racialised imaginations of terror identities enact punitive and discriminatory practices.  相似文献

This paper examines the ideology of the Nicaraguan Sandinista National Liberation Front (FSLN) through an evaluation of official declarations, published objectives and analyses, stated objectives, and programs pursued. Since its seizure of power in 1979, the FSLN's efforts to “Leninize” the country have occurred gradually and often have been camouflaged. For example, the FSLN has promoted a ‘'people's church” to capitalize on the strong Nicaraguan religious sentiment while extending countrol over public life and undermining the official church. The paper describes the Sandinistas’ use of “magnet” and “salami” tactics to attract useful collaborators and restrict the influence of rival political organizations. While the FSLN ostensibly has tolerated other parties’ participation in the National Assembly, the Sandinistas in reality have required support for FSLN programs and have increased their own numbers in the assembly and gained control of the top positions in all state institutions, ministries, and the executive and legislative branches of government. Organizational changes have been geared toward centralization and hierarchization. As a result, the Nicaraguan state has been fully subordinated to the FSLN. Although the Sandinistas officially espouse a “mixed” economy with some room for a private agricultural sector as well as token political opposition, the author concludes that they are likely to continue on their course of increasing centralized control of virtually all aspects of public life, Leninizing of political structures, extending and consolidating the party's powers, and creating socialized economic patterns.  相似文献

Centripetal approaches to ethnic conflict management seek to promote inter-ethnic accommodation and moderation by making politicians dependent on the electoral support of groups other than their own base. There is an ongoing debate about the utility of such approaches, including which kinds of electoral systems can best promote moderate and centrist politics in deeply divided societies. Neglected in this debate, however, has been the experience of ethnically diverse established democracies utilizing centripetal electoral models. This article examines historical evidence from Australia, and recent natural experiments with subnational electoral reform in the United States, which lend support to centripetal claims that preferential, “ranked choice” or “instant runoff” voting can encourage electoral moderation and address political polarization.  相似文献

This article contributes to debates that aim to go beyond the “democratization” and “post-democratization” paradigms to understand change and continuity in Arab politics. In tune with calls to focus on the actualities of political dynamics, the article shows that the literatures on State Formation and Contentious Politics provide useful theoretical tools to understand change/continuity in Arab politics. It does so by examining the impact of the latest Arab uprisings on state formation trajectories in Iraq and Syria. The uprisings have aggravated a process of regime erosion – which originated in post-colonial state-building attempts – by mobilizing sectarian and ethnic identities and exposing the counties to geo-political rivalries and intervention, giving rise to trans-border movements, such as ISIS. The resulting state fragmentation has obstructed democratic transition in Syria and constrained its consolidation in Iraq.  相似文献

Consociationalism is often proposed for societies deeply divided along ethnic lines, yet its recommendation remains contentious. Critics argue that it has a low rate of adoption, results in political immobilism, and entrenches the divisions it seeks to alleviate. Overlooked in much of the criticism, however, is the distinction between liberal and corporate forms of consociationalism, alternatively premised on the self-determination or predetermination of the ethnic groups involved in power-sharing. The article considers whether the critiques apply equally to both versions. Corporate consociation freezes a particular inter-group configuration in time, leading to drawn-out executive formation and, in some cases, to a cementing of divisions. However, liberal consociation runs into its own difficulties: consociational settlements are generally negotiated at the very point at which group identities are most politically salient and divisive. Under these conditions, groups are unlikely to settle for anything other than a guarantee of their share in power, thus making liberal consociationalism less likely to be adopted in negotiated settlements. The article also considers the factors enhancing the adoption of liberal consociational rules.  相似文献

With the accelerating process of globalization and the development of its technological dimension, more and more opportunities and channels are available to the terrorist groups in the world to mobilize resources and advocates. “Islamic State of Iraq and Sham” (ISIS), as the most modern terrorist-excommunicative group (Takfiry), has been able to utilize the Internet and social networks highly adeptly. While ignoring the function of long-term structural and essential factors underlying the formation of ISIS, and also combining the networked society theory and triple forms of identities proposed by Manuel Castells with theoretical discussions on identity making, networking, and mobilization of media, the current article seeks to analyze the role of cyberspace and social networks as accelerating and opportunistic agents in mobilizing resources and disseminating ISIS. Using an explanatory analytical research method, the current article mainly intends to find a reply to the question: What has been the role of online social networks in connection with ISIS as an excommunicative and terrorist group? According to the research hypothesis, due to ISIS’s subtle, prevocational-emotional and targeted utilization of online social networks, the networks have played the role of an accelerator and opportunity maker in some areas including network building, guidance of public opinion, identity making, and the promotion of project identity of this terrorist group. The general conclusion obtained from the article is that ISIS, as the most terrifying and the most modern group equipped with cyber media, has been able to attract many forces out of fanatical religious groups, unemployed people, criminals, etc., worldwide. Additionally, with the recruitment of fanatics, ISIS has been able to accomplish identity making and network building. Karnataka Rajya Raitha Sangha (KRRS), a farmers’ movement, and a member of La Via Campesina, has been encouraging zero-budget natural farming in Karnataka, India, within the framework of food sovereignty and agro-ecology. Using the experiences of KRRS, this article addresses the question of the extent of pluralism within the discourse of food sovereignty. Focusing on the interplay of local and global practices, discourses and identities, the article throws light upon contradictions and negotiations between “necessary abstractions” and “particularisms”, spaces and places of resistance and implications it may have on struggles at both local and global levels.  相似文献

Abstract

If colonial Africa was governed through ‘indirect rule’ or ‘decentralised despotism’ (Mamdani 1996:8), its legacy remains surprisingly intact post independence. If the notion of the tribe lay at the heart of indirect rule and was effected by institutional segregation, such identities were discursively produced and sustained by being constantly flagged through a range of institutional structures in order to produce ‘willing subjects’ (Foucault 1977). The media has increasingly played a central role in flagging such identities as well as those that contest them, notably a civil identity.

This article examines how ethnic identity continues to be discursively deployed in opposition to democratic governance by focusing on one incident, namely the choice of the Swazi monarch‘s twelfth bride at the annual Reed Dance and its contestation by the bride's mother. The Times of Swaziland covered this dispute and provides an interesting case study. The analysis identifies how the contestations between customary and human rights discourses in this one African location are variously deployed and negotiated by the social actors in this instance, and it teases out the contradictions and tensions between them.  相似文献

This exploratory paper attempts to extend the boundaries of research on the "smallness" of polities. It introduces the concept of "small peoples," a term coined by Czech author Milan Kundera to denote communities that lack a "sense of an eternal past and future." The paper posits "small peoples" as ethnic communities characterized by prolonged and deep-rooted uncertainty regarding their own existence. I argue that in modern times, "small peoples" doubt the validity of their past-based ethnic identity and the viability of their future-driven national polity . Empirically, I analyze two distinct "small peoples"—Israeli Jews and French Canadians (Québécois)—and argue that while the former have been more concerned with the future survival of their polity, the latter have been more concerned with insecurity about their identity. The paper suggests that a focus on communities and their intersubjective processes can enrich the study of states and their objective state.  相似文献
