Abstract

This article examines the effect of the financial crisis and economic intervention by the European Union on political parties’ politicisation of the EU within national elections. Data from the Manifesto Project for elections between 2002 and 2017 in 12 Eurozone countries is used to assess how the crisis and intervention altered the saliency, position and clarity of parties’ EU policies. The analysis shows that the crisis only led to an increase in EU saliency in those states not subjected to intervention whilst intervention is actually associated with a decrease in the saliency of the EU. In terms of increasing Euroscepticism, intervention appears to exhibit a greater effect than the crisis although the results display marked asymmetry between different parties on the left and right. The same is observed to be the case for the level of blurring that parties are engaged in to mask their EU positions. The implications of the findings suggest that economic intervention within the EU has negatively impacted democracy in intervened-in member states by reducing the manoeuvrability of parties to provide voters with clear choices on the direction of European integration.  相似文献

Abstract

Although China has avoided the direct attack of the Asian financial crisis, it has suffered secondary consequences leading to an economic slowdown. More importantly, the plight of its neighboring countries has driven home the urgency of financial reforms as China shares many of the problems at the root of the crisis in Thailand, Indonesia, Malaysia, and Korea. This article reviews the reform measures adopted by the Chinese government since the crisis. It analyzes the political dynamics of financial reforms in terms of state preferences and state capacities. In retrospect, the Asian financial crisis may well be seen as a turning point in reforming China's financial system.  相似文献

Abstract

Political scientists face problems when assessing a leader’s impact: how can we know that a policy outcome or institutional change is caused by leadership? This article argues that in addition to relying on comparisons and counterfactuals, we need to trace the causal mechanisms by which leadership affects outcomes. Therefore, the article proposes a way to trace leadership and applies it to two cases of EU crisis management: the European Central Bank’s role in announcing Outright Monetary Transactions in the eurozone crisis, and Germany’s role in shaping the EU’s response to the Ukraine crisis. Systematic process-tracing shows that both actors provided leadership ‘by default’. However, while the ECB had to combine the provision of knowledge with unilateral action in order to overcome the eurozone crisis, Germany could use manifold bargaining-based strategies and thus became the EU’s de facto agenda setter and main representative in managing the Ukraine crisis.  相似文献

This article looks at the legacy of ‘Berlusconism’ for Italian politics. On the right, we identify a process of fragmentation. As a result of the personalised leadership of Silvio Berlusconi, where loyalties and ties were to il cavaliere as an individual rather than to a party or a political tradition, there is little by way of legacy on the right. Surprisingly, we find that Berlusconi's greatest legacy lies on the left of Italian politics, in the figure of Matteo Renzi. In his savvy manipulation of the media and in the careful construction of his own image, accompanied by a non‐ideological set of political slogans, Renzi has gone even further than Berlusconi. As a result, he may be the one to final bury Italian ‘party government’ and all its associated traditions and ideals.  相似文献

Where some researchers have seen only a limited impact of Europeanisation on national party politics, others have added a separate European Union dimension to the pre‐existing economic left‐right dimension to model the national political space. This article examines the effects of the European crisis on the national political space across the EU utilising data from the 2014 European Election Survey. It analyses the effect of a country's economic development on the coherence between attitudes towards the EU and economic issues using multilevel regression. Strong evidence is found that in the Southern European debtor states economic and European issues are merging as a result of strong European interference in their economic policy. In the Northern European creditor states a second relevant dimension focuses on cultural issues. These results offer the next step in theorising Europeanisation.  相似文献

The symposium aims to analyse the politicisation of the European issue following the onset of the Eurozone crisis, in particular its impact on individual attitudes and voting both at the national and supranational level. By way of an introduction, we address the state of the art on the importance of the Eurozone crisis for EU politicisation, as well as outlining each article and its contribution. While our authors may sometimes focus on different dependent variables, they all speak to the question of whether the Great Recession made a lasting difference, and whether EU politicisation matters. Most articles are longitudinal, and test for changes due to the crisis (Dassonneville, Lewis- Beck and Jabbour; Ruiz-Rufino; Talving and Vasilopoulou; Jurado and Navarrete). But preoccupation with the Great Recession is also present in the articles assessing the political learning that unfolded from it (Ruiz-Rufino), or the ones which investigate whether EU effects can be detected during the post-crisis years (Talving and Vasilopoulou; Lobo and Pannico; Heyne and Lobo). Despite the diversity of approaches, and certain differences in findings, each article contributes to a major debate ongoing in the literature, especially three key debates which have arisen: the crisis’ impact on European party systems, economic voting, and the degree of legitimacy of democratic systems.  相似文献

Iceland's application for European Union (EU) membership in summer 2009 suggests that the country's political parties had reconsidered their longstanding scepticism towards European integration and opted for closer engagement with the EU after the financial crisis. Applying Moravcsik's liberal theory of preference formation, this article investigates the European policies of Iceland's political parties from 2007 to 2010, focusing on four related European issues which have been prominent in the Icelandic EU debate: an application to join the EU with no reservations; the unilateral adoption of the euro; the inclusion of a clause in the constitution allowing a transfer of sovereignty; and the holding of a referendum on an EU application. It analyses whether the economic crash actually led to a change in the political parties' economic preferences and to a subsequent reformulation and adaptation of their long‐term European policy goals and, if not, then how Iceland's decision to apply for EU membership is to be understood. The article concludes that the parties' European policies have remained remarkably stable despite the EU application. This indicates that Iceland's EU membership application can only be understood through a thorough examination of domestic politics, to which liberal intergovernmentalism pays insufficient attention.  相似文献

Abstract

Internally displaced persons (IDPs) crises provide a dramatic backdrop to government–nonprofit relations, as they tend to engage variegated actors at local, national, and international levels. Such crises reveal the composition, forms of engagement, roles, and relationships of the actors involved. The comparison of two crises along Israeli history, separated by years of changing welfare systems and social and political contexts, is an exceptional opportunity to examine government–nonprofit relations over time, and assess the impact of this relationship on IDP crisis management. This article compares two separate studies of IDP response, one in the Israeli War of Independence and one in the Second Lebanon War. The differences are analysed using models of government–nonprofit relations, and reflect the dynamic nature and complexity of these relations in IDP crises. Some conclusions concerning IDP crisis management are suggested.  相似文献

At the Italian parliamentary election of April 2008 the centre-right coalition, led by media tycoon Silvio Berlusconi, prevailed with 3.3 million votes over the centre-left coalition, led by Walter Veltroni, former mayor of Rome. This commentary analyzes the electoral results by looking at three factors which affected the vote: the institutional context, the electoral campaigns of both coalitions, and the voters’ behaviour. The article claims that the electoral outcome originated from an asymmetrical abstention of centre-left voters who did not turn out, and from a high-level of swing-voting which favoured the centre-right. It is argued that this election hardly signals a political realignment. Rather than value changes, valence politics and government performance are at the basis of the centre-right victory.   相似文献

Abstract

This article examines the political effects of the global economic recession on Greece in the period from 2010 up to the last weeks of the campaign period for the national elections of 6 May 2012. Our objectives are threefold. First we seek to contextualize its impact and show how the Greek party system departed from the nearly three decades of stability after 2009 and entered a period electoral fluidity and dealignment. Second we identify the demographic and structural characteristics of that dealignment process. Finally we interpret and compare the effect of the economic crisis and other issues on vote choice in the 2012 general election.  相似文献

Abstract

Some European Union member states’ financial regulators choose to make some of the data they routinely collect on individual banks publicly available. Others treat this data as confidential. What explains this difference? This paper considers the possible effects of crises, path-dependent legal institutions, and the design of deposit insurance schemes. At the national level, the paper focuses on contrasting German and Dutch cases. After the recent economic crisis, the Dutch released more data while the German authorities maintained strict confidentiality rules. The design of deposit insurance schemes provides a key reason why the level of secrecy varies, with the Dutch move from an ex post to an ex ante scheme where the government served as the ultimate backstop leading to questions about the accounts of individual banks while the German system favoured continued secrecy. The paper also describes the level of transparency at the EU level. Multilevel legal restrictions and bureaucratic capacity tilt EU banking union practices towards member states that treat financial supervisory data as confidential.  相似文献

This article focuses on two trends emerging through the eurozone crisis, both of which diminish the quality of democracy in the EU and its member states. Firstly, the crisis has led to an increased reliance on non-majoritarian institutions, such as the ECB, at the expense of democratic accountability. Secondly, the crisis has led to a new emphasis on coercive enforcement at the expense of the voluntary cooperation that previously characterised (and sustained) the EU as a community of law. Thus, the ECB’s (over-)empowerment is a synecdoche of a wider problem: The EU’s tendency to resort to technocratic governance in the face of challenges that require political contestation. In the absence of opportunities for democratic contestation, EU emergency governance – Integration through Crisis – oscillates between moments of heightened politicisation, in which ad hoc decisions are justified as necessary, and the (sometimes coercive) appeal to the depoliticised rule of rules.  相似文献

Abstract

Leadership studies research reveals that political leaders’ beliefs affect their political and policymaking behaviour, especially in times of crisis. Moreover, the level of flexibility of these beliefs influences the likelihood that groups of leaders come to collective decisions. Insight into when and why political leaders do, in fact, change their beliefs is sorely lacking. This paper uses fuzzy-set Qualitative Comparative Analysis (fsQCA) to examine the antecedents of belief changes among 12 European leaders, all working in the realm of economic policy. Its findings reveal how increases in unemployment and unsustainable debt, as well as different government ideologies and increases in Euroscepticism lead to economic belief changes. In so doing, this paper begins to open the ‘black box’ of when, why, and under what conditions leaders change their beliefs.  相似文献

Abstract

In the wake of the 2015/2016 migration crisis, EU policy-makers have urged returning more irregular migrants. In order to achieve this, the EU has adopted a series of non-binding documents for European administrations (such as the EU Return Handbook) and agreed on informal return deals with countries of migrants’ origin including Afghanistan. This article argues that the EU’s shift towards soft law has not altered the EU’s return policy in a profound way. Yet, it has managed to ‘convert’ EU return policy by emphasizing a particular interpretation of existing hard law (towards more restrictive practices and a stronger focus on ‘efficiency’). The soft law approach has also allowed policy-makers to signal action in times of crisis at lower legislative and sovereignty costs.  相似文献

Abstract

European leaders have struggled to find common responses to the polycrisis the EU is facing. This crisis of leadership makes it urgent that scholars provide a better understanding of the role and impact of leadership in EU politics and policy making. This article prepares the ground for a collection of contributions that addresses this need by strengthening old and building new bridges between the academic domains of European studies and leadership studies. It opens with a discussion of the contested concept of leadership in the context of the European polity and politics, challenging the conventional view that leadership is necessarily a matter of hierarchy. Moreover, it argues that rather than leaderless, the EU is an intensely ‘leaderful’ polity. Subsequently, this introduction identifies four key debates in contemporary EU leadership research and discusses the value and insights the contributions in this special issue bring to these debates.  相似文献

Abstract

This paper analyses Transatlantic Trade and Investment Partnership (TTIP) negotiations in order to assess how the move towards tighter economic integration within the EU?US strategic partnership impacts on legislative?executive relations in EU trade policy. The analysis examines the institutional, substantive and party political dimensions of national parliaments’ scrutiny of the Common Commercial Policy. Based on insights into both domestic and EU channels of parliamentary monitoring of TTIP negotiations, the paper argues that, although the government remains the central object of democratic control, the involvement of national parliaments in transatlantic trade extends to encompass the EU’s own transatlantic and trade policies. This is rooted in the legislatures’ legal capacity to constrain the executive in the negotiation, conclusion and, where applicable, ratification phases of EU trade agreements. It is argued that national parliamentary influence takes the shape of politicisation of the legitimacy of the expected policy outcomes of these agreements.  相似文献

Abstract

This article traces the institutional evolution of the Council Secretariat that plans and supports EU civilian peace operations. During the early days of the European Security and Defence Policy in the late 1990s competing political priorities of big EU member states and a dominance of military structures put civilian administrators at a significant disadvantage. Between 2003 and 2007, however, the rising number and complexity of civilian missions generated pressure for reform, which eventually led to the creation of a civilian headquarters. The historical analysis provides the basis for assessing the EU's current institutional capacities for civilian crisis management. While some administrative capacity deficits have been addressed, increased institutional formalization and further politically motivated reforms may increase tensions and hamper the accumulation of expertise.  相似文献

Abstract

This article analyses the influence that political parties exert upon citizens’ opinions about European Union issues. By measuring at the same time the content and source effects on political attitudes, the article considers the possibility that voters pay less attention to the arguments used in a political message than to its source. Results from an online survey experiment in Spain show that partisan voters use a heuristic model of processing when taking positions on an unfamiliar EU issue, even though the prevalence of the source effect is moderated by the respondent’s political sophistication and party attachment. The results also indicate that some respondents tend to pay less attention to a message’s content when the message comes from their preferred party. Such findings raise concerns about the possibility for EU issue voting to guarantee the accountability of political elites and party–voter linkages.  相似文献

This article argues that the EU and, above all, the eurozone are facing not one crisis – an economic and fiscal one – but three: an economic crisis, a crisis of institutions, and a crisis of demography. These crises are not simultaneous; they are overlapping and self-reinforcing, and there is a high degree of feedback across all three crises. Economically, the euro inflated economic growth and government revenue in the peripheral economies, giving those member states a false sense of their economic prospects. Institutionally, mechanisms were too weak at the EU level to prevent a dangerous escalation of asset (above all house) prices and too fragmented to confront the crisis through an immediate and decisive plan that would provide calm to the markets. Demographically, Europe’s economic and fiscal problems are and will increasingly be exacerbated by the continent’s demographic situation and its projected development, especially in southern Europe.  相似文献

Abstract

This introduction presents the conceptual and analytical framework which constitutes the background for the special issue entitled ‘Varieties of Populism in Europe in Times of Crises’. More specifically, this contribution investigates how different populist parties in the European Union have been affected by the recent economic crisis and the more long-lasting political and cultural crises. Analytically, the article disentangles the role of the Great Recession vis-à-vis other factors (such as political and party system factors, but also structural social changes or cultural opportunities) in the growing strength of populist parties in various European countries. It argues that although the economic crisis has without any doubt provided a specific ‘window of opportunity’ for the emergence of new political actors, which have capitalised on citizens’ discontent, long-lasting political factors – such as the increasing distrust toward political institutions and parties – and the more recent cultural crisis connected with migration issues have offered further fertile ground for the consolidation of populist parties in several European countries. Furthermore, as confirmed by the articles presented in the special issue, the various crises have offered differential opportunities for different types of populism – both inclusionary and exclusionary.  相似文献
