This paper compares and contrasts the conservative right in both the Czech Republic and Poland in its historical and contemporary contexts. It argues that the conservative right is strong in both these countries and that they share many similar political features. However, there are also numerous differences between the conservative right in these nations. The reasons for these dissimilarities can be found in the relative historical social-economic development of the Czech Republic compared with Poland. Related to this is the fact that Czech society is a largely secular one, while the Catholic Church retains a strong social position in Poland. However, the paper also argues that it is possible to observe a convergence between the secular and religious forms of conservatism existent in the Czech Republic and Poland and that this is most evident at the level of European Union politics.  相似文献

The article attempts to answer the question about the future of housing system in the Czech Republic. As other transition countries, the Czech Republic underwent the substantial reform of housing system leading to the change in tenure structure in favour of owner-occupied housing. The authors discuss the basis and implicit aspects of tenure reform. The change in tenure structure was more gradual than in most other transition countries and together with other specific conditions it gave the chance to rental housing becoming a real alternative to homeownership tenure in the future. Using the results from several attitude surveys and unique experiment, the authors tried to find out whether there is any chance of deviating from the path leading towards a housing system unilaterally based on homeownership tenure. The empirical results, however, show that people’s tenure preferences remain strongly skewed in favour of owner-occupation.  相似文献

The goal of this paper is to analyze the impact the EU has had on Czech women’s groups since the 1990s. Drawing on both Europeanization and social movement theories, the first section defines the theoretical framework of the paper. The second section is focused on the impact of changes in the funding of women’s groups which, since the end of the 1990s, have relied more than before on European funding. The third section analyzes the shift in the political context and the domestic political opportunity structure in the Czech Republic that has occurred in connection with the accession process. The fourth section analyzes transnational cooperation for which new opportunities have appeared with the EU’s eastward expansion. The paper concludes by summarizing its main findings.  相似文献

This article examines the implementation of EU environmental policy in the Czech Republic, focusing on the transposition and application of three key directives. It argues that, while the Czech Republic has had difficulty complying with EU environmental law since accession, overall its performance in this area does not conform to pessimistic scenarios of post-accession compliance. A key positive factor affecting the implementation of EU environmental policy in the Czech Republic, and a major reason for optimism about future Czech compliance with EU environmental law, is the active role of Czech environmental NGOs in the monitoring and enforcement of EU rules.  相似文献

Is it possible to imagine New Public Management without marketization? In Denmark the present liberal-conservative Government has, throughout its 10 years in power, designed and implemented more than 15 major management reforms in the public sector. Although most of the reforms are rhetorically firmly rooted in neo-liberal ideologies they have, in practice, promoted tools and mechanisms of the “traditional,” or Old, Public Management. Based on an empirical study of the reforms, we suggest that the notion of “pragmatic” New Public Management is introduced to enhance the current understanding of New Public Management in the Western industrialized societies.  相似文献

Natural disasters devastate economies as they impede capital accumulation. The resilience of labour markets is crucial for the poor who rely on labour to reduce risk. We evaluate how the 1998 ‘flood of the century’ affected wages in Bangladesh. We find short-term declines in agricultural and non-agricultural wages. Agricultural workers who moved towards non-agricultural employment to cope benefitted through a lower percentage reduction in short-term wages. Endowed with human capital, salaried workers were unable to mitigate income risk. Extending the eligibility of credit access or relief programmes may preserve local businesses and their employees in the years following a flood.  相似文献

Over many years now, the concept of “network” or “new governance” pervades the literature on public administration. It suggests a growing role for network-based governance downgrading both command-and-control bureaucracy and, if more implicitly, New Public Management (NPM). Challenging this reading, the article explores the relationship between network-based and (quasi-)market governance by investigating the policies of German health care insurance organizations, the so-called sickness funds, epitomizing the international movement towards focal agencies run at arm's length of Government. These policies reflect new forms of hybrid coordination in public service provision, leading into what can be coined disorganized governance and be characterized as a regime of hybrid coordination shaped by a nervous interplay of partnership-building and disruptive segregation, with important repercussions on the overall outcomes in the provision of health care.  相似文献

Abstract

It has become common to try and increase the effectiveness of microfinance programmes by adding supplementary services to the financial product. However, the added value accruing from this ‘credit-plus’ approach has been little analysed. We hypothesise that the extent of added value from credit-plus depends on the ability of the credit supplier to cultivate trust, or social capital, amongst clients. Applying difference-in-difference estimation, we exploit a natural experiment of two ‘credit-plus’ programmes in Mexico. The findings suggest that credit-plus is not universally effective, but that it is at its most effective, especially with low-income groups, where ‘bonding’ (within-group) social capital exists.  相似文献

This article constitutes the first study of the employer size wage effect for a Caribbean country, namely the Republic of Trinidad and Tobago. Using a rich micro-level data set we estimate the firm size wage premium in an empirical model of wage determination. Despite exploring a variety of theories, samples, estimation techniques and tests, we find that, consistent with the empirical literature, larger firms in Trinidad and Tobago pay higher wages than smaller firms, for equally productive workers.  相似文献

As international trade is vital to Thailand’s economy, the implementation of trade policy has always been at the center of the country’s public administration. Apart from the analysis of the macro-determinants of trade policy formulation, the factors affecting trade policy at a micro level is also equally important. This paper looks at factors influencing individuals’ perception of international trade policy. It uses questionnaire data, collected from Bangkok residents in 2017. The binary, logit and probit, models with marginal effects are employed for the estimation. The results indicate the significance of variables representing individuals’ knowledge and understanding of international trade policy as well as variables relating to individuals’ exposure to the new environment. The government, therefore, should make sure that accurate information is widely disseminated and reaches all stakeholders. People’s better understanding of trade policy should allow policy administration to be more efficient, producing maximum benefits for the country and its people.  相似文献

This paper describes two views on the economic effects of government budget deficits. According to the traditional view, deficits have a variety of adverse economic consequences. In particular, they cause domestic residents to save less and eventually to have a lower standard of living than would have occurred if the same level of government spending had been financed entirely with current taxes. A competing view, known as the Ricardian view, holds that the economy is little affected by whether a given level of government spending is financed entirely by current taxes or by some feasible combination of taxes and borrowing. Most of the empirical research on the economic consequences of deficits has failed to isolate the effects predicted by the traditional view. The paper also discusses why the conventional methods of measuring the government budget deficit are not the most economically meaningful ones.  相似文献

This article assesses the effect that leveraging civilian defense force militias has on the dynamics of violence in civil war. We argue that the delegation of security and combat roles to local civilians shifts the primary targets of insurgent violence toward civilians, in an attempt to deter future defections, and re-establish control over the local population. This argument is assessed through an analysis of the Sunni Awakening and ancillary Sons of Iraq paramilitary program. The results suggest that at least in the Al-Anbar province of Iraq, the utilization of the civilian population in counterinsurgent roles had significant implications for the targets of insurgent violence.  相似文献

This paper addresses the philosophical question whether the nation?Cstate will be entering a final phase of demise or whether it will continue to prosper within the framework of the era of regional blocs and globalization. In order to do so, we briefly put forward some theoretical premises in relation to the nation?Cstate and globalization and how they have affected each other. This discussion also draws from the recent experiences of the international economic crisis and how the EU reacted in relation to the serious economic crisis of Greece. We also assess the case of Cyprus within the framework of this discussion. The question raised in relation to Cyprus is whether there can be an integrated society that encourages a particular common value system and also respects the ethnic identity of citizens and communities. Ethiopia is one of the many countries in sub-Saharan Africa attempting to privatize various state-owned enterprises since 1994. This study examined public perceptions about Ethiopia's privatization policy and procedures. Results support the concerns over the public's inability to know about, be involved in and comment upon public policies affecting Ethiopia's future. Findings also support the literature that a privatization policy is effective only when institutional and technical capacities for proper implementation are in place. Further, findings raise questions about the efficacy of privatization in a national context where interests may be misrepresented.  相似文献

This study analyzes the renegotiations that take place between institutionalized public–private partnerships (PPPs) and their public clients drawing on survey data on the PPPs of the German Federal Armed Forces. Generally, both the party that initiates such renegotiations and the time at which renegotiations are launched determine the outcome of the PPP’s renegotiated remuneration. This effect is moderated by the degree of contract specificity and by a decrease in demand. Specifically, when the public client initiates the renegotiation of an incomplete contractual agreement due to a decrease in demand, it can successfully reduce the remuneration of the PPP.  相似文献

The transformation process from an authoritarian/totalitarian system entails many institutional changes, however, the individual citizen is often being overlooked in this chaotic, fast-paced process and his or her “transformation” into a democrat is taken for granted. The changing socio-political system and its exigencies may lead to nostalgia and social frustrations, which in turn cause democratic backsliding. In order to cultivate a democratic society and avoid future backsliding, the post-communist states quickly set out to reform their educational systems, both in form and substance. By reviewing the reform process of the Czech educational system and discussing the prevailing legacies left by the communist regime, the article will show that through the “destruction” of the former system and its de-monopolization, decentralization and de-ideologization, the state deliberately lost significant means and power to transform Czechs from “homo sovieticus” to “homo democraticus” and is now left with a dependence on the highly autonomous schools and their propensity to foster democratic generations that will uphold the democratic state in the future. This paradox is reminiscent of the so-called Böckenförde dilemma, claiming that the liberal democratic state “lives by prerequisites which it cannot guarantee itself”.  相似文献

Starting with the premise that the environmental management system is an integral part of the multidimensional socio-economic, cultural and political system of a country, a critical overview of the existing environmental management system in Macedonia was conducted as a case study in an attempt to identify and evaluate the key problems, challenges, and issues that hinder the transition of post-communist countries. The analysis revealed that the same barriers were present in the different systems of many post-communist counties. These barriers may be overcome only by creating indigenous well educated personnel who understand the specifics of their country.  相似文献
