We consider a rent-seeking contest of the kind introduced by Tullock (1980) in which two players compete for a monopoly rent. We extend the contest by requiring that if a player puts forward an effort, his expenditures must be larger than or equal to some minimum level. We show that, depending on the model parameters, the number of Nash equilibria of the extended model can be zero, one, two or four. Furthermore, it turns out that the extent of rent dissipation in a Nash equilibrium of the extended model can be larger than, equal to, or smaller than the extent of rent dissipation in the unique Nash equilibrium of the original model.  相似文献

This paper considers a form of the Tullock imperfectly discriminating rent-seeking game in which the contestants are uncertain about the value of a bias parameter in the probability of winning function. Beliefs about this unknown parameter are not constrained to be static; we consider two methods by which the players' prior beliefs on this parameter can be updated. First, we allow for information to emerge by considering the case in which the game is played twice, with the outcome of the first game known before the second begins. The identity of the winner of the first contest represents information which emerges endogenously that can be used to revise beliefs on the unknown bias parameter. Second, information can be produced outside of the model by an external agency; this gives rise to exogenous learning. We consider the consequences for rent-seeking in each of these two cases.  相似文献

The paper argues that admission requirements into public universities are best viewed as rent-seeking by several groups, in contrast to the conventional rationing rationale. The rents are principally nonfinancial for some of the groups. The paper concludes by showing why admission requirements are not set too high.Discussions with Joe Jadlow, Scott Turner and Larkin Warner, and comments by colleagues on an earlier version in our departmental Workshop helped clarify the issues. Murder of the population by the state has been common historically and in modern times. I estimate a demand function for state-sponsored murder and find that it obeys the law of demand. The main focus of the paper is estimation of the change in the growth path of economies that practice democide relative to those that do not. We consider a two-stage model of a Tullock rent-seeking contest where one new potential entrant makes his appearance. In the first stage each other player can contribute to bribe this new player to commit not to enter the contest. In the second stage we have the actual contest either with or without the new player. This paper examines the incentive and the consequences of using discriminatory pricing by a monopolist in a rent-seeking economy. It is shown that, even if all consumer groups' demands have identical elasticities at any given price, the monopolist has an incentive to charge a lower price to high pressure consumer groups so as to alleviate their rent-seeking efforts in challenging its monopolistic power. Furthermore, it is shown that by allowing the firm to price discriminate total welfare may increase, even if all rent-seeking expenditures are completely wasteful.  相似文献

The paper introduces a concept of “efficiency set” in the context of group decisions and analyses its properties. If the set contains a single element, then the Borda rule finds it. Otherwise, the group needs a value function to choose from the efficient alternatives. Two value functions, with considerations for the number of participants who are badly affected by the choice, have been discussed. It turns out that the consistency axiom of group choice imposes a constraint, on the form of the value function, with questionable normative significance.  相似文献

In this paper I present a formal analysis of rent-seeking games in which the players do not move simultaneously. I consider rent-seeking situations where the players are risk neutral and may value the prize differently. The subgame perfect equilibrium outcome in this Stackelberg game provides several surprising and interesting results. I extend the problem to deal with cases of incomplete information concerning the value a player has for the politically contestable rent.  相似文献

This paper shows that a policy that uniformly increases contestants’ effort costs can lead to an increase in total effort. In asymmetric settings, this “levels the playing field” and therefore encourages weaker players (who otherwise would have stayed out) to enter. Paradoxically, a contest designer whose only objective is to maximize total effort may thus wish to make rent-seeking “more difficult.” These results suggest that the often-lamented bureaucratic red tape might in fact be a rational response to the problem of attracting lobbyists to participate in a contest.  相似文献

This paper examines agent discretion that is a result of the structure of the legislative process. Based on several distributions of lawmaking powers, different games are analyzed in which players decide on regulatory policies. The analysis shows that agent discretion increases as lawmaking powers are differentiated and assigned to specialized players. Particularly, monopoly initiation power, which allows a player to act as a gatekeeper, has a substantial impact on discretion. Agent discretion will be even larger when these players also have heterogenous preferences. The framework that is developed in this paper permits comparisons across different political systems with regard to agent discretion and legislative control on policymaking.  相似文献

We consider delegation in a rent-seeking contest with two players, where delegates have more instruments at their disposal than the main players. We endogenize both the decision to hire a delegate and the contingent fee offered to the delegates. We characterize the situations when either no, one or two players hire a delegate in equilibrium. We show that the decision to hire a delegate depends in a non-monotonic way on the size of the contested prize.  相似文献

In Tullock's rent-seeking model, the probability a player wins the game depends on expenditures raised to the power R. We show that a symmetric mixed-strategy Nash equilibrium exists when R>2, and that overdissipation of rents does not arise in any Nash equilibrium. We derive a tight lower bound on the level of rent dissipation that arises in a symmetric equilibrium when the strategy space is discrete, and show that full rent dissipation occurs when the strategy space is continuous. Our results are shown to be consistent with recent experimental evidence on the dissipation of rents.  相似文献

Tax and expenditure limits or TELs are constitutional or statutory constraints on the fiscal powers of government. Since the taxpayer revolt beginning in the late 1970s, TELs have been introduced in twenty-three states. In recent years a number of studies attempting to test the impact of TELs have found little evidence that TELs significantly reduced the growth of state government. In this study we challenge the implicit Leviathan model that underlies most of these studies, and offer an alternative rent-seeking model. Econometric tests provide support for this rentseeking model, and indicate that TELs have been significant in reducing the growth of state government, at least in the short run. “... the very principle of constitutional government requires it to be assumed, that political power will be abused to promote the particular purpose of the holder; not because it always is so, but because such is the natural tendency of things, to guard against which is the especial use of free institutions”  相似文献
