Arthur Calwell was the major architect of Australia's successful post‐war migration program that laid the demographic, economic and cultural foundations of contemporary society. In public memory, however, Calwell is now mostly associated with the White Australia policy, which aimed to preserve Australia as a white, British‐Australian society by severely restricting Asian immigration. This article assesses Calwell's leadership of the immigration program, his impact and his legacy. It identifies three distinct, often irreconcilable leadership characteristics, defined in terms of him as “innovative policy‐maker’, “political broker” and “agitator”. This focus on leadership challenges the one‐dimensional view of Calwell that exists in Australian political historiography. It is also intended to extend our engagement with leadership studies and illuminate the role leadership plays in political decision‐making, especially sensitive portfolios like immigration.  相似文献

This article surveys some of the key contributions to the secondary literature on Australia's foreign and defence policy during Robert Gordon Menzies' two prime ministerships (1939–41, 1949–66), and seeks to identify Menzies' place in a "Liberal" and Liberal Party tradition through a reading of this work. Via a study of Menzies' imperialism, British race patriotism, nationalism, and attitudes towards Asia and the United States of America, it argues that the prime minister stands in an ambiguous relationship to the transformation that occurred in Australia's international orientation between the 1930s and 1960s. In the 1950s the Australian government's cold war foreign policy, and the political language that Menzies used in private and public to articulate it, were largely successful in balancing the competing claims of Britishness, Australianness and the newly-formed "American Alliance". By the early 1960s, however, his nostalgia for a dissolving imperial order was sufficiently pronounced that it contributed powerfully to a symbolic and rhetorical defeat for his side of politics, allowing Labor to claim the mantle of Australian foreign policy modernity.  相似文献

This article challenges the widely‐accepted view that Australia's strategic relationship with the USA during the period 1945–69 thwarted the full development of Australian nationhood and, in so doing, formed an obstacle to Australia's accommodation with its region. It argues that the most influential perspectives on the subject place too much emphasis on the 1940s as a watershed in Australian foreign policy history, exaggerate differences between Labor and conservative policies, fail to appreciate that the pursuit of Australian interests was central to Australian policy during this period, and exaggerate the limitations that ANZUS imposed upon Australian freedom of action. Not a thwarted nationalism but flawed understanding of the limitations and possibilities of the US alliance as a vehicle for Australian interests shaped Australian government policies during this period.  相似文献

In December 1967, Australian Prime Minister Harold Holt announced his Government's intention to establish an ambitious new Council for funding the visual and performing Arts in Australia. Holt had formed the view that Australian culture was fundamentally deficient— that urgent measures (and money) were needed to project a more distinctive, mature, and culturally sophisticated Australian image at home and abroad. His ambition was taken up by his successor, John Gorton, who set up the Australian Council for the Arts in 1968 and its stablemate, the Australian Film Development Corporation. This essay considers the rationale behind the new government schemes to promote national culture, and argues that these processes need to be understood in terms of the demise of British emblems of civic identity and belonging in the 1960s. It examines the dilemmas faced by those charged with the task of projecting a distinctive new face of Australian culture for a post-imperial age. While there was a broad consensus about the need for a "new nationalism" in cultural policy, there was little agreement as to what that policy should entail. The idea of "Australian content" proved notoriously difficult to pin down, and aroused scepticism as to whether Australia could ever live up to the aesthetic standards of "real nationhood"—a scepticism that was most vividly conveyed by Barry McKenzie's typically crass observation that "back in Oz now we've got culture up to our arseholes".  相似文献

Frederic Eggleston was a prominent public intellectual whose reflections on international relations constitute one of the most important records by an Australian liberal thinker during the first half of twentieth century. Eggleston wrote extensively, and hopefully, about the capacity of international organisations to discipline the behaviour of nation-states; but his hopes were tempered in his writing also about the descent to wars, including the early Cold War period in which his support for American foreign policy grew stronger. His liberal outlook was also informed by his sense of Australia's Britishness, Australia's location in the Pacific, and Australia's future relations with Asian countries.  相似文献

In his influential account of modern nationalism, Benedict Anderson emphasises the role of the press in creating a sense of "imagined community". But the nation's identity is also constituted through the performances of representative nationals for an international audience. The visits of Australia's political leaders to London and Washington are carefully stage-crafted events, designed to elicit, or at least create an impression of, a favourable reception by its "great and powerful friends". This essay examines the international debuts of several Australian political leaders from Alfred Deakin (1887) and Robert Menzies (1935) to Bob Hawke and John Howard. It focuses especially on the interplay between the leaders' private and public selves; how they have crafted their public appearances and utterances to capture the attention of the desired international audience, and how their performances have been seen by the audience that, in the last resort, mattered most to them, the Australian one.  相似文献

Percy Spender's pioneering work as External Affairs Minister is often held up as a significant contribution to Liberal policy-making and Australian foreign policy more generally. A closer look at his life and thinking illuminates some of the factors behind his policy-making. Some of the more prominent, shaping factors can be organised under the headings of his overseas travels before becoming External Affairs Minister at the end of 1949; his sense that the mid-twentieth period was one in which Asia suddenly played a big role; and his determination that Australians should be proactive in their relations in their region, rather than merely reactive in foreign policy.  相似文献

In 1932 the Lyons UAP government suspended the operations of the Commonwealth parliament's public accounts committee, allegedly as an economy measure. The role of public accounts committees is, in principle, that of a non‐partisan reviewer of the public finances, but in this case the committee had diverged from its charter and become involved in politics and policy. Twenty years later, the Menzies government resurrected the committee. A crucial figure in its re‐establishment was F.A. Bland, variously a professor of public administration, member for Warringah in the House of Representatives, and a significant public intellectual from the 1920s to the 1960s. Today Bland is almost forgotten but the role the re‐established committee played in its early days was largely a reflection of his interests and commitments.  相似文献

Historiography on the Australian political and diplomatic role in the Allied Occupation of Japan (1945–1952) gives disproportionate attention to the meetings between the Australian Minister for External Affairs, H.V. Evatt, and the Supreme Commander for the Allied Powers in Japan (SCAP), General Douglas MacArthur, in Tokyo during 1947. These meetings are then linked to the subsequent resignation from the Allied Council for Japan (ACJ) of William Macmahon Ball, an Australian academic representing the British Commonwealth, and used to justify the claim that Australian policy towards Occupied Japan was unpredictable and ad hoc. This attention to Ball's resignation has distorted analysis of Australia's role in, and policies towards, Japan during the Occupation. This article argues that there is a need to develop a new historical discourse for the Australian role in the Occupation, one that moves beyond the intrigues of personalities and investigates diplomatic policy practice and its underlying ideals. This, in turn, may encourage other scholars to rethink the wider conduct and practice of foreign policy under the Labor governments of the 1940s.  相似文献

H.V. Evatt's foreign policy has attracted considerable historical attention, but his response as Australian External Affairs Minister to Commonwealth constitutional issues remains neglected. Evatt sought to retain India in the Commonwealth in 1948–49, but he insisted that India ought to recognise the king's prerogatives in its constitutional arrangements. He had developed his defence of the monarchy and its place in the empire in his writings of the inter-war years, and sought to apply these ideas in his Commonwealth diplomacy of the late 1940s. Evatt's failure to have these ideas accepted resulted from his attempt to impose an ideal of the relationship between the monarchy and the Commonwealth, derived from his understanding of the evolution of constitutional relations between the United Kingdom and the old dominions, to the very different context of Asian postwar decolonisation.  相似文献

Now largely forgotten, Edgar George Holt (1904–1988) was a leading journalist and public relations officer in the middle decades of twentieth–century Australia. This article examines his prominent journalistic career in the 1930s and 1940s, his presidency of the Australian Journalists' Association, and his work as the Liberal Party of Australia's public relations officer from 1950 to the early 1970s. The article explores the evolution of his cultural and political views, considering how a literary aesthete and poet came to be at the forefront of the 1944 newspaper strike and then an important player in Australian conservative machine politics and the emerging industry of political public relations.  相似文献

Gough Whitlam's father was one of Australia's most significant public servants. Deputy Crown Solicitor and Crown Solicitor at a time of great constitutional and international change, Frederick Whitlam maintained an unusually advanced perspective on the use of international instruments to protect rights and to expand powers of nationhood. Gough Whitlam's war‐time experiences in the Air Force, in particular during the referendum campaign to expand Commonwealth Powers to aid post‐war reconstruction, cemented these aspects as central to his developing notions of democratic citizenship. In his 1973 Sir Robert Garran Memorial lecture, fourteen years after his father had delivered the inaugural oration, Gough Whitlam acknowledged the influence of his father as a “great public servant” committed to public service and the developing institutions of internationalism: “I am Australia's first Prime Minister with that particular background”. This paper explores “that particular background”. I have never wavered from my fundamental belief that until the national government became involved in great matters like schools and cities, this nation would never fulfil its real capabilities. 1 1 E.G. Aboriginal Australian public intellectual Noel Pearson has gained prominence and influence for his brand of policy reform in Indigenous affairs by drawing upon the capabilities approach. This article challenges the coherence of Pearson's position, arguing that his unrelenting focus on personal responsibility leads him to conflate different elements within capabilities thinking. Pearson 1) mistakes social capabilities (to which people are entitled) for human potential to be unfolded, and 2) casts and prescribes personal responsibility as a type of latent capability. The latter a) inverts the capabilities approach wherein phenomena such as personal responsibility arise as an effect of the realization of latent capabilities rather than serving as latent capabilities themselves, and b) is at odds with the liberal basis of the capabilities approach that rejects imposing “good” ways of life on people. This is illustrated through reference to Pearson's advocacy of Direct Instruction teaching and engagement with the “real economy”. The paper recognizes Pearson's contribution to the policy debate and that the problems he highlights are real, but argues that the remedial approaches adopted are problematic, including in terms of Pearson's stated stance against assimilationist policy agendas.  相似文献

This article reviews Japan's strategic options and policy initiatives under Prime Minister Abe, taking into consideration strategic changes in the region; chiefly a rising China and a United States approaching geopolitical retreat, and the policy implications of these developments. Mr Abe's announced goal is to restore Japan to its once great power status, and thus far success is proving elusive.

MAIN ARGUMENT

Hurdles in Mr Abe's path include the differing perceptions between Japan and its neighbours regarding Japan's history, and the deeply entrenched nature of these differences pose a significant barrier. A related aspect is the territorial disputes. A second task is to be a “normal” nation, that is exercising greater independence in security matters and matters of economic policy, and here differences arise with Japan's main ally, the United States. Furthermore Mr Abe also needs to convince the Japanese public as well as Japan's prospective allies about his views regarding Japan's security role in the region. A third task is to increase Japan's economic weight by turning around the Japanese economy from its existing stasis to sustained, robust growth.

POLICY IMPLICATIONS

Mr Abe is making urgent policy efforts in all directions and the rather uneven outcome experienced thus far has not deterred him, thus creating uncertainty for Japan, and enhancing the feeling of insecurity in the region. The ostensible policy choice facing Mr Abe now is to either persist with his existing policies, hence entrenching the increasing tensions in the region, or to accept a rapidly rising China and formulate policies more accommodative of that development.  相似文献

The plight of Soviet Jewry emerged as a major issue for World Jewry after the Second World War. Both Israel and Jewish Diaspora communities campaigned to give Soviet Jews either freedom of religion or the right to emigrate. The 1960s saw the promotion of the latter, with the slogan “Let My People Go”. Whilst geographically isolated and only being a medium power, the Australian government played a key role, with Australian politicians at times acting against the advice of the public service. The politicians were swayed by idealism, whereas department officials pursued a pragmatic, realist approach, being only concerned with what they saw as Australia's core foreign policy interests.  相似文献

This article identifies the specific concept of “nation” that informed John Howard's politics from his time as Liberal Party leader in the second half of the 1980s to the final years of his 1996–2007 prime ministership. It compares and contrasts the constitutive, procedural and multicultural models of nation to show Howard's continuing commitment to a constitutive understanding of the Australian nation. He endeavoured to give this understanding expression at the policy level by explicitly moving against the multicultural concept of nation that had informed Australian policy from the late 1970s. The Citizenship Test, introduced in his final year of office, is presented as the final move in this departure from multiculturalism.  相似文献

This paper examines the interplay between the life and ideas of a Catalan anarchist and autodidact, Salvador Torrents, who migrated to Australia in 1915. Until his death in 1951, Torrents, from his isolated farm in North Queensland, contributed regular commentaries and articles in libertarian newspapers in Spain, France and the United States. With the exception of the years of the Spanish civil war, Torrents remained outside mainstream Australian labour politics. Like many non-English speaking immigrants, a lack of the language was an obstacle to participation. As well, as an anarchist, Torrents considered political parties and electoral politics a waste of time in achieving social and political change. Instead he propounded, and practised, the transformative powers of self-education and the revolutionary role of the autodidact in fomenting radical change. His ideas had been forged in the turbulent politics of Catalonia in the first decades of the century. In Australia he continued to apply the same analysis in what he perceived as the similar context which Southern European immigrants confronted in North Queensland. Although invisible on the Australian Left, Torrents functioned as a left wing intellectual, contributing to a particular public discourse, which took place in a space that was separated from the mainstream Australian Left by language and different radical traditions.  相似文献

This article uses international archival sources to examine Australian policy on the problem of Rhodesian independence during the 1960s. It demonstrates that until November 1965 the Australian government led by Sir Robert Menzies followed a finely balanced policy that was broadly supportive of Britain but also sympathetic to the Rhodesian Front. However, the Australian response to Rhodesia's Unilateral Declaration of Independence (UDI) revealed increasing bureaucratic conflict in Australian policy‐making and exposed the limits of Australian support for Britain in dealing with the international consequences of the UDI. Analysis of Australia's decision to not attend the Lagos Conference in January 1966 demonstrates the Menzies government's anxiety about the implications of racial issues for Australian domestic and foreign policies. This suggests that historians should pay more attention to the significance of Africa in Australian foreign relations during the Menzies era.  相似文献

This paper questions the traditional view of the Australian‐American relationship: that Australian dependency entailed unequivocal support for American foreign policy. It uses a particular Cold War event — the Cuban Missile Crisis — to examine the extent to which the reaction of the Australian government conformed to the general perception of immediate and absolute endorsement of the Kennedy administration's position. The paper will argue that the actual response of the Menzies government, as distinct from its public pronouncements, was constrained rather than unconditional, considered rather than reflexive, and shaped by strategic calculations of Australian interests.  相似文献
