Abstract

How do governmental housing policies affect the ability of young people to exit the parental home? This paper makes three claims. First and most important, governments that create accessible and liquid mortgage markets make it easier for young people to launch from the parental home. Second, even in those countries with more liquid housing markets, younger generations today still have an increasingly difficult time realising their preferences compared to prior generations. Third, increasing income and wealth inequality interacts with housing markets to create this uneven playing field both within and across generations. This paper examines these relationships in 20 high-income OECD countries. Fewer adult children live in the parental home in countries with deep mortgage markets, high levels of social rented housing, tax relief for ownership, low buyers' transaction costs and high residential mobility. These countries cut across the traditional housing regime typologies, highlighting the need for additional housing-specific theory building.  相似文献

Abstract

A recent World Bank policy statement on housing advocates the reform of government policies, institutions, and regulations to enable housing markets to work more efficiently. The policy statement identifies several instruments that governments can use to address housing market constraints, and to improve the performance of the housing sector as a whole, while paying particular attention to the needs of the poor.

In recent years, the government of Mexico has employed many of the enabling instruments described in the World Bank's housing policy statement. This article reviews the role of housing in the Mexican economy and the major reforms that the Mexican government has implemented to improve the operation of the housing market so that private lenders and home builders can play an expanded role in addressing the country's housing needs. The World Bank has supported the government's reform program, and since 1985 it has lent more than $1.2 billion to Mexico for low‐income housing projects.  相似文献

Abstract

The global financial crisis has ushered in a major housing crisis in many European countries. The paper seeks to shed light on why, despite massive housing crises, there are few policy efforts at tackling it. Probing into the policy paradigms that have informed housing policies, the paper demonstrates a shift towards housing as an asset before the crisis. Increasingly, housing policies have become interwoven with financial markets. This has led to a major policy mismatch after the crisis: while the return of the ‘housing question’ would have required renewed efforts at establishing housing as a social right, de facto policy makers sought to stabilise financial markets. The result is a paradoxical outcome, where neoliberal market-driven programmes are embedded in increased dependence on family wealth. The article demonstrates the shift from housing as asset to housing as patrimony in three different varieties of residential regimes, represented by Ireland, Denmark and Hungary.  相似文献

Abstract

While numbers are important, a substantial part of the disagreement concerning the number of homeless people and their characteristics derives from differing defi‐nitionsof homelessness. However, there is a consensus on basic needs to proceed with social policies that address homelessness, with the aim of ending it. Housing assistance is essential to ending homelessness and will need to be provided, at least in the short run, to all homeless and at‐risk households to enable them to obtain decent housing. The attrition in the number of unsubsidized low‐rent units and the loss of the single‐room occupancy(SRO) stock have been major causes of homelessness in the 1980s. Permanent housing must be coupled with other services to address the additional, nonhousing problems of a substantial portion of homeless people. The federal plan to end homelessness offers promise of developing a viable, coherent set of programs and policies, particularly if mainstream programs are improved and made accessible to homeless people. But carrying out a meaningful plan to end homelessness will require both committed and sustained political leadership and substantial increases in funding.  相似文献

Abstract

What are the most effective ways to provide low‐income housing to those left behind in new economy housing markets? Do winners and losers in high‐tech competition require federal housing strategies geared to metropolitan differences? This article examines 45 large metropolitan areas grouped along a high‐tech spectrum to see who is dis‐advantaged and to deduce effective local low‐income housing strategies from market characteristics.

Finding affordable housing was, on average, more difficult for low‐income renters and owners in high‐tech economies in the 1990s. Nonetheless, high‐tech metropolitan economies, like other local/regional markets, vary greatly. Sharp differences among and within metropolitan markets make it essential that federal strategies allow local policies to respond to local conditions. To most effectively provide low‐income housing to those left behind in all markets, federal policy should target sufficient resources to severe housing needs through many more vouchers and programs that permit and encourage effective local choices.  相似文献

Abstract

The current transformation of public and assisted housing reflects the legacy of the Gautreaux case, which created the first mobility and scattered‐site programs. Mixed‐income and dispersal strategies now dominate federal housing policy, although their focus has shifted. Drawing on evidence from two preliminary studies of public housing transformation in Chicago, we argue that these new strategies seem to offer benefits for distressed public housing communities but also involve risks for the most vulnerable current tenants. Increased screening and/or the need to compete with private market tenants may force these families out of the assisted housing market.

Addressing the complex needs of the most troubled public housing tenants will call for a more comprehensive solution. The intent of the Gautreaux case was to increase opportunity and enhance quality of life for public housing tenants; policy makers should take steps to ensure that current programs reflect these fundamental goals.  相似文献

Abstract

Preservation of the federally assisted low‐income housing stock is a critical issue in housing policy for the 1990s. Most of the low‐income housing initiatives that emerged over the last decade at the local and state levels were in response to changing economies and housing markets, to shifts in composition of the low‐income population, and to cutbacks in federal housing assistance as well as potential losses in the federally assisted housing inventory. The expansion of housing initiatives at state and local levels has critical ramifications for federal housing policy. It is a challenge to the federal government, which has not undergone a similar dramatic change in housing assistance policies. A number of areas of a new “federal partnership” need to be explored.  相似文献

Abstract

Social capital has many faces in the geography of urban opportunity, and as such, particular housing policies might have positive effects on some forms of social capital and negative effects on others. The author defines social support and social leverage as two key dimensions of social capital that can be accessed by individuals. A sample of 132 low‐income African‐American and Latino adolescents is used to examine the early impacts of a Yonkers, NY, housing mobility program on social capital.1

Overall, program participants (’movers’) appear to be no more cut off from social support than a control group of “stayer” youth. On the other hand, movers are also no more likely to report access to good sources of job information or school advice— to leverage that might enhance opportunity. Adding just one steadily employed adult to an adolescent's circle of significant ties has dramatic effects on perceived access to such leverage.  相似文献

Abstract

The frail elderly have special multidimensional housing needs beyond affordability, including shelter that is more adaptive to reduced function and offers supportive services. Suitable housing for this population comprises three policy areas—housing, health care, and social services. In a federal system, development and implementation of policies in these areas involves participation of several levels of government and the nongovernmental sector. This paper uses federalism as a conceptual framework to examine and compare these policy areas in Canada and the United States.

In both countries, general national housing policies—relying heavily on the nongovernmental sector and characterized by joint federal‐provincial programs in Canada and by important local government roles and age‐specific programs in the United States‐have benefited the elderly. The effects of such policies on the frail elderly, however, have been less positive because of the general lack of essential human services and, to a lesser degree, health care that enables them to live outside institutions. This is especially true in the United States, where health care policy is fragmented and is dominated by a private insurance system, partial federal financing of health insurance for the elderly, and tense federal‐state relations in financing health care for the poor. Although Canadian policies and programs operate autonomously and more uniformly within a national health plan, neither country has a universal, comprehensive long‐term care system. Geographically diverse patterns of social services, funded by grants to states and provinces and the nonprofit sector, are common to both countries. However, the United States has inadequately funded age‐specific programs and has relied on a growing commercial service provision. Housing outcomes for frail elders are moving in the right direction in both countries; however, Canada seems to be better positioned, largely because of its health care system. As increased decentralization continues to characterize the three policy areas that affect suitable housing for frail elders, the United States can learn from Canada's negotiated federalism approach to more uniform solutions to merging housing and long‐term care.  相似文献

Abstract

As the U.S. Department of Housing and Urban Development refines the new Consolidated Plans, which replace the Comprehensive Housing Affordability Strategies, it should examine Britain's experience with local housing plans. Case studies of four best‐practice cities—Glasgow, Dundee, Birmingham, and York—highlight the value of these plans in assessing the success of cities in their new “enabler” role.

Five key lessons for American cities emerge from this article. First, these plans can serve multiple roles beyond bids to central government. Second, local housing plans should address market‐rate as well as below‐market‐rate housing issues. Third, American housing plans should use a wider range of data sources than census information alone and should incorporate housing market analyses dealing with specific areas and population groups. Fourth, the stress on implementation and strategy in British plans should be emulated. Finally, aspects of Britain's competitive bidding system should be considered for implementation.  相似文献

Abstract

Housing quality and affordability are growing concerns in rural areas, particularly in regions affected by economic restructuring and population decline. This article uses data from the U.S. Department of Housing and Urban Development to assess changes in the characteristics of nonmetropolitan public housing residents in the Great Plains between 1977 and 1996.

Results indicate that public housing occupants were younger and more racially diverse in 1996 than in 1977. Also, a larger proportion received welfare benefits in addition to housing supplements. (In 1977, few households received both types of assistance.) Regression models reveal a significant positive relationship between changes in county population, unemployment rates, and economic designation and minority representation in public housing. Implications include the need for flexible measures that meet the changing needs of subsidized households. The characteristics of these households in the Great Plains region indicate the need for both region‐specific and coordinated housing and welfare policies.  相似文献

ABSTRACT

The arrival of migrants on Italian coasts following the so-called Arab Spring in 2011 has led to a multiplication of housing struggles. These struggles are widespread across the country and focus on the occupation of abandoned buildings and their transformation into collective housing spaces to provide an alternative to the formal reception system. This article will focus on the housing struggles in Rome, as the place with the highest number of occupations and the longest tradition of campaigns for the right to housing of migrants in the country. These struggles are the outcome of the encounter of recently arrived migrants with local solidarity movements and build on existing occupation movements and housing struggles. The article explores how the mobilizations over the right to housing intersect with issues such as the social appropriation of urban commons, the regeneration from below of unused areas, freedom of movement, and the contestation of Italian government policies on the relocation of migrants and refugees. The paper argues that housing struggles not only appropriate and regenerate urban commons, but also challenge the reception governance of migration and the policies of border control.  相似文献

Abstract

Since the early 1980s, an increasing number of initiatives have been introduced to link housing programs and policies with efforts designed to promote family economic self‐sufficiency. This article reviews a set of programs that have worked to manipulate various components of the housing bundle to improve the economic well‐being of acutely poor families. They include programs that modify the characteristics and services available in the local community, alter families’ residential location, provide incentives and opportunities for homeownership, and link the provision of housing subsidies to increasing local capacity for service delivery.

This article suggests that the centrality of housing in fostering or impeding economic mobility makes it a key element in dealing with acute poverty and part of a creative strategy for intervening in the dynamics of poverty. Several important areas need to be taken into account when evaluating current policy; and multiyear evaluations will be necessary to determine the success of these programs.  相似文献

Abstract

This article analyzes the extent to which systematic spatial variations in opportunities in metropolitan areas provide a persuasive rationale for three current strategies for stimulating the development of urban communities: enterprise zone programs, community development financial institutions, and community development corporations. It examines whether the strategies are appropriately designed to respond to serious deficiencies in opportunities in distressed inner cities and reviews available evidence about their efficacy in addressing those deficiencies.

A review of the literature reveals that poor inner‐city neighborhoods, particularly communities of color, have unequal access to opportunities in numerous areas, including employment, credit and financial services, housing, neighborhood shopping, and social networks and services that provide access to information and resources. The limited best‐case evidence indicates that the three strategies vary greatly in their ability to address these inequalities.  相似文献

Abstract

America has the resources to guarantee everyone a right to decent, affordable housing, making real the now 50‐year‐old congressionally promulgated National Housing Goal. The issue is one of values—constantly expanding notions of social, civil, and economic rights—and can only be won through political struggle, as has been true historically of all rights expansions.

The costs of not attaining this right, to those suffering from substandard housing conditions and unaffordable costs as well as to society as a whole, should be acknowledged and offset against the increased government outlays required to attain this goal. Ways in which some housing rights now exist are identified as a basis for wider expansion to a true right to decent, affordable housing.  相似文献

Abstract

American philanthropy has historically sought to address the nation's housing crisis, especially among the poor. This article compares private philanthropy's response to the housing crisis in two important eras of economic transformation: the period between the Civil War and World War I (the Progressive Era), when the United States was undergoing large‐scale urbanization and industrialization, and the period from the 1980s through today, when the United States became integrated in a global economy and confronted the shock of deindustrialization, widening economic disparities, and deepening urban decay.

Following the historical review, the article focuses briefly on the current housing crisis and the dilemmas that private foundations and nonprofit organizations face in trying to develop a coherent strategy to address the problem. It closes with a proposal for a partnership between private foundations and housing organizations that can address the need to change both public opinion and public policy toward housing.  相似文献

ABSTRACT

In participatory budgeting (PB), residents instead of public officials decide how public money is spent. PB may reveal that residents prioritize different investments than public officials, which could lead to more socially just spending. However, little research has examined whether and how PB shifts spending priorities. This study leverages publicly available records on New York City council districts’ capital project allocations over ten years (2009 through 2018), comparing spending within and across PB and non-PB districts. Multi-level regression models show that, on average, when council districts adopted PB, greater proportions of their discretionary capital budgets were allocated to schools, streets and traffic improvements, and public housing. PB was associated with decreases in spending on parks and recreation projects and housing preservation and development projects. The article shows that priorities shift when residents are directly involved in budgeting. Implications for equity and community well-being, and directions for future research are discussed.  相似文献

Abstract

Many are looking to California and its state housing law for advice on how to deal with the affordability challenges affecting many metropolitan areas throughout the nation. It is thus critically important to go beyond the laws themselves and examine how state and municipal governance structure affects affordability, supply, and production. Some states give broad freedom to localities to develop policies that can potentially meet a range of goals and objectives. Others directly undermine those efforts by limiting local ability to pursue policy reforms while simultaneously failing to engage on the state level.

The redefinition of federalism on the national level, coupled with continued resistance to growth from some localities, establishes the state as at least an equal partner in dealing with housing supply and affordability issues. Understanding these distinctions is important, and the housing community needs to take them into account as it moves on the state front.  相似文献

Abstract

This paper examines policy and programmatic options for the desegregation of low‐income public housing. Desegregation is a strategy for relocating public housing residents or units to communities that offer a better quality of life. This paper considers the likelihood of achieving desegregation, given the factors that created segregation, by exploring the role of past and present policies and programs in producing segregation and the effects of efforts to ameliorate it.

The major finding is that public housing segregation is firmly entrenched in many major cities, and attempts to reverse it have produced marginal changes. Although the federal government has ceased to play a major role in perpetuating racial segregation, it has not taken a strong, consistent, and clear stand on desegregation policy. Some innovative desegregation programs with promising outcomes are currently under way, but it is unlikely that public housing segregation will be abated in the future.  相似文献
