Influenced by Amartya Sen, over the last decade, The World Bank has allocated nearly US$80 billion to local participatory development projects targeting poverty, improved public service delivery, and strengthened social cohesion and government accountability. But the success of these programs is hindered by both endogenous local factors and flawed program design and implementation. Two especially important local obstacles are (1) entrenched interests of political agents, civil bureaucrats, and non-governmental organizations (NGOs) with either incentives to resist or capabilities to appropriate program resources, and (2) poverty and illiteracy, as the poor and illiterate participate less and benefit less from participatory projects than do the wealthier, more educated, and more connected. After reviewing hundreds of participatory projects, three lessons are clear for program planning. First, contextual factors like inequality, history, geography, and political systems (among others) are important. Second, communities do not necessarily have a ready stock of ‘social capital’ to mobilize. Third, induced participatory interventions work best when supported by a responsive state – donors cannot substitute for a non-functional state, and successful programs combine enlightened state action from above with social mobilization from below. Future participatory development projects would benefit substantially from revised planning and considerably more attention paid to evaluation and monitoring. Project managers have historically paid little attention to context, monitoring, or evaluation, in part because The World Bank’s operational policies did not provide incentives to do so. Donor agencies should also exercise greater patience and allow for flexible, long-term engagement to facilitate contextual and programmatic learning, including learning from failure.  相似文献

Can grassroots government succeed on its own without state involvement? By comparing approaches in two metropolitan governments—neighborhood councils in Los Angeles and resident committees in Shanghai—Bin Chen of the City University of New York at Baruch College, Terry L. Cooper of the University of Southern California, and Rong Sun of Shanghai Tongji University underscore the need to understand the interrelationships among the political and administrative structures where these specific reforms are implemented. Their analysis points out that the efficacy of a government-initiated civic engagement program depends on a balanced combination of state involvement and community self-organization.  相似文献

There is strong evidence that land use regulations constrain housing production. We know less about how real estate developers respond to specific zoning provisions. I compare the characteristics of new multifamily housing with baseline land use regulations in two sets of rail station areas in Los Angeles. I supplement this building-scale analysis with expert interviews. I find that developers were most sensitive to density restrictions and parking requirements. The average development in the Vermont/Western area had 112% of the maximum allowable residential density and 94% of the minimum required parking. Koreatown’s average development had 99% of the maximum density and 88% of the required parking. But, there was variation by area and whether a building was affordable or market rate, apartment or condominium, and by development size. Additionally, regulatory implementation can matter as much as the written regulations themselves. I recommend that cities take an evidence-based approach to reforming regulations and implementation processes.  相似文献

As environmental regulations increase, industry associations play a growing role in representing their respective members. This role has been documented in many industrialized countries but less so in emerging economies. In this study, we investigate the level of corporate environmentalism exhibited by member firms of two industry associations operating in Trinidad and Tobago. Using a two-stage Heckman regression that corrects for the endogeneity introduced by self-selection bias in the evaluation of voluntary choices, our findings indicate that firms that are members of the foreign-originated American Chamber of Commerce of Trinidad and Tobago appear to show stronger corporate environmentalism than those belonging to the locally formed Chamber of Commerce. Enhanced institutional pressures from these respective industry associations, peers and competitors within associations, access and exposure to best practices, networking opportunities and service bundling may explain these differences. These results suggest that environmental policy makers in emerging economies may be able to leverage foreign-originated industry associations to promote stronger corporate environmentalism. Policy makers may need to consider how to encourage local chambers to emulate the some of the institutional conditions of foreign-originated ones.  相似文献

Race-based remedies often are justified by evidence of prior discrimination. They work when they benefit groups previously disadvantaged. This article examines one such remedy—minority business set-asides—and its application in the award of public procurement and construction contracts by the state of New Jersey. Analyzed are contract awards to minority and non-minority/non-women-owned business enterprises in 1990, as well as in periods before, during, and after the imposition of a state minority set-aside program. Using a conventional decomposition approach, the article reveals significant discriminatory gaps in the success of minority- versus non-minority-owned firms in obtaining contracts from the state of New Jersey. The analysis suggests that minority contracting success rates fell from the pre-set-aside era to the set-aside era and that discriminatory outcomes persisted. The particular remedy chosen—while justified based on evidence of prior discrimination—appears not to have reduced the original discrimination nor did it unambiguously benefit minority businesses.  相似文献

Both natural resource wealth and electoral system design are frequently investigated factors in the civil wars literature. So far, however, there is no well-known study which explicitly considers the interaction effect between these two factors on the risk of violent ethnic conflict. We argue that resource-rich countries with a proportional electoral system for the legislature are less prone to ethnic civil war than resource-rich countries with a majoritarian or mixed electoral system, as proportional electoral systems tend to increase the effective number of parliamentary parties and thus the number of groups who can share state control over resource wealth. We find empirical support for this argument using binary time-series-cross-section analysis covering 83 to 140 countries between 1984 and 2007.  相似文献

The Clean Development Mechanism (CDM), established by the Kyoto protocol, can generate substantial rents for project participants via the sale of Certified Emission Reductions. For this reason, supposedly technical decisions about the approval of CDM methodologies and about the registration of projects may be driven by benefits to specific countries or interest groups. Our econometric analysis of data for about 250 methodologies and about 1000 projects discussed by the CDM Executive Board (EB) so far, suggests that indeed, along with formal quality criteria, political-economic variables determine the final EB decision.  相似文献

A controversial U.S. Supreme Court decision in Kelo v. City of New London (2005) which did not limit the use of state's eminent domain powers, led to an unprecedented legislative reaction by almost all 50 states. Of all, New York State stands out as one of the single states not to respond with a legislative amendment. In this study, I ask whether the state's predation was greater in the years following these legal and political developments, in light of the freedom which was granted to local politicians by both the Supreme Court and the state's legislators. The article hypothesizes that contrary to common perceptions, judicial decisions impact local government actions even when no limits on the use of powers are being posed. I use rigorous statistics and scrupulously defined data to expand scholarly understanding of the aftermath of the judicial decision in Kelo. The main finding is that the decision has in fact affected political behavior, but in the opposite direction than commonly expected: politicians in New York City acted consistently with public opinion, which was hostile too Kelo, not by changing the law, but by changing their practice. Studying all known taking exercises in New York City between 1991 and 2019, the paper finds no increase in the number of development projects involving condemnations after 2005. In fact, the probability of a taking for economic development or urban renewal dropped by 90%. The use of eminent domain for such projects declined even when both state and federal courts refrain from interposing any actual limit on its use. The paper lends qualified support to an alternative assertion that takings decisions by government officials are largely shaped by planning and political needs and that officials are sensitive to revealed public preferences even when there is no constitutional or legal impediment on their exercise of power.  相似文献

Using data on national parliamentary election outcomes in 32 OECD countries from 1975 to 2013, we investigate the importance of economic voting. We focus on the relevance of income inequality which has resurfaced to the forefront of public debate since the last global economic downturn. Additionally, we examine whether the degree of economic voting varies with the political orientation of the incumbent government. Finally, we check whether the Great Recession of 2008–2009 alters the degree to which voters hold the incumbent government, specifically left parties, responsible for poor economic performance and rising inequality. We find that economic growth is the most robust variable for economic voting, before and after the Great Recession. The vote share for left-leaning parties declines when income inequality rises during normal economic times. However, voters are more likely to vote for left-wing incumbents if domestic income inequality and unemployment rate rose during the Great Recession.  相似文献

Neighborhood social organization theorists argue that the race-violence relationship is a spurious artifact of the differential exposure of Blacks to the community conditions that foster violence. The subculture of violence theory, in contrast, argues that values legitimizing violence are internalized, and therefore continue to influence behavior regardless of the contextual environment. In statistical terms, the former view implies an interaction between race and community contexts, while the latter does not. As a means to shed light on this debate, I test for interactions between race and structural disadvantage using data on New York City neighborhoods within a pooled 1980–1990 time series framework. The results show that the race-violence relationship varies significantly with structural contexts; it is, therefore, difficult to attribute the results solely to a subculture of violence indigenous to the Black community. Rather, the analysis demonstrates that as disadvantage and race become ecologically concentrated, so does race and violence.  相似文献

Might there be a downside to citizen engagement with elections? The tendency for citizens who supported a winning candidate or party to be more supportive of the democratic system and more trusting of government than supporters of the losers has been well documented. I test the extent to which individual-level investment in a presidential election campaign amplifies effects of winning or losing using the online component of the 2008 NAES to track the same individuals' from pre-election to post-election. The analysis provides strong evidence of amplifying effects of investment on the relationship between winning or losing and perceptions of electoral legitimacy. Certain types of investment—policy agreement and participation—appear to hold significant implications only for losers and not winners.  相似文献

Rights-based approaches (RBAs) are increasingly gaining favour among practitioners in the field of natural resource conservation and management. RBAs are a non-binding operational framework through which conservation actors can integrate human rights standards and principles into the design, planning, implementation, monitoring, and evaluation of projects and programmes. In addition to promoting the human rights of local populations, it is also argued that RBAs may hold benefits for conservation initiatives. This article draws on existing research on the social psychology of procedural fairness to develop a relational account of how and whether RBAs may enhance levels of legitimacy and cooperation in conservation. This relational account stresses the importance of fair experiences for generating positive feelings of legitimacy and associated cooperative behaviour among individuals interacting with organisations or authorities. On the whole, this article suggests that if RBAs can ensure respect for the human rights of local populations, they have the potential to engender fair experiences and related positive institutional effects, thereby significantly strengthening the overall effectiveness of conservation initiatives.  相似文献

Community‐based organisations (CBOs) play a key role in Malawi's multi‐sector programme for responding to the HIV/AIDS pandemic. In this programme they are funded in a demand‐driven manner—which means that only those areas that apply for funds to CBO services are blessed with programme benefits. This paper argues that this funding mechanism is not conducive to either distributing CBO services to areas most in need or enhancing downward accountability. Because areas most in need of services generally also lacked the capacity to attract project funding, the programme did not reach them. Instead, it tended to reach those areas with the greatest capacity to attract funding, though not necessarily the greatest need for it. Furthermore, those CBOs that were funded were unable to facilitate collective action in their communities because of elite capture of decision making. The programme, however, was relatively responsive to the communities' thematic demands. Thus, all in all, the elites were relatively more successful in representing the communities' wishes than in caring for all geographical areas in their constituencies. Do electoral pressures provide an explanation for why governments offer pacts to unions and employers rather than acting through legislation when faced with the need to pass potentially unpopular reforms to welfare policies, wages, and labour markets? This article addresses that question by analysing whether governments’ pursuit of pacts affects their vote share and increases the probability that they gain re-election for 16 West European countries between 1980 and 2012. It is found that the presence of social pacts has a significant and positive effect on incumbents’ vote shares at the next election and also results in a higher probability of re-election. These results are conditioned by government type: While all types of governments benefit electorally from pacts, the electoral penalties from the pursuit of unilateral legislation on policy reforms harm single-party majorities the most, minority governments moderately, and coalition majorities the least.  相似文献

During the years immediately following the American Revolution, it was common for Southern elites to express concerns about the morality or long-term viability of slavery. It is unclear, however, whether such expressions of anti-slavery sentiment were genuine, especially given the failure of so many slave owners to emancipate their slaves. In this paper, we show that there was a change in elite rhetoric about slavery, initiated by Whig politicians in the mid-1830s seeking a campaign issue in the South, in which anti-slavery rhetoric became linked to attempts by abolitionists to foment slave unrest, making anti-slavery an unsustainable position for the region’s politicians. Before that development, we contend that some planters believed that slavery might some day be abolished. After it, those concerns largely went away. We argue that the change in slave owners’ beliefs about the probability of abolition in the mid-1830s should have been reflected in slave prices at auction and test that claim using evidence from the New Orleans auction market.  相似文献

Should materials aimed at increasing Latino voter turnout be in English or bilingual? Credible, theoretical arguments can be made both ways: bilingual materials may be more effective if signaling cultural awareness or less effective if seen as pandering. We tested these competing hypotheses with two rounds of randomized field experiments in New Jersey and Virginia in 2015, and North Carolina in 2016. While some GOTV experiments have used bilingual mailers, previous scholarship has not tested whether bilingual mailers are more effective than English-language materials. In the 2015 elections, both treatments increased turnout, and the monolingual English version was more effective at increasing turnout than the bilingual version. These results are replicated in the high salience 2016 election in North Carolina. These results indicate that further research is needed about bilingual communication across political and demographic contexts and about how household composition may condition the effects of bilingual communication.  相似文献
