The field of public management draws on a rich and varied trove of intellectual resources. Applying scholarship and imagination, its students can recognize, interpret, and predict the reality of managing governmental organizations with considerable acuity. If the field is to advance, however, researchers must do more than reverently assemble and digest practice wisdom. More emphasis must be placed on disciplined, theory-based inquiry.  相似文献

Abstract

Two approaches to identity have been employed to explore issues in Japan's international relations. One views identity as constituted by domestic norms and culture, and as constitutive of interests, which in turn cause behaviour. Proponents view Japan's ‘pacifist’ and ‘antimilitarist’ identity as inherently stable and likely to change only as a result of material factors. In the other approach, ‘Japan’ emerges and changes through processes of differentiation vis-à-vis ‘Others’. Neither ‘domestic’ nor ‘material’ factors can exist outside of such identity constructions. We argue that the second, relational, approach is more theoretically sound, but begs three questions. First, how can different identity constructions in relation to numerous Others be synthesised and understood comprehensively? Second, how can continuity and change be handled in the same relational framework? Third, what is the point of analysing identity in relational terms? This article addresses the first two questions by introducing an analytical framework consisting of three mutually interacting layers of identity construction. Based on the articles in this special issue, we argue that identity entrepreneurs and emotions are particularly likely to contribute to change within this model. We address the third question by stressing common ground with the first approach: identity enables and constrains behaviour. In the case of Japan, changes in identity construction highlighted by the articles in this special issue forebode a political agenda centred on strengthening Japan militarily.  相似文献

ABSTRACT

Almost since the end of World War II, transnational cooperation among political parties has been a common feature of European politics. This paper makes the case for studying transnational partisan cooperation in the European multilevel space, focusing in particular on the phenomenon of “party policy diffusion.” At the heart of the paper is a conceptual discussion of party policy diffusion in the EU. Specifically, we look at the (1) aims that lead parties to learn from or emulate parties in other countries; (2) the mechanisms through which this may work; and (3) the wider implications of this practice both for domestic and European politics. Drawing on this conceptual discussion, the paper then goes on to offer leads as to how the phenomenon of party policy diffusion can be studied in the European multilevel space. To this end, we briefly point to possible ways of testing hypotheses about party policy diffusion using spatially explicit modeling strategies such as spatial regression models and exponential random graph models for transnational party networks.  相似文献

This paper assesses the comparative policy insights gained from the articles in the symposium in terms of three dimensions: policies proposed, actions taken, and impacts scored. Local economic development interventions are classified in terms of a five-way categorization in terms of geographic breadth of action and reliance on complementary private action as a prerequisite to lasting impact. The nine symposium cases are then examined for their evidence on development efforts' accountability to the public and lessons about efficient use of public funds. The paper concludes that the cases demonstrate that most development efforts have wasted public funds, offering at best the limited success resulting from efforts to beggar neighboring local economics with which competition for development continues.  相似文献

Abstract

Referring to the short-term survival of new progressive governments, ‘progressive setback’ has been a remarkable political phenomenon in many East Asian countries during the recent decades. Regarding this phenomenon's background, this paper investigates why and how urban citizens challenged their progressive governments in Thailand, South Korea, and Japan. First, this paper argues that the progressive setback across East Asia reflects the difficulty progressive governments faced in overcoming the legacy of longstanding conservative regimes, which had locked urban citizens into specific modes of subsistence. The progressives invoked the protest of urban populations as their new socioeconomic policies undermined these populations’ traditional basis of subsistence. Second, an investigation of the primary modes of urban subsistence in each country makes the cross-national comparison of progressive setback possible. Urban middle classes in Thailand, as an exclusive group incorporated into the mainstream political economy, engaged in a fierce contest with a progressive government that denied their privileged status in Thai society. In Korea, the self-employed turned to the conservative party since market restructuring programs of the progressive government made it difficult for these self-employed to maintain profits and sustain their livelihood. Finally, Japan's urban workers could not welcome the welfare expansion of the new labor-friendly government, because this class was too dependent upon wage incomes to agree with the consumption tax hike that welfare expansion required as its precondition. This paper implies that the old habits of urban citizens are an important hurdle for East Asia's progressives to overcome.  相似文献

This article analyzes the presence of women in urban labor markets in Mexico during the 1970s in terms of the regional location of the city and the type and diversity of employment opportunities for women. 49 cities with over 100,000 inhabitants in 1980 were grouped into 3 regions, the relatively urban and industrial north, the heterogeneous center, and the less developed south. Census data for 1970 and 1980 on male and female labor force participation in the municipios containing the 49 cities were analyzed to assess urban labor markets. The cities were grouped according to whether they had higher or lower than average rates of labor force participation in the 2 study years. The cities of the north included the greatest relative number of cases of low female and male labor force participation in 1970 and 1980 and a declining trend for the 1970s. Cities of the center had the highest levels of male and female labor force participation in both 1970 and 1980 and showed a trend toward increasing female participation in the 1970s. Cities in the south were in an intermediate position, but during the 1970s a high percentage showed a trend toward increase in male participation and decrease in female participation. Typologies of the cities were then constructed based on female age specific participation rates and female occupational distribution. Urban areas with high rates of participation among young women aged 15-24 years were distinguished from those with high participation rates for younger and older women, and those with less diversified employment opportunities for women were distinguished from those with more diversity. Female participation presented marked variations between regions. In general, women participated to a greater degree in diversified labor markets that absorbed workers of different ages and degrees of qualification. There were not necessarily more female workers in cities that were more dynamic in terms of economy and male participation. Cities of 100,000 or more inhabitants in the center were characterized by a high proportion of women of different ages in the labor market. Cities in the north had lower average levels of female participation although those on the northern border had a high participation of young women in manufactures and assembly. Southern cities employed women in manual occupations, especially in commerce and services. Primarily adolescents under 15 and women over 25 were employed.
