This paper summarizes the social science research on the record of housing dispersal programs since 1995. The research shows a consistently disappointing record of benefits to low-income households. Households moved out of high-poverty neighborhoods, voluntarily and involuntarily, show few or no beneficial effects in terms of economic self-sufficiency, health benefits, or social integration. The benefits of dispersal are confined to feelings of greater safety and satisfaction with neighborhood environmental conditions. We offer a framework for understanding the disappointing record of dispersal, highlighting its translation from social science diagnosis to policy, problems in the policy's implementation, its underlying theory of poverty, and the political context within which dispersal has been applied.  相似文献

Abstract

There is a growing consensus among urban analysts that inner‐city neighborhoods suffer from a lack of social capital. Because these areas do not have a strong social infrastructure in place to support successful revitalization efforts, urban policy recommendations now call for developing social capital in the worst‐off parts of our cities. However, this consensus has been reached without any empirical analysis of the effect of social capital on urban neighborhoods. Moreover, there have been few, if any, efforts to show how to measure social capital at a neighborhood level.

This article proposes a social capital model of neighborhood change that measures social capital as a function of two constitutive elements: sociocultural milieu and institutional infrastructure. In addition, we present a theoretical model to show how social capital affects neighborhood stability and an empirical analysis that provides evidence of the positive effect social capital has on neighborhood stability.  相似文献

Abstract

This article examines how traditional neighborhood design (TND) can restore a sense of community to distressed neighborhoods. Traditional neighborhoods, such as those found in many cities and inner suburbs, provide their residents numerous opportunities and venues for social interaction. We apply the principles of TND to the redesign of a public housing project. We call our approach an “architecture of engagement.”

Using a case study of Diggs Town, a public housing project in Norfolk, VA, we explore how the application of TND principles transformed a socially alienated and distressed neighborhood into a socially integrated and functional one. We find that TND techniques improve the quality of life by facilitating the social exchanges that create social capital.  相似文献

Mortgage foreclosures hit Detroit, Michigan hard between 2005 and 2014, especially in what we define as strong neighborhoods; there, more than one third of homes experienced foreclosure. Before the crisis hit, these selected tracts had largely intact physical environments and higher owner occupancy, household income and property value than the citywide median. In some of them residents worked intensely to abate the neighborhood effects of mortgage foreclosures. This study examines those efforts’ effectiveness. We selected neighborhoods with the most extensive efforts, as measured, for instance, by creation of community-based plans and applications for grants, and we conducted interviews and field observations to examine those efforts. To assess strengthening of neighborhood housing markets, we applied a modified adjusted interrupted time-series approach to evaluate changes in prices as one measure of neighborhood change. We found that strong resident initiative supported by community development organizations and external assistance led to increased neighborhood housing prices, compared with comparable neighborhoods. However, when initiative, context, and support were weaker, community-based efforts could not prevent considerable decline.  相似文献

This paper investigates the effect of urban public housing on the social capital and labor force activity of its tenants using cross‐sectional survey data from the Multi‐City Study of Urban Inequality (MSCUI). A structural equation model of the hypothesized direct and indirect effects of public housing and neighborhood disadvantage on social capital and labor force activity is specified and fitted to these data. The modeling results suggest that urban public housing is strongly associated with neighborhood disadvantage but has little or no direct effect on either social capital or labor force activity. And while public housing may have indirect effects on social capital and labor force activity through neighborhood poverty, these indirect effects appear to be small. These findings have implications for the current emphasis in urban public housing policy on moving residents into the private housing market and reducing poverty concentration. © 2001 by the Association for Public Policy Analysis and Management.  相似文献

A key goal of housing assistance programs is to help lower income households reach neighborhoods of opportunity. Studies have described the degree to which Low-Income Housing Tax Credit (LIHTC) developments are located in high-opportunity neighborhoods, but our focus is on how neighborhood outcomes vary across different subsets of LIHTC residents. We also examine whether LIHTC households are better able to reach certain types of neighborhood opportunities. Specifically, we use new data on LIHTC tenants in 12 states along with eight measures of neighborhood opportunity. We find that compared with other rental units, LIHTC units are located in neighborhoods with higher poverty rates, weaker labor markets, more polluted environments, and lower performing schools, but better transit access. We also find that compared with other LIHTC tenants, poor and minority tenants live in neighborhoods that are significantly more disadvantaged.  相似文献

Assisted housing programs in the United States aim to provide decent, safe, and affordable housing for low-income households. Increasingly, policymakers have also considered how assisted housing can provide access to lower poverty, income-diverse, and higher opportunity neighborhoods. The U.S. Department of Housing and Urban Development currently balances two strategies. First, place-based programs—immoveable subsidies linked to particular units—can both revitalize distressed neighborhoods and provide access to higher opportunity neighborhoods. Second, people-based assistance—housing vouchers for use on the private rental market—can facilitate moves out of high-poverty, low-opportunity neighborhoods. During this policy moment with fair housing priorities receiving national attention, understanding the efficacy of each approach is critically important. This article synthesizes past research on housing vouchers to identify the impact of people-based assistance on four outcomes: residents’ neighborhood attainment, education, economic outcomes, and health. I also review the scant literature examining how vouchers affect place rather than people. I conclude by identifying aspects of special voucher programs that promote positive outcomes that could potentially be scaled up.  相似文献

Abstract

In Santiago, Chile, the number of gated communities has increased significantly during the past few years. Although these communities are aimed at the elite, they are often located on the fringes of low‐income neighborhoods and thus change traditional segregation patterns in the city.

In many cases, gated housing communities for the upper classes are accompanied by nonresidential development, such as shopping centers and office complexes, which bring jobs into the neighborhood. We analyze case studies of lower‐class neighborhoods located near upper‐class gated communities to study the effect on the poor. We find that the spatial dispersion of real estate developments for the elite promotes some forms of social integration and provides advantages to poorer residents by bringing jobs into the neighborhood, triggering improved public services, and even sparking a renewed sense of pride among lower‐class residents.  相似文献

Abstract

Several recent studies have found that homeownership has positive effects on children's development. This article extends these studies by testing whether these effects depend on neighborhood conditions. This extension is important because many low‐income families that become homeowners under current policies promoting homeownership for the poor are likely to purchase homes in troubled or distressed neighborhoods.

Homeownership in almost any neighborhood is found to benefit children, while neighborhood effects are weak. This suggests that the children of most low‐income renters would be better served by programs that help their families become homeowners in their current neighborhoods instead of helping them move to better neighborhoods while remaining renters. However, the positive effects of homeownership on children are weakened in distressed neighborhoods, especially those that are residentially unstable and poor. Thus, helping low‐income families purchase homes in good neighborhoods is likely to have the best effects on children.  相似文献

Abstract

This article suggests ways to better design, conduct, and interpret evaluations of the effects of housing mobility programs on participants, with emphasis on how to isolate neighborhood effects. It reviews earlier critiques of neighborhood effects research and discusses the key assumptions of housing mobility programs—about the benefits of affluent neighbors, the spatial organization of opportunity for the urban poor, and the meanings of “neighborhood” to residents, researchers, and policy makers.

Studying mobility contexts, especially in suburban areas, offers special challenges to researchers. More research is needed that looks at residents’ social ties and uses mixed‐methods approaches. Ethnographic data, in particular, would enhance the validity of the quantitative data that now dominate studies of neighborhood effects. Adding substantially to what we know about the processes or mechanisms—the “how” of neighborhood effects—mixed‐methods approaches would also make research much more useful to policy makers and program managers.  相似文献

Ever-scarce affordable housing production resources, in addition to their primary function of providing housing for those in need, are increasingly enlisted for the dual goals of strengthening distressed communities and increasing access to higher opportunity neighborhoods. Information on spillovers can inform investment decisions over time and across communities. We leverage recent, high-quality research on neighborhood effects of Low-Income Housing Tax Credit (LIHTC) production, synthesizing evidence according to neighborhood context. We also summarize the evidence on project features moderating impacts of publicly subsidized, place-based rental housing, in general. We conclude that context matters. Producing LIHTC housing in distressed neighborhoods positively impacts the surrounding neighborhood—in terms of modest property value gains and increased safety. By contrast, higher opportunity neighborhoods experience small property value reductions, and no impacts on crime. Big questions remain, however, about impact heterogeneity—via tenant mix, property design, and ongoing property management, as examples—with the scarcity of systematic data representing one of the field’s largest constraints.  相似文献

How do religious parties mobilize local support and what impact does different political strategies have on neighborhoods? Previous literature focuses on the social welfare benefits distributed by religious parties. In this paper, I analyze how religious political parties in Israel generate grassroots support among voters by allying with Jewish religious institutions. Using original data, I examine the association between the timing of entry of religious institutions into neighborhoods and local voting patterns for Israeli national elections. I find that religious institutions are associated with a 4-percentage point increase in the local vote share for religious parties, where this effect is larger for religious institutions with connections to political parties. My results suggest that the primary mechanism driving these results are that these institutions influence the vote choice of existing residents by distributing tangible goods. In contrast, changes to the composition of the neighborhood through in-migration has a more limited effect on voting patterns. These findings highlight the impact of religious institutions on the social and political fabric of local communities.  相似文献

Abstract

This article develops a model that relates decadal changes in neighborhood poverty rates to metropolitan‐wide economic changes and the neighborhood's demographic profile, predetermined poverty rate, and locational characteristics. The model is estimated for the 1980–1990 period using metropolitan census tracts as proxies for neighborhoods. This national sample of tracts is stratified into predominantly white, African‐American, Hispanic, and mixed subsamples.

Results indicate that only a few variables consistently predict growth in neighborhood poverty: overall job availability; the age composition of neighborhood residents; the proportion of nonmarried households; and the neighborhood's 1979 poverty rate. Other variables have distinctly different coefficients depending on the racial‐ethnic subsample. These coefficients include segregation, welfare benefits, the location of manufacturing employment, and availability of automobiles. We conclude that studies that focus solely on African‐American poverty neighborhoods fail to recognize common patterns across all neighborhoods and to discern unique features of neighborhoods inhabited predominantly by non‐African Americans.  相似文献

The social contexts of urban neighborhoods provide a dimension to urban politics which extends beyond the characteristics of discrete political actors. This article shows that the political effects of these spatially defined social environments depend upon individual characteristics, as well as neighborhood properties; the contextual effects are not constant across individual categories or within individual categories across context. Using Democratic identification as the dependent variable, two reactions to context are demonstrated: conflict and assimilation. The interdependency of individual characteristics and contextual properties determines (1) which reaction occurs where for which individuals, and (2) the extent of political differences between occupational classes.An earlier version of this article was presented at the meetings of the Southern Political Science Association, Gatlinburg, Tennessee, November 1979, as Working Paper Number 1 of the Institute of Government Research at Louisiana State University.  相似文献

We analyze data from a natural experiment involving Denver public housing that quasirandomly assigns low-income Latino and African American youth to neighborhoods. Intent-to-treat and treatment-on-treated models reveal substantial effects of neighborhood socioeconomic status, ethnicity, and safety domains on youth and young adult educational, employment, and fertility outcomes. Effects are contingent on when a youth was first assigned to public housing and the neighborhood characteristic in question. Benefits from neighbors of higher occupational prestige are stronger if a child begins experiencing them at a younger age, whereas negative consequences of neighborhood crime are only manifested for teens. Neighborhood effect sizes apparently depend on the interaction among exposure duration, disruption effects of mobility, and developmental stage-specific differences in vulnerability to the given neighborhood effect mechanism operative. Our results hold powerful and provocative implications for where assisted housing should be developed and how applicants should be assigned to neighborhoods.  相似文献

Sublocal governance organizations may provide a way for some urban neighborhoods to stabilize and improve property values. Recent advances in collective action theory, spatial statistical methods, and data availability now make it possible to more directly evaluate the effects of these organizations. The analysis combines geocoded assessor's data and data from a survey of neighborhood and homeowner associations to analyze a model of prices of single‐family homes in Little Rock, Arkansas, from 2012 to 2016. The results show that neighborhood and homeowner associations both have significant positive effects on neighborhood property values relative to unorganized neighborhoods and that the effect of neighborhood associations is at least as large as that of homeowner associations. Moreover, the results indicate that neighborhood association structure mediates the effect on property values, although this is not the case for homeowner associations.  相似文献

Globalization is generating new forms of citizenship that often go beyond the institutional perception of social identity. These new forms of citizenship are developed in a scalable way to a greater extent than rights and obligations, and are entirely managed by the citizens themselves. To demonstrate empirical support for this issue, the case of minority communities in Turkey constitutes one of the most relevant examples, since citizenship in this country has long been associated with an idea of political loyalty and total allegiance to the nation-state. The main purpose of this article is to show how urban space and urban protest allow minorities to find alternative forms of expression for their collective identity, and to create a new understanding of citizenship beyond the classical definition, being based instead on institutional representation. The aim of this research is to examine the process of urban transformation in Istanbul, how this phenomenon shapes the structure of cities and how it gives rise to social resistance and protest, especially in neighborhoods housing minority communities. In this context, the article focuses on planning movements in Turkey through a comparative study of two urban planning projects and the citizens' protests against them.  相似文献

Abstract

New Urbanism has been described as the most influential movement in architecture and planning in the United States since the Modernist movement. In recent years, New Urbanist design principles have been adopted for many housing and neighborhood planning efforts. This article considers the applications and implications of New Urbanism for distressed inner‐city neighborhoods. Claims and criticisms of New Urbanism are examined and the long‐standing debates over the extent to which physical planning and design can affect human behavior are revisited.

The article concludes that New Urbanism is not a panacea, but that its design principles are consistent with broader policies aimed at revitalizing and improving living conditions and opportunities for inner‐city residents. New Urbanism needs to be viewed as one strategy to be integrated within the larger array of economic, social, and community development programs attempting to revitalize and improve the quality of life in inner‐city neighborhoods.  相似文献
