Abstract

The IMF, World Bank, and former colonial powers have put pressure on African countries to adopt multiparty democracy. Because of this pressure, many formerly one‐party states as well as some military dictatorships have embraced Western and Parliamentarian democratic forms. But does this mean that democracy has succeeded in Africa? Ernest Wamba‐dia‐Wamba of the University of Dar‐es‐Saalam and CODESRIA argues that embracing Western paradigms in an unthinking fashion will not bring real democracy, i.e. people's liberation. He advances criticisms of party politics and statism, and suggests that African palaver and people's movements are a surer site of political action. In his criticisms of representative government he parallels the thoughts and criticism of Hannah Arendt. Arendt advocated a council system that shares many of the attributes of African palaver communities. By consulting the criticisms of Arendt and Wamba‐dia‐Wamba, we can see that an easy optimism about the multiparty system is unfounded.  相似文献

Abstract

Rosenbaum, Stroh, and Flynn confirm existing community leader perceptions that this model mixed‐income development in the predominantly low‐income South Side of Chicago has produced a positive residential environment. Increased tenant voice, not role modeling, seems to be a factor in producing increased resident satisfaction with the building and a strong sense of commitment to the mixed‐income alternative to exclusively low‐income housing projects. The extra resources invested in physical improvements and the extraordinary media attention paid to this model project may have created a “Hawthorne effect,” which also produced higher levels of satisfaction. The existence of this successful model is not sufficient to provide more housing alternatives; community‐based advocacy for more mixed‐income developments is needed.  相似文献

ABSTRACT

Civil society research can be categorized into a school in the tradition of Gramsci focusing on social movements and a Tocquevillean school focusing on associations and social capital. The author reviews both schools’ research on the Japanese case and analyses a number of pro-nuclear citizen groups built up by the Japanese nuclear industry. The author analyses their financial data and historical development to demonstrate that they have been built up as countermovement by the nuclear industry. The author traces their mobilization processes to criticize the social capital approach. In Japanese political science, traditionally a dense web of hierarchical associations and ties of obligation have been seen as enforcing clientelism and top-down political control. This makes Japan an interesting case for the social capital approach. Social capital researchers have reinterpreted hierarchical networks as indicators of a strong civil society. Taking into account Bourdieu’s notion of social capital challenges this view and supports arguments of state influence forwarded by parts of the Gramscian school.  相似文献

Following Green and Shapiro's critique, debate about the value of rational choice theory has focused upon the question of its relationship to what we call 'external', largely quantitative, empirical evidence. We argue that what is most striking about rational choice theory is, however, its neglect of interpretive evidence. Our survey of 570 articles, published in the American Political Science Review and the American Journal of Political Science between 1984 and 2005 employing rational choice theory, revealed that only 139 made even the most cursory use of interpretive evidence. Does this matter? We argue that the absence of interpretive evidence undermines rational choice's explanatory credentials. However, we also argue that the admission of interpretive evidence risks rendering redundant the rational choice element of any explanation. This is the rock and the hard place between which rational choice is caught. In the final part of the article we distinguish those cases where rational choice may prove useful, namely those circumstances in which interpretive evidence either cannot be relied upon or does not subsume that which an explanation is intended to achieve.  相似文献

The current period of early consolidation has been a turning point in East‐Central European democratisation. It has provoked, however, a majoritarian‐consensual debate, first of all in Hungary, as is discussed in this article in a shorter theoretical and in a longer ‘empirical’ part. The introduction deals with the conceptual framework, followed by its application as a Hungarian case study in an East‐Central European context. It is argued that Hungary may be the model for the competing conceptions of democracy in political practice, since (i) an extended version of consensual democracy was established in the early 1990s but opposed by the first government; (ii) there was an attempt by the second government to complete consensual democracy but it failed; (Hi) an abrupt turn was made towards majoritarian democracy in the late 1990s by the third government. In Hungary there has been a long debate on majoritarian versus consensual democracy, involving politicians, experts and the general public. Finally, some broad conclusions can be drawn about the troubles of the young democracies.  相似文献

The debate about the future of working‐class power in Britain raises for class theory an important, if neglected, question about how internal politics affects class formation and power. To provide an answer, this article develops an analysis that conceptualises class representation as a particular power relation in a pluralist system, and assesses recent changes in the internal power relations in the labour movement. The conclusion that the fragmentation and disorientation of traditional practices of internal democracy has weakened the movement's collective strength demonstrates that internal politics does matter to class formation.  相似文献

The cultures and practices of the public service and academic researchers are very different. However, there are areas of common interest in policy and governance, and some potential for building closer relationships. Public servants make direct use of academic research only in exceptional circumstances. Nevertheless, there are other ways in which academic expertise can be useful and influential. This article surveys the international literature on the ways in which practitioners make use of external expertise, including academic research. It also considers whether the heightened interest in ‘evidence‐informed policy’ might provide avenues for mutual influence between practitioners and academics.  相似文献

Policing is commonly associated with street‐level crime, whereas regulation is instead associated with the complexities of business and market governance. However, this distinction has been questioned by recent research and it seems that the worlds of regulation and policing are tending to merge. Still, little is known about how this convergence is unfolding. By following the intersection of two international policy‐level processes – the financialization of organized crime and the upgraded monitoring of tax evasion – down to the level of organizational practice in the Swedish restaurant trade, this article contributes to an understanding of the institutional dynamic behind the recent convergence. At the same time, it discusses the conceptual relationship between policing and regulation, and the counter‐arguments that may be needed to overcome the distinction between the two. I specifically address the neglected issue of the differential social valuation of “crime” and “business,” and find that it is relativized by a common focus on unreported transactions.  相似文献

The modern social citizen is a dual figure: at one and the same time a legal-universal abstraction and a particular living being with specific capacities, proclivities and attitudes. The Settlement movement from the late nineteenth century articulated and shaped both universal and particular dimensions of social citizenship. It contained the imperative of guidance of individual conscience and the modern discourse of universal social rights. The article demonstrates that it is impossible to maintain a division between, on one side, the subject of individualizing pastoral care originating in religious poor relief and philanthropy, and, on the other side, formal rights based on universalism and the modern state. The Settlement movement lies at the pathway of belief, subjective interpretation and respect for the particular person and at the pathway of factual knowledge of social patterns and large-scale policy reforms. The focus on the particular person as subject was the legacy of Christian piety, whereas the concept of universal citizen was associated with the rise of social science at the University of Chicago. We explore this paradox of the particular and the universal through the work of Jane Addams as both sociologist and founder of Hull House.  相似文献

Political scientists have normally considered the European Community (EC) from the standpoint either of international relations or comparative politics/public policy. Although the division between the two sub‐disciplines of political science is well known and deeply rooted, it is now commonly viewed as a barrier to greater understanding of the neo‐state structure of the EC. Using a case study of the implementation of EC coastal‐bathing water policy in Britain over the last 20 years, this article argues that closer investigation of the long‐term outcome of individual policies at the national and sub‐national level provides a sounder basis upon which to adjudicate between the two main theories of integration, namely inter‐governmentalism and neo‐functionalism, than studies of short‐term policy outputs emanating from the Council of Ministers or the grand ‘history‐making’ bargains hammered out in the European Council.  相似文献
