This article examines the fiscal consequences for twelve, smallOregon cities of recent changes in federal and state intergovernmentalrevenue policies. Many small local governments have experienceddouble revenue reverses in recent years—reductions inown-source revenues because of economic decline as well as decreasesin intergovernmental revenues, especially federal aid. The twelvesmall cities are compared with all 241 cities in Oregon andthe 136 Oregon cities in the 1,000 to 49,999 population range.Using aggregate and interview data, a major finding is thatalthough stabilization and/or decline in federal-state revenuesharing and entitlement program funds have accentuated difficultlocal revenue situations, economic decline has been the moreimportant contributor to the fiscal stress of the twelve smallmunicipalities. Most of the twelve cities had limited fiscalcapacity—as indicated by low assessed property valuations—makingit difficult to produce sufficient revenue to meet basic publicservice needs. These cities were also unable to get citizenapproval of increases in property taxes.  相似文献

ABSTRACT

The delivery of public services by a mix of government and non-governmental organizations can offer many public policy benefits. When direct governmental provision has predominated, however, achieving these benefits requires building the supply of non-governmental service providers, which requires understanding how to improve their availability and quality. Integrating the literature on contracting and mixed delivery, this article specifies three categories of supply-building tactics: creating markets, buying smart, and managing markets. We then report on 10 cities that have nurtured the supply of schools run by non-governmental organizations. We find that cities’ supply-building efforts fall along a continuum from passive to active, and they employ some types of tactics (creating markets, buying smart) more than others (managing markets). Differential changes in market share across the cities we studied suggest a relationship between supply-building activities and movement from exclusive governmental provision toward the mixed delivery of schools. These findings suggest hypotheses for future research on governmental efforts to build the supply and capabilities of non-governmental service providers in order to pursue mixed service delivery.  相似文献

Over the last decade, at least 42 U.S. cities have elected to pursue sustainable cities programs to improve their livability. Some programs are broad, involving smart growth efforts, and others are narrowly targeted, including bicycle ridership and pesticide-reduction programs. A recurring theme in these cities is the role of public participation in shaping and implementing these programs. In cities where the sustainable cities idea first emerged in local grassroots organizations, such as Seattle, these programs owe their existence to public involvement. Other cities have taken a top-down approach, treating sustainability as a matter for experts rather than ordinary citizens. Civic engagement is manifest both in the development of the sustainability program and as an explicit goal of the sustainability program. This article examines the role of civic engagement in these programs and defines a research agenda by identifying hypotheses about the importance of public involvement in sustainable cities programs.  相似文献

The role of the public administration is crucial for the development of smart cities. Several scholars have highlighted the need for greater contributions focused on the relationship between public administration and smart cities. This work aims to map the contributions on the topic highlighting the status of the field in the recent years. A bibliometric analysis was performed on a sample of articles published in business and management journals. The analysis was carried out using the R-studio Bibliometrics package. Results show that research on the topic is still in an initial stage and has several gaps that future studies could fill. The study is useful for scholars because it identifies the topics analyzed by previous research and highlights future research questions that could be investigated. The analysis highlighted the areas studied by scholars on the topic: urban planning, sustainable development, governance approach, Internet of Things and information and communication technologies.  相似文献

The relationship between population decline and changes in therevenue and expenditure patterns of 318 U. S. central citiesduring the 1970s are examined using both static and dynamicmodels. Declining cities experienced less growth in revenues,especially own-source revenues than growing cities. Decliningcities became more dependent upon other governments for fiscalrelief. But declining central cities were more successful atreducing the rate of growth in their expenditures. Populatindecline was not found to have any significant independent impacton changes in municipal taxing and spending levels. A city'sage was the most important predictor of fiscal change.  相似文献

This paper questions the routes to knowledge of metropolitan governance elsewhere in the world and then explains how and why these are rendered more difficult in Australia. The paper begins with the policy literature on the exchange of knowledge relevant to metropolitan governance. The paper next explains the constitutional and fiscal backdrop to metropolitan governance in Australia; the ‘unique’ role of state governments in the funding, planning, and management of cities, and the powers adopted by the federal government that are made possible by vertical fiscal imbalance and funding conditionality. The paper then explores horizontal knowledge exchange of metropolitan governance in the form of transnational municipal networks, corporations, international organisations, and consultants. The final section of the paper considers the thesis that were Australia's cities to function independently, as metropolitan governments, the potential for knowledge exchange would be optimised. Knowledge of smart city technologies is used for case study purposes.  相似文献

Efforts to revitalize downtown areas have gained momentum over the past few decades. This article reviews the literature on downtown revitalization, presents a model that illustrates the process of decline and the more recent process of revitalization that has occurred in downtown areas over the past half‐century, and discusses local policies that can facilitate the process. Revitalization policies and resulting projects in the cities of Jeffersonville, Indiana, and New Albany, Indiana, are used to illustrate components of the model that deal with the revitalization process.  相似文献

On election day, voters’ commitment is crucial for political parties, but between elections members are an important resource for party organisations. However, membership figures have been dropping across parties and countries in the last decades. How does this trend affect parties’ organisation? Following classics in party politics research as well as contemporary organisational theory literature, this study tests some of the most longstanding hypotheses in political science regarding the effects of membership size change. According to organisational learning theory, membership decline should induce an expansion of the party organisation. However, threat‐rigidity theory and the work of Robert Michels suggest that parties are downsizing their organisation to match the decline in membership size. To test the hypotheses, 47 parties in six European countries (Denmark, Germany, the Netherlands, Norway, Sweden and the United Kingdom) are followed annually between 1960 and 2010 on key organisational characteristics such as finances, professionalism and complexity. A total of 1,922 party‐year observations are analysed. The results of multilevel modelling show that party membership decline triggers mixed effects. Declining membership size induces the employment of more staff, higher spending and a higher reliance on state subsidies. At the same time, it also triggers lower staff salaries and a reduction in the party's local presence. The findings indicate that today's parties are targeting an organisational structure that is custom‐made for the electoral moment every four years. Faced with lasting membership decline, the party organisation retracts its organisational resources and focuses more on election day. Members matter to parties, but votes matter more.  相似文献

When regulators are faced with practical challenges, policy instrument choice theories can help them find the best solution. However, not all such theories are equally helpful. This paper aims to offer regulators a better alternative to the current policy instrument choice theories. We will specifically address the shortcomings of “smart regulation theory” and present an alternative that keeps the best of that theory while remediating its weak points. Some authors (Böcher and Töller 2003; Baldwin and Black 2008) say that smart regulation theory does not address institutional issues, compliance type-specific response, performance-sensitivity and adaptability of regulatory regime. We have resolved these problems by merging the smart regulation theory with the policy arrangement approach and the policy learning concept. We call the resulting approach “regulatory arrangement approach” (RAA). The central idea of the RAA is to constrain the almost infinite “smart” regulatory options by: the national policy style; adverse effects of policy arrangements of adjoining policies; the structure of the policy arrangement of the investigated policy and competence dependencies of other institutions. The reduction can be so drastic that the potential governance capacity falls below the smart regulation threshold. In other words, no smart regulatory arrangement can be developed in that institutional context unless policy learning occurs. In addition, a “smart” regulatory arrangement is no guarantee that the policy will succeed. For this reason, the performance of the regulatory arrangement is measured and evaluated. Performance below a certain threshold indicates that the regulatory arrangement needs to be adapted, which then results in policy learning. We illustrate the usefulness of this new approach with a secondary analysis of the Flemish sustainable forest management policy.  相似文献

The quality of governmental financial reporting and auditing is of continuing concern to oversight bodies and to those interested in the financial accountability of governments. While governments may have operational incentives to improve financial reporting, external incentives depend on external users' ability to distinguish cities with better reporting practices from those with inferior systems. Two methods that cities with better systems may use to distinguish themselves are the GFOA's Certificate of Excellence for Financial Reporting and through the reputation of the audit firm. This article examines whether the degree of reliance that bond raters place on accounting data is influenced by the Certificate and by the type of auditor. In addition, since inadequate fees have been cited as a possible cause of substandard audits, we examine the trend in audit fees for cities for the period 1985–1989. The findings suggest that the use of a Big Eight audit firm does increase the reliance placed on cities' financial statement numbers but there is only weak evidence that the Certificate has a similar effect. In addition we find evidence of a significant decline in audit fees for the period 1985–1989.  相似文献

The idea that the city belongs to all individuals inhabiting the urban space is grounded in the Universal Declaration of Human Rights and the New Urban Agenda, and it is referred to as “right to the city” or “rights in the city.” This article discusses how human rights relate to the city and its inhabitants, examines the meaning of the right to the city and human rights in the city in today’s urban environment, and deliberates how to transform cities into spaces that reflect fundamental human rights principles. By looking at the situation of marginalized groups in cities, the article focuses on the questions of how to build inclusive, fair, and accessible cities and how to eliminate inequalities seen in urban communities. Because technology is often cited as one way to foster integration of marginalized communities, special attention will be given to the smart city and the opportunities and challenges presented by information and communication technologies (ICTs) for human rights, accessibility, and inclusion. Using the case of persons with disabilities as an illustration, the article argues that urban development needs to be fundamentally transformed to live up to human rights standards. Only a multi-stakeholder urban design process will produce truly inclusive urban spaces that fulfill the right to the city.  相似文献

Scholars have long debated whether home rule powers help improve municipal financial well-being; however, a consensus has yet to be reached. This study advances the home rule literature by causally estimating the impact of home rule in Texas on municipal revenue stability. To accomplish this, we employed a difference-in-differences estimator coupled with event-study specifications on a 40-year-long panel data set. This approach revealed strong empirical evidence that cities adopting a home rule charter had a significant reduction in the probability of experiencing revenue decline. This finding remained robust with multiple measures of revenue change, an alternative sample, and different model specifications. Moreover, we found that home rule cities’ revenue stability was likely to come from their increase in property taxes.  相似文献

The theory of party identification has lost favour in recent years, while theories of issue voting have come into prominence. Analysis of the 1983 British General Election Study and of the 1983–1987 Panel Study suggests that the decline in the explanatory power of party identification theory may be relatively small. An assessment of the changing explanatory power of issue-voting theory is more difficult because of changes in question-wording and coverage of issues in the election studies. There are also doubts about the reliability of the conventional measures of attitudes towards specific political issues although the evidence of the 1983–1987 Panel Study indicates that respondents' general political principles are as stable over time as their party identifications.  相似文献

The development of the Swedish political economy is interesting in the perspective of the Mancur Olson theory about the rise and decline of nations. It is shown that the general argument of RADON is not in agreement with facts about the growth of the affluent society in Sweden between 1870 and 1970. The strong growth in the overall economic output took place in a society where a number of distributional coalitions were strongly organized. Also the special argument in RADON about the reversed consequences of broad interest organizations meets with little support. Whatever is meant by an encompassing interest organisation, what was crucial in the Swedish case was the strong position of party government and the broad participatory nature of the political process. Directly contradicting the RADON argument is the fact that the structure of distributional coalitions has in general become even more encompassing since 1970. yet the economic situation of Sweden has deteriorated considerably. The predicament of party government mest be emphasized, as the period since 1970 has witnessed a decline in the capacity of political leadership to govern the country.  相似文献

City managers play an influential role in brokering intergovernmental service arrangements on behalf of their jurisdiction, yet their motivations for doing so are not well understood. One argument, drawn from theories of bureaucratic entrepreneurship and ambition theory, suggests that cities with managers who are motivated to advance their careers will parlay more interlocal service delivery as means of capturing economic efficiencies. Such strategies serve to build their personal resumes of career achievements. An alternative argument suggests more altruistic motives, including a desire for increased social equity and valuing the common good of the region, compel city managers to pursue interlocal service arrangements. These competing theories are tested on 134 large municipalities, using survey data from the city managers of these jurisdictions, coupled with interlocal revenue and expenditure data for these cities. Results yield greater support for the first theory. However, progressive ambition possesses complex consequences for interlocal service delivery choices. Jurisdictions managed by city managers with career‐enhancement ambitions are more likely to sell services to other local governments. Yet, they are significantly less inclined to buy services from other jurisdictions, thereby underscoring entrepreneurship in shaping managers’ professional trajectories.  相似文献

Changes in the demographic and socioeconomic conditions of 627cities between 1970 and 1980 are examined using simple comparisonof means and correlational analytic techniques. Cities are groupedaccording to their type (Central city; suburb), regional location,and rate of population growth (decline). Major changes occurredin employment patterns, income levels, economic bases, racialcomposition, and social pathologies (crime rates)—allmeasures of urban stress. These conditions tended to clusterin certain types of cities: large, declining central citiesof the Northeast and Midwest. But population decline and regionallocation were not found to be independent determinants of urbandistress.
