Abstract

As welfare reform unfolds, nonprofit social service agencies will increasingly be called upon to help fill the gap between what unskilled and semiskilled mothers can earn in the low‐wage labor market and what they need to meet their monthly expenses. This article draws on in‐depth interviews with low‐income single mothers and multiyear observational studies of two nonprofit social service agencies.

Using these data, the authors show what kinds of resources these agencies provide low‐income single mothers, how mothers mobilize the resources available, to what degree agencies actually contribute to mothers’ cash and in‐kind resources, how agencies distribute their resources, and what effect agencies’ distribution practices have on these women. The analysis shows that although nonprofit social service agencies are a crucial part of many low‐income mothers’ economic survival strategies, they cannot come close to substituting for the eroding public safety net.  相似文献

Abstract

Some European Union member states’ financial regulators choose to make some of the data they routinely collect on individual banks publicly available. Others treat this data as confidential. What explains this difference? This paper considers the possible effects of crises, path-dependent legal institutions, and the design of deposit insurance schemes. At the national level, the paper focuses on contrasting German and Dutch cases. After the recent economic crisis, the Dutch released more data while the German authorities maintained strict confidentiality rules. The design of deposit insurance schemes provides a key reason why the level of secrecy varies, with the Dutch move from an ex post to an ex ante scheme where the government served as the ultimate backstop leading to questions about the accounts of individual banks while the German system favoured continued secrecy. The paper also describes the level of transparency at the EU level. Multilevel legal restrictions and bureaucratic capacity tilt EU banking union practices towards member states that treat financial supervisory data as confidential.  相似文献

ABSTRACT

The search for enhanced transparency and accountability in government organizations has inspired studies to identify the key factors that facilitate greater disclosure of public financial information. With the advantages provided by the meta-analysis technique, applied to a sample of studies, we identify the most significant factors and incentives underlying the decisions adopted by public managers on policy strategies regarding information transparency and public responsibility. Our study shows the variables analyzed to be positively associated with the disclosure of public financial information, but also that this depends on the context in which the research is carried out. The most influential variables were the moderator variables of the administrative culture and of the measurement unit for the variables.  相似文献

ABSTRACT

Strategic management (SM) has become prominent on the agenda in several public organizations due to new public management (NPM) reforms. Nevertheless, there are few studies investigating how public organizations apply SM in practice and what tools are used. As a result, calls have been made for such studies. This article can be seen as an attempt to meet this call by presenting a qualitative case study of how SM has been applied in the Swedish Transport Administration (STA), a central government agency in Sweden, and what tools it used in strategy making. By analyzing the micro processes of strategizing at STA, our results indicate that public organizations need to be aware of at least three specific tensions that can enable or constrain strategy making. These tensions are: short v. long-term, parts v. whole, and reactivity v. proactivity.  相似文献

ABSTRACT

In recent years, social movements have taken to the streets to protest various forms of economic and racial injustice. However, these attempts to exploit the political opportunities public spaces afford have been compromised by the increasingly private nature of “public” spaces. What has changed is the rise of privately owned public spaces (POPS), areas that appear to be public, but in fact are owned by corporations that prohibit a range of activities, including political protest. This article argues such restrictions of public space are not limited to POPS. Rather, they are just one expression of a far more pervasive phenomenon, novel variations on centuries-old practices by which common or public land has been enclosed. I suggest that four forms of enclosure -for profit, of behavior, of community, and of the public realm- degrade the status of public institutions and insulate private interests from counter-mobilization by groups pursuing egalitarian ends.  相似文献

Abstract

This article challenges the utility of the concept of “severely distressed” public housing, arguing instead that the program has systemic problems and that the 6 percent of developments recently identified as severely distressed by the National Commission on Severely Distressed Public Housing are merely those furthest along a continuum. Applying the commission's own criteria to nationwide program data that reveal dramatically increased resident impoverishment during the past decade, the article reveals the need for a more inclusive definition of severe distress.

While acknowledging the moral and political imperative to ameliorate conditions in the worst‐off places first, the article cautions against overreliance on a problem projects paradigm that could obstruct calls for systemwide reforms. The article advocates an action‐oriented research agenda, emphasizing data collection on a variety of ill‐understood socioeconomic aspects of public housing conditions and enabling policy analysts to set clearer goals about what sustainable revitalization of public housing should entail.  相似文献

Abstract

The involvement of small island states (SISs) in a growing number of international organisations (IOs) has placed increased pressure on domestic bureaucracies and political systems. Rapid turnover among SIS leaders, combined with generational change and decreased local support, has amplified disadvantages. Growing complexity has therefore further exposed the long-standing vulnerabilities of SISs. They can play a creative role at the margins, and on certain issues in certain IOs, but in general asymmetries prevail. The lesson is that national sovereignty does not always equal control, and what might superficially appear to be equal access is constrained by the availability of technical expertise to the detriment of SISs.  相似文献

ABSTRACT

Cécile Laborde’s Liberalism’s Religion proposes liberal principles to address political controversies over religion. One is the public reason requirement that reasons for state policies should be accessible. Another is the civic inclusiveness requirement according to which symbolic religious establishment is wrong when it communicates that religious identity is a component of civic identity. A third is the claim that liberal states have meta-jurisdictional authority to settle the boundary between what counts as religion and what counts as non-religion. The article considers whether Laborde has managed to articulate these three principles in a way that is operationalisable and can serve to provide solutions to practical controversies over religion. It is argued that Laborde’s formulations leave important issues open, and some ways of settling these issues are considered.  相似文献

Abstract

In 1992, Housing Policy Debate published John Kain's comprehensive review of the extensive scholarly literature on the spatial mismatch hypothesis. This hypothesis maintains that the suburbanization of jobs and involuntary housing market segregation have acted together to create a surplus of workers relative to the number of available jobs in submetropolitan areas where blacks are concentrated.

Since Kain's review, more than two dozen new studies on the spatial mismatch hypothesis have been completed. Generally, these studies use more suitable data and superior methodologies than earlier studies and therefore provide the most reliable evidence to date on the spatial mismatch hypothesis. This article critically reviews the new studies and assesses what implications can be drawn for welfare reform.  相似文献

Abstract

This article reports on a reconnaissance of information systems containing data on the beneficiaries of direct and indirect federal housing expenditures. It covers data in the U.S. Departments of Agriculture, Housing and Urban Development, Veterans Affairs, and the Treasury; the Resolution Trust Corporation; financial regulatory agencies; and secondary mortgage market actors.

Data varied widely across agencies in availability, accessibility, and quality. Data are more systematically collected for low‐income beneficiaries of housing programs than for the more affluent beneficiaries of indirect housing expenditures. The systems need improvements in data quality and coverage and database format, though they have improved recently. Many research topics can be explored with new and underused data systems: the characteristics of beneficiaries of rural housing programs, urban rental housing programs, low‐income homeownership programs, and mortgage guarantee and insurance programs. But the lack of information on the systems themselves makes data difficult to locate and access.  相似文献

ABSTRACT

Little is known about the effects of regime change on government workers’ job satisfaction. Conventional theories of work satisfaction have identified various individual or organizational antecedents of public employees’ well-being in many different contexts. In this study, we add an additional level of analysis to the study of job satisfaction. The German reunification in 1990 constitutes a natural experiment where public employees’ institutional work environment changed dramatically. Using data from the German Socio-Economic Panel, we show that, after the reunification, East German public employees who stayed in their jobs experienced a “satisfaction shock” by substantially decreasing their levels of job satisfaction. This finding is in line with what has been labelled as “survivor syndrome” in the general management literature. We also find that, after three years’ time, differences in satisfaction levels between East and West Germans reverted to pre-reunion levels. These findings are robust to various model specifications and alternative estimators. The theoretical and practical implications of our findings are discussed.  相似文献

Abstract

This study examines the diversity-performance link by focusing on two types of diversity—gender and functional—in the context of governing boards of 24 quasi-government agencies in Korea over 16?years (2000–2015). Although public management scholarship contains evidence regarding the importance of diversity in public organizations, there is little consensus on what constitutes diversity and how it affects public sector performance. This study expands the scope of dialogues by highlighting multidimensional characteristics of diversity and the contingent nature of diversity effects. Multiplicative interaction models confirm that there are distinctive effects of different types of diversity on performance, and the relationship is moderated by the size of the group to which minorities belong. While the effect of board gender diversity is limited in our data, the effect of having a female chief executive is positively significant with decreasing marginal effect as the number of board members increases. On the other hand, the relationship of functional diversity in the boardroom to agency performance is negative, while the negative marginal effect decreases and becomes positive when board size rises above a critical number.  相似文献

Abstract

Peacebuilding activities in conflict-prone and post-conflict countries are based upon the assumption that effective—preferably liberal—states form the greatest prospect for a stable international order, and that failing or conflict-prone states represent a threat to international security. Peacebuilding is therefore a part of the security agenda. This has brought obvious benefits, most obviously much-needed resources, aid and capacity-building to conflict-prone countries in the form of international assistance, which has contributed to a decline in intrastate conflicts. However, there are a number of negative implications to the securitization of peacebuilding. This article considers the implications of this, and concludes that it is difficult to mediate between conventional and ‘critical’ views of peacebuilding since they are premised upon quite different assumptions regarding what peacebuilding is and what it should be.  相似文献

Abstract

Much research on residential mobility relies on examining people's choices within the context of what is available in a local housing market. However, it is difficult to determine the demand for alternative housing or neighborhood types that may not be available or are available only in limited quantities. Hence, the market may not accurately reveal consumer preferences for such alternatives.

We estimate a discrete choice model of neighborhood choice by using data from a choice‐based conjoint analysis survey that allows us to vary characteristics experimentally. The model is used to determine consumer preferences for neotraditional neighborhood design features, including neighborhood layout, housing density, surrounding open space, and commuting time, while holding other characteristics, including school quality and neighborhood safety, constant. The results indicate that the neotraditional design with higher density is less preferred on average, but that niche marketing, additional open space, or other amenities can overcome its negative effects.  相似文献

Abstract

This article uses culture of poverty and rational choice theories of poverty to explain how quickly nonelderly household heads leave public housing. Data from the Panel Study of Income Dynamics serve as the basis for the analysis.

Although a significant proportion of all household heads have public housing spells lasting five or more years, the majority have spells lasting less than five years. The availability of other housing options has a strong impact on how quickly individuals move out of public housing. Family structure and human capital play a more modest role. To the extent that one's childhood experiences affect the likelihood of exiting public housing, they appear to do so mostly through their effect on the acquisition of human capital. Finally, the evidence presented is inconsistent with the notion that public housing is a trap from which it is more difficult to escape the longer one lives in it.  相似文献

Abstract

Reverse mortgages are usually seen as a vehicle for increasing the income of poor, elderly households. This perspective, coupled with the relatively slow growth of reverse mortgage programs, has led some observers to question the growth potential of the reverse mortgage market. This article presents a more expansive view of reverse mortgages as a financial tool for tapping housing equity for various purposes and at various stages in the life cycle.

Three market segments for reverse mortgages are discussed: elderly persons living alone, other elderly households, and non‐elderly households. Potential uses include turning housing equity into personal human capital investment accounts, enabling children to provide care for their disabled parents, funding elderly households’ long‐term care insurance, and sustaining consumption. Recent progress in product development and availability and political pressures to find private financing for health and long‐term care suggest that the reverse mortgage market has considerable growth potential.  相似文献

Abstract

Although evictions are a major housing problem that disproportionately affects lower‐income and minority tenants, no systematic data about evictions are collected on a local or national level. This article presents the scattered available data on the magnitude and impact of the problem, along with existing model efforts to reduce its incidence and impact.

Creating a national database on evictions—how many, where, who, why, and what happens to evictees—would be an important first step in focusing attention on this neglected issue. Definitional questions must be resolved as an initial step. In an effort to launch such a project, suggestions are offered on how to begin creating such a database.  相似文献

Abstract

The hypothesis of a trade-off between homeownership and welfare state provision, first proposed by Jim Kemeny around 1980, is a foundational claim in the political economy of housing. However, the evidence for this hypothesis is unclear at both macro and micro levels. This paper examines the link between welfare and homeownership at the macro level using new long-run data and a multilevel modelling approach. It shows that the negative cross-sectional correlation between homeownership and public welfare provision observed in the earliest available data disappears and becomes neutral by the 1980s and possibly positive subsequently. Within-country trajectories vary, but are significantly positive in more countries than significantly negative, suggesting that in some contexts welfare and homeownership are complements rather than competitors. The paper posits a dual ratchet effect mechanism in both pension benefits and homeownership capable of producing this inversion, and further suggests that rising public indebtedness and the debt-stabilising effects of welfare states may account for the emergence of complementarity in the pension?homeownership relationship. The latter supports the hypothesis that some countries have avoided the trade-off by ‘buying time’ on credit markets.  相似文献

The transparent disclosure of political donations is an important anti‐corruption measure. However Australia's current disclosure system has been too poor to sustain rigorous empirical analysis by either journalists or researchers. The barriers to analysis lie in the data collected and in how it is disclosed to the public. This article seeks to give an overview of the transparency problems in the disclosures. It then outlines what limited insights can be gleaned about the political donations landscape. It finds that donations are dominated by the federal election cycle, transparently declared donations make up a small and declining proportion of parties’ incomes at 12–15%, and the amount of money going entirely undisclosed is more than 50% and growing. It also finds indications of paying for access and donor strikes being used to punish government that require further research.  相似文献

ABSTRACT

This article analyzes if, and to what extent, the public service motivation (PSM) construct has an added value to explain work motivation in the public sector. In order to address the specificity of PSM when studying work motivation, the theoretical model underlying this empirical study compares PSM with two other explanatory factors: material incentives, such as performance-related pay, and team relations and support, such as recognition by superiors. This theoretical model is then tested with data collected in a national survey of 3,754 civil servants at the Swiss municipal level. Results of a structural equations model clearly show the relevance of PSM. They also provide evidence for the importance of socio-relational motivating factors, whereas material incentives play an anecdotal role.  相似文献
