Abstract

This article suggests ways to better design, conduct, and interpret evaluations of the effects of housing mobility programs on participants, with emphasis on how to isolate neighborhood effects. It reviews earlier critiques of neighborhood effects research and discusses the key assumptions of housing mobility programs—about the benefits of affluent neighbors, the spatial organization of opportunity for the urban poor, and the meanings of “neighborhood” to residents, researchers, and policy makers.

Studying mobility contexts, especially in suburban areas, offers special challenges to researchers. More research is needed that looks at residents’ social ties and uses mixed‐methods approaches. Ethnographic data, in particular, would enhance the validity of the quantitative data that now dominate studies of neighborhood effects. Adding substantially to what we know about the processes or mechanisms—the “how” of neighborhood effects—mixed‐methods approaches would also make research much more useful to policy makers and program managers.  相似文献

Abstract

A recent World Bank policy statement on housing advocates the reform of government policies, institutions, and regulations to enable housing markets to work more efficiently. The policy statement identifies several instruments that governments can use to address housing market constraints, and to improve the performance of the housing sector as a whole, while paying particular attention to the needs of the poor.

In recent years, the government of Mexico has employed many of the enabling instruments described in the World Bank's housing policy statement. This article reviews the role of housing in the Mexican economy and the major reforms that the Mexican government has implemented to improve the operation of the housing market so that private lenders and home builders can play an expanded role in addressing the country's housing needs. The World Bank has supported the government's reform program, and since 1985 it has lent more than $1.2 billion to Mexico for low‐income housing projects.  相似文献

Abstract

There is a growing consensus among urban analysts that inner‐city neighborhoods suffer from a lack of social capital. Because these areas do not have a strong social infrastructure in place to support successful revitalization efforts, urban policy recommendations now call for developing social capital in the worst‐off parts of our cities. However, this consensus has been reached without any empirical analysis of the effect of social capital on urban neighborhoods. Moreover, there have been few, if any, efforts to show how to measure social capital at a neighborhood level.

This article proposes a social capital model of neighborhood change that measures social capital as a function of two constitutive elements: sociocultural milieu and institutional infrastructure. In addition, we present a theoretical model to show how social capital affects neighborhood stability and an empirical analysis that provides evidence of the positive effect social capital has on neighborhood stability.  相似文献

Abstract

The Section 8 voucher and certificate program potentially allows recipients to choose better neighborhoods than they might otherwise be able to afford. This article compares the location of households using Section 8 vouchers and certificates with the location of other renter households, both low‐income renters and all renters.

In 1998, Section 8 users were 75 percent as likely as other poor tenants to live in distressed neighborhoods but 150 percent more likely than all renters to live in such tracts. These national averages obscure substantial variation among metropolitan areas. Section 8 users concentrate in distressed neighborhoods when rental housing concentrates there, but they avoid distressed neighborhoods with very low rents. Concentration also hinges on race; when assisted households are mostly black and other residents are mostly white, assisted households are much more likely to live in distressed neighborhoods.  相似文献

Abstract

In 2002, the Gautreaux Two housing mobility program provided low‐income families living in Chicago public housing with the opportunity to move to more affluent, less racially isolated communities. This article presents findings on their complex search and moving process. Only about one‐third of enrolled families actually moved through the program ("leased‐up"). In‐depth interviews with a randomly chosen sample of 71 families and an additional 20 “likely mover” families showed that movers fell into four groups distinguished by personal characteristics that made it easier for them to move or by residence on Chicago's North Side.

Nonmovers faced a variety of obstacles, both external (a tight rental market, discrimination, and bureaucratic delays) and internal (limited experience and program comprehension, large household size, and health problems). Also, some nonmovers were too busy with work or school to engage in what proved to be an onerous process of identifying a suitable unit and moving.  相似文献

Abstract

In August 1997, the capital gains law was changed to enable most sellers to move down in price without incurring a tax liability. The previous law was critiqued as detrimental to cities by promoting out‐migration to higher‐priced homes; it was asserted that the requirement that sellers buy a home equal to or greater than the value of the one they sold to defer tax liability obstructed movement down in price. This study asked whether movement down in price increased in four Ohio cities after the law was changed and whether movement out of the central cities decreased and movement in from the suburbs increased.

Statistically significant change in movement down was found in only one city. Movement up in price and outward dominated all four areas. The study produced no direct evidence of the factors that influenced seller‐buyer move decisions. The process of life‐course change—younger households moving up to larger, more expensive homes and older households moving down to smaller, less expensive properties—was probably the driving force.  相似文献

The ACHIEVEability model of affordable housing aims to promote self-sufficiency by requiring enrollment in postsecondary education in exchange for subsidized housing. In this study, we exploit the quasi random assignment of ACHIEVEability participants (N = 84) to subsidized housing units to evaluate whether microneighborhood environments moderated participants’ progress in postsecondary education. Participants progressed in their educational pursuits in line with program requirements, earning about 12 college credits per year. Neighborhood block group characteristics moderated this progress. Participants who were assigned to housing located in poorer, more violent, and less educated block groups earned credits at a significantly slower rate than participants assigned housing in more advantaged block groups. Our results suggest that the micro environments immediately surrounding residents of subsidized housing matter, even if they are situated within broader contexts of spatial and personal disadvantage.  相似文献

Abstract. While some studies have revealed that social capital is shaped within civil society, the role of political institutions in forming social capital has not yet been clearly shown. This article, therefore, tries to evaluate the politico-institutional foundations of social capital measured in terms of associational life in Switzerland. The purpose is to apply Putnam's method of comparing subsystems to the Swiss cantons. The empirical analyses show that government structures are strongly associated with social capital. More specifically, the availability of direct democracy promotes a lively associational life. In addition, consensus democracy and decentralized political structures contribute to social capital. In this vein, the access points of the politico-institutional structure constitute a feasible 'top-down' path to breaking out of the vicious circle of distrust, disengagement and weak democracy.  相似文献

Abstract

This article argues that contemporary interest in social capital by community development theorists, funders, and practitioners is misguided and needs to be thoroughly rethought. It argues that social capital, as understood by Robert Putnam and people influenced by his work, is a fundamentally flawed concept because it fails to understand issues of power in the production of communities and because it is divorced from economic capital. Therefore, community development practice based on this understanding of social capital is, and will continue to be, similarly flawed.

The article further argues that instead of Putnam's understanding of social capital, community development practice would be better served by returning to the way the concept was used by Glenn Loury and Pierre Bourdieu and concludes with a discussion of how these alternative theories of social capital can be realized in community development practice.  相似文献

The level of effectiveness of an environmental policy depends to a significant degree on the level of acceptance and cooperation of citizens. The relevant literature indicates that social capital may significantly influence environmentally responsible behaviour connected with the implementation of an environmental policy. In this context, the present article aims to further explore this field by introducing the issue of non-economic social costs and benefits imposed from environmental policies. In particular, it is supported, both theoretically and empirically, that social costs and benefits may influence the decision of individuals to cooperate and comply with an environmental policy and thus may be a significant indicator for environmental behaviour. Furthermore, these social costs and benefits may differ among individuals and are influenced by social capital elements. Consequently, through the article the need of exploring social capital prior to environmental policy implementation is underlined along with the need of creating social capital assessment techniques.  相似文献

This article evaluates whether economic hardship affects social capital in Europe. Comparing 27 European countries, it evaluates the impact of personal experiences of economic hardship on engagement in voluntary associations as a cornerstone of civic and democratic life. Empirical analyses of the Eurobarometer data indicate that individual economic hardship has indeed a negative effect on associational volunteering in Europe. However, the result is qualified in two respects. First, it is found that the effect of individual economic hardship is contingent upon education. Second, this effect mostly refers to volunteering for associations providing solidarity goods (Putnam groups). These results have broader implications for understanding how economic hardship shapes the social capital within democratic societies.  相似文献

Using the example of attention, this paper argues that there is a tendency to treat conceptual metaphors as representational resources at the expense of critically examining how they are implicated in the material structuring of social action. Rather than understanding metaphor in terms of transference, it is proposed that the concept of translation be applied to how we theorise the workings of metaphor. By translating rather than merely transferring concepts from one domain to another, metaphors function as semiotic materialisations that give structure to social action. It is through metaphor that human attentional processes are made to be translated into the material practices of knowledge work under cognitive capitalism. However, for attention to be translated from cognitive process into labour more than a simple associative process must take place. The attention-as-labour metaphor does not just transform how we think about work, it lends itself to transforming how work is performed and managed. In this way, as discursive resources metaphors participate in the constitution not only of our understanding of social realities but also how we build and act within those realities. Thus, metaphors are not just evidence of asymmetries in power relations but also function as instruments of those asymmetries.  相似文献

Abstract

This study investigates hypotheses regarding the association of census tract variables with the risk for homelessness. We used prior address information reported by families entering emergency shelters in two large U.S. cities to characterize the nature ofthat distribution.

Three dense clusters of homeless origins were found in Philadelphia and three in New York City, accounting for 67 percent and 61 percent of shelter admissions and revealing that homeless families’ prior addresses are more highly concentrated than the poverty distribution in both cities. The rate of shelter admission is strongly and positively related to the concentration of poor, African‐American, and female‐headed households with young children in a neighborhood. It is also correlated with fewer youth, elderly, and immigrants. Such areas have higher rates of unemployment and labor force nonpartici‐pation, more housing crowding, more abandonment, higher rates of vacancy, and higher rent‐to‐income ratios than other areas.  相似文献

In the study of social capital in Asia, it has been common to see kinship networks as the formation of social capital relations that create trust within society or within Asian states. This paper explores social capital surrounding industrial conflicts to see how unions relate to social capital formation in the context of recent reforms in state socialist China. This paper will argue that in the face of spontaneous outbursts of rapid social capital formation, as in industrial conflicts, the role of institutional agents is important for sustaining social capital. In China, the traditional model of the states bureaucratic trade unions has proved poorly adapted to coping with rapid social capital formation, either as organizer or suppressant. In the case of new workplaces, however, without the history of cynicism and state corporatism, the official unions that seek to represent members and sustain social capital are able to do so quite effectively. To build social capital, it is not necessary to destroy existing trade unions in China but to reorient their focus from bureaucratic centralist to representative organizations.  相似文献

Abstract

As welfare reform unfolds, nonprofit social service agencies will increasingly be called upon to help fill the gap between what unskilled and semiskilled mothers can earn in the low‐wage labor market and what they need to meet their monthly expenses. This article draws on in‐depth interviews with low‐income single mothers and multiyear observational studies of two nonprofit social service agencies.

Using these data, the authors show what kinds of resources these agencies provide low‐income single mothers, how mothers mobilize the resources available, to what degree agencies actually contribute to mothers’ cash and in‐kind resources, how agencies distribute their resources, and what effect agencies’ distribution practices have on these women. The analysis shows that although nonprofit social service agencies are a crucial part of many low‐income mothers’ economic survival strategies, they cannot come close to substituting for the eroding public safety net.  相似文献

In this paper we build on an expanding literature that attempts to understand the changing organizational and institutional dimensions of contemporary urban governance. We do so by utilizing the Cleveland Housing Network as a lens through which salient characteristics of contemporary governance become visible. Doing so enables us to highlight the distinctive challenges of the multi-institutional nature of contemporary governance arrangements and “heterarchic” governance in particular. These challenges situate mediating organizations as central components of governance arrangements. Finally, by focusing on the distinctive characteristics of the organization's leaders, we demonstrate that mediating organizations are usefully thought of as institutionalized forms of the “social skill” of institutional entrepreneurs.  相似文献

Abstract

For the past several decades in the United States, a tension has existed between the goals of historic preservation, the provision of affordable housing, and the creation of mixed‐income neighborhoods. Historic restoration for residential uses has often been associated with gentrification and the displacement of low‐income residents. This article examines the public and private sector support system for combining historic preservation with the creation of affordable and mixed‐income housing and neighborhoods and analyzes the strategies and experiences of the Baltimore neighborhood of Butchers Hill in taking this approach to community re‐vitalization.

Using historic preservation as a catalyst for community revitalization requires a comprehensive approach to prevent displacement of low‐income residents. In Butchers Hill, the mixed‐income community that was created was an outgrowth of conflict between two community‐based organizations. The case eludes simple typologies of gentrification and indicates the need for additional study of the dynamics and benefits of mixed‐income neighborhoods.  相似文献
