Identifying neighborhood thresholds: An empirical exploration   总被引:1,自引:0,他引:1  
Abstract

In this article, we investigate the threshold‐like effects of four aspects of neighborhood environment: poverty rate, adult nonemployment rate, female headship rate for families with children, and secondary school dropout rate. We used a sample consisting of virtually all census tracts from U.S. metropolitan areas. The relationship between the value of numerous neighborhood indicators in 1980 and subsequent changes in each of the four dimensions of neighborhood quality of family life from 1980 to 1990 was evaluated statistically using a regression model with a spline specification to test for nonlinear, threshold‐like processes.

Stressing the exploratory nature of the study, we find evidence of threshold‐like effects in an endodynamic relationship (poverty rate and subsequent changes in that rate), and in exodynamic relationships (occupational status and rental rates and subsequent changes in several neighborhood quality indicators). Implications for research and a spatially targeted neighborhood reinvestment policy are derived from the analysis.  相似文献

Abstract

This article adds to the literature on locational attainment of immigrants by evaluating how immigrant households in New York City compare with native‐born households with respect to neighborhood characteristics. It also examines whether the relationship between immigrant status and neighborhood quality varies by race/ethnicity and place of birth.

Overall, foreign‐born households are more likely than native‐born households to live in neighborhoods with less access to medical care, higher rates of tuberculosis, and higher concentrations of poverty. Multivariate analyses reveal that all but one of these disadvantages disappear for foreign‐born households as a group. However, island‐born Puerto Ricans and immigrants—especially Dominicans, Caribbeans and Africans, and Latin Americans—are more likely to reside in lower‐quality neighborhoods than native‐born white households. Equally important, native‐born blacks and Hispanics are also disproportionately disadvantaged relative to native‐born whites, suggesting that a racial hierarchy exists in the locational attainment of households in New York City.  相似文献

Abstract

There is a growing consensus among urban analysts that inner‐city neighborhoods suffer from a lack of social capital. Because these areas do not have a strong social infrastructure in place to support successful revitalization efforts, urban policy recommendations now call for developing social capital in the worst‐off parts of our cities. However, this consensus has been reached without any empirical analysis of the effect of social capital on urban neighborhoods. Moreover, there have been few, if any, efforts to show how to measure social capital at a neighborhood level.

This article proposes a social capital model of neighborhood change that measures social capital as a function of two constitutive elements: sociocultural milieu and institutional infrastructure. In addition, we present a theoretical model to show how social capital affects neighborhood stability and an empirical analysis that provides evidence of the positive effect social capital has on neighborhood stability.  相似文献

Abstract

For the past several decades in the United States, a tension has existed between the goals of historic preservation, the provision of affordable housing, and the creation of mixed‐income neighborhoods. Historic restoration for residential uses has often been associated with gentrification and the displacement of low‐income residents. This article examines the public and private sector support system for combining historic preservation with the creation of affordable and mixed‐income housing and neighborhoods and analyzes the strategies and experiences of the Baltimore neighborhood of Butchers Hill in taking this approach to community re‐vitalization.

Using historic preservation as a catalyst for community revitalization requires a comprehensive approach to prevent displacement of low‐income residents. In Butchers Hill, the mixed‐income community that was created was an outgrowth of conflict between two community‐based organizations. The case eludes simple typologies of gentrification and indicates the need for additional study of the dynamics and benefits of mixed‐income neighborhoods.  相似文献

Abstract

We use New Orleans as a case study to explore residential mortgage foreclosure as one mechanism linking prior black population and changes in employment levels with changes in aggregate income, housing tenure, vacancy rates, and black population size. Mortgage foreclosure data are merged with 1980 and 1990 census data aggregated at the block group level.

Structural equation modeling results indicate that both economic change and prior racial composition are associated with reductions in median block group incomes. Racial transition and loss of employment and income also increased foreclosure rates. Economic change and prior racial composition together impact neighborhoods through their effects on income and foreclosure rates, which in turn differentially affect vacancy rates, the change in black population, and the housing tenure status of residents. The differential effects of these variables point to the persistence of a dual housing market for blacks and whites in New Orleans.  相似文献

Abstract

A major objective of many neighborhood revitalization programs is to increase homeownership. Conventional wisdom holds that this is one of the best ways to stabilize areas in decline. This article questions convention by presenting a conceptual model of how homeownership rates might affect various indicators of neighborhood stability and by determining whether there is support for this model in the literature. The article also presents an original analysis of the relationship between homeownership rates and two measures of neighborhood stability.

The literature review finds considerable support for an association between homeownership and both improved property maintenance and longer lengths of tenure. The analysis of census data similarly indicates less residential mobility and greater property value appreciation in areas with greater home‐ownership. Although initial values and citywide value changes appear to have much stronger effects on changes in property values than the tract home‐ownership rate, modest changes in homeownership rates are clearly associated with increased property values.  相似文献

Abstract

Popular wisdom has it that the development of project‐based assisted housing will cause whites to flee or avoid the surrounding neighborhood, leading to rapid racial transition. This article examines the question of whether the development of several types of project‐based, federally assisted housing had an impact on neighborhood racial transition during the 1980s. In general, the development of assisted housing in a neighborhood did not lead to racial transition, nor did it approach levels suggesting “white flight” in the few instances where racial transition did occur.

The results of our analysis suggest that one of the major criticisms of project‐based assisted housing—that it contributes to racial segregation by causing white flight—is not supported by empirical evidence.  相似文献

Abstract

Asset‐building strategies—including individual development accounts, homeownership programs, and microenterprise development—became increasingly popular in the 1990s. Although research has demonstrated how assets produce individual benefits, less is known about the extent to which these benefits induce positive place‐based effects. We develop a model of the relationship between individual asset‐building strategies and neighborhood revitalization in order to inform future empirical work and help ensure that asset accumulation and neighborhood revitalization are mutually reinforcing. Our model emphasizes the conditions and programmatic factors that may encourage and discourage the transfer of benefits from individuals to neighborhoods.

Examples from case studies of four community‐based organizations suggest that the likelihood of neighborhood spillovers may be increased if policies and practices aim to “manage” the returns from the individual asset, retain asset holders, provide reinvestment conduits, track local purchasing power, and create additional opportunities for collective action.  相似文献

Abstract

We present a conceptual framework for metropolitan opportunity and a model of individual decision making about issues affecting youth's future socioeco‐nomic status. Decision making and its geographic context have objective and subjective aspects. Objective spatial variations occur in the metropolitan opportunity structure—social systems, markets, and institutions that aid upward mobility. Decisions are based on the decision‐maker's values, aspirations, preferences, and subjective perceptions of possible outcomes, which are all shaped by the local social network (e.g., kin, neighbors, and friends).

We also review the psychological literature on decision making. We hypothesize that the decision‐making method varies with the range of opportunities considered: Those with fewer options adopt a less considered method wherein mistakes and short‐term focus are more likely. Our review also finds empirical evidence that the local social network has an important effect on youth's decisions regarding education, fertility, work, and crime. Abstract

We examine the characteristics of 14 stable racially and ethnically diverse urban communities in 9 U.S. cities and point to policies that could strengthen these communities and encourage the growth of more diverse neighborhoods in American cities. The cities examined are Chicago; Denver; Houston; Memphis, TN; Milwaukee; New York; Oakland, CA; Philadelphia; and Seattle. University researchers and community leaders in each city collaborated on the research for this project.

We identify two types of stable diverse communities, “self‐conscious” and “laissez‐faire,” which have evolved for different reasons and with different characteristics. Stable diverse communities will not just happen, but they can be influenced by a number of policy recommendations stemming from our research. These include helping individuals and organizations take leadership roles in their communities, strengthening and enforcing fair housing and antidiscrimination laws, earmarking economic resources to encourage neighborhood diversity, and creating community safety and jobs programs.  相似文献

Abstract

This study investigates hypotheses regarding the association of census tract variables with the risk for homelessness. We used prior address information reported by families entering emergency shelters in two large U.S. cities to characterize the nature ofthat distribution.

Three dense clusters of homeless origins were found in Philadelphia and three in New York City, accounting for 67 percent and 61 percent of shelter admissions and revealing that homeless families’ prior addresses are more highly concentrated than the poverty distribution in both cities. The rate of shelter admission is strongly and positively related to the concentration of poor, African‐American, and female‐headed households with young children in a neighborhood. It is also correlated with fewer youth, elderly, and immigrants. Such areas have higher rates of unemployment and labor force nonpartici‐pation, more housing crowding, more abandonment, higher rates of vacancy, and higher rent‐to‐income ratios than other areas.  相似文献

Abstract

Suburbs are becoming increasingly diverse as they continue to comprise larger portions of the metropolitan population and employment. Former perceptions of suburban uniformity are being eroded by the variance in form and function that now characterizes them. This article analyzes data collected on 3,567 non‐central‐city, incorporated, metropolitan places in the United States along the dimensions of population, place, economy, and government. Specifically, a hierarchical clustering procedure, combined with discriminant analysis, identifies 10 distinct types of suburbs in the data.

Level, composition, and combinations of wealth, employment, and race drive the distinctions among suburban clusters, many of which do not fit our traditional characterizations of suburbia. In fact, only about half of all the suburbs considered are strongly characterized by these traditional traits, and these suburbs contain less than one out of every three residents considered in the analysis.  相似文献

Abstract

Social capital has many faces in the geography of urban opportunity, and as such, particular housing policies might have positive effects on some forms of social capital and negative effects on others. The author defines social support and social leverage as two key dimensions of social capital that can be accessed by individuals. A sample of 132 low‐income African‐American and Latino adolescents is used to examine the early impacts of a Yonkers, NY, housing mobility program on social capital.1

Overall, program participants (’movers’) appear to be no more cut off from social support than a control group of “stayer” youth. On the other hand, movers are also no more likely to report access to good sources of job information or school advice— to leverage that might enhance opportunity. Adding just one steadily employed adult to an adolescent's circle of significant ties has dramatic effects on perceived access to such leverage.  相似文献

Abstract

This article suggests ways to better design, conduct, and interpret evaluations of the effects of housing mobility programs on participants, with emphasis on how to isolate neighborhood effects. It reviews earlier critiques of neighborhood effects research and discusses the key assumptions of housing mobility programs—about the benefits of affluent neighbors, the spatial organization of opportunity for the urban poor, and the meanings of “neighborhood” to residents, researchers, and policy makers.

Studying mobility contexts, especially in suburban areas, offers special challenges to researchers. More research is needed that looks at residents’ social ties and uses mixed‐methods approaches. Ethnographic data, in particular, would enhance the validity of the quantitative data that now dominate studies of neighborhood effects. Adding substantially to what we know about the processes or mechanisms—the “how” of neighborhood effects—mixed‐methods approaches would also make research much more useful to policy makers and program managers.  相似文献

Abstract

As welfare reform unfolds, nonprofit social service agencies will increasingly be called upon to help fill the gap between what unskilled and semiskilled mothers can earn in the low‐wage labor market and what they need to meet their monthly expenses. This article draws on in‐depth interviews with low‐income single mothers and multiyear observational studies of two nonprofit social service agencies.

Using these data, the authors show what kinds of resources these agencies provide low‐income single mothers, how mothers mobilize the resources available, to what degree agencies actually contribute to mothers’ cash and in‐kind resources, how agencies distribute their resources, and what effect agencies’ distribution practices have on these women. The analysis shows that although nonprofit social service agencies are a crucial part of many low‐income mothers’ economic survival strategies, they cannot come close to substituting for the eroding public safety net.  相似文献

In nearly all Asian countries services available to rural populations are inadequate and inappropriate. Improvement is crucial not only to fulfilling basic human needs, but for raising productivity and generating more broadly based economic development. This article reviews the types of obstacles in the way of improving service delivery, and assesses the strengths and weaknesses of the major institutional arrangements for delivering services. In the light of this review the article identifies four issues of major importance, first, the priority to be given to providing social and productive services; second, the most appropriate approach to delivering social and productive services; third, how to finance social services more effectively; and finally what alternative means there are of improving the administration of services. Abstract

Population loss and economic decline have resulted in thousands of abandoned homes in major U.S. cities. Although abandoned homes are symptomatic of other problems, they also contribute to neighborhood decline and frustrate revitalization. This article provides an overview of the national scope of abandoned housing and profiles Baltimore's strategy for addressing this problem.

Challenges in Baltimore's revitalization planning include the necessity of and financial requirements for a comprehensive approach and the difficulty of reaching consensus. Widespread property “flipping” hampers prevention. Efforts to acquire and demolish units are constrained by difficulties in tracking ownership, felons’ ownership of derelict units, and a shortage of staffing to process takings. Challenges in rehabilitating and marketing row houses include the need for subsidies to make units affordable to the most likely buyers, the omnipresence of lead paint, and the lack of foreign immigration. The article proposes a more strategic approach to the city's revitalization planning.  相似文献

I investigate the causal relationship between access to healthcare and crime following state decisions to expand Medicaid coverage after the Affordable Care Act. I combine state-level crime data from the Federal Bureau of Investigation Uniform Crime Reports for the years 2009 through 2018 with variation in insurance eligibility generated by the Medicaid expansion. Using a difference-in-differences design, my findings indicate that states that expanded Medicaid have experienced a 5.3 percent reduction in annual reported violent crime rates relative to nonexpansion states. This effect is explained by decreases in aggravated assaults and corresponds to 17 fewer incidents per 100,000 people. The estimated decrease in reported crime amounts to an annual cost savings of approximately $4 billion.  相似文献

Abstract

Congress gave the Resolution Trust Corporation (RTC) authority to sell modestly valued housing at below‐market prices and with concessionary financing to enable lower income families to become homeowners and to expedite sales. Nonprofits and public agencies seeking to buy properties for occupancy by lower income people also qualified for these favorable terms. Setting a precedent for future housing policy initiatives, Congress conditioned access to this special program on the imposition of permanent low‐income use and affordability restrictions.

This paper considers whether the RTC can reconcile its mandate to maximize preservation of affordable housing with its duty to maximize return on assets and minimize negative impacts on local markets. This issue is addressed through a comparative review of property disposition programs administered by three other federal agencies. The author concludes that the RTC's three goals can be harmonized and suggests criteria for evaluating the RTC's performance in meeting its affordable housing mandate.  相似文献
