Integration of smallholder agriculture into oil palm production schemes has been advocated as a strategy for rural poverty reduction in the global South, including Guatemala, where the crop had been promoted through a contentious government programme. This study, set in Guatemala’s northern lowlands, challenges the official narrative that smallholder oil palm cultivation catalyses rural development and deters peasant land sales. Results indicate that oil palm expansion is accelerating land sales and provides minimal benefits, namely non-inclusive and precarious jobs. The host community is becoming increasingly susceptible to global market volatility, as oil palm puts pressure on subsistence farming and eliminates other livelihood options.  相似文献

ABSTRACT

Guatemala’s palm oil production has surged in line with the global demand for biodiesel and vegetable oil production. While corporate land grabs have been a popular concept in agrarian studies, we emphasize the integral roles of the state and racially-charged political power relations, enhanced by the neoliberal food regime. These power relations, with racism at their core, foster land control grabs occurring alongside the rise of the palm oil industry. Their effects extend beyond merely the dispossession of land. The oil palm expansion and related dispossessions mostly benefit the international markets and the wealthy ruling class comprised of creole descendants and affluent ladinos. The soaring industry has given rise to human rights violations and a lack of access to or control of various resources, such as food and water. Based on fieldwork, we show that dispossessed Guatemalans, especially the indigenous, experience rising poverty, domestic food shortages and an influx of foreign foodstuffs as the meagrely paid work in the oil palm sector is only available for the few.  相似文献

This article explores the gendered experience of monocrop oil-palm expansion in a Hibun Dayak community in Sanggau District, West Kalimantan (Indonesia). It shows how the expanding corporate plantation and contract farming system has undermined the position and livelihood of indigenous women in this already patriarchal community. The shifting of land tenure from the community to the state and the practice of the ‘family head’ system of smallholder plot registration has eroded women's rights to land, and women are becoming a class of plantation labour. At the same time, as in other cases of expansion of agrarian corporate commodity production, we can discern a familiar pattern of ambivalence between, on the one hand, the attractions of regular cash income and, on the other, the loss of resource tenure and autonomy, which helps to explain the community's gendered experience of coercion, exploitation, intimidation, consent and resistance.  相似文献

ABSTRACT

Over the last two decades, the expansion of oil palm and sugarcane plantations in the Polochic Valley (Guatemala) has exacerbated the historical struggle of Maya-Q’eqchi’ peoples for land rights. Based on a mixed-methods approach, I examine the dynamics of the conflict between 1998 and 2014, focusing on the visibility, manifestation and intensity of violence and the role of Non-Governmental Organizations (NGOs) and peasant organizations in opposition to oil palm and sugarcane plantations. I show that the evolution of the conflict can be explained by changes in the strength of organizations' alliances due to tensions and lack of coordination, as well as the fear of state repression and the funding context of these organizations. These results allow me to discuss how violence, the role of these organizations and the dynamics of related events have influenced the visibility of the conflict associated with the expansion of oil palm and sugarcane plantations in the Polochic.  相似文献

Ethnography in Gujarat, India’s poster-state of market reforms, recovers what transpires when the individual embraces capital for market-driven production. This contribution reports on resource-poor rural households who embark on dairying through buffaloes acquired with microcredit. The essay discusses the politics of economic value, and economic value encountering other values, lifeworlds and affective relations related to work, humans and non-human others. These phenomena interrupt commodity production. Human–animal relations challenge both capitalism’s treatment of bovines as machines, and the bovine politics of Hindu nationalism rooted in ignorance of rural economy, lifeworlds and livelihoods.  相似文献

In a widely read paper, the United Nations Food and Agriculture Organization, World Bank and others propose systematic property rights formalization as a key step in addressing the problems of irresponsible agricultural investment. This paper examines the case of Cambodia, one of a number of countries where systematic land titling and large-scale land concessions have proceeded in parallel in recent years. Cambodia's experience exemplifies the challenges of the ‘formalization fix’ – the proposition that property formalization constitutes a preferable front-line defense against land grabbing – and highlights formalization's uneven geography as an issue that has yet to generate adequate discussion internationally. Three dimensions of Cambodia's less-than-successful formalization fix efforts stand out: (1) the spatial separation of systematic land titling and agribusiness concessions that emerged during the 2000s and has only recently begun to be addressed; (2) the deployment of property formalization as a means of land grabbing, especially when applied selectively and unevenly; and (3) the political arena of efforts to legitimize ‘state land’. The paper questions the formalization fix as a policy solution, and argues for both greater spatial transparency in property formalization efforts throughout the global South, and greater attention to the problem of unmapped state land in general.  相似文献

In recent months, the World Bank has issued a series of draft policy reports on land relations. This is the first time in over two decades that the Bank has sought to review its policy on lending in the land sector. Access to the draft reports and participation in the consultation process has, however, been severely limited. Nonetheless, the World Bank expects to issue the final Report by the end of this year. This paper presents a gender analysis of the two draft documents that have been made available to date. It assesses their implications for gender relations in Africa. It explores the World Bank's promotion of formal rural credit and challenges the assumption of the availability of women's unpaid agricultural labour. The paper argues that, far from being over, the struggle over land relations which has characterised the last decade in Africa, must continue. This paper seeks to unravel the political economy of large-scale land acquisitions in post-Soviet Russia. Russia falls neither in the normal category of ‘investor’ countries, nor in the category of ‘target’ countries. Russia has large ‘land reserves’, since in the 1990s much fertile land was abandoned. We analyse how particular Russia is with regards to the common argument in favour of land acquisitions, namely that land is available, unused or even unpopulated. With rapid economic growth, capital of Russian oligarchs in search of new frontiers, and the 2002 land code allowing land sales, land began to attract investment. Land grabbing expands at a rapid pace and in some cases, it results in dispossession and little or no compensation. This paper describes different land acquisitions strategies and argues that the share-based land rights distribution during the 1990s did not provide security of land tenure to rural dwellers. Emerging rural social movements try to form countervailing powers but with limited success. Rich land owners easily escape the implementation of new laws on controlling underutilized land, while there is a danger that they enable eviction with legal measures of rural dwellers. In this sense Russia appears to be a ‘normal’ case in the land grab debate.  相似文献

African American and European American 4th, 6th, and 8th graders rated the competence of rich and poor children in academics (i.e., math, science, reading, writing, school grades, smartness), sports, and music. In contrast to middle school students, 4th graders favored the rich in all 3 domains. Youth of both races reported that the rich were more competent in academics than the poor; these beliefs were especially pronounced among Black youth. White, older, and more affluent students favored the poor in sports, whereas their counterparts either favored the rich or were egalitarian. No interactions were found between grade and race or grade and family income. The implications of these beliefs for policy and identity development theory are discussed. Over the past 15 years, northwest Cambodia has seen dramatic agrarian expansion away from the central rice plain into the peripheral uplands fuelled by peasant in-migration. Against this background, we examine the nature of relations between the peasantry and the state. We first show the historical continuities of land control processes and how the use of violence in a post-conflict neoliberal context has legitimised ex-Khmer Rouge in controlling land distribution. Three case studies show the heterogeneity of local level sovereignties, which engage the peasants in different relations with authority. We examine how these processes result in the construction of different rural territories along the agricultural frontier and argue that, in this region of Cambodia, the struggles between Khmer Rouge and neoliberal modes of land control are central to state formation processes.  相似文献

This article attempts to understand how control over land (power in practice) is built, achieved and contested in the context of land transfers involving pressures over possession rights in Santiago del Estero in northern Argentina. Here new forms of land control – due to expansion of the speculative, soy and cattle frontiers – are changing and involve new relationships while using novel mechanisms to gain and maintain control. The article adopts the notion of shifting ‘frontiers of land control’ as an analytical lens, following Lund and Peluso (2011). We can say that the process of soy and cattle expansion into the new frontiers happens through a group of different mechanisms which range from voluntary purchase to violent evictions. As shifts in land control in the frontier involve pressures on possession rights, we observe different mechanisms of control, mainly in the direction of dispossession and enclosure. The paper adds to the debate on ‘land grabbing’ by (a) showing how domestic investors operate to advance industrial agriculture and (b) showing how this frontier advances in a context of (rather unsecured) possession rights where rights are being shifted through transfers (sales, leases, evictions) and compensation mechanisms as well as conflict and judicial procedures.  相似文献

The recent scholarship on social movement outcomes has called for explanations about how movements influence economic outcomes. This article demonstrates in practice how a dynamic and relational approach, coupled with a Bourdieuian analysis of social, symbolic, and territorial space, can be utilized in explaining the influence of movements in contentious politics around investment projects. Based on participant observation and comparison across the Brazilian Landless Movement (MST) groups in areas of paper industry expansion, I assess the different movement strategies and their influence on pulp project outcomes. I reinterpret the ideal ‘MST model’ as constructed by specific strategies promoting contentious agency: organizing and politicizing, campaigning by heterodox framing, protesting, networking, and embedded autonomy vis-à-vis the state. A Qualitative Comparative Analysis comparing the expansion of 13 pulp holdings between 2004–2008 shows how these strategies influence investment pace. When both contentious and conventional strategies were used, movements managed to slow pulpwood plantation expansion.  相似文献

Farmers in Canada are older and more capitalized than ever before. Meanwhile, farmland values continue to rise. These forces together are generating unprecedented shifts in farmland relations, marked by increasing reliance on rental tenure and the rise of hybrid owner–renter consolidating farmers. This paper explores these dynamics in Ontario and asks how they are impacting on-farm agroecological stewardship. To do so, we begin with a review of the land and property relations literature as well as farmland and agricultural change in Ontario. We then briefly review agroecological issues and concepts that are important for linking on-farm agroecological health to aformentioned farmland and agricultural changes. From here, we use survey, interview and soil sample data collected from grain farmers across Ontario to elucidate relatively new shifts in land tenure and use dynamics. We argue that this complex set of forces is interacting to produce an appealing set of conditions for financial investors, while restricting access to farmland for less-capitalized farmers. We then show how these shifts are divesting capital and attention from agroecological health. We conclude with a reflection on how the state has been mediating and contributing to these dynamics, and urgently call for land policy that prioritizes social and ecological principals.  相似文献

This article reviews the histories of agricultural policy in 11 of today's developed countries between the late-nineteenth and the mid-twentieth century and in 10 developing and transition economies since the mid-twentieth century. After discussing the theoretical limitations of the prevailing orthodoxy, the article discusses the history of a wide range of agricultural policies concerning issues like land, knowledge (e.g., research, extension), credit, physical inputs (e.g., irrigation, transport, fertilizers, seeds), farm income stability (e.g., price stabilisation measures, insurances, trade protection), marketing, and processing. The article ends by discussing the policy lessons that may be learned from these historical experiences.  相似文献

Armed conflict is widely believed to disrupt agricultural production and ‘reverse’ development, but it may also involve the violent transformation of rural economies from subsistence to commercial agriculture. The case of Las Pavas, an estate in northern Colombia, provides further evidence that armed conflict created opportunities for violent land grabs and the expansion of commercial agriculture in Colombia. However, aggregate data suggest that primitive accumulation may be only part of the story behind the massive scale of forced displacement and dispossession. A research strategy that accounts for the diversity of subnational contexts, processes and outcomes is needed.  相似文献

劳动教育是中国特色社会主义教育制度的重要内容,新时代加强劳动教育具有重大的时代价值和战略意义。本研究运用修正的“渐进—多源流理论”分析了新时代劳动教育政策的制定过程。研究发现:劳动教育的不良指标、负面的政策反馈、焦点问题和事件构成问题源流;执政理念和价值选择、民意表达构成了政治源流;领导核心的推动作用、专家学者的政策建议、地方探索和经验、网络媒体的助推形成政策源流;习近平总书记在2018年全国教育大会上关于加强劳动教育的讲话打开了政策之窗。研究认为,在有限理性视野中,新时代劳动教育政策的制定是一个渐进调适的过程,中国语境下本土化因素对各源流产生重要影响,各源流渐进性明显,要关注网络对各源流带来的变化和影响,强化政策执行、协同推进。  相似文献

ABSTRACT

Looking at the oil strikes during the Iranian revolution (1978–79), this article challenges dominant narratives of the relationship between oil and politics and the processes that shaped the outcome of the revolution. The main arguments of the article are developed in a critical dialogue with Timothy Mitchell’s Carbon Democracy. Firstly, the article argues that the scale of the oil strikes and their central role in the creation of organs of revolutionary power call into question the generalization about the material characteristics of oil that supposedly prevented mobilization. Secondly, the article argues that the fact that oil workers were able to organize mass strikes, but failed to create an independent organization, calls for an explanatory approach that combines material factors with the role of consciousness, ideology and organization. This leads to a rereading of the Iranian revolution that highlights the essential role of the oil strikes in the emergence of dual power in early 1979, and the contingency of their outcome.  相似文献

Over the past few years, agribusiness, investment funds and government agencies have been acquiring long-term rights over large areas of farmland in lower income countries. It is widely thought that private sector expectations of higher agricultural commodity prices and government concerns about longer-term food and energy security underpin much recent land acquisition for agricultural investments. These processes are expected to have lasting and far-reaching implications for world agriculture and for livelihoods and food security in recipient countries. This paper critically examines evidence of trends, scale, geography and drivers in the global land rush. While this analysis broadly corroborates some widespread assumptions, it also points to a more complex set of drivers that reflect fundamental shifts in economic and geopolitical relations linking sovereign states, global finance, and agribusiness through to local groups. Only a solid understanding of these fundamental drivers can help identify levers and pressure points for policy responses to address the challenges raised by large-scale land acquisitions.  相似文献

African agriculture is often dominated by smallholder farms composed of multiple plots. In policy circles it is often assumed that fragmentation coupled with small farm size is an impediment to increasing yields and thus decreasing poverty and food insecurity. There also exists an influential literature that explores the inverse relationship between farm size and yield. While there are many studies internationally, few have been conducted in Africa. Using an Ethiopian national survey, we explore the relationship between yield, farm size and fragmentation. We find an inverse relationship between farm size and yield, and a positive association between yield and land fragmentation.  相似文献
