By disaggregating the peasantry, this article seeks to explain the variety of experience uncovered by previous local studies of the Zimbabwean countryside. A combination of those pockets of pre‐colonial accumulation which had survived the violence of the 1890s, and the productive reinvestment of income earned in wage labour, gave rise to a distinctive pattern of rural differentiation. By the start of the 1920s a class of small farmers had emerged.  相似文献

The Teamsters Union often clashed with the National Labor Relations Board (NLRB) in Seattle between 1935 and 1942. At times the Seattle Teamsters resisted the NLRB, yet in other cases the union worked within the agency's procedures to expand. In the years after the Wagner Act, the Teamsters exploited the NLRB to block employees from choosing their own union. This article uses archival records to explore cases where the Seattle Teamsters successfully adapted to federal regulation of collective bargaining between 1935 and 1942. Seattle workers opposed to the Teamsters bravely fought to protect their right to organize, yet these employees faced a union skilled at working with the procedural state. These cases show the increasing ability of the Seattle Teamsters to enroll workers wary of the union by complying with NLRB rules.  相似文献

The examination of women's influence on government policy is an integral part of comparative research into women and the welfare state. Focusing on the process of childcare policy development in Canada and Finland, this article suggests that the degree and nature of women's influence depend on the extent to which women's organizations representing different gender ideologies have established an effective presence in official politics. Furthermore, this study suggests that the political structure and process provide a material basis for the development of alliances and solidarity within the women's movement.  相似文献

The article looks at various specific processes of differentiation in rural Tanzania and attempts to relate these to the overall emergence of classes within the Tanzanian social formation and to its incorporation within the international capitalist system. After a brief introduction and outline of some important aspects of the Tanzanian economy and political structure, and a still briefer discussion of ‘Chayanovian’ proposals about an undifferentiated peasantry, the article outlines the developments of the colonial period and their implications for the patterns of differentiation observed. This is followed by a consideration of some of the more important specific processes. The final section attempts to pull this together into a coherent, though admittedly undertheorised, picture, focusing upon the ambiguous relationship of what is termed the ‘state class’ and the rich peasantry.  相似文献

The purpose of this article is to analyse how the Italian socialist movement viewed the social reforms of the Attlee Labour government introduced just after the Second World War. The intention is to study the extent and limits of the labour influence on Italian socialism. The Labour Party made the re-founding of a new interclass social pact, a universal matter intending to meet the needs of both the working and middle classes. The Italian socialist movement monitored the Labour government’s changes with interest, assessing them from two different perspectives. The reformist wing had a better grasp of the political–ideological implications of Labour’s approach to the welfare state. Vice versa, the majority of the Italian socialists pursued a class socialism and a strong alliance with the Communist Party, rejecting the Labour social policy model. After the split of 1947, however, the two views of Italian socialism failed to develop and implement a political programme for a welfare state based on the British universalistic tendency model. The political weaknesses of Italian socialist organizations in the field of social policy contributed to the characterization of the Italian welfare state in the post-war period and fundamentally delayed its universalistic implementation, at least until the 1960s.  相似文献

Women workers’ industrial disputes were of fundamental importance to the WLM, reflected in the deeds of activists and early participant-histories. These disputes were sites of worker-employer conflict and conflict between feminists and the wider Labour Movement. This article considers how these differing interpretations related to the striking women themselves. It focuses on four key disputes and analyses contemporary reports and the accounts of those involved. It argues women strikers' particular experiences of trade unionism, class politics and feminism resulted in gendered, but still fundamentally class-based, identities, and concludes by considering the position of women workers' industrial actions in feminist histories.  相似文献

This Appreciation of Olive Banks (1923–2006) draws upon her memoir published in Women’s History Review, Vol. 8, No. 3, 1999, pp. 401–410, and upon the author’s recollections of and correspondence with her. Born into a solidly working‐class family, Olive Banks overcame the disadvantages of her social class background and gender to become an internationally recognised Professor of Sociology, well known for her contribution to the developing field of the sociology of education and especially for her pioneering work on the history of feminism. Her contribution to women’s history was important at a time when the discipline was developing as an academic field of study in higher education in the 1980s in the USA and Britain.  相似文献

The structure, pace and uneven progress of the collectivisation of Chinese agriculture can be explained in terms of contradictions that persisited between relations of production and productive forces in the countryside and the ways in which these contradictions could be confronted through the application of the principle of the mass line. The formation and subsequent re‐organisation of the Rural People's Communes is interpreted as a necessary response to the fact that collectivisation was not predicated on prior modernisation of agriculture, but rather that Chinese political economy predicated the modernisation of agriculture on the success of the communes.  相似文献

This article draws attention to two propositions concerning the analysis of public policy formation. First, such analysis should take account of inherent constraints that the state faces in the formulation and implementation of its economic policies. Second, policy analysis must necessarily deal with specific historical contexts within which constraints on state policy formation operate. The main purpose of this article is to apply these two propositions to a study of the rural development strategy pursued by the Alliance government in Peninsular Malaysia. A second purpose is to derive from the empirical case certain theoretical implications which can be relevant for the analysis of the role of the state in economic development.  相似文献

This article is the first to investigate the growth of anarchist ideology and tactics in Gibraltar and the surrounding Spanish region, the Campo de Gibraltar, in the period 1890–1902. We draw upon hitherto unused material from both The National Archives in London and the Gibraltar Government Archives. By doing so, we demonstrate that during this period Gibraltarian and Spanish workers came together, not only to defend and advance their interests by direct action, such as strikes and attacks on employers, but also to advance educational and social causes too. Indeed, by 1898–1899, the appeal of this movement was so strong that an attempt by the British Social Democratic Federation to establish a more constitutionalist approach to industrial relations failed. By 1902, the power of anarchist movements and tactics concerned employers in Gibraltar, so greatly that they engineered a lockout – styled a general strike by local workers – and successfully smashed the organising power of the local movement. Meanwhile, on the Spanish side of the frontier, a massacre engineered by the local Spanish authorities resulted in the deaths of a number of activists and a hiatus in the movement that would last until the Great War of 1914–1918.  相似文献

Abstract

This article examines the evolution of written work rules on the railroads in Mexico from 1883 to 1923, looking at three sets of work rules from the Porfiriato and three from the Revolution. Just as foreign investors, British and American, and foreign skilled workers, mostly American, played an important role in the establishment of Mexico’s first railroad companies, these same foreign businesses brought their written rule books, necessary for the impersonal management of labor in companies with large, diverse, and a far-flung labor force like the railroads, to Mexico. The first rules are often Spanish translations of the English-language originals and paid no attention to the workers’ opinions. Through the Porfiriato, however, Mexican railroad workers unionized, in part following the pattern of the American Brotherhoods, and their unions, through labor activism and strikes, fought to transform work rules from company commands to negotiated terrain, with some success before the Revolution broke out. When the Revolution did break out, however, it radically transformed the terrain of work rules, first because railroad companies, even before they collapsed in the face of revolutionary violence, lost the support of the state that they so needed to impose their work rules, and second, because the new state that emerged from the Revolution allied with organized workers to provide them with many of their revolutionary demands: legal trade unions, mandated work benefits, and collective bargaining. Thus, newly powerful railroad unions through strikes and activism and in alliance with the new state made work rules not only negotiated terrain between companies and workers, but terrain in which workers and their unions held the upper hand. As a consequence, the work rules of 1923, where unions are powerful and impose significant benefits to workers, bear little resemblance to those of 1883, where unions are not recognized by the companies, which felt no obligation to provide any benefits at all.  相似文献

This paper explores the political field that has opened up in the wake of the recent civil war in Nepal. We focus on cultural-political developments in agrarian districts, where some of the most intriguing openings, and indeed the most pernicious closures, can be witnessed (as opposed to the national-state restructuring that commands more media and popular attention). Our research asks what spaces open up in the emerging political field at the district scale to entrench or transform dominant cultural codes and sedimented histories of socio-economic inequality. Preliminary research identifies specific sectors of local governance that have emerged as significant sites of struggle over the shape and meaning of ‘democracy’, namely forest management and infrastructure development. The primary contribution of the paper lies in specifying an analytical approach to the study of ‘post-conflict’ governance at the local scale via three conceptual terrains of inquiry – governance and planning, political subjectivity, and cultural politics. The ultimate objective is to develop a framework for assessing the conditions of possibility for a democratic restructuring of economy and society to accompany the official political institutions of liberal democracy.  相似文献

In recent years, a number of middle-income countries and influential multilateral institutions have instigated actions that frame food system governance around social protection and rights. These state-centered mobilizations raise fundamental questions about how to portray the global politics of food. Since the late 1980s, analysts have largely concurred that US hegemony in the global politics of food has given way to diverse and volatile neo-liberalist and corporate-led food system governance. However, what should we make of a situation where state and supra-state actors are flexing their powers to reshape food systems in line with rights-based models? Should this be understood as reflexes which aim to preserve national order, at a time of intensified food and nutrition insecurities? Or, does it lay the foundations of a re-governed system which curbs and molds a corporate-led politics of food within frameworks of justice? This contribution responds to these questions by tracing the evolution of social protection and rights-based approaches to the politics of food at the multilateral level and in two influential jurisdictions (India and South Africa). We argue that these initiatives underline a robust and continuing role of state power in global food politics, albeit in a novel fashion compared to previous entanglements.  相似文献
