In recent years, a number of middle-income countries and influential multilateral institutions have instigated actions that frame food system governance around social protection and rights. These state-centered mobilizations raise fundamental questions about how to portray the global politics of food. Since the late 1980s, analysts have largely concurred that US hegemony in the global politics of food has given way to diverse and volatile neo-liberalist and corporate-led food system governance. However, what should we make of a situation where state and supra-state actors are flexing their powers to reshape food systems in line with rights-based models? Should this be understood as reflexes which aim to preserve national order, at a time of intensified food and nutrition insecurities? Or, does it lay the foundations of a re-governed system which curbs and molds a corporate-led politics of food within frameworks of justice? This contribution responds to these questions by tracing the evolution of social protection and rights-based approaches to the politics of food at the multilateral level and in two influential jurisdictions (India and South Africa). We argue that these initiatives underline a robust and continuing role of state power in global food politics, albeit in a novel fashion compared to previous entanglements.  相似文献

This article assesses the consequences of political reform and structural adjustment programmes on trade union development in the countries of francophone West Africa. It addresses the key questions of how and to what extent the democratic upsurge of the 1990s has impacted trade unionism and how structural adjustment has reshaped the industrial relations landscape. It surveys recent developments such as the increasing influence of international labour organisations, the growth of social dialogue in the region, trade union proliferation and the new focus on organising informal-sector workers. The article concludes that, despite the decline in trade union density, the present climate represents opportunities as well as dilemmas for continued trade union vigour.  相似文献

ABSTRACT

Understanding the evolution and tenacity of particular ways of envisaging economic growth and development for Africa requires a form of analytical history that examines how conceptual structures function over the longue durée. Such an approach is more than simply empirical analysis through time or a set of abstractions based on the self-understandings of historical agents. It involves the development of a hypothetical analytic structure which through its own forms of transformation eventually comes to play a role in shaping the lived world of participants, including researchers, policymakers and ordinary citizens. This article uses research from Kenya and Zambia to demonstrate how a long-running – but temporally and spatially variable – focus on agricultural productivity has shaped the character of rural life in Africa, and why it has consistently failed to deliver enlarged forms of prosperity based on quality of life and ecological well-being.  相似文献

Abstract

This article is an analysis of the ‘Pious Pilgrimage’ section of Elizabeth and Her German Garden from a psychoanalytical perspective, focusing on the uncanny sense of the spectrality of the living and its connection to gender identity. It also offers an intertextual reading, placing the passage in the context of ‘the ghost in the garden’ as a recurring trope in the English novel. When ‘Elizabeth’ returns to the garden of her childhood, she experiences two spectral encounters: an imagined glimpse of her grandfather’s ghost and an encounter with a doppelgänger in the shape of a real child with her own name, who makes her feel as if, like Shelley’s Magus Zoroaster, she has met her ‘own image walking in the garden’. She is not the only figure in English literature to do so: behind the kitchen garden where Elizabeth has her encounter we can feel the presence of the kitchen garden in Great Expectations, where Pip sees a prophetic vision and encounters a double in the form of a ‘pale young gentleman’. This same encounter with ‘the ghost in the garden which is not a ghost’ resurfaces in a number of later texts, of which the author discusses two instances: Frances Hodgson Burnett’s The Secret Garden and David Profumo’s The Weather in Iceland. These can be taken as positive and negative conceptions of the spectrality of the living: von Arnim’s ‘ghost in the garden’ is balanced between the two in a passage treading the boundaries of comic realism and Gothic horror.  相似文献

Despite the success of the Communist Party of the Philppines in winning rural support, its work has consistently been characterised by an instrumentalist approach to the peasantry. The article begins with an examination of the foundations of the party's attitude toward the peasantry and its roots in Marxist‐Leninist theory and practice. It goes on to consider evidence of the party's instrumental approach in practice, examining the impact on legal peasant organisations and the experience of socio‐economic projects in the countryside. Attention next turns to an analysis of the party's attitude toward ‘united front work’ and its impact on coalition building among the peasantry. Finally, the author considers the implications of the current split and debates in the ranks of the CPP for the peasantry and for the future of radical politics in the country.  相似文献

In the struggle of Jewish labor in the port of Haifa during the British Mandate, the Thessalonikian dockers played a major role. Until recently the story of their absorption was analyzed ‘from above’ with a functionalist-nationalist explanation. The Thessalonikians arrived equipped with professional skills, enthusiasm, and Zionist solidarity, which ostensibly was to be sufficient for their successful occupational integration at the waterfront. This article looks again on (1) the push–pull factors of migration, and (2) the professional and economic absorption in the waterfront of Haifa, but according to social history approach and ‘from below’, from which emerges a much more complex story. We note failures and successes to gain a foothold in the maritime labor market, the persistence involved, and the partial withdrawal from the struggle. The deepening chasm between national idealism and social reality brought an ongoing polemic between the Thessalonikian dockers and the Zionist elites of the interwar Yishuv, with both sides failing to bridge the gaps.  相似文献

This article is a greeting sent to the participants in the International Federation for Research in Women’s History (IFRWH) Conference in Sofia, Bulgaria, 8–12 August 2007. The author looks back to the establishment of the IFRWH in 1987, of which she was Co‐founder, tracing the contacts, correspondence and meetings that led to that moment. Attention is also drawn to the first conferences in Bellagio, Madrid, Bielefeld and Montreal, as well as to the Newsletter activities that served to connect all the national committees that make up the Federation. The story told is one of friendships and inspiring moments. It ends with hope for the continued importance of the IFRWH to global women’s and gender history.  相似文献

A cross-sectional non-clinical sample of 1,218 adolescents, aged 10–17 years, completed measures of stress, rumination, and depression to allow tests of the response style theory of S. Nolen-Hoeksema [J Res Adolesc 4:519–534, 1994] in adolescents, in particular whether increasing levels of stress and rumination in early adolescence are predictive of the onset of the gender difference in depression. Overall, females reported higher levels of stress, rumination, and depression than males. The onset of the gender differences in stress and depression occurred at age 13 years, and for rumination one year earlier at 12 years. Significantly, also from 13 years, rumination explained the gender difference in depression by showing that it significantly mediated the effect of gender on depression. Gender moderated the rumination to depression relationship; specifically the association was stronger for females than males. Developmental differences were noted in that rumination significantly mediated between stress and depression earlier in the age range for females than males. Results supported many of the predictions of Nolen-Hoeksema’s model of the emergence of a gender difference in adolescent depression.

Drawing on recent scholarship on the financialization of agro-food systems and the global land grab, this paper examines new forms of financial investment in agriculture in the Canadian prairie provinces. We examine the factors underpinning investor involvement in the sector, including its anticipated financial performance as well as processes of agricultural restructuring that, combined with government actions to liberalize farmland ownership, have facilitated the enrollment of land and labour into new financial vehicles. We focus in particular on the emergence of two new forms of investment vehicles – farmland investment funds and an exchange-traded farming corporation – comparing the business model and investment strategy of each. In doing so, we highlight the ways in which the new investment patterns may propel the restructuring of the agricultural sector, alter power relations among key actors, and introduce new logics into the farming landscape. Our findings allow us to comment on the relevance of the land grabbing frame for making sense of the financialization of agriculture in the global North.  相似文献

Philip Barrough wrote in 1590 that barrenness ‘is caused of the womans part or of the mans part’. By the eighteenth century, however, barrenness was perceived as a female disorder distinguished from male impotence. Few historians have addressed the uncertainty surrounding early modern definitions of infertility, choosing instead to adopt set terms that fit comfortably with modern ideas. This article will highlight the difficulties surrounding the gender distinction of the terms ‘barrenness’ and ‘impotence’ during this period. Moreover, the discussion will examine the role of gender in diagnosing these disorders to sufferers. The article will argue that ideas of gender were more central to diagnosis of poor sexual health than to effectual treatment. Although it appears that barrenness and impotence were treated with separate remedies, many treatments were described as effectual for both sexes. Additionally, the ingredients used in such recipes were often sexual stimulants explained without reference to gender.  相似文献

As a new stage in women's political participation, enfranchisement brought new efforts to advance gender equality and women's social position and new organisations were formed of women voters, including the women citizens' associations. Concerns with women's and children's welfare and social reform that had been important to sections of the pre-war women's movement were repositioned alongside the pursuit of an equal franchise, equal pay and opportunities and women's representation, in relation to women's new political status. Study of the women citizens' associations in Scotland supports an account of the period 1918-30 as one of considerable political activity, particularly in developing women's role and influence in relation to established political institutions and civil society. It suggests that the division between ‘old’ and ‘new’ feminisms after 1918, mapped onto the binary of equality and difference, was not necessarily a tension for women's organisations. It gives insight into the meaning of ‘citizenship’ for women activists and how the status, rights and responsibilities of citizenship articulated and shaped a distinctive women's politics, bridging political, civil and social rights.  相似文献

We analyse the marketing of ‘heirloom rices’ produced in the Cordillera mountains of northern Luzon, the Philippines, as the commodification of a historical ‘anti-commodity’. We contend that, historically, rice was produced for social, cultural and spiritual purposes but not primarily for sale or trade. The Ifugaos were able to sustain terraced wet-rice cultivation within a system of ‘escape agriculture’ because they were protected from Spanish interference by the friction of terrain and distance. ‘Heirloom rice’ is a boundary concept that enables social entrepreneurs to commodify traditional landraces. We analyse the implications for local rice production and conservation efforts.  相似文献

What can an analysis of power in local communities contribute to debates on women’s legal empowerment and the role of paralegals in Africa? Drawing upon theories of power and rights, and research on legal empowerment in African plural legal systems, this article explores the challenges for paralegals in facilitating women’s access to justice in Tanzania, which gave statutory recognition to paralegals in the Legal Aid Act 2017. Land conflicts represent the single-biggest source of local legal disputes in Tanzania and are often embedded in gendered land tenure relations. This article argues that paralegals can be effective actors in women’s legal empowerment where they are able to work as leaders, negotiating power relations and resisting the forms of violence that women encounter as obstacles to justice. Paralegals’ authority will be realised when their role is situated within community leadership structures, confirming their authority while preserving their independence.  相似文献

Governments around the world are embracing guestworkers as a flexible labor force. The untold story of 1960s-era strike wave among Caribbean sugarcane cutters in Florida shows how the longest-running US guestworker program – the H2 Program – has functioned. The program, which began in 1942 and continues today, provided Florida's sugarcane industry with its sole source of harvest field labor, and became all the more important in the 1960s as the Cuban Revolution and the embargo that followed it caused Florida's industry to expand exponentially. Expropriated Cuban sugar moguls adopted the labor practices pioneered by the US Sugar Company, importing mostly Jamaican peasant farmers as temporary workers and deporting those who refused to accept their terms. Federal efforts to mitigate growers' exploitative practices only encouraged worse labor abuses. Cane cutters defended themselves with frequent strikes but deportations made insurgency's gains ephemeral.

This article demonstrates the centrality of the small group process, known as consciousness-raising, to the women's liberation movement in 1970s Britain. It argues that by focusing on women's liberation campaigns, demands and conferences too much emphasis has been placed on the ‘public’ face of the movement and insufficient emphasis has been given to the process by which women sought to understand their oppression, redefine themselves and create new feminist identities. By examining the impact of women's liberation on personal life we see how women sought to live out the implications of the slogan ‘the personal is political’. This article examines the process of consciousness-raising in one south London group from 1972 to 1979.  相似文献

Latin American and Brazilian rural social movements believe that significant social transformation requires the collective construction of a political project of an historical character. Education is conceived as an historical–cultural and political project to transform the peasantry into an historical subject through emancipatory educational–pedagogical praxis. The Landless Workers Movement (MST), the most emblematic peasant movement in Brazil, has played the leading role in this debate, which also includes many other peasant organizations. The MST has identified education as the key element in forging an historical–political actor out of the landless peasantry. This is articulated through the struggle for education for rural peoples, and along a theoretical–epistemic axis that revolves around the emergent concept of Educação do Campo (‘Education for and by the Countryside’). I ask how the MST conceptualizes education, and what the role is of education in strengthening peasant resistance and sharpening the dispute between political projects for the countryside. I focus on the epistemic dimensions of the concepts of education and pedagogy in the trajectory of the MST in Brazil, and I examine Educação do Campo as an educational-political project and in terms of policy conquests in the political dispute between the rival political projects for the Brazilian countryside of peasants and capital.  相似文献

ABSTRACT

This contribution explores the role of the state in the contemporary food regime in light of critical theories of neoliberalisation. Heeding recent calls for downscaling food regime analysis, I suggest a Gramscian reinterpretation of recent right-to-food legislation in India on the backdrop of longer histories of capital, power and nature. I argue for seeing the recent right-to-food case in India as partaking in a longstanding hegemonic process of neoliberalising the country’s agro-food system, where hegemony is negotiated through unstable equilibria facilitating renewed capital accumulation for dominant classes.  相似文献
