The World Development Report 2008 (WDR-2008) on agriculture and development has been received with much expectation and controversy. This paper welcomes some aspects of the WDR-2008 that help us reinvigorate some debates on agricultural development, so far marginalised in international development policy agendas. The paper, however, focuses on some critical problems in the report and the World Bank's stance on agriculture. First, there are tensions between advocacy and research and between the World Bank's rhetoric and operational realities. Secondly, the report suffers from the usual adherence to superficial win-win scenarios that mask conflict of interest and power relations. Thirdly, the WDR-2008 is caught in a tension between neo-populist pro-small farmer views and ‘modernist’ pro-agribusiness stances. Fourthly, the analysis of agricultural development in isolation from broader development processes and especially without a systematic analysis of industrialisation and agriculture–industry relations seriously limits the analytical and empirical value of the report.  相似文献

Despite the success of the Communist Party of the Philppines in winning rural support, its work has consistently been characterised by an instrumentalist approach to the peasantry. The article begins with an examination of the foundations of the party's attitude toward the peasantry and its roots in Marxist‐Leninist theory and practice. It goes on to consider evidence of the party's instrumental approach in practice, examining the impact on legal peasant organisations and the experience of socio‐economic projects in the countryside. Attention next turns to an analysis of the party's attitude toward ‘united front work’ and its impact on coalition building among the peasantry. Finally, the author considers the implications of the current split and debates in the ranks of the CPP for the peasantry and for the future of radical politics in the country.  相似文献

More than a century after the abolition of slavery in Brazil, the term ‘quilombo’ continues to evolve new meanings, not all of them associated with its common definition as a runaway slave community. In this article, I discuss the significance of quilombo in its diverse social, political and historical contexts, demonstrating how changes in the uses and meanings of the term reveal broader trans-historical, juridical, political and metaphorical processes. I argue that quilombola communities should not be conceptualized as a racial category, but rather as a system of social organization and a right. Specifically, I show how the term quilombola is currently a way actors identify with Afro-descendants in order to achieve political recognition. I also describe how contemporary practices involving quilombos reveal historical tensions over land conflicts between historically marginalized rural black communities, private interests and governmental authority. I draw on evidence from field research in southern Brazil to illustrate my understanding of how quilombos work.  相似文献

Despite important inroads, women’s marginalization in the public sphere is still very real. From a feminist theoretical perspective, and informed by Guy Debord’s conceptualization of the society of spectacle, this study examines local and national newspaper coverage of Wendy Davis’s filibuster to block an abortion-restricting bill in the Texas State legislature in 2013. Qualitative and quantitative assessments show that gender was particularly encoded and marked in the mediated discourse, with reports focusing on Davis’ personal life and giving her celebrity status. The filibuster became a political spectacle that reified dominant gender values and norms.  相似文献

How were relationships negotiated across ethnic, racial, and gendered boundaries in the American West in the 1920s and 1930s? Were friendships possible? What limits shaped them? In 1927, four Kiowa students enrolled at Oklahoma University as students of Swedish-born Professor of Fine Arts Oscar B. Jacobson. This article investigates the relationship between Jeanette Berry, wife of one of the Kiowa artists, and Sophie Brousse, Jacobson’s French wife. It focuses on an incident when Berry presented Brousse with a gift of earrings. Placing this gift within a discussion of friendships between strangers illuminates the lines of culture, meaning, and power that separated these women. This relationship had individual ramifications but also formed part of their respective attempts to establish positions and maintain culture within Oklahoma where both American Indians and immigrants faced changing and volatile conditions. Their encounter highlights issues of class as well as ethnicity and culture.  相似文献

This paper argues that in all major of epochs of economic thought – mercantilist, classical, and neoclassical – work has been portrayed as an unloved necessity. Politically, the treatment of work as a necessary evil has created undue pessimism about the prospects for progress in the quality of work and has helped to justify repressive policies to compel the working population to work hard. The ‘work as bad’ thesis, however, has been challenged by several writers, including Marx and the American institutional economists Commons and Veblen. These authors showed how the costs of work were socially determined and highlighted the possibility for intrinsically rewarding work under a transformed system of work. It is argued that in spite of some efforts to extend the analysis of work in mainstream economics such analysis is still lacking in comparison with similar analysis developed outside the mainstream paradigm. The paper outlines some of the strengths of an alternative economics of work based on insights drawn from non-mainstream economics.  相似文献

ABSTRACT

After the British-Soviet occupation of Iran during the Second World War, Iran became the key battleground for the international labour movement. The plight of the workers had become an important political issue with the Iranian government in conflict with the socialist Tudeh party for leadership over the trade unions. The Labour government in Britain was also deeply interested in the matter but regarded the Tudeh as too dangerous and too aligned with the Soviet Union to be supported. Within this climate, the World Federation of Trade Unions (WFTU) made an official visit to Iran. With its international delegates, they represented different views over the Tudeh, which caused much conflict during the visit. This article sheds crucial light on this important visit and reveals how international the Labour questions were in Iran and how the WFTU visit brought the various tensions to light. This research will also show how the timing of the visit may have impacted on the removal of the Iranian strong-man Ahmad Qavam by the end of 1947. This work is of particular significance as it looks at the previously understudied role and interest of the British government on the Iranian labour.  相似文献

This article examines the debate on whether to analyse ‘honour crimes’ as gender-based violence, or as cultural tradition, and the effects of either stance on protection from and prevention of these crimes. In particular, the article argues that the categorisation of honour-related violence as primarily cultural ignores its position within the wider spectrum of gender violence, and may result in a number of unfortunate side-effects, including lesser protection of the rights of women within minority communities, and the stigmatisation of those communities. At the same time it is problematic to completely dismiss any cultural aspects of violence against women, and a nuanced approach is required which carefully balances the benefits and detriments of taking cultural factors into account. The article examines the issues within the context of the legal response to cases involving honour-related violence, arguing that although the judiciary has in a number of cases inclined towards viewing ‘honour’ as primarily cultural rather than patriarchal, in some cases they have begun to take a more gender-based or ‘mature multiculturalism’ approach.

Visual representations of orgasm – whether in the flesh or mediated through a screen – are produced in a context of intense uncertainty about whether what is being seen represents an authentically experienced bodily event. Despite detailed scientific scrutiny and close attention to bodily signs, the authenticity of women's orgasm remains a site of cultural anxiety and contested gender politics. This uncertainty is exacerbated by the construction of female orgasm as inherently invisible or un-see-able, and ‘faking’ orgasm as a prevalent social practice. Drawing on existing literature from psychology, sociology and porn studies, this theoretical paper explores the problem of visually representing orgasm in the context of these uncertainties, and examines how the distinction between the ‘real’ and the ‘fake’ is structured by discourses of authenticity. Pornography and everyday sexual interactions provide ideal contexts for exploring the practices of producing and consuming visual representations of embodied experience because both necessitate a see-able orgasm which consumers/lovers can read as ‘real’. This paper demonstrates that considerable interpretative work is necessary to read the female body as authentically orgasmic in the context of cultural uncertainty, and that distinctions between the ‘real’ and the ‘fake’ are continually reworked. Drawing on the contrast between ‘surface’ and ‘deep’ acting (Hochschild, 1983), I argue that the distinction between the ‘real’ and the ‘fake’ cannot be established by recourse to unmediated bodily experience, and instead, researchers should consider how and when this distinction has traction in the world and the implications of this for gendered power relations, subjectivities and practices.  相似文献

John Everett Millais's painting The Bridesmaid (1851) depicts a young woman, on the evening of a wedding, attempting to conjure up a vision of her own future husband. This work has been linked to a number of others by Millais dealing with marriage, and has been seen as an articulation of 'matrimonial ideology'. Brown sets the picture in the context of the widespread, though clandestine, practice of fortune-telling, through which women in particular attempted to foreknow, and thus control, the central event of their lives. One of the most frequent questions asked of fortune-tellers was 'whom shall I marry?', the question the girl in the painting has herself asked. However, drawing on recent critical work on 'proposal composition' pictures, Bown argues that men, too, faced great uncertainty on the brink of marriage, and that artists repeatedly explored this uncertainty through attempts to represent a complex female subjectivity in their works. In The Bridesmaid Millais (who was thinking about marriage in the early 1850s) depicts a woman telling her fortune, but he also seeks to represent her as full of thoughts and feelings. The artist, and the viewer of the painting, then, engages in an act of divination in which he tries to discover the mysterious secrets of female subjectivity.  相似文献

Feminist legal efforts to make sense of the external migration policies of the European Union (EU) have focused almost exclusively on the EU’s initiatives against trafficking in women. This article examines one of the more neglected areas of EU immigration policy—the return of ‘illegal immigrants’. It analyses the so-called 2008 Returns Directive in the light of the multidimensional inequalities experienced by migrant women, which affect their migration status and expose some of them to the threat of removal. Owing to insecurities over external migration, the Directive constructs even the most vulnerable migrants as a threat to be controlled and is likely to result in detrimental consequences for many migrants, and in particular already vulnerable women who are likely to be further disadvantaged by it.  相似文献

Despite claims of ‘evidence based policy’, the place of empirical evidence in family law reform is ambiguous. There is ongoing socio-legal analysis of the differential value and uses of quantitative data and anecdote in detailing women’s experiences and advocating for change. In this paper, we engage with these issues through a focus on how data were constructed in a key government report, Every Picture Tells a Story, which was used to officially define the problem and outline recommendations in the controversial 2006-08 reform of the Australian Child Support Scheme. Our discussion focuses on two questions: what legitimacy is accorded to different kinds of evidence in family law reform processes?; and, how is this legitimacy gendered? We applied feminist critical discourse analysis to the type, source and claims of the data included in the child support chapter of the report. Our findings indicate that both quantitative data and anecdote were used to privilege fathers’ financial interests and autonomy; in contrast, women’s voices and interests were marginalised. Thus, we argue the legitimacy of data is ascribed through its relationship to the gendered definition of the ‘problems’ of child support, rather than the type of data per se.  相似文献

The control of women's public form of mourning in India was undertaken in the colonial era by male social reformers. The article argues that this was both a part of the process which enabled the consolidation of colonial rule – since laments were repositories for the social memory of the dead which could lead to vendettas – and that this fed into the construction of a specific domestic ideology. The latter was predicated on the privatization and interiorization of grief, whereby women were enjoined to bear themselves with rectitude. The taming of the transgressive form of mourning, whereby women who had earlier exhibited their grievances in a spectacular form through lament, took to more quietist (devotional) forms, has reconfigured the relationship to death and mourning. However, this has been a partial phenomenon, limited to the upper-caste, middle-class milieu. Where women continue to hold a dependent position within community, nation-state and international economy, the article suggests that, in contexts of modern conflicts and warfare, where death runs ‘wild’, the exhibitionist and ‘wild’ forms of showing grief and anger continue to be demonstrated by women as an appropriate public response.  相似文献

This article considers the ways in which Italy’s invasion of Ethiopia in 1935 and the subsequent League of Nations sanctions shaped the tasks assigned to women within the Fascist Party. During the period of sanctions and, indeed, after their ending, right up until the Second World War, empire and women’s contribution to it became a core theme in Fascist propaganda. Female party members were mobilised for the imperial cause both as producers and as consumers and this led to a new emphasis on their importance to the nation. The activities of the Fascist women’s groups expanded considerably to include a range of new tasks such as running training courses on how to fight waste in housework, ‘autarkic cookery’ and so on. This article also discusses how young Italian women were prepared for a role in Italy’s ‘place in the sun’ through special courses created to train them for a future as colonial wives.  相似文献

This article centres around three ways in which ‘new materialism’ or ‘neomaterialism’—terms coined by DeLanda and Braidotti in the second half of the 1990s—can be called ‘transversal’. New materialism is a cultural theory that does not privilege culture, but focuses on what Haraway would call ‘naturecultures’. It explores a monist perspective of the human being, disposed of the dualisms that have dominated the humanities until today, by giving special attention to matter, as it has been so much neglected by dualist thought. New materialism, a cultural theory inspired by the thoughts of Deleuze, that spurs a renewed interest in philosophers such as Spinoza and Leibniz, shows how cultured humans are always already in nature, and how nature is necessarily cultured, how the mind is always already material, and how matter is necessarily something of the mind. New materialism opposes the transcendental and humanist (dualist) traditions that are haunting a cultural theory that is standing on the brink of both the modern and the post-postmodern era. The transcendental and humanist traditions, which are manifold yet consistently predicated on dualist structures, continue to stir debates that have a stifling effect on the field (think of the feminist polemic concerning the failed materialism in the work of Butler, and of the Saussurian/Lacanian linguistic heritage in media and cultural studies). New materialism allows for the conceptualisation of the travelling of the fluxes of matter and mind, body and soul, nature and culture, and opens up active theory formation. The three transversalities concern disciplinarity, paradigms and the spatiotemporality of theory.  相似文献

Few scholars have investigated the relationship between feminism and religion in the aftermath of suffrage. This article explores how feminist organizations and individual feminists supported campaigns for women's ordination within the Anglican Church and their concern for gender equality within British churches more broadly during the forties and fifties. Focusing in particular on the 1944 ordination of the first female priest within the Anglican Communion (The Bishop of Hong Kong Ronald O. Hall ordained Chinese Deaconess Florence Li Tim Oi) and the institution of female chaplain's assistant positions in 1942, it argues that a full understanding of mid twentieth-century feminism requires consideration of the struggle for women's representation in their churches. The forties and fifties have often been portrayed by historians as the nadir of twentieth-century feminism, yet feminists continued their work for women's rights and religious identity and issues could be motivating factors for their activism. Feminists were neither anti-religious nor militantly secular and this article seeks to foster work which explores the connection between religion and women's political and social activism since the nineteenth century.  相似文献
