The place of corporate ownership and management in local government anti‐poverty strategy in Britain

Since devolution in 1999, the Welsh Government has developed a distinctive approach to the management of local government policy. Alongside an emphasis on welfarism and partnership, local authorities have been exhorted to put the citizen at the centre of public service delivery. Drawing on the notion of assemblage, developed in the governmentality literature, this paper identifies two different rationalities running through Welsh Government policy documents. On the basis of a series of interviews with government officials and their counterparts in the Welsh Local Government Association we find evidence of important tensions in the Welsh approach. While the emphasis on the citizen has worked in building a ‘political rationality’, the evidence from our interviews suggests that it works less well as a ‘government technology’. 相似文献

Public Administration has gone through conceptual development to inject renaissance and public value creation. The literature provides a battleground of ideas between bureaucracy, new public management and post NPM with the latter ones chastising bureaucracy. The new developments should be seen as perfecting and correcting some of the extremes of bureaucracy but cannot replace it entirely. Owing to the broad nature of the public sector coupled with complex goals, agencies and mandates; this paper argues for a synergistic relationship and harmonization of the principles espoused by each paradigm; because each may be applicable in specific context, sector and periods. 相似文献

In 2003, the authorities of Russia launched a comprehensive reform of local government. One of the elements of this reform was the replacement of the previously predominant form of local government, characterised by the presence of directly elected mayors, with the council-manager model. While originally motivated largely by the desire to enhance the efficacy of local government, the reform was implemented concurrently with Russia’s transition to electoral authoritarianism, with the council-manager model emerging as a major tool of authoritarian transformation. This study uses the data from 79 capitals of Russia’s regions in order to identify those factors that facilitated the survival of directly elected mayors in these cities. The analysis reveals that the past trajectories of regime transitions at the regional level in the form of elite settlement, economic resourcefulness, and the lack of politically motivated deference to the federal authorities contributed to the survival of local democracy in Russia. 相似文献

Joined up policy in practice? The coherence and impacts of the local government modernisation agenda
Abstract The last decade has witnessed a raft of new policies designed to transform the politics and performance of local authorities in the UK. Over the next three years, a specially commissioned themed section of Local Government Studies will explore the impact of these policies drawing on recent empirical studies by leading researchers in the field. This paper, the first in the series, sets the scene by tracing the evolution of key policies, analysing their objectives and assessing the extent to which they can, as central government has claimed, be seen as a coherent package of complementary policies. It concludes that whilst at first sight the links between policies within the Local Government Modernisation Agenda are not obvious, policies have become increasingly holistic. Local authority officers perceive them to be interacting in ways that contribute to the achievement of service improvement, more effective community leadership, increased stakeholder engagement, greater accountability and increased public confidence. However, the lack of ‘joined up’ working across Whitehall presents significant problems for councils and other agencies that are responsible for local service delivery and a continuing challenge for central government. 相似文献

ABSTRACTIn local government systems worldwide, financial pressures have obliged local authorities to focus on cost-efficient methods for providing local services, including inter-municipal agreements and public–public partnerships. However, in comparison with municipal mergers, privatisation and other approaches to the problem, the cost impact of the cooperative provision has not yet been thoroughly examined empirically. Moreover, available empirical research has largely concentrated on waste disposal in developed countries. The present paper seeks to contribute to the empirical literature on inter-municipal agreements and public–public partnerships by comparing their impact on costs with ‘stand-alone’ provision in a range of non-waste local services. In contrast to the bulk of existing studies, our analysis takes place in a developing country context by examining Brazilian local government over the period 2013/15. We found that – on the whole – cooperative provision is less expensive than the ‘stand-alone’ provision for the services studied. Our results can be explained by the size and composition of the population, together with the politics for cooperation. 相似文献

The author argues that the evidence suggests that although Islamic radicalism has not made substantial inroads into the region, it may still do so, as East Africa suffers from political repression as well as socioeconomic problems. Wages,Wage Inequality,and Education: The Case of a Microstate with a “Free Education for All” Policy
Like many developing states, Barbados has historically used education as a means of economic development. Specifically, for over three decades, the Barbados Government has provided free education from the primary to the tertiary level. This article investigates the benefits associated with higher education. Based on a sample of 400 Barbadians, the authors find that education has a positive impact on income and contributes to lower within-group wage inequality. 相似文献

Whereas linkages between Social Darwinism and Frederick Taylor's system of Scientific Management have been noted, there has been little elaboration on the relationship. In this paper, the parallels between the Social Darwinist theory of Herbert Spencer and the major tenets of Taylorism are explored. By the early 20th Century, members of the business community and leaders of organized labor had developed very different attitudes toward the principle of “survival of the fittest.” These opinions, informed by the prevailing ethos of society, appear to have colored business's and labor's reactions to Taylor's Scientific Management system. In addition, management historians may have developed different views concerning the strength of the relationship between Social Darwinism and Scientific Management because of the various forms of Social Darwinist theory. 相似文献

This article traces political and institutional developments in the Republic of Georgia after the Rose Revolution. Particular focus is placed on efforts by Georgian policy-makers to align Georgian political institutions with Western models. Drawing on the concept of policy transfer, the author demonstrates various pitfalls in this process. Based on the gathered evidence, it appears that Georgian policy-makers engaged in various processes of ‘incomplete transfer’, compounded by a lack of understanding or deliberately false conceptions of Western institutions. Despite democratic rhetoric and interlinkages with the West, Georgia moved to a novel form of ‘hyper-presidentialism’ and dismantled institutional checks and balances. Hence, the Rose Revolution initially served to reinforce the already existing institutions of ‘patronal presidentialism’ through a series of misguided institutional modifications. The author also discusses the outcome of the recent parliamentary and presidential elections, which may have ironically and accidentally further democratised the country. 相似文献

The European Union (EU) plays multiple roles within global trade governance as a unitary actor with particular interests to promote, a tool for dominance by powerful interests, and a site of contestation facilitating civil society mobilization. Identifying these roles is key to analyzing the role of the EU particularly in times of crisis in global trade governance where new forms of politics are most likely to emerge. ABSTRACT Networks of organizations involved in public policy implementation require strong interaction, concerted action and high degrees of collaboration to be effective. However, little is known about how different types of organizations involved in implementation of multi-sectoral social policies interact in these networks. In this article the relationship between organizational characteristics and network position is explored, as well as how the intensity of collaborations can also determine organizations’ involvement in networks. The nature of funding (public/private) and the remit of activity of organizations are found to determine their influence and importance in social policy networks. Furthermore, the network position of the organizations also depends on the level of intensity of their interactions. These results can guide public administrators when developing and promoting networks to involve a particular type of actor and also policymakers as to which types of ties are more aligned with the implementation of a particular policy. 相似文献

Do certain cultures or religions predispose citizens to support the deployment of torture against suspected terrorists? Based on an international survey of 31 different countries, we examine how religion and culture affect respondents' position on torture. We find that at the individual level, the nonreligious are resolutely opposed to torture, and that Christians, Buddhists, Hindus, Jews, and other faiths are more supportive. Among world cultures, Muslim/African cultures are most opposed to the torture of terrorists, while Confucian, English-speaking, and South Asian cultures are the most supportive of it. We also find that the use of torture has less support in countries that are suffering from terrorism, once religion and culture are considered. 相似文献

This paper addresses the philosophical question whether the nation?Cstate will be entering a final phase of demise or whether it will continue to prosper within the framework of the era of regional blocs and globalization. In order to do so, we briefly put forward some theoretical premises in relation to the nation?Cstate and globalization and how they have affected each other. This discussion also draws from the recent experiences of the international economic crisis and how the EU reacted in relation to the serious economic crisis of Greece. We also assess the case of Cyprus within the framework of this discussion. The question raised in relation to Cyprus is whether there can be an integrated society that encourages a particular common value system and also respects the ethnic identity of citizens and communities. A major question is whether the EU can offer the framework for such an outcome. 相似文献
