本文从民族文化的历史进程与民族间互动的社会环境入手,探讨了东南亚民族问题的历史由来;从经济和文化这两个视角考察了东南亚民族问题的现实缘由;分析了东南亚民族问题从国际化到全球化的时代转型。本文指出:导致民族矛盾扩大化的“涟漪效应”与对民族冲突起抑制作用的“阻滞效应”,共同构成了推动东南亚民族问题全球化的两股动力。  相似文献

东北亚和中亚地区凭借丰富的油气资源,在世界能源版图中的地位日渐上升。近年来,中亚地区油气合作发展迅速,但是在资源总量上更具优势的东北亚油气合作之路却充满曲折。在地区性统一能源市场形成之前,政府间多边协调机制仍然是东北亚油气合作的现实选择。中国在互利双赢的理念指导下,以良好的政治互信为基础,以油气运输管线为纽带,通过以双边合作为主、双边合作带动多边合作的方式,循序渐进地稳步推进了与中亚国家的油气合作。因此,中国在推动地区油气合作方面积累了一定的成功经验,提高了驾驭复杂局面的能力,理应在推进东北亚油气合作方面发挥更积极的作用。  相似文献

Based on research carried out by INTRAC (International NGO Training & Research Centre) in 2006–2007 in four countries of Central Asia for Oxfam–Novib, the article investigates NGO networks and their international links in the context of current theory on civil society and global civil society. Three case studies of NGOs working in service delivery, community development and free media are examined to show the diversity of aims and the potential and challenges of networking in the region. Civil society advocacy at national and international levels is analysed with a fourth case study on the campaign conducted in Kyrgyzstan against joining the World Bank's Highly Indebted Poor Countries programme. This example shows a more radical, alternative mode of civil society activism. The article emphasizes the importance of national- and regional-level networking and poses the question of whether NGOs in Central Asia can shift from their current positions on the periphery of global movements and debates.  相似文献

Formal schooling was virtually non-existent before the Soviet power in nomadic Kyrgyzstan, as communal life and learning was organized informally at the household and clan level. During the Soviet period, however, educational success became an avenue to a new form of upward social and geographical mobility, and the school provided new and prestigious positions for local teachers and administrators. This paper explores how the externally imposed Soviet collectivization policies reshaped the understandings and meanings of place and community during the twentieth century, a reshaping that centrally involved redefining education and the importance of ‘the school’. In the post-Soviet period, the utility of secondary and higher education in local and national labour markets has diminished, as has the power and prestige of educators. Yet the appeal of education lingers on. The authors seek to document these claims using oral histories, ethnographic interviews and participant observations in the Ylay Talaa Valley of the Kyrgyz Republic.  相似文献

We analysed the Chilean university student selection processes, comparing ‘First Generation’ and ‘Continuist’ students, using the Chilean Higher Education population databases (2000–2015). Findings confirm that 60 percent of participants in the selection process are First Generation students. The data registers an increasing self-exclusion phenomenon. Of the students who did not take the selection test after enrolling, 80 percent are First Generation and 18 are enrolled in a selective university, compared to 44 in the Continuist conglomerate. These differences may be explained by cultural capital in the Bourdieu sense, in conjunction with a diversified, massified and marketalised higher education system.  相似文献

This paper explores the consequences of the massive investment in criminal justice in Georgia following the Rose Revolution of 2003. We argue that this resulted in “governing through crime” – the outflow of criminal justice practices and logics into other unrelated policy spheres. We demonstrate this by looking at responses to the issue of safety in schools. We show that up to 2007, despite a moral panic surrounding school violence, policy-makers were able to resist knee-jerk punitive reactions in favor of evidence-based, preventive approaches in the relatively transparent atmosphere of Mikheil Saakashvili's first term. By 2008, however, schools increasingly began to become the objects of central government intervention and education policy became harsher and more punitive. In 2010, Police Academy-trained School Resource Officers were introduced into all schools throughout Georgia, with troubling consequences for both teachers and students. The paper shows that this move was primarily the result of the more interventionist, executive-driven, and opaque policy-making process in Saakashvili's second term, which left unchallenged the circulation of personnel, expertise, and policy from the hypertrophied criminal justice institutions into the education sphere.  相似文献

ABSTRACT

Research in poor communities in South Africa faces intellectual challenges and tensions which offer lessons for evaluating environmental education (EE). This article illuminates five such tensions that emerged during the course of an adult environmental education programme, implemented from 1999 to 2002, in communities surrounding the catchment of Lake Fundudzi in South Africa: tensions arose between traditional and modern concepts of community; between traditional and post-apartheid structures of local governance; between liberal empowerment and traditional conservationist ideologies; and also within and between environmental ideologies and research paradigms. Paramount among the lessons learned is the need to develop multi-, inter- and transdisciplinary (MIT) practices that are sensitive to local community and environmental needs, and to solutions expressed through local residents, community workers and academics – in other words, the recognition and affirmation of local indigenous knowledge systems (IKSs).  相似文献

After the collapse of the Soviet Union, school enrolment, attendance and attainment rates fell across the region. In Tajikistan, there has been a decrease in average completion rates for basic, secondary and higher education, as well as a growing gender gap because girls are much less likely than boys to finish all levels of schooling. Past work on educational stratification in the region has demonstrated similar trends, but not sought to explain the processes generating these patterns. Scholars of educational participation suggest that a variety of family, community and macro-structural factors influence educational attainment. This paper broadens our understanding of the processes generating the decline in educational attainment and widening gender gap by analysing interviews conducted with parents, teachers and university students living in Tajikistan in 2006–2007. Respondents overwhelmingly attribute the drop in educational rates to increased poverty and its effects on family resources. The large decrease in girls' attainment is rationalized by citing cultural norms dictating that they will only become housewives, ‘sitting at home’, and do not need further education. Others point to changes in educational policy as a reason for lower attainment rates because parents and children are now able to choose whether or not to continue studies in the new democratic society.  相似文献

The African National Congress enjoys a position of leviathan-like dominance in South Africa. In official opposition stands the Democratic Alliance whose support has risen considerably since South Africa's first democratic elections in 1994. The white electorate strongly favours the party over its main rival, the Freedom Front Plus. The coloured community in the Western Cape has also given the Democratic Alliance its support. Although the party has done well in attracting the support of ethnic minority groups it has not been so successful among the African electorate. In accounting for the success of the Democratic Alliance this article considers three themes: firstly, the reasons why white voters, especially Afrikaners, shifted their support to the party; secondly, the brand of South African patriotism now used by the party to promote the primacy of a non-racial South African identity; and finally, the party's understanding of political opposition and the obstacles that exist to it making further electoral progress.  相似文献

This article focuses on the effect of Participatory Action Research (PAR) on changing parents’ disciplinary practices and galvanising community organisation in Guatemala City. The article analyses PAR with reference to Carr and Kemmis’s threefold typology. The project involved a transition from a technical model, in which participant actors investigate a subject proposed by the lead researcher, through a practical stage, in which participants and lead researcher interact on an equal basis, to participant‐led action that has a critical intent.  相似文献
