The proliferation and capability of organised crime groups (OCGs), threaten to overwhelm the finite resources of police agencies. Although proactive ‘intelligence led’ approaches are more adept in identifying the most problematic offenders, responses predominantly rely on enforcement tactics, often delivering limited outcomes at significant cost. This paper outlines a case study involving a northern English police force, working alongside community safety partners and the public, in a bid to reduce the offending opportunities of an OCG. The multi-agency disruption tactics were categorised using the five themes highlighted by Cornish and Clarke (Criminology 25:933–949, 1986) in their Rational Choice Theory framework. The impact of the operation was evaluated by comparing criminal conviction data and police intelligence immediately prior to the police operation with similar data 2 years later. This was supplemented by semi-structured interviews with police officers (including patrol, detective, middle and senior ranking officers), partner agencies and the community. The operation was effective in reducing the threat posed by the OCG and was popular with those involved in its implementation. As it was delivered with no increased resources it provides a viable and cost effective method of reducing the threat of OCGs although further research is required to test its impact in different police agencies and against different OCGs.  相似文献

For some time there has been an intensive effort among police scholars to determine the attitudes of law enforcement personnel. Their efforts have focused particularly on the determinants of police cynicism. However, to date, there has only been one attempt to construct an index estimating that attitude—Niederhoffer's in 1967. Thus, all discussions of police cynicism rest on that index.This paper examines for the first time the reliability and validity of that instrument on a separate population of police personnel. The results were significant. First, it is shown that the index has an extremely low reliability and validity. Then, it is revealed that the index is tapping at least five separate dimensions of cynicism—not one, as police scholars so frequently assert.The implications from this research are great. The most obvious is that it is time to stop discussing the “cynical cop.” Instead, social scientist can begin specifying toward which dimensions of the occupation officers with particular traits are likely to become cynical. Second, the findings indicate the need to develop additional measures of police cynicism that are more reliable and valid than the sole existing index.  相似文献

The processes routinely used by police forces to visualise fingermarks in casework may not provide sufficient ridge pattern quality to aid an investigation. Time of Flight-Secondary Ion Mass Spectrometry (ToF-SIMS) has been proposed as a technique to enhance fingermark recovery. The technique is currently designated a Category C process in the Fingermark Visualisation Manual (FVM) as it shows potential for effective fingermark visualisation but has not yet been fully evaluated. Here the sensitivity of ToF-SIMS on three common exhibit-type surfaces - paper, polyethylene and stainless-steel was compared to standard processes. An adapted Home Office grading scale was used to evaluate the efficacy of fingerprint development by ToF-SIMS and to provide a framework for comparison with standard processes. ToF-SIMS was shown to visualise more fingerprints than the respective standard process, for all surfaces tested. In addition, ToF-SIMS was applied after the standard processes and successfully enhanced the fingerprint detail, even when the standard process failed to visualise ridge detail. This demonstrates the benefit for incorporating it into current operational fingermark development workflows. Multivariate analysis (MVA), using simsMVA, was additionally explored as a method to simplify the data analysis and image generation process.  相似文献

In prior police-citizen encounter research, the words citizens and suspects articulate were used as the primary representation of their demeanor toward the police. Despite its central role in prior works, language has been presupposed into the analysis as a formalistic assumption, and unanalyzed in its own right. Realizing this deficiency, Mastrofski and Parks (1990) advocated changes in methods of observing police work. In this article, a discourse analytic method of capturing the neglected details of the encounter between police and citizens is proffered by using a reality based TV show about police work as data. The article provides the theoretical and methodological framework for overcoming deficiencies in existing police research. Controversies have surrounded law enforcement intelligence because of past instances where the police maintained records of citizens' activities that were viewed as suspicious or anti-American, even though no crimes were being committed. This, of course, violates fundamental constitutional guarantees and offends the American sense of fairness with respect to government intrusiveness. Unfortunately, the boundary is not precise regarding the types of information the police can collect and keep. Some legal guidelines appear contradictory and the application of law to factual situations is often difficult. Beyond the legal ramifications, early intelligence initiatives by the police typically lacked focus, purpose, and process. Important lessons can be learned from these historical experiences that provide context and guidance for law enforcement intelligence today. Aggravating the [kinds of factors referred to above] has been the tenuous relationship between law enforcement intelligence and national security intelligence that has changed continuously since the mid-20th century. These changes have been both politically and legally controversial, responding to changing socio-political events in American history and most recently through post-9/11 counterterrorism efforts. As a result, there is value in understanding selected portions of history from both types of intelligence to gain context and understand the lessons learned.  相似文献

The aim of the current study is to explore the relationship between emotional intelligence and job performance in a sample of 310 police officers. The results show significant correlations between EI levels and police job performance. After controlling for general mental abilities and personality traits, EI has been found to explain additional incremental variance in predicting police job performance. Abstract

Recently there has been increased emphasis on actionable intelligence in counterterrorism. Building from the process-based model of regulation, police chiefs and scholars generally agree that community policing has promise in this regard. Yet, it is not clear the extent to which police officers concur. Since officers are in a position to implement community policing practices, it is important to understand variants in officer-level support. Using data collected from 741 officers in three departments, this project explores officer-level views of community policing’s utility to address terrorism and more common crimes. Overall, officers view community policing as appropriate to address both common crimes and terrorism. Results suggest that department-level policy itself is not the key driver of support. Rather, an officer’s own experience with community policing and support for the practice in general determine views on community policing in counterterrorism. Results also highlight the importance of comparative research across departments.  相似文献

This research takes an interest in the police's capacity to learn and adapt in an ongoing policy failure. Using the literature on organizational learning and adaptation, it investigates how the police combine exploration of new possibilities and exploitation of old certainties. This article delves into the Swedish police's adaptation to a wave of organized and aggravated robberies that in the years around 2005 seemed out of control. It argues that the Swedish police need to create organizational ambidexterity by implementing a mix of exploitation and exploration, as well as engaging societal actors external to the police when old practices run dry. This means that the law and order sector needs to refine their competences, utilize new ideas, and promote innovation from companies and other authorities for dealing with the tasks at hand. Furthermore, the organizational theory tool-box has proven that it has great potential for diagnosing current learning and adaptation efforts within the law and order sector, as they happen.  相似文献

The research described in this article explores decision-making styles and levels of emotional intelligence displayed by police hostage and crisis negotiators in the UK. One hundred and seventeen negotiators from 21 police forces took part in the research, and their data were compared with 118 non-negotiator-trained police officers and 203 university students. Participants completed the General Decision-Making Style Questionnaire (Scott and Bruce Educ Psychol Meas 55(5):818-831, 1995) and the Emotional Intelligence Inventory (Gignac 2008), with data analysed using multivariate analysis of covariance (MANCOVA) and t tests. When controlling for the effects of age and social desirability, significant differences were found between both police samples and the student sample. All police officers displayed significantly lower levels of avoidant decision-making and significantly higher levels of overall emotional intelligence than students and these findings were also reflected within certain facets of emotional intelligence, specifically. These findings provide support for the existence of a unique ‘police officer profile’, but fail to support the premise of a distinct ‘hostage and crisis negotiator profile’ within the UK police population. The findings are discussed with relevance to the practice of hostage and crisis negotiation and future research directions.  相似文献

One of the most consistent findings in empirical studies using victimization data is that the decision to report victimization to the police is determined in large part by the seriousness of the crime. The police will be notified more often of crimes that involve more serious injury or greater monetary loss. These findings, however, may be due to the fact that most studies on reporting have been conducted using victimization surveys that devote a great deal of attention to the crime event and victim characteristics and much less to the social context of that event. As a result, influences on reporting operating at the neighborhood, jurisdiction, or nation level have been neglected. The aim of this paper is to bring social context into the discourse on reporting to the police by presenting a much more inclusive model of crime reporting. In addition, the influence of four aspects of macro-level social context on reporting are tested—the perceived competence of the police, institutionalization of insurance business, norm of conformity, and level of individualism—by merging incident-level data from the International Crime Victims Survey (ICVS) for 16 Western industrialized countries with nation-level data from various sources. Hierarchical logistic modeling is used to analyze the nested data. The perceived competence of the police has a positive effect on whether property crimes are reported.  相似文献

There is an increasing awareness that the articulation of forensic science and criminal investigation is critical to the resolution of crimes. However, models and methods to support an effective collaboration between the partners are still poorly expressed or even lacking.Three propositions are borrowed from crime intelligence methods in order to bridge this gap: (a) the general intelligence process, (b) the analyses of investigative problems along principal perspectives: entities and their relationships, time and space, quantitative aspects and (c) visualisation methods as a mode of expression of a problem in these dimensions.Indeed, in a collaborative framework, different kinds of visualisations integrating forensic case data can play a central role for supporting decisions. Among them, link-charts are scrutinised for their abilities to structure and ease the analysis of a case by describing how relevant entities are connected. However, designing an informative chart that does not bias the reasoning process is not straightforward. Using visualisation as a catalyser for a collaborative approach integrating forensic data thus calls for better specifications.  相似文献

Purpose

Many studies have lent empirical support to the procedural justice model of police legitimacy; however, there has, as yet, not been widespread consideration of the potential impact of neighborhood- and community-level factors on people's perceptions of procedural justice or police legitimacy. The present study integrates the macro-level policing literature with the psychological-based procedural justice framework to uncover what effects, if any, the sociostructural environment has on procedural justice and police legitimacy.

Methods

Hierarchical linear modeling integrates census and survey data within a single, mid-sized city.

Results

Concentrated disadvantage exerted a marginally-significant impact on procedural justice, and on police legitimacy while controlling for procedural justice. Procedural justice remained the strongest predictor of legitimacy, even when accounting for macro-level characteristics.

Conclusions

The effect of procedural justice on police legitimacy appears to be robust against the deleterious impacts of concentrated disadvantage. This has implications for procedural justice research, theory, and policing.  相似文献

A college education has been increasingly perceived as a necessary requirement for policing because of the recommendations of the National Advisory Commission on Criminal Justice Standards and Goals and other, equally prestigious commissions, and because of a desire of the police to be more “professional.” Research on the value of a college education for police officers has not been sufficiently critical or rigorous, nor has it taken into account the conflict between some of the perceived benefits of higher education and the traditional organizational structure of police departments. Before committing our resources irrevocably, careful research needs to be undertaken on the value of a college education in light of existing organizational structure and also in light of some alternate structures.  相似文献

Research has shown a link between police officer stress and negative coping strategies, particularly problematic alcohol consumption. Unfortunately, most research on this topic has not been theoretically informed. Agnew's general strain theory (GST) offers a potential theoretical explanation for this relationship. Furthermore, few studies of GST had been conducted on samples other than school-aged adolescents or college students. The purpose of this study was two-fold. First, the authors examined whether GST could explain drinking prevalence and problematic alcohol consumption among police officers. Second, the generalizability of GST to a sample of police officers was examined. Using data collected from a large sample of Baltimore, Maryland police officers, support for GST was found. Consistent with theoretical expectations, multivariate logit and ordinal logit regression models showed that the relationship between work-related strain and drinking prevalence and problematic alcohol consumption was mediated through anxiety/depression. Ideas for future research are discussed.  相似文献

DNA traces found at crime scenes and DNA records held in databases have already helped the police to solve numerous investigations into specific crimes. The police clearly benefit from the use of forensic science at an operational (i.e. case) level. This paper focuses on the use of forensic DNA at a strategic level: its use in the study of patterns of criminal behaviour. The usual sources of information for this type of research are recorded crime data, self-report studies and victimization surveys. However, as our review will show, these data sources cannot provide a complete picture of crime. We therefore propose an alternative approach to criminological research that takes into account DNA databases and has the potential to augment current methods and extend the existing knowledge beyond known offenders. The use of DNA databases has an important advantage for criminological research: it is possible to link offences committed by the same individual, whether the offender’s identity is known or not. By making a one-on-one comparison of police data with the corresponding DNA data, not only can co-offenders be studied, but a larger network of offenders connected to each other can also be analysed, even if their identity is unknown to the police.  相似文献

Access by law enforcement authorities to personal data initially collected by private parties for commercial or operational purposes is very common, as shown by the transparency reports of new technology companies on law enforcement requests. From a data protection perspective, the scenario of law enforcement access is not necessarily well taken into account. The adoption of the new data protection framework offers the opportunity to assess whether the new ‘police’ Directive, which regulates the processing of personal data for law enforcement purposes, offers sufficient safeguards to individuals. To make this assessment, provisions contained in Directive 2016/680 are tested against the standards established by the ECJ in Digital Rights Ireland and Tele2 Sverige on the retention of data and their further access and use by police authorities. The analysis reveals that Directive 2016/680 does not contain the safeguards identified in the case law. The paper further assesses the role and efficiency of the principle of purpose limitation as a safeguard against repurposing in a law enforcement context. Last, solutions to overcome the shortcomings of Directive 2016/680 are examined in conclusion.  相似文献

This article responds to John Angell's (1971) proposal to abolish police middle management. With use of the data from a seven-city study of team policing (Sherman et al., 1973) and Tannenbaum's (1968) framework of control in organizations, the past obstructions and potential uses of middle management to police change are discussed. Despite extensive analysis of police militarization in the United States (US), the case in Canada has been overlooked. Building on Kraska’s (in Policing 1(4):501–513, 2007) framework of police militarization indicators, this paper examines militarization within Canadian police forces between 2007 and 2016. Drawing from data on deployments disclosed under freedom of information law, our research shows deployment of special weapons and tactics (SWAT) teams have escalated in many major Canadian cities and are even higher in some cases than those reported by Kraska on militarization of US public police. We show how SWAT teams are increasingly used by public police for routine police activities such as warrant work, traffic enforcement, community policing, and even responding to mental health crises and domestic disturbances. We also analyze data on SWAT team growth, and benchmarking between police service SWAT units. We conclude by reflecting on the implications for public policing in Canada and avenues for future research on police militarization and police violence in Canada and other countries.  相似文献
