In examining constructive responses to the problems caused by violent ethnic conflict a distinction is often made between the ‘management’ and ‘resolution’ approaches. Indeed, they are often defined so as to make them incompatible with each other. The basic assumptions upon which the differences between these two approaches are based are analysed, and the weaknesses of each are explored. Finally, the assumption of basic incompatibility is questioned, because it is generally unhelpful in promoting conflict resolution; and an attempt is made to show how the two approaches can be combined by introducing the concept of peace‐keeping (management) and peace‐making and peace‐building (resolution).  相似文献

This paper assesses the role of the European Union in the Libyan crisis (2011) and critically considers the implications for its evolution as an international security actor. Employing role theory, the paper reviews the historical development of the Union's security actorness and sheds specific light on the balance between self-conception and external expectations in the case of the Libyan crisis. Its central argument is that, despite external expectations and European narratives of a ‘comprehensive power role’, the Libyan crisis showed that the Union still acts in line with its traditional role as a civilian power. The inability to go beyond civilian power stemmed from internal dissonance on a potential hard power role and a corresponding lack of material capabilities. The growing gap between expectations about comprehensive actorness on the one hand and performance on the other is likely to damage the Union's future credibility as an international security actor.  相似文献

This paper is examines the process of regional integration of Vietnam into the framework for regional co-operation under the umbrella of the Association of South-East Asian Nations (ASEAN). The main focus is on the process leading to Vietnams admission into ASEAN in 1995. The relative importance of key factors – economic, political and security – in the process leading to Vietnams admission into ASEAN is assessed. Through an innovative public-private partnership, Demeter Agricultural Limited, along with the Malawi National Bean Programme and the International Center for Tropical Agriculture, supplied 2,559 tons of certified bean seed between 2009 and 2012 through the government's Targeted Farm Input Programme. Farmers were satisfied with the variety supplied, timeliness of the operation, pack size, and information provided. Growing numbers also accessed new improved varieties, from 264,661 households in 2009 to 344,200 in 2012. These emerging farmers’ demands and the subsequent DAL responses suggest a base for building sustainable delivery systems. However, decentralised seed-based systems will be needed for promoting varieties suited to micro-ecological niches.  相似文献

Enduring rivalries represent the most difficult challenges for policy makers seeking to promote international peace and security. Once in place, enduring rivalries account for a disproportionate number of crises, militarized disputes, as well as wars, and include conflicts that are more likely to escalate than those falling in other conflict contexts. Unfortunately, we know very little about conflict management in enduring rivalries from either a theoretical or policy perspective. This study seeks to account for why some rivalries are successfully managed while others persist at high and unabated levels of conflict In addressing these concerns, we explore 35 enduring rivalries over the period 1945–1992. We find that although enduring rivalries are quite resistant to influences that produce changes in their dynamics, both endogenous and contextual influences can exercise a significant impact upon the prospects for conflict management between enduring rivals.  相似文献

This article charts the course of regional crisis in West Africa since 1999 and assesses the extent to which the United Nations (UN) and the Economic Community of West African States (ECOWAS) succeeded in preventing an escalation of crisis in that sub‐region. It argues that although windows of opportunity existed for preventing the escalation of conflict and attention was sometimes paid to warning signs, the UN and ECOWAS had limited success largely because the regional dimensions of the conflicts were not recognized earlier. Additionally, while there has been increased collaboration between the UN and ECOWAS in response to regional crisis, these efforts are hampered by the absence of a systematized base of operations. This paper discusses the experience of the last five years and concludes that ECOWAS has not only become more responsive but has developed an evolving political framework for early action which could be greatly improved with coordinated and targeted support from the UN.  相似文献

ABSTRACT

This article critically examines territorial strategies adopted by the Indian state to accommodate territorially concentrated minority groups in two very recent cases: the formation of Telangana (2014) and the Bodoland Territorial Council (BTC) (2003). We situate both cases within the broader context of linguistic state reorganization in India since the 1950s. We argue that while the formation of states on the basis of linguistic principle was necessary given the long history of demand for linguistic states in India, it is, as Telangana and BTC clearly bear out, not sufficient to accommodate minorities. This is especially the case when, inter alia, language is: (1) appropriated by the dominant group within a state (or states) as a vehicle to perpetuate political majoritarianism, (2) supplemented by weak power-sharing arrangement, and (3) occasioned by longstanding popular perceptions of historical injustices and relative deprivation.  相似文献

This article explores the impact of domestic norms on regional security practices in a pluralistic security community in the transatlantic area. A security community is considered to be ‘a group which has become integrated, where integration is defined as the attainment of a sense of community, accompanied by formal or informal institutions or practices, sufficiently strong and widespread to assure peaceful change among members of a group with “reasonable” certainty over a “long” period of time’ (Karl W Deutsch, Sidney A Burrell, Robert A Kann, Maurice Lee Jr, Martin Lichterman, Raymond E Lindgren, Francis L Loewenheim and Richard W Van Wagenen (1957) Political community and the North Atlantic area: international organization in the light of historical experience (Princeton, New Jersey: Princeton University Press)). Recent studies have aligned the concept of security community with the practice turn in International Relations theory. Although practice theory is able to explain peaceful conflict resolution within a security community, this article shows that its explanatory power is significantly weaker when it comes to military interventions outside the security community. The article theoretically and empirically investigates this argument by using the empirical case of extraregional conflict management in Afghanistan. The importance of domestic norms in constructing and perceiving regional security practices in out-of-area operations emphasizes the ‘local’ over the ‘regional’ as a crucial driver behind the emergence of a regional actor's understanding of security and thus for the formation and consolidation of regional peace.  相似文献
