Abstract

This article argues that widely used ideas such as bureaucratic polity, constitutional monarchy, transitional democracy and political reform fail to characterize accurately the recent politics of Thailand. Instead, Thai politics are best understood in terms of political networks. The leading network of the period 1973–2001 was centred on the palace, and is here termed ‘network monarchy’. Network monarchy involved active interventions in the political process by the Thai King and his proxies, notably former prime minister Prem Tinsulanond. Network monarchy developed considerable influence, but never achieved the conditions for domination. Instead, the palace was obliged to work with and through other political institutions, primarily the elected parliament. Although essentially conservative, network monarchy also took on liberal forms during the 1990s. Thailand experienced three major legitimacy crises after 1992; in each case, Prem acted on behalf of the palace to restore political equilibrium. However, these interventions reflected the growing weakness of the monarchy, especially following the landslide election victories of prime minister Thaksin Shinawatra in 2001 and 2005. Thaksin sought to displace network monarchy with new networks of his own devising. This article suggests that conventional understandings of the power of the monarchy need to be rethought.  相似文献

Abstract

There is an underlying optimism in much of the literature that considers the emergence of social movements as being associated with deepening processes of democratization. The expansion of civil society is seen to expand political space. This paper takes a critical lens to this perspective, using recent political events in Thailand as a case study of the political strategies and alliances of social movements. We examine the debates that saw many social movements and their leaderships initially support elected Prime Minister Thaksin Shinawatra and his Thai Rak Thai Party only to see this support drain away as these same movements called on their followers to bring down the government. More importantly, we examine how these movements came to ally with conservative forces associated with the palace and military. Based on the Thai case study, we suggest that these seemingly unlikely outcomes result from the very nature of social movements. Leadership by middle-class activists, the need for alliances, the development of networks, and a focus on single issues and identities leads social movements to make substantial political compromises. Thai Land Law does not allow outright ownership of land by foreign nationals. Phuket, a well-known Thailand tourist destination, is facing a problem of acquiring land by foreigners. The objective of this study was to compile data on ownership of land by foreigners in Phuket areas and explore the types of ownership through which the land had been acquired. The purpose of this study was also to assess the nature of the problems of foreigners owning immovable properties in Phuket, and the impacts could further make appropriate recommendations. There were two types of foreign ownership of land in Phuket. The first type was legal ownership of immovable properties by foreigners, and the second were the cases that foreigners took advantage of the loopholes of the law to acquire but in fact owned and utilized land mostly in scenic beaches by using Thais as nominees. These nominees could either be their spouse, or employees of corporate bodies or legal entities. In some cases, nominees were actually employees of law firms which assisted foreigners to register as a Thai corporate body. However, the impact of foreigners owning immobile properties in Phuket can be both positive and negative. On the positive side, the local economies actually benefited foreigners owning immobile properties as this led to increasing economic growth and land utilization. The negative impacts on the other hand were mainly the loss of revenue of local governments from local taxes and duties, including land price distortion. Another negative dimension was the difficulties of the public sector to control the negative environmental impacts. From the economic perspective, the feasibility of declaring areas where there is a high concentration of foreigners owning immobile properties as special area should be explored. Finally, the establishment of a "governing council" to control and develop conditions to protect the environment and reduce the impact to communities as part of the package of investment promotion should also be considered.  相似文献

This article analyses factors that present employers with a disability employment dilemma. Research on labour market discrimination among disabled jobseekers is abundant. However, very little is known about the reasons why employers cannot hire these people. It was noted that (i) the government passed disability laws and related regulations without sufficient study; (ii) universal design in society is not well placed; and (iii) the family always overprotects disabled members. These three major factors have demotivated disabled people. Despite strong intentions, employers fail to hire people with disabilities, while, at the same time, they are forced to pay into the Fund for Empowerment of Persons with Disabilities. 事业单位改革政策是事业单位改革的方向标和行动指南.目前我国事业单位改革政策主要呈现了重视厘清政府与事业单位的关系、重视扩大事业单位的自主权、重视事业单位的分类改革、重视加强事业单位的公益性、重视创新公共服务提供方式等特征.改革开放以来事业单位改革政策的发展为我国事业单位改革提供了切实的法律和制度保障,但我国事业单位改革政策也还存在着政策制定的系统性较为缺乏、政策执行不到位、政策绩效评估机制不够健全和法治体系建设相对滞后等方面的问题.因此,未来我国应从强化事业单位改革政策的顶层设计、加强改革政策执行的监管力度、重点推动事业单位公共服务清单的建设、健全改革政策的绩效评估机制、重视改革政策的法律保障等方面来完善事业单位改革政策.  相似文献

The ‘Southern Fire’ is an ethno‐religious conflict in the southernmost region of Thailand that has claimed thousands of lives since a violent upsurge in 2004. According to a framework for conflict resolution, the state's policy alone could not resolve the conflict as it focused mainly on implementing a ‘peacekeeping’ strategy by increasing the number of security forces. Pursuing a ‘peacemaking’ strategy via peace talks by the government did not create any concrete outcome either. Therefore, to create lasting peace, civil society actors need to be involved in a ‘peacebuilding’ strategy in order to keep the balance of socioeconomic structures. A number of civil society groups have played significant roles that could reduce the tensions in this region. Based on the in‐depth interview data and documentary research, this article identifies the eight roles of civil society and its potential to grow in the deep south. This article helps to promote civil society as a tool of a non‐violent approach that could help create a sustained peace in these provinces. Copyright © 2016 John Wiley & Sons, Ltd.  相似文献

Recent work has suggested that the discontent over perceived negative impacts arising from liberalization and globalization need to be more carefully considered. The critiques emanating from non-governmental organizations and social movements are considered to be amongst the most significant. This paper examines one example of such criticism – localism – that emerged during the economic crisis in Thailand. This example is found to be a variety of populist reactions to the changes and inequalities generated by capitalist industrialization. The paper assesses this critique, its political strength and its potential to provide an alternative economic model for Thailand. While populist localism develops a useful moral argument regarding the impact of neoliberal globalization, it is unable to develop a sound alternative model.  相似文献
