Making Sense of Greek Austerity

The process of approving a Greek drawing on funds provided by the international community is now familiar. There is concern about the prospect of securing an agreement between the International Monetary Fund (IMF), the European Union (EU), the European Central Bank (ECB), and Greece, which satisfies all parties. This paper suggests that all parties to the agreement have interests in an orderly resolution of the Greek crisis that keeps Greece in the Eurozone. Furthermore, it argues that disagreements and delay before eleventh‐hour agreements can best be explained politically. The paper first demonstrates how Greece, the IMF, and the EU each have a clear interest in finding an orderly solution to the Greek crisis that allows it to remain in the Eurozone. It then outlines the incremental nature of the package and its strategic benefit both for the European banking sector, and governments in Greece and the Eurozone more broadly.     

Making Sense of Hell: Three Meditations on the Holocaust

This essay is an inquiry into the epistemology of the holocaust. It contests organic explanations of the event in favour of an interpretative pluralism . Different questions are seen as demanding different forms of inquiry: what made the holocaust possible requires a political analysis, the issue of its uniqueness calls for a sociological perspective, while an anthropological approach is necessary in order to illuminate its enduring symbolic significance. The essay will deal with these matters in an innovative manner. Thus, in concert with one another these three meditations will provide a new constellation for viewing the holocaust even as they confront certain prevailing prejudices and assumptions.     

Interrogating 24: Making Sense of US Counter-terrorism in the Global War on Terrorism

As an increasing number of scholars have argued, the fiction of popular culture and the reality of politics are inseparable. Fact and fiction, rather than remaining distinct, are mutually constitutive and interact to produce new meaning. A critical reading of Fox Television's intensely popular series 24 suggests that the series (re)produces key elements of the global war on terrorism discourse and is therefore a particularly useful case for under standing the importance of intertextuality for the production of meaning. Though the packaging of 24 may be new and exciting, the underlying messages remain the same, in the process rendering commonsensical the US global war on terrorism and the way that it has been waged.     

Coercive Leadership

We develop a model of leadership in which an informed leader has some degree of coercive influence over her followers (agents). Agents benefit from coordination but face two distinct challenges: dispersed information and heterogeneous preferences. The leader's coercive power facilitates coordination by weakening the effect presented by both of these challenges through “binding” agents to a strategically chosen policy. The leader's policy choice becomes more informative to the agents about the leader's privately held information as her coercive capacity increases. By adjusting her policy choice in response to available private and public information, the coercive leader achieves her preferred average of agents' actions, and in so doing, neutralizes the possibly deleterious coordinating influence of public information. We develop implications of our analysis for understanding autocratic leadership in different political and organizational contexts.

Collective Leadership and Context in Public Administration: Bridging Public Leadership Research and Leadership Studies

This article challenges the view that public leadership research should maintain a separate perspective in the study of public leadership. It discusses the benefits of further embedding the public leadership research domain within leadership studies, constructing a cross‐fertilization that contributes to advance both. The article maps key concerns in relational leadership theories, contrasting them with current work in the public leadership research domain and offering suggestions to close the gap. It highlights public leadership scholarship's competitive advantage to contribute to theorizing about leadership, given the importance of context for building contemporary theories of relational leadership.     

Sense on Federalism

Debate on the relevance (or otherwise) of federalism to the development of the European Union is often characterised by mutual incomprehension on either side. Close inspection, however, reveals that the high temperature of argument may not be solely due to differing visions of the finalite politique. For the precise meaning of the federal concept in political science remains unsettled. This article looks back to the earliest origins of federalism, in order to establish a firm basis for suggesting improvements. The idea of divided sovereignty, ‘invented’ in America and now thought to lie at the heart of the federal concept, is identified to be a false construction. On these grounds, it is proposed that the definition of federalism be clarified today as not ‘a division of sovereignty between two levels of government’, but instead ‘a division of the powers flowing from sovereignty between two levels of government of equal status’.

Revising the Leadership Paradigm in Sub-Saharan Africa: A Study of Community-Based Leadership

Much of the discourse on leadership in sub-Saharan Africa emphasizes leader characteristics, skills, styles, and behaviors, while ignoring the relationships, interactions, practical judgments, and unique contexts that make up leadership in everyday cultural community life. This essay argues that the focus on individual leaders hardly reflects leadership as practice in African communities. An alternative, pragmatic view based on unique historicity and cultural community norms is proposed, one that has a chance of fostering social change and institutional transformation.
