State offices of rural health grant program--HRSA. Notice of availability of funds

The Office of Rural Health Policy, Health Resources and Services Administration (HRSA), announces that applications are being accepted for matching grants to States for the purpose of improving health care in rural areas through the continued operation of State Offices of Rural Health. This program is authorized by section 338J of the Public Health Service Act 42 U.S.C. 254r. Awards will be made from funds appropriated under Public Law 105-78 (HHS Appropriations Act for Fiscal Year 1998). Approximately $3.0 million will be available to support 50 grants in fiscal year (FY) 1998.     

Availability of funds to provide health services in the Pacific Basin--HHS. Notice of availability of funds

The Health Resources and Services Administration (HRSA) announces that up to $331,000 is available under section 301 of the Public Health Service (PHS) ACT 42 U.S.C. 241, for funding public and non-profit private entities for projects to build capacity and improve health services and systems, particularly preventive health services, in the Commonwealth of the Northern Mariana Islands, American Samoa, Guam, the Federated States of Micronesia, the Republic of the Marshall Islands and the Republic of Palau and to provide technical assistance relative to such projects. In recognition of the extent of funding available, these funds will be available only to continue activities currently receiving funds under the section 301 Pacific Initiative grant authority. HRSA will entertain applications from current grantees for supplemental grants to modify project activities, and from eligible organizations for competing continuation grant awards to extend project activities.     

Availability of funds for grants to provide for the delivery of AIDS/HIV services within community health facilities--HRSA. Notice of available funds

The Health Resources and Services Administration (HRSA) announces the availability of approximately $10.9 million in Fiscal Year (FY) 1990 for grants to community health facilities, including Community and Migrant Health Centers and local public hospitals and clinics, to provide comprehensive primary care services to persons with human immunodeficiency virus (HIV) infection. These grants will be awarded under the provisions of the Department of Health and Human Services Appropriations Act, FY 1990, Public Law 101-166.

This notice provides two lists. The first is a list of all areas, population groups, or facilities designated as primary medical care health manpower shortage areas (HMSAs) as of December 31, 1989. Second is a list of previously-designated primary medical care HMSAs that have been found to no longer meet the HMSA criteria and are therefore being withdrawn from the HMSA list. HMSAs are designated or withdrawn by the Secretary of Health and Human Services (HHS) under the authority of section 332 of the Public Health Service Act.

This notice announces the availability of HCFA funds for certain priority research and demonstration cooperative agreements and grants for the Federal fiscal year 1985. HCFA makes funds available for activities that will help to resolve major health care financing issues or to develop innovative methods for the administration of Medicare and Medicaid. This notice contains information about the subject areas for cooperative agreements and grants that will be given priority; project requirements; application procedures and other pertinent information. It also cancels the February 4, 1985 closing date for HCFA waiver-only applications that was announced on November 9, 1983.

The Health Resources and Services Administration (HRSA) announces the availability of funds for several HRSA programs. This Notice lists several programs that are announcing competitions for fiscal year (FY) 1999 funds but were not published in the fall 1998 HRSA Preview. This Notice includes funding for HRSA discretionary authorities and programs as follows: (1) Special Projects of National Significance, HIV/AIDS Bureau; (2) Extramural Support Program for Projects to Increase Organ and Tissue Donation, HIV/AIDS Bureau; (3) Cooperative Agreement for Emergency Medical Services for Children and Quality Improvement Center, Maternal and Child Health Bureau; and (4) Basic Nurse Education and Practice: Baccalaureate Nursing Education Using Distance Learning Methodologies for Rural RNs, Bureau of Health Professions. These programs were not published in the fall 1998 HRSA Preview and will only appear in the Federal Register and on the HRSA Home Page at: http://www.hrsa.dhhs.gov/. The next edition of the HRSA Preview is scheduled to be published by early summer 1999. The purpose of the HRSA Preview is to provide the general public with a single source of program and application information related to the Agency's competitive grant reviews. The HRSA Preview is designed to replace multiple Federal Register notices which traditionally advertised the availability of HRSA's discretionary funds for its various programs.     

Civilian Health and Medical Program of the Uniformed Services (CHAMPUS); demonstration project--DoD. Notice of the implementation and operation of a health care demonstration project for CHAMPUS beneficiaries residing in selected base realignment and closure (BRAC) sites in Texas and Louisiana

Section 9032 of the DoD Appropriations Act, 1993, requires CHAMPUS Reform Initiative (CRI) services to begin at the BRAC sites at Austin (Bergstrom Air Force Base) and Fort Worth (Carswell Air Force Base), Texas, and Alexandria, (England Air Force Base), Louisiana, by May 1, 1993. These sites will be referred to as the CHAMPUS Reform Initiative--Selected Base Realignment and Closure Sites (hereinafter referred to as CRI--BRAC). The Alexandria site will include the Fork Polk catchment area. Objectives of CRI--BRAC are: (1) Assurance of continuing beneficiary access to care: (2) a strengthening of quality assurance activities; and (3) controlling health care costs. In addition, the pharmacy benefits provided for in section 702(b) of the 1993 Defense Authorization Act will be implemented for DoD Medicare eligible beneficiaries.
