Recent citizen deaths involving police use of force have increased discussion surrounding police accountability and community relations. One piece of this discussion is the use of body worn cameras (BWCs) by officers. Unfortunately, little rigorous research has been conducted to estimate the effectiveness of BWCs in reducing problematic police-citizen interactions. In this paper, we estimate two measures of effectiveness of BWCs by comparing incidents that occur in a squad assigned cameras to incidents that occur in a squad assigned control. First, we estimate the effect of being assigned a BWC (but not necessarily using the camera) on reducing complaints and resistance associated with incidents. Second, we employ data on BWC use to estimate the effect of cameras if they were used with full compliance. Together, these two estimates provide a plausible range of effectiveness that policymakers can expect from BWCs. We find that BWCs have no effect on the rate of arrest or resistance, but can substantially reduce complaints.  相似文献

This article gives an overview of police use of body-worn cameras (BWCs). In doing so it explores the widespread adoption of BWC technology around the world and shows how different jurisdictions are adopting the cameras for a variety of uses. Next, the review examines the empirical research of BWCs and assesses the perceived benefits and concerns of the technology. The article then examines a case study of police use of BWCs in Canada. Politicians and civil rights groups have called on police in Canada to adopt BWCs to improve accountability, but little movement has been made in this direction. The article identifies several reasons why police have been slow to adopt the technology in Canada despite public demand and the widespread deployment of the technology elsewhere. It concludes with suggestions for areas of future research.  相似文献

Anecdotal evidence suggests that recent video-recorded police–citizen encounters have undermined police legitimacy and fueled civil unrest across the United States. Drawing from the process-based model of policing, social cognitive theory, and past research on media effects, we assess the influence of viewing cell phone videos of police–citizen encounters on perceptions of law enforcement. Using quasi-experimental methods and video footage of an actual police–citizen encounter captured on cell phones, the effects of viewing these videos are assessed using a series of repeated measure ANOVAs. Results indicate that viewing cell phone videos of police–citizen encounters significantly impacts perceptions of law enforcement, though little evidence of differing effects based on point-of-view, number of video exposures, or ordering of video exposures was found. The process-based model of policing should consider further incorporating the contributions of technology to provide a more holistic account of the factors influencing perceptions of police.  相似文献

Contentious debate is currently taking place regarding the extent to which public scrutiny of the police post‐Ferguson has led to depolicing or to a decrease in proactive police work. Advocates of the “Ferguson effect” claim the decline in proactive policing increased violent crime and assaults on the police. Although police body‐worn cameras (BWCs) are touted as a police reform that can generate numerous benefits, they also represent a form of internal and public surveillance on the police. The surveillance aspect of BWCs suggests that BWCs may generate depolicing through camera‐induced passivity. We test this question with data from a randomized controlled trial of BWCs in Spokane (WA) by assessing the impact of BWCs on four measures: officer‐initiated calls, arrests, response time, and time on scene. We employ hierarchical linear and cross‐classified models to test for between‐ and within‐group differences in outcomes before and after the randomized BWC rollout. Our results demonstrate no evidence of statistically significant camera‐induced passivity across any of the four outcomes. In fact, self‐initiated calls increased for officers assigned to treatment during the RCT. We discuss the theoretical and policy implications of the findings for the ongoing dialogue in policing.  相似文献

In this article, we explore variations in procedural justice delivered in face‐to‐face encounters with citizens before and after the implementation of body‐worn cameras (BWCs). We draw on recent advances in the measurement of procedural justice using systematic social observation of police in field settings in the Los Angeles Police Department. Data collected on 555 police–citizen encounters are examined in bivariate and multivariate models exploring the primary hypothesis that BWCs affect procedural justice delivered by police directly and indirectly. Our results indicate that significant increases in procedural justice during police–citizen encounters were directly attributable to the effect of BWCs on police behavior as well as to the indirect effects on citizen disrespect and other variables. The implications for policy include explicit measurement and monitoring of procedural justice or elements such as officer discourtesy in departments adopting BWCs. Further research questions such as more detailed examination of citizens’ behavior changes under BWCs are also considered in the context of the findings.  相似文献

Despite the prominent role that procedural justice has taken in policing research, we know surprisingly little about police perceptions of procedural justice as an effective tool in their encounters with members of the public. In this study, we start with a focus on the perceptions of police recruits in a major police service, exploring their perceptions of procedural justice and its role in policing. Using data from a questionnaire of 450 police recruits in the early stages of their initial training, we find that orientations supportive of procedural justice significantly predict reported intentions to use procedural justice approaches in interacting with others, as well as the prioritization of procedural justice responses to a typical policing encounter (traffic violation). We also find that belief in an obligation to obey the law is significantly associated with perceived procedural justice outcomes. We argue that early supportive orientations towards procedural justice may be important in understanding police officers’ future interactions with members of the public, promoting positive evaluations of justice among citizens, and minimizing the risk of coercive encounters involving officer use of force.  相似文献

Despite having the potential to affect cooperation and support for law enforcement, community preferences for police training are generally unstudied. This paper seeks to understand (1) general community preferences for police training for responding to mental health crises, (2) where the public prioritizes this mental health crisis training relative to racial bias training, and (3) whether these preferences vary depending on respondent demographics and risk factors for police contact. Survey data from a general sample of Portland, Oregon residents (N = 259) shows public support for police training on responding to mental health crises, but the public as a whole is split over whether mental health, or racial bias training, should be prioritized as the best use of police training time. Logistic regression analyses demonstrate three main findings regarding the impact of respondent characteristics on preferences for police training: (1) black respondents appear concerned that, by drawing attention to mental health crises, police will be more limited in their responses to racial bias; (2) respondents facing the greatest, and those with the least, amount of risk in police/citizen encounters are most supportive of mental health crisis training; and (3) mental illness itself does not appear to affect support for police mental health crisis training. These differences in support for training need to be understood before law enforcement can cultivate community support for police officers and their training practices.  相似文献

In the past decade, municipal police organizations have devoted significant resources toward drug enforcement. One popular strategy in addressing the American drug problem is the formulation of multijurisdictional drug task forces. Despite their popularity, the impact of these cooperative ventures on law enforcement agencies has not been adequately evaluated. The research reported here examined the effect of membership in a drug enforcement task force on levels of drug enforcement outputs and perceptions of effectiveness by comparing law enforcement agencies participating in drug task forces to agencies which do not participate. Results suggest that task force membership impacts perceptions, but does not appear to influence objective measures of drug enforcement outputs.  相似文献

Objectives

This study aimed to validate a tool for coding police body-worn camera (BWC) footage to measure the dynamics of police–community encounters, including items related to community members, officer performance, and situational outcomes.

Methods

Over 1000 BWC videos were scored by five coders who participated in an iterative interrater reliability exercise to improve the agreement. Krippendorf's alphas and a multilevel simultaneous component analysis were used to assess interrater reliability and the component structure of ratings, respectively. Bootstrapped and multilevel exploratory and confirmatory factor analyses were conducted to ascertain any underlying dimensions supporting officer and community member behavior, and cluster analyses were performed to examine whether interactions could be grouped into coherent categories.

Results

The lower bound of unweighted means of bootstrapped alphas ranged from 0.67 to 0.96 depending upon item type, and 21.60% of the total variance in raters was between-subjects. Factor analyses revealed only a single factor (“defensiveness”) underlying four items related to hostility directed toward officers by community members. Cluster analyses described seven categories that were highly overlapping but conceptually plausible with cluster silhouette means ranging from −0.06 to 0.13.

Conclusions

We validated a collection of interval-level coding metrics on a random sample of over 1000 interactions between police officers and community members recorded through BWCs. In doing so, we provide a roadmap for researchers and practitioners to effectively measure the dynamics of police–community encounters and officer performance within those encounters and a framework for addressing the validity and reliability of items in future studies involving the measurement of BWC footage.  相似文献

“Predatory policing” occurs where police officers mainly use their authority to advance their own material interests rather than to fight crime or protect the interests of elites. These practices have the potential to seriously compromise the public's trust in the police and other legal institutions, such as courts. Using data from six surveys and nine focus groups conducted in Russia, we address four empirical questions: (1) How widespread are public encounters with police violence and police corruption in Russia? (2) To what extent does exposure to these two forms of police misconduct vary by social and economic characteristics? (3) How do Russians perceive the police, the courts, and the use of violent methods by the police? (4) How, if at all, do experiences of police misconduct affect these perceptions? Our results suggest that Russia conforms to a model of predatory policing. Despite substantial differences in its law enforcement institutions and cultural norms regarding the law, Russia resembles the United States in that direct experiences of police abuse reduce confidence in the police and in the legal system more generally. The prevalence of predatory policing in Russia has undermined Russia's democratic transition, which should call attention to the indispensable role of the police and other public institutions in the success of democratic reforms.  相似文献

Police use of deadly force is a significant concern for municipal policymakers and law enforcement agencies. Following U.S. Supreme Court case law, police agencies and municipal entities may be held civilly liable under Section 1983 for force that is not objectively reasonable; for failure to train; and for policies, customs, and practices that cause constitutional injury. This article analyzes eighty-six cases from the U.S. District Courts and the U.S. Courts of Appeals on Section 1983 liability regarding police use of deadly force. The article focuses specifically on police firearm use in deadly force situations, highlighting how managerial disorganization and administrative breakdown impacts departmental decision making. Principles of management, such as division of labor, hierarchy of authority, span of control, unity of command, and communication are used to explain bad shootings that lead to potential police liability.  相似文献

PurposeThere has been a recent surge in the adoption of and media attention to the use of body-worn cameras in law enforcement. Despite this increase in use and media attention, there is little to no research on officer perceptions of body-worn cameras.MethodsThis study relies on baseline data of officer perceptions toward body-worn cameras collected from surveys administered to Orlando Police officers who are participants in a randomized experiment evaluating the impact of body-worn cameras (Taser AXON Flex) in law enforcement.ResultsResults suggest that police officers are, by and large, open to and supportive of the use of body-worn cameras in policing, they would feel comfortable wearing them, and that they perceive a potential for benefits of body-worn cameras in improving citizen behavior, their own behavior, and the behavior of their fellow officers.ConclusionsOfficers are generally supportive of body-worn cameras, and they hold perceptions that these devices can be beneficial in positively affecting relevant outcomes. High-profile events involving police use of force in various cities throughout the US and internationally have garnered enormous media coverage and demonstrated the importance of police-community relations. To date little empirical attention has focused on how such events may negatively impact police officers. Using survey data from 567 officers, this study considers whether perceptions of negative publicity are adversely related to officers’ sense of self-legitimacy (i.e. the confidence they have in their authority). Findings revealed officers who felt less motivated as a result of negative publicity expressed less self-legitimacy. However, the degree to which officers felt their job had become more dangerous as a result of negative publicity was not significantly related to self-legitimacy. These findings increase our understanding of the sources of self-legitimacy and reveal that negative publicity surrounding law enforcement presents a unique challenge to officers’ confidence in their authority, which can have important implications for the community.  相似文献

Individuals enter police encounters with expectations about how these interactions will unfold. These expectations are often rooted in racialized personal, vicarious, and collective experiences with the police. Bayesian updating posits that the way youth perceive treatment by the police during stops and arrests combines with prior expectations and perceptions to shape current views of the law, whereas subtyping suggests this process differs by race. This study examines intra- and interracial variability in these processes using longitudinal survey data from 3,085 Black and White youth. Regardless of race, youth who indicate they were treated with disrespect during police encounters had lower perceptions of procedural justice than did those with no contact, whereas contact perceived as respectful had no significant effects. For White but not Black youth, police encounters rated as “neutral” are associated with more negative views of the police. Other forms of legal socialization are also racialized, including messages conveyed in the media and by parents. Limited evidence exists that prior views of the police moderate the effect of police encounters on procedural justice or that these conditioning effects vary by race. Findings support updating, but race differences do not neatly align with findings expected with updating or subtyping theory.  相似文献

This paper reports the results of a survey of attitudes toward police and police service among 273 citizens in 4 neighborhoods in Pittsburgh, Pennsylvania. Extensive socioeconomic and personal history data were collected for all individuals. Results indicate that personal history. particularly respondents’perceptions of the way in which specific officers have related to them personally in previous encounters, is a more significant determinant of general attitudes towards police than were all socioeconomic variables including race and income. Results thus suggest that positive styles of policing will significantly affect police-community relations, and that police-community relations programs stressing officer-citizen interaction in a law enforcement context will have the highest probability of success.  相似文献

Police officers are the only professionals mandated by society to use discretionary coercive physical force as a necessary component of fulfilling their duty to maintain public safety and uphold the law. If community policing is to prevail as an effective and credible style of law enforcement, the legitimate use of competent police authority will continue to be a vital issue. This article analyzes the types of officer problems and problem officers that can harm community policing efforts. These include (1) individual factors, such as attitudes, personality traits, and psychological disorders; (2) police-citizen interaction factors, such as interpersonal dynamics and community attitudes; and (3) organizational factors, such as training and supervision, departmental philosophy, and the “cop culture.” The article then offers practical strategies for improving officer performance, including (1) selection and screening of officers; (2) training and supervision; (3) fitnessfor-duty evaluations; (4) effective supervision and discipline; (5) coaching and counseling strategies; and (6) the most productive use of psychological services. Throughout this discussion, the concept of the police officer as a law enforcement professional is emphasized as essential for guiding public safety policy into the 21st century.  相似文献

ABSTRACT

Despite the fact that LGBTQ individuals are at greater risk of victimization than the average citizen, the LGBTQ community’s relationship with law enforcement has been a turbulent one. Using a mixed-methods approach, including surveys, semi-structured interviews and observations of town hall meetings, and following the participatory action research framework, this study examines the interactions between the LGBTQ community and law enforcement, and the perceptions of police within the LGBTQ community. The current study demonstrates how members of the LGBTQ community continue to have negative experiences with police that adversely impact their perceptions of law enforcement. Moreover, the findings underline the importance of examining how multiple identities impact an individual’s experiences with and their perceptions of law enforcement. Expanding past research on this topic, this study offers an analysis based upon suggestions of the study’s participants of what steps must be taken in order to improve relations between these two groups.  相似文献

Police departments across the United States are now integrating new visual monitoring technology (e.g. unmanned aerial vehicles [UAVs or ‘drones’], body cameras) into routine police practices. Despite their potential use in multiple areas of proactive and reactive policing, public attitudes toward police use of UAVs, and visual monitoring technology overall, is mixed. As an extension of previous research, the current study uses a national survey to assess how well individuals’ perceptions about police legitimacy, effectiveness, and other criminal justice attitudes predict the level of public receptivity and opposition toward police UAV use in various contexts. The implications of these findings for public policy and law enforcement practices are discussed.  相似文献
