Hobbes's Liberty and Skinner's Discontent

This article questions the plausibility of the interpretation of Hobbes's liberty that Quentin Skinner articulates in Hobbes and Republican Liberty . It argues that Skinner's book fails to prove two of the three claims it must uphold: the 'textual accuracy claim' and his 'methodological claim'. This article maintains that understanding Hobbes's use of liberty in Leviathan according to his definition of 'corporall liberty', as Skinner does, ignores many of Hobbes's claims that invoke liberty outside the beginning of chapter 21, resulting in a one-dimensional reading of Hobbes.     

The Winter of Discontent Thirty Years On

Thirty years on, and in the context of our own crisis, it is perhaps useful to take stock of the last Winter of Discontent. The industrial strife that beset the Callaghan government in the winter of 1978/79 was seen at the time as a key factor in Labour's defeat in the general election of 1979; but its legacy is considerable and its significance enduring. These four themed essays come from a public seminar at the British Academy to mark the thirtieth anniversary of the Winter of Discontent. Colin Hay argues that the Winter of Discontent was, in key respects, a manufactured crisis lived, experienced and responded to through a very particular construction of the events that is difficult to reconcile with the evidence itself. Reponses by Lords Baker, Lea and Lipsey follow and the section concludes with a transcribed and edited version of the lively discussion which ensued.     

单位化背景下的乡村关系——杨村调查

本文在简单回顾乡村关系制度变迁的基础上，考察了BJ市城乡结合部农村单位化现象，探讨了在单位化背景下乡村关系的表现形态及其意义。文章认为，改革开放以来，中国农村出现了两种倾向，一种是以个体经营为主的分散农户的原子化，而另一种倾向是以集体经营为主的村民单位化。在单位化乡村社区，村民的地缘意识、血缘意识在下降，而单位意识在提升和凸显。在城市化进程中，单位化了的村民担心自己被排斥在单位体制之外，而小心呵护着单位与村民之间的庇护与被庇护关系。本文的基本结论是，在单位化村庄中，乡村关系表现为单位体制下的上下级关系，具有强烈的行政色彩，村民自治的自治空间因此变得极为有限。     

公共预算中的公民制度化参与——以浙江温岭市新河模式为例

本文介绍了浙江温岭市新河模式的形成过程和主要做法,分析了新河模式中公民制度化参与财政预算的途径和机制,探讨了新河模式在扩大公共参与等方面的效果、作用和意义,解剖了新河模式中财政预算的公众制度化参与过程可能出现的问题和误区,指出了新河模式存在的制度条件及其示范价值。最后,从协商民主与代议民主相结合的理论视角,对公共预算中公民制度化参与的新河模式进行了分析总结。     

领导干部问责制的制度化思考 ——对"渤海2号"事件的分析

"渤海2号"事件已经过去三十余年,期间中国由封闭到开放,民主法治理念深入人心.尽管问责的制度背景及内涵等都已经改变,但近年来的问责实践在路径上却又体现出与"渤海2号"事件的高度内在一致,这也意味着问责制度在中国的发展将与大多法治命题一样面临同样的命运,即西方理念如何内化成为行之有效的中国制度,而不是在实践中逐渐丧失最初的目的并最终被实质上放弃.因此,在此时认真梳理"渤海2号"事件问责事件,对于问责制度的制度化是有必要的.     

制度化、生态化与大众化反腐模式的自觉建构

在中国特色反腐倡廉道路上,有效预防和惩治党内腐败,实现腐败的标本兼治,建设廉洁政治,我们党就必须自觉建构和牢固确立制度化、生态化与大众化反腐模式。制度化反腐模式强调把权力关进制度的笼子里,通过制度来约束权力。生态化反腐模式强调反腐倡廉须在集约化和系统化的原则下追求综合效益,达到内生态与外生态的良性互动。大众化反腐模式强调让反腐倡廉的主体——人民大众真正归位,成为"价值层面的主体",并发挥他们的主体性、能动性和自觉性,形成"大众参与、大众负责、大众监督"的反腐倡廉氛围。这三种模式不是非此即彼的关系,而是相互配合协作的关系。将三者有效地融合并统一于党的反腐倡廉建设全过程,是我们党治理腐败的根本之道。     

风险的制度化与制度的风险——以彩票业为例

从风险与制度的关系角度,分析了彩票业在中国的发展过程以及存在的问题。认为,彩票是国家对社会投机行为进行有序管理的制度形式,实现了国家对风险的制度化利用,达到了通过赋予娱乐行为合法性,筹集社会资金发展公益事业的目的。彩票业的兴起是中国发展市场经济的必然结果,产生的问题反映了市场经济监管体制的不完善,也说明了任何制度建设都蕴藏着潜在风险。要解决彩票发行中产生的各类问题,必须从完善和强化监管机制入手,引导和激励社会公众参与合法的娱乐活动。     

Institutionalized Evaluation and Intergovernmental Relations: The Case of Coastal Zone Management

The enactment of national environmental management programswas prompted, in large part, by the perceived failure of stateand local government officials to deal adequately with pollutioncontrol and resource management problems. Paradoxically, theimplementation of several important environmental managementprograms relies heavily on these same state and local officials.Congress has sought to resolve this paradox by requiring federalevaluation of state and local environmental planning and managementactivities. Many of these evaluations are little more than routinefiscal audits. However one agency, the Office of Coastal ZoneManagement, has sought to develop a systematic evaluation processfocusing on all aspects of state coastal zone programs. Theseevaluative efforts have led to intergovernmental tensions, mostnotably with regard to the purposes and methods of evaluation,the appropriate roles of federal and state officials, and theresources available for evaluation. In spite of these tensions,there is broad agreement about the value of the evaluation processand its potential applicability in other contexts.

微博倒逼制度化反腐的成因及出路

微博反腐正成为自媒体时代中国反腐进程中方兴未艾的现象。微博反腐具有显著的正能量,它借助于焦点事件这种非制度化途径,起到倒逼政府介入腐败案件查处的功效,从而加速体制内反腐的理性化和制度化进程。微博反腐的倒逼机理在于,它把以前只是由反腐机构与当事人掌握的不对称"内部信息",通过微博这种自媒体发酵为路人皆知的"外部信息",从而实现了反腐机构、当事人与社会公众间的信息相对对称。在腐败信息相对对称的情况下,体制内反腐的工作重心将逐步从对焦点案件的被动查处,转变为对制度化反腐方略的主动探求。未来的廉政制度化建设应着力解决三大问题:一是国家廉政制度设计中制度短缺与制度剩余的并存悖论;二是既有廉政制度实际执行力不足导致的"制度软约束"现象;三是选择性反腐的合法性危机。     

Multiple Hands on the Wheel: Empirically Modeling Partial Delegation and Shared Policy Control in the Open and Institutionalized Economy

The causal arguments of modern, positive political science oftenimply complex interactions among multiple explanatory factors.In one example from comparative and international politicaleconomy (C&IPE), sharing of monetary-policymaking controlbetween partially autonomous central banks and politically responsivegovernments yields inflation as a convex combination of therates that would have held under full-government and full-central-bankpolicy control. The anti-inflationary effect of central bankindependence (autonomy plus conservatism: CBA) therefore dependson all political–economic variables to which central banksand governments respond differently, and, vice versa, CBA mutesthe inflation effects of all such factors. Extending that logicof shared policy control to open political economies: insofaras domestic monetary authorities fix exchange rates, they effectivelydelegate inflation control to foreign (peg-currency) authorities,and policymakers in small and financially exposed economiesmust match domestic inflation to foreign (global) rates to avoidmassive exchange-rate pressures. Thus, analogously, the domestic-inflationeffects of fixed exchange rates and of monetary exposure dependon each other and on many other institutional and structuralaspects of the domestic and foreign political economies, and,vice versa, the effects of all domestic and foreign political–economicconditions depend on degrees of exchange-rate fixity and financialopenness at home and abroad. This article shows how to modelsuch complexly interactive hypotheses empirically compactlyand substantively meaningfully, and demonstrates the postwarinflation records of 21 developed democracies to favor suchspecifications decidedly over standard linear-additive or linear-interactivealternatives. The concluding sections discuss specific resultsand implications and then suggest several more potential applicationsof this general approach to further instances of shared policycontrol and other substantive contexts that induce the multiple,complex interactions characteristic of modern, positive politicalscience in general and C&IPE especially.
