目前有关民间组织和公民社会的研究成果可以说是汗牛充栋,但是系统阐述民间组织与民主关系的论文较少。本文通过对民间组织的含义、特征的扼要分析,试图重点揭示民间组织以及以民间组织为核心构成的公民社会与现代社会民主政治之间的内在联系,希望能对我国民间组织的发展以及培育公民社会推动我国的民主政治建设起到一定的促进作用。  相似文献

西方的市民社会理论经历了三个发展阶段,首先是市民社会与野蛮社会的分离,其次是市民社会与政治国家的分离,最后是市民社会与经济社会的分离。马克思的市民社会观处于第二个阶段,他剖析了现代市民社会的产生和内在矛盾,揭示了市民社会的本质和发展方向。中国的“社会”正处于西方市民社会发展的第二阶段。而其历史背景却处于西方第二和第三阶段交错的现代性背景中。根据历史的经验与中国的现实,中国目前的社会建设首先要健全市场经济体制,推进政治体制改革;其次要加强以改善民生为主的社会建设,培育公民社会;最后要促进社会与国家的良性互动,克服市民社会的内在矛盾。  相似文献

Abstract

We argue that the majority of civil society conceptualizations employ a narrow concept of the state and a narrow concept of civil society. The life history of a Brazilian woman demonstrates that as individuals travel through state institutions and civil society organizations (CSOs), they carry conflicting worldviews with them which bear on the practices of CSOs. With Gramsci we recognize civil society as a space where movements and the state struggle for hegemony; beyond him we conceptualize CSOs as contradictory, being simultaneously of and against the state, while the state is simultaneously outside and within them.  相似文献

Who needs civil society? What is civil society useful for? While the foregoing and similar dilemmas dominated the early civil society literature on sub-Saharan Africa, this was soon followed by a steady shift to the analysis of non-governmental organizations. The shift foreshadowed the recent methodological approach to civil society research which emphasizes ‘measuring’ and ‘surveying’ civil society. In this essay, I contend that this approach, to the extent that it seems to totalize civil society as component voluntary associations that can be measured, deepens the crisis of understanding which it aspires to transcend. Yet, although I critique—and reject—this approach, I argue nonetheless that it ought to be seen as an opportunity to reinstate a more theoretically robust and politically driven imagination of civil society, one that problematizes, not just civil society organizations that are, ultimately, only an aspect of civil society, but the civil domain as a whole. While conceding that ‘measuring’ civil society has its own merits, I insist that it comes with a real danger of, first, reducing civil society to organizations, especially organizations that can be measured; and second, distracting students of African societies from the politicality that underpins much of the continent's socio-economic woes.  相似文献

The phase of democratic consolidation can significantly impact the motives, dynamics and objectives of civil society. Its internal roles, dynamics and power balances are significantly altered by the advent of democracy, due to shifting resources, political opportunities and a general reframing of goals and objectives. By adopting a definition of civil society as an ‘arena’ (which highlights the continuously evolving composition and leadership of civil society) and borrowing a number of theoretical dimensions from social movement theory (which underline the importance of resource mobilization, political opportunities and conceptual framing processes), the article shows that the advent of democracy has posed a number of challenges to civil society organizations in Korea and South Africa. Moreover, the consolidation of democracy has inevitably changed the nature of government–civil society relations. While in South Africa institutional politics reasserted itself in the first years of democracy, thereby sidelining organizations and movements concerned with public accountability and good governance (which have only recently resurfaced through the action of new social movements), in Korea corruption and lack of transparency immediately marred the dawn of democracy, providing civic movements with a fertile terrain to galvanize civic mobilizations vis-à-vis the lack of responsiveness of the political class.  相似文献

Abstract

With the ever increasing demands of market forces via globalization on governments, the parallel requests from citizens to fill the gap often left open by states have become just as prevalent in the modern era. Governments have become ill-equipped to handle such citizen demands or simply unwilling, thus civil society agents in the form of Non-governmental Organizations (NGOs) are attempting to fill those gaps. Ideally, civil society actors like NGOs collectively mobilize and advocate more political openness, in the form of civil liberties and civil rights. However, NGOs can stymie democracy-building as well. Demands for more democratization are increasing precipitously, and seem to be coinciding with the rising tide of globalization, even in nascent democracies such as Nigeria. However, the idealism of the 1990s, that NGOs would be the panacea for democratic limitations, are not revealing themselves as once anticipated for a plethora of reasons. This paper will investigate the impact of NGO efforts and democratization in the face of instability in postcolonial Nigeria.  相似文献

Scholars argue that we cannot see civil society organizations (CSOs) as legitimate players in policy if we have no clear ways to define them and if we lack information explaining their functions. Thus, scholars and practitioners alike have encouraged the ‘mapping’ of civil society. Mapping civil society consists of gathering and collating information on CSOs and often making it publicly available. There is little scholarship about such mapping efforts implemented by government. This article compares new mapping efforts in two countries—i.e., registries of CSOs created by governments in Ecuador and Colombia. The article examines the intentions of civil society mapping by government, identifying three key goals: to collect data, to regulate, and to foster collaboration. It discusses the differences across civil society mappings by government and in comparison with other mapping projects. The article argues that registries are increasingly positioned as a link between government and civil society not only to collect data for transparency but also to implement regulatory measures and to foster various degrees of collaboration. Thus, greater research attention to civil society mappings by government and their possible implications on civil society development and civil society/state relations is needed.  相似文献

ABSTRACT

European integration has added an extra dimension to the perceived crisis of contemporary democracy. Many observers argue that the allocation of decision-making powers beyond the nation state bears the risk of hollowing out the institutional mechanisms of democratic accountability. In EU governance, the Commission has emerged as a particularly active and imaginative actor promoting EU–society relations, and it has done so with the explicit desire to improve the democratic legitimacy of the EU. However, assumptions concerning the societal prerequisites of a working democracy differ with the normative theory of democracy employed. Therefore, expectations concerning the beneficial effect of institutional reforms such as the European Commission's new governance strategy, which was launched at the beginning of the century, vary according to normative standards set by different theories of democracy on the one hand and to the confidence in the malleability of society on the other. Our contribution seeks to pave a way for the systematic assessment of the democratic potential of the European Commission's consultation regime. To this purpose, two alternative theoretical conceptions that link participation to democracy will be presented. A list of criteria for both conceptions that enable us to empirically assess the democratic potential of the EU Commission's participatory strategy will then be presented.  相似文献

Contemporary authoritarian regimes frequently coexist with a range of non-governmental associations, while resisting any trajectory towards democratization. This article reviews three major explanations for such political interactions, before proposing an alternative explanatory framework, using Young's dualistic approach to civil society. This approach stresses that the discursive role of civil society needs to be understood in order to explain the dynamics of coercion and cooperation faced by civil society organizations under authoritarian rule.  相似文献

The last few decades have witnessed the emergence of global civil society advocacy networks as major players in global governance. The Global Call to Action against Poverty (GCAP) is one of the recent phenomena in this arena and epitomizes high-level involvement of a multiplicity of actors in GCAP, with various multilateral governance institutions, as well as states. This article analyses the origins of GCAP, motivations for its formation, evolution, and operations, with specific references to its structures and architecture. It argues that alliances are very different from ‘normal’ forms of organizations because they are made up of diverse forms of organizations, coming together voluntarily to achieve a specific purpose and therefore are by their very nature complex, unstable, and difficult to co-ordinate. The result of such, within GCAP, is an organization that is somewhat amorphous and exhibits both aspects of anti-systemic protest (in Polanyian terms) as well as a pacifying force (part of the hegemonic historic block in Gramcsian terms). I argue that the loose nature of global civil society alliances is a positive contributor to mass mobilization but causes frustrations in decision-making and actions. This, in effect, calls for a more bureaucratized and institutionalized architecture, albeit with a potential to alienate some constituencies. A key lesson from GCAP's evolution, structures, and strategies, I posit, is that it is not possible to push through individual positions without compromising so as to accommodate others.  相似文献

Both civil society organizations (CSOs) and political parties are expected to be vital actors in democratic societies, yet the ideal relationship between the two types of groups has not been fully explored. This article analyses how the interaction between CSOs and political parties has affected democratic consolidation in contemporary Turkey. Through personal interviews with leaders of both types of groups, the study finds that traditional power relations have shifted to include a greater number of political actors. Islamists, who were previously peripheral in politics, have joined the traditionally dominant secular nationalists at the ‘centre’ of political power. However, instead of increased pluralism, the study finds Turkish society now polarized along secularist/Islamist lines, both in political parties and among CSOs. While restrictions against non-governmental organizations have been lifted in recent years and the number of groups has grown, most are still viewed as ‘arms’ of political parties, lacking an independent voice and political power. These findings suggest that the civil society sector in Turkey is underdeveloped and unable to contribute positively to the democratization process.  相似文献

Abstract

This essay systematizes the ontology of non-governmental organizations (NGOs) and the processes of their inclusion in world politics. It tracks conceptualizations of NGOs, their integration into IR theory, and the resultant move toward global governance (GG) theory. First, I provide an interdisciplinary ontological evolution of NGOs in international relations (IR): as international interest groups, then transnational social movement organizations, then transnational advocacy networks, and most recently as global civil society. All stress different features of NGO activism, but none have successfully replaced the term ‘NGO.’ Second, this new ontology requires a new process for participation in world politics—GG. GG theory expands on IR theory to include NGOs in multi-actor, issue-driven relationships.  相似文献

Abstract

Following the collapse of Communist regimes in 1989, academics and dissidents alike were quick to claim that agents of ‘civil society’ had played an integral role in the 1989 ‘Velvet Revolutions’. However, the appropriation of civil society to explain events in Eastern Europe is highly problematic. In arguing that civil society offers an inappropriate framework in which to study opposition and dissent in Soviet type regimes, this article recommends dismissing the typology for this particular scenario. Instead, a new typology, the totalitarian public sphere, is introduced. This article concludes by elaborating on why the totalitarian public sphere serves as a more comprehensive typology by which to explain dissent and opposition in Soviet type regimes.  相似文献

Abstract

This study examines values, ethics and principles of conduct that underlie activities of global civil society organizations. It uses an international web-based survey, and a content analysis of the codes of conduct for exploring views of global civil society actors active on global issues and participating in global civil society events. The findings of this analysis highlight many similarities in the ways global civil society organizations of different forms and origins define their goals, values, ethical standards and responsibilities. The normative consensus discerned in this research is limited in scope, however. It revolves around a particular, liberal, view of civil society. The study discusses results of the survey and content analyses in light of the current debates on the nature of global civil society and its relation to the system of states and the global market.  相似文献

Proceeding from mass society theory and the theory of social capital, this article discusses the effect of social isolation, social trust, and membership in voluntary organizations on radical right-wing voting in Belgium, Denmark, France, Norway, and Switzerland. By using data from the first and third rounds of the European Social Survey, a number of logistic regression models are estimated. The results indicate that social isolation and social capital, measured as active membership in voluntary organizations, are of marginal value for explaining radical right-wing voting, although there is some cross-national variation. Moreover, the results show that not even members of humanitarian aid and human rights organizations are less likely to vote for the radical right, which clearly questions the universalistic ambitions of Putnam's theory of social capital and its core idea that organizational membership fosters tolerance and civic virtues.  相似文献
