Abstract

The 1995 Tokyo subway attack by the Japanese religious movement Aum Shinrikyō represents one of the most dramatic examples of violence by a religious movement in modern times. Initially urban-based but with a rural communal presence, Aum believed that it had a mission to transform the world and fight in an imminent apocalyptic war between good and evil, and it engaged in numerous conflicts with the secular world it despised. While emphasising the significance of religious visions in Aum's activities this article examines the degree to which Aum's associations with the city of Tokyo also featured as an element in its violence.  相似文献

ABSTRACT

This article explores how liberal statebuilding can produce unexpected results by examining Jordan's campaign against domestic abuse. Jordan's Family Protection Initiative exemplifies the executive's implementation of externally-supported measures promoting women's empowerment. However, ambiguities over its central mission have resulted in the state pressuring victims to reconcile with abusive family members. I argue that the Initiative reflects regime survival strategies, designed to deflect international calls for democratic reform, co-opt the Jordanian women's movement, and circumvent Islamist and tribal opposition. Critics' accusations that the Initiative is ‘foreign’ are largely veiled criticisms of the executive for politically marginalising them and/or usurping their authority in family matters.  相似文献

Under which conditions did introduction of women's suffrage occur before the First World War (early), and when only after the Second World War (late)? This article analyses necessary and sufficient conditions to explain both early and late introduction of women's suffrage in 14 Western European countries using Rokkan's cleavage theory, which distinguishes between four cleavages: religious, ethnic‐linguistic, class and sectoral. In addition to testing Rokkan's cleavage theory, this study adds a structural dimension to agency‐based studies on the role of the women's movement, which helps to explain why some such movements had much earlier success than others. Finally, this article advances the democratisation literature that takes the timing of the introduction of male suffrage as a proxy for the timing of the introduction of women's suffrage, as the timing of the introduction of male suffrage does not necessarily mean early introduction of women's suffrage. Based on fuzzy‐set qualitative comparative analysis (fsQCA), the article shows that the absence of an ethnic‐linguistic cleavage is a necessary condition for early introduction of women's suffrage. Moreover, the fuzzy‐set analysis highlights that the absence of a religious cleavage combined with a class cleavage or a sectoral cleavage combined with the absence of a class cleavage is sufficient for early introduction of women's suffrage. Concerning late introduction of women's suffrage, it is the combination of a class cleavage with a religious cleavage or the presence of an ethnic‐linguistic cleavage in the absence of a sectoral cleavage that prove to be sufficient.  相似文献

Abstract

The 1979 UN Convention on the Elimination of all Forms of Discrimination against Women highlights the importance of equal participation of women in public life. Since the early 1960s, women in Japan have voted in elections at significantly higher rates than men. However, Japanese women's equal participation in policy formulation and decision making lags far behind major democracies. Gender equality is stated under the Japanese Constitution, but social practices are far from equal. There are no legal constraints on Japanese women's right to candidacy for public office, but they are far underrepresented in local and national elected assemblies. In 1999 an important landmark in the substantial progress towards gender equality took place when the Japanese government, for the first time, legally denounced the stereotyped division of roles on the basis of gender and described men and women as equal partners. An unprecedented amount of legislation, together with policy changes and organizational reform at the national level were introduced from this state-led initiation. In the same year, women's grassroots groups were rapidly moving beyond the reach of policy, organizational, and legal changes; they successfully conducted a major nationwide campaign for ‘More Women to Assemblies¡’ and increased the number of elected women representatives at the local level at an unprecedented rate. The purpose of this article is to assess the potential of increased women's political voices in Japan, which can be seen as an alternative way of solving the problems of political disengagement in the male-dominated representative democracy. To this end, the article examines the course of watershed events in 1999 towards a gender-equal society in Japan, with special emphasis on the importance of grassroots missions in eliminating barriers to Japanese women's political participation.  相似文献

ABSTRACT

While commentators often describe transnational far-right populism as a unified movement, Teitelbaum’s article investigates incongruities among anti-immigrant, nationalist actors in two locations today. It focuses on the implications of Donald Trump’s success for the Sweden Democrats, highlighting party leaders’ inability to establish a coherent position on the US Republican. Their struggle derives from Trump’s mismatch with the party’s emerging reformist ideals. Accordingly, the public sphere analysed in this article provides insight, not only into the internal divisions and fraught history of the Sweden Democrats, but also into the dynamic nature of contemporary right-wing populist movements in the West.  相似文献

Because of the prevailing patriarchal ideology in Korea, studies of the Uprising in Gwangju have not attributed an active role in the resistance or even autonomous subjectivity to women who took part in the uprising. This article raises and analyzes how the Gwangju Uprising has been genderized and represented in a way that continues this genderization. All too often, women's autonomous subjectivity has been omitted. This article further analyzes women's experiences of resistance in the Gwangju Uprising as well as their experience of being excluded from formal political organizations.  相似文献

This essay examines Sudanese Islamist debates about the position of women within an Islamic framework, oppositional groups' stances on the nature of a post-Islamist Sudan and women's role in the nation. The author critiques oppositional groups for a lack of vision for a post-Islamist gender egalitarian Sudan and feminism for its lack of clarity about the concept of women's emancipation. The author argues that all groups in Sudan have not extended a visionary approach to women, but have been limited to expressions about "women's rights." Using the concepts of "emancipation," "gender egalitarianism," "citizenship," "alienation," "belonging," and "subject," the author deconstructs segments of crucial political documents such as Islamic decrees, the new Sudanese Constitution (1998), the "Asmara Declaration" of the National Democratic Alliance, and various statements by political parties in exile. Using excerpts from women's narratives, the author attempts to illuminate Sudanese women's self-identification, belonging, and citizenship.  相似文献

How do women gain authority in the public sphere, especially in contexts where patriarchal norms are prevalent? I argue that the leaders of patriarchal social movements face pragmatic incentives to expand women's authority roles when seeking new movement members. Women authorities help patriarchal movements by making persuasive, identity-based arguments in favor of patriarchy that men cannot, and by reaching new audiences that men cannot. I support this argument by examining the rise of online female preachers in the Islamist Salafi movement, using interviews, Twitter analysis, and automated text analysis of 21,000 texts by 172 men and 43 women on the Salafi-oriented website saaid.net. To show the theory's generality, I also apply it to the contemporary white nationalist movement in the United States. The findings illustrate how movements that aggressively enforce traditional gender roles for participants can nevertheless increase female authority for pragmatic political reasons.  相似文献

Abstract

Many academic commentators have pointed to how the widening and deepening of a neoliberal reform agenda in Southeast Asia has brought about the end of developmental forms of state governance and the emergence of less directly market interventionist states pursuing economic ‘competitiveness’. In this paper, I note how notions of competitiveness are increasingly fused with ideas regarding the contribution of gender equity and women's empowerment to national economic success. However, drawing upon a case study of Malaysia, this paper highlights how government policies stressing both the marketisation of social reproduction and the need to expand women's productive roles are constantly brought into tension with embedded social structures. Such an emphasis is essential to any understanding of the role of the Malaysian state in economic development – a role that has been fundamentally shaped by a localised politics of ethnicity. The paper draws upon examples from government policy-making that conceptualise women as key workers in the emerging knowledge-driven economy and as microentrepreneurs driving pro-poor economic growth and illustrates how such policies are brought into tension with traditionalist discourses concerning the appropriate role of women in society.  相似文献

Current literature on the women's movement argues that in recent decades, a schism based on the politics of identity has divided women and led to the weakening of the movement. This process, intersecting with the escalation of neoliberal trends and the ‘NGOization’ of civil society, has resulted in the depoliticization of the women's movement and the waning of its influence as a political force. The present paper seeks to examine whether this argument is consistent with the situation in the Israeli women's movement of the early twenty-first century. Based on the history of the women's movement in Israel, the paper posits a twofold argument: (a) the women's movement in Israel has not disappeared but has been restructured as a result of its NGOization; (b) despite criticism of the movement in the literature and on the part of activists as the result of its NGOization, the movement's political messages have remained intact and even expanded to embrace questions of social justice, including novel thinking on matters of peace and security.  相似文献

Abstract

More women are successfully running for U.S. political offices. However, further advances may be limited by women's inability to symbolically portray themselves as effective leaders in political media. We see the dilemma most clearly in political ads for female candidates. These texts juxtapose in the viewer's mind the legacy of women's images in advertising — homemaker, mother, sex object — with the ideal of male‐dominated political leadership. In our culture we still identify the male as political and public‐minded and the female as involved in private concerns.

A feminist semiotic reading and comparison of political ads from a Maryland Senate race between two women (Linda Chavez and Barbara Mikulski) and one from George Bush (as an example of a male standard) illustrate the difficulty women face as candidates in portraying themselves as effective leaders. Bush's ad shows the ease with which men can be portrayed as symbolic Father ready to lead the country. Chavez uses her ads to establish her relationship to patriarchy; she will be a leader defined by maintenance of her roles as wife, mother, and daughter. Chavez's opponent, Mikulski, chooses a potentially riskier strategy and “breaks the rules” in seeking a new way to portray women in some of her ads. Mikulski creates a new kind of symbolic space for women that draws on the power of maternal relationships; she will be a leader who follows the example of her brave great‐grandmother. The develoment and acceptance of more powerful symbols for female candidates, such as motherhood, means a greater possibility for women's electoral victories and increased diversity in politics.  相似文献

ABSTRACT

This article examines the interaction between institutional change and caste and gender embeddedness. It develops a framework for understanding how this interaction takes place. The article presents data on the results of an effort by a non-profit development organization, the Cooperative Development Foundation (CDF), to promote women's cooperatives, grounded in the ideas of mutual self-help and equitable access to services, in rural Andhra Pradesh in India. Using a simple theoretical framework that highlights the multi-level nature of institutional change, and the potential for interactions with embeddedness at one level to affect interactions at other levels, the article presents data showing how particular institutional rules of the cooperatives interacted with caste and gender to shape the overall governance and service delivery practices of these new organizations. In particular, after failed attempts to integrate existing, male-dominated cooperatives with women, the CDF created gender-segregated cooperatives. Data from the women's cooperatives show the creation of mixed-caste organizations, with boards of directors that were fairly representative of their membership, but with presidents that were more likely to be from the higher-castes. Access to financial services shows little caste bias, though lending is through caste-based peer groups. The data suggest that the interaction of embeddedness and institutional change is a process contingent on: a) the strategy taken by the development organization towards embeddedness; b) the nature of the institutional change itself relative to the existing social structure; and c) the effects the interactions between institutional change and embeddedness at different levels have on each other.  相似文献

This article offers a new theoretical explanation of the relationship between religion and the demand for redistribution. Previous literature shows that religious individuals are less likely to favour redistribution either because (a) religion provides a substitute for state welfare provision, or (b) it adds a salient moral dimension to an individual's calculus which induces them to act contrary to their economic interests. In this article, it is argued that the effect of religion on an individual's redistributive preferences is best explained by their partisanship, via a process of partisan motivated reasoning. In contexts where parties are able to combine religion with pro-redistribution policies, religious individuals are more likely to favour redistribution as doing so reinforces their partisan identity. In advanced democracies, religious individuals are more likely to be supporters of centre-right parties that oppose redistribution. However, in Central and Eastern Europe (CEE) the historical and political context leads to the opposite expectation. The nature of party competition in CEE has seen nationalist populist parties adopt policy platforms that combine religion and leftist economic programmes. They are able to credibly combine these two positions due to the way in which religion and the welfare state became linked to conceptions of the nation during the inter-war state-building years. Using data from 2002–2014, the study shows that religiosity is associated with pro-redistribution attitudes in CEE. Furthermore, religious supporters of nationalist populist parties are more likely to favour redistribution than religious supporters of other parties. The results of this research add greater nuance to our understanding of the relationship between religiosity and economic preferences.  相似文献

Abstract

Since the end of the Cold War, the international arena has witnessed two concurrent worldwide trends. One is the gradual prevalence of universalism under the banner of human civilization; the other is the gradual revival of nationalism globally under exactly the same heading. Both trends are evident in China, a country which in the twenty-first century is perceived universally as a rising nation. However, does Chinese nationalism necessarily pose a threat to the world? By examining two debates on the Chinese intellectual response towards Sino-American and Sino-Japanese relations in the early twenty-first century, this paper investigates the status of Chinese nationalism. It questions whether it is a fixed set of ideas embraced by a solid entity, or whether it possesses multiple layers with dual elements contributing to both security and insecurity internationally. The paper argues that three separate nationalist processes are occurring concurrently but independently of each other: the construction of civic nationalist values; the development of an international relations strategy assigning responsible power to China; and the detection of alleged anti-Chinese conspiracies. The effect of the first two would be to encourage regional peace, and they could offset fervent nationalist expression. A somewhat counter-intuitive result of Chinese nationalism might be that it also becomes a stabilizing force within and outside China's borders.  相似文献

E-govemment's next phase-a seamless, customer-oriented Web presence-faces more formidable barriers to development than did earlier advances. Progress toward customer-focused e-government requires fundamental organizational changes to existing bureaucracies, so that the government's Web presence can be comprehensive, efficient, and easy for citizens to use. To compel individual “stovepipe” agencies to develop a combined Web presence, chief information officers must be able to focus political and bureaucratic resources on making government websites truly customer-centric. The rewards for success in this next stage of e-government are significantnot only will it benefit citizens directly, but integrated e-government can also make offline government more efficient and effective.  相似文献

Abstract

History and traditions are important for many civil society organizations (CSOs). However, CSOs have to mediate between their original mission and modern-day realities. This article argues that understanding the concept of decoupling can enrich analyses of how organizations deal with path dependency. Hence, this article discusses cross-fertilization between historical and organizational institutionalism. This is illustrated through a study of Swedish CSOs using survey data, interviews and documents. The Swedish popular movement tradition is argued to be a path that is not easily abandoned, and the results of the surveys and interviews included here show how actors in CSOs find history to be both a resource and a constraint. Furthermore, different decoupling strategies, including both reversed and official decoupling, are used to balance between historical legacies and current challenges.  相似文献

Abstract

The siege of Vukovar in 1991 set the precedent for the urban warfare which characterised the dissolution of the former Yugoslavia. The destruction of urban religious heritage during the siege played a key role in ethnicising the conflict. Although the war is over, peace remains elusive—the city remains in ‘Conflict-time’ marked in part by competitive (re)construction; strategic neglect; and ‘neutralisation’ of religious architecture and sacral heritage. This article questions why Vukovar's churches became and remain flashpoints of contestation and seeks to understand their spatial and visual impact on this contested city.  相似文献

Abstract

Organizational identity is an important concept in organizational theory, as it can contextualize the behavior of organizations and members. The literature presents divergent perspectives on organizational identity: some studies have characterized organizational identity as constrained by institutional forces, whereas others have contended it is socially constructed by organizational members. Studies have largely focused on the former perspective, measuring organizational identity by sector affiliation; the latter approach has rarely been empirically tested. Therefore, in addition to sector affiliation, this article proposes a different approach to operationalizing organizational identity by examining hospitals’ mission statements. The study also examines which of these dual forces have more predictive power regarding organizational performance. Together with hospitals’ sector affiliation, we test how the presence and frequency of mission statement language regarding access, cost, quality, or unique organizational values affect hospitals’ various performance metrics. Regression analyses with 172 acute hospitals in Florida reveal significant relationships between types of mission statement content, sectors, and performance indicators.  相似文献
